    n 5 October 2012, on the occasiono the 20th anniversary o the World

    Bank Group activity in Albania, the WorldBank Oce in Tirana organized a coner-ence to celebrate the long partnership withAlbania. The conerence took stock o themany-olded contribution o the WorldBank to the countrys economic, human,and institutional progress. Present therewere Prime Minister Sali Berisha, mem-bers o the cabinet, project beneciaries,representatives rom the private sector, civilsociety, media, development partners, etc.

    Albania became a member o the World

    Bank Group in 1992 and the World Bankhas been one o countrys key main sourceso development support along this amaz-ing 20-year journey. Since then, the Bankhas nanced 71 projects totalling over US$1.2 billion. Throughout the past years, theWorld Bank Group has been able to as-

    sist Albania technically, nancially, andthrough policy advice on virtually every as-pect o its development needs. Participantsin the conerence pointed out that commonsuccesses are many and joint policy workhas been critical to the successul transor-mation o the country in terms o nancialsector development, business environment,and economic management. Participantsin this conerence pointed out the construc-tive cooperation o the World Bank withsuccessive governments and all the stake-holders, the impact o the nanced proj-ects or sustainable growth in its road to-

    wards EU integration. Speakers o dierentpanels in the conerence commended keyWorld Bank projects which had strong de-velopmental impact and aected positivelythe lie o the people in the countryside andthe towns, students in school, vulnerablegroups, armers, private sector, etc. From

    the investment perspective, there have beenobtained countless visible results.

    growing countries in Europe in World

    Bank reports, Albania is an excellent ex-

    ample o an eective and ruitul part-

    nership between a country and our in-

    stitution, said Philippe H. Le Houerou,World Bank Vice President o Europe

    and Central Asia in his greeting note. Asin every partnership, both parties have

    been learning, changing, and adapting

    to new realities. In her remarks, Jane

    Armitage, Country Regional Directoror Southeast Europe said that it hasbeen immensely satisying to partner

    long experience in working in develop-

    ing countries all over the world.

    Over the past 20 years, both Albaniaand the World Bank have expanded part-nerships with other multilateral and bi-lat-

    eral development institutions and non-gov-ernment players as the key or keeping abreasto new ideas and experience, and both haveplaced trust into the EU integration processas the best acilitator o Albanias continuedeconomic and social progress.

    development and EU integration agen-

    da, said Kseniya Lvovksy, Country Man-

    agero the World Bank Oice in Tirana,- and I look orward to celebrating thecountrys uture successes.A youth pho-to competition was organized announcedrecently on the occasion o the 100 an-

    niversary o Albanias independence, andthe 20 year partnership o Albania and theWorld Bank.

    During the activity the winners o thiscompetition were also announced.On thisoccasion the World Bank has producedthe booklet Albania and World Bank -20 Years o Working Together, basedon compilation o inormation romvarious World Bank Group reports andsta.

    As o August 2012 the Swiss Coopera-

    tion Ofce in Albania (SCO-A) has a new

    Country Director. Holger Tausch has tak-

    en over the duty o leading the SCO-A a-

    ter ormer director Isabel Perich took on

    the job o Country Director o the Swiss

    Cooperation Ofce in Belgrade, Serbia.

    In August 2012 Holger Tausch arrived

    in Albania to take over the role o Coun-try Director or the Swiss CooperationOce. His predecessor, Isabel Perich tookup the position o Swiss CooperationsCountry Director in Belgrade, Serbia a-ter a one-year tenure in Albania.

    Mr. Tausch brings with him a wealtho development work experience that in-cludes a recent ve-year position as SeniorAdvisor at the World Bank in Washing-ton, DC. His work there ocused on sup-porting the strategic management o the

    World Bank with a view o keeping abalance between Swiss interests and thegroup o vote. He was also involved incarrying out critical analysis on WB pro-grammes in Latin America and South-East Asia.

    Beore that he was a Senior Advisor at theSwiss Agency or Development and Cooper-

    ation (SDC) in charge o strategic monitor-ing and evaluation with a particular empha-sis on aid eectiveness. Mr. Tausch joinedthe SDC as early as 1991 working as a ju-nior proessional in Nicaragua.

    As Country Director o the Swiss Co-operation Oce in Albania he will beleading the process o developing the newcountry strategy o this oce covering thenext our year period, 2014-2017. Mr.Tausch speaks fuent French, German,English and Spanish.

    Nothing is served on a silver plate in Eu-

    rope, unless it is deserved! You grasp this

    message in every hallway of the European

    Parliament and European Commission; on

    meetings with people who have given a largecontribution those European countries with-

    out the status receive it. In this process, the

    member states open the negotiation proce-

    dures and candidate states receive the status

    based on merits alone.

    In this moment, member states wont make

    the same costly mistakes as with Rumania

    and Bulgaria, at least not again.

    EU ofcials admitted, muttering, how they

    tolerated and served on a silver plate an

    easier integration process for these countries.

    This was a costly decision for Europe! Af-

    ter receiving the member state status, thereforms became less intensive in these two

    countries. From this moment on, the integra-

    tion process for other southeast European

    countries became stricter.

    The Unions opinion is that countries should

    be well prepared before their accession to Eu-

    rope, taking into consideration that the pro-

    cess of dealing with the others will be con-

    suming at a time when Europe is burdened

    with its own economic problems.

    Therefore, the positive proposal from Brus-

    sels was merited and merited were the con-

    ditions. There might not be similar cases of

    countries receiving a conditional candidatestatus, but Albania should work on fullling

    the conditions imposed by the Commission.

    Four days of stay in Brussels sufce to un-

    derstand the general trend of how the rela-

    tionships with Tirana are built. Being in the po-

    sition of a journalist, we were free to ask about

    everything, often receiving a diplomatic an-

    swer, however with clear dosages of sincerity.Being careful not to blame one political

    side or the other about the conditional status

    (sometimes we ought to use this term), Brus-

    sels ofcials refer to the example of Croatia. A

    country that in 2013 is expected to become an

    EU member state, has such a political matu-

    rity that issues related to integration process,

    are not mingled with internal political debate

    and power gaining debate.

    Compared to Croatia, Albania has gone

    the opposite way, which brought the status

    denial twice, and now that we have a positive

    answer, it is conditional because of politics. In

    the meetings with chairmen of the most im-

    portant European Parliament groups, Mr. Ku-

    kan and Svoboda, repeatedly we were told

    that the speed, with which Albania will walk

    toward Europe, depends on accomplishment

    of the reforms.

    This information was already known and the

    answers to what we dont know can be found

    in Tirana. What is on Brussels hands is to say

    yes when the country has received a positive

    feedback regarding the reforms completions.

    Four days of stay in Brussels can teach so

    much even on a simple walk. The patience

    a pedestrian waits for the trafc light to turngreen, walk on pedestrian and not on the bike

    section, everything witnesses civilization. The

    point is not to make you think this was our rst

    visit to Brussels, but in such a crucial moment

    for Albania, all these seemingly small details

    get printed on ones mind, because we need

    this reference for our country.

    We had a taste of Brussels also by closelyseeing the relation Brussels had with the me-

    dia. An entire structure, free of charge, func-

    tioning on behalf and for Brussels, made pos-

    sible by the European Unions TV Information

    Service in the European Commission and Eu-

    ropean Parliament Audiovisual Unit.

    All the Medias beneted from these servic-

    es, whether they had a pro or against opin-

    ion about EC or EP. What matters the most is

    the Medias freedom.

    Our journalists visit coincided with an im-

    portant moment for European Union itself, the

    receiving of the Nobel Peace prize. According

    to the daily Christian Science Monitor this

    was a very controversial moment that rose up

    many analysts reactions on why the EU, be-

    ing in recession and on the edge of Euro zone

    split, received this prize. The same newspa-

    per would give the answer to this controversy.

    The Norwegian Nobel committee wanted to

    induce some dosage of optimism to Europe,

    which has had its successes on the past. We

    aspire for integration and hope integration

    process will start soon for all those 96% of Al-

    banians (we hope the gure has not changed)

    who aspire for European Integration. The rest

    4% who do not want European Integration,most surely are politician and militants blind-

    ly trusting the ones speaking who represent

    their names.

    In The Uncensored Brussels!This is a story o our Albanian journalists having a study visit at EU audio-visual services in

    Brussels and in the same time experiencing the emotions o the positive recommendations oEuropean Commission Progress Report 2012 on Albanian progress, and In the same timeemotions o the Day o Nobel Prize or Peace awarded to the European Union, as one othe defning concepts o the last hal century that or over six decades contributed to theadvancement o peace and reconciliation, democracy and human rights in Europe.

    Inauguration o a new VETSchool in Elbasan

    On 1 October 2012, the Prime Minis-ter Sali Berisha and the Head o the Del-

    egation o European Union, Ambassador

    Ettore Sequi, inaugurated the secondary

    vocational school Salih eka in Elbasan.The inauguration ceremony saw also theparticipation o the Minister o Educationand Science, Myqerem Taaj and Mayoro Elbasan Qazim Sejdiu, Director o theSchool, Rudina Mita, teachers and pupilsrom the school.

    This investment is part o a long-term

    programme the EU is supporting in theVET sector. The EU is dedicating 8,2million since 2006 or the physical in-rastructure o VET Schools and centres.These unds are being spent to either re-habilitate or to newly construct vocationalschools and their outdoor spaces (Kamez,Bushat, Shkodra, Lezha, Elbasan, Durres,Fier, Vlora and Korca).With these invest-ments in the eld o vocational educationinrastructure, the EU overall aim is to im-prove employability o the Albanian youth,by providing proper spaces where they can

    acquire the needed skills to become the la-bour orce that Albania requires.

    In his speech, the Prime Minister saidthat education, and especially the voca-tional education is one o the Govern-ments priorities, noting that prolisationo high school increases the probability oemployment in the country and beyondborders. PM Berisha said that this yearthere has been an increase in the regis-tration o students in vocational schoolsaround the country, to he extent o 23%

    compared with the last academic year,with Elbasan being on the rst place withan increase o registration by 35% com-pared with the last year. Ambassador Se-qui said that proessional education pre-pares students or the job market. FromElbasan, head o EU diplomacy, has calledon the students to pursue vocational sec-ondary education.

    In the city o Elbasan, the EU Delega-tion is contributing with 1.0 million tothe construction o this new centre with acapacity or 720 students and a total built

    area o 3,800 square meters. With thisbuilding, working environment o highstandards will be provided both or teach-ers and students.

    Ambassador Sequi andMinister Halimi inauguratethe construction o the EU-unded new pre-trial detentioncentre in Elbasan

    The Head o the Delegation o the Eu-ropean Union, Ambassador Ettore Sequiand Minister o Justice, Eduard Halimi,

    attended on 2 October 2nd 2012 the inau-guration o the EU unded new Pre-TrialDetention Centre in Elbasan. Deliveringan address at the event, Ambassador Se-

    qui stated the importance o this projecton strengthening o the rule o law andpenitentiary reorm in Albania. It is nowup to Albania to demonstrate its capacityto move to the next stage o EU integra-tion, in particular by improving the ruleo law, said Ambassador Sequi on his ad-dress.

    The new centre, with a capacity o 120detainees, was designed, built and ur-nished with a grant o 4.8 million euro

    rom the IPA 2007 Programme. It pro-vides accommodation or men, juvenilesand women pre-trial detention inmates,doctor acilities, visitors area, administra-

    tion, leisure acilities, workshops, oces,laundry, kitchen etc. The works comprisethe construction o seven new buildings,with a total area o 7000 m2 o construc-tion.

    Strengthening the capacity o the Al-banian Judicial and Penitentiary system,in accordance with EU and internation-al standards is one o the key aims o theEUs cooperation with the Government oAlbania in the Integration Process. Bothparties agree on an adequate improving othe capacity and quality o pre-trial deten-tion acilities, thus respecting the humanrights o the pre-detainees, improvingtheir living conditions and reducing over-crowding in cells.

    The EU has been a partner in the prog-ress marked in the sector. Indeed, signi-icant investments have been made to de-velop the inrastructure and the humanresources o the penitentiary system inAlbania. A total amount o around 60million Euro have been invested in Alba-nia in the recent years to improve livingconditions, and treatment in places o de-tention, through the construction o newpenitentiary inrastructures, training oprisons sta and civil society actions.

    The Future We Want campaigntops UN day celebrations

    On the occasion o UN Day 2012, theUnited Nations in Albania launched theFuture We Want Campaign with thestudents o the journalism department atthe Faculty o History and Philology, Ti-rana University. This campaign, launched

    by the UN is rooted in the power o peo-

    ples dreams to invoke a sustainable u-ture that is worth creating, drawing orththe deepest potentials o all citizens o theworld. To this end, UN has initiated alarge consultation exercise entitled TheFuture We Want in at least 50 countriesacross the globe. Albania is one o them.The campaign will contribute to the de-velopment o the post-2015 internationaldevelopment agenda. The voices and pri-orities o citizens, civil society groups, andindependent experts will infuence the de-sign o the renewed agenda. The nationalconsultations in Albania will be organizedaround the three mutually reinorcingthemes o youth employment, inequalitiesand environmental sustainability. Theseconsultations will be conducted throughcitizen panels with the aim to capture thevoices o the poor and marginalized, ochildren, youth and women.

    UN Resident Coordinator in Albania,

    Zineb Touimi-Benjelloun, said during the

    UN Day Ceremony: Today, on UN Day,we are pleased to launch in Albania thenational consultations or the internation-al development agenda which will take usall beyond 2015. It will certainly take timeand patience to reach a consensus arounda renewed global development agenda butwe are condent o its results.

    The UN will be employing new tech-nologies to hold a global conversationwith citizens around the world, askingthem what kind o world they want to livein and what actions should be taken. Allthese views rom the people o Albaniawill be inputted to the global platormsbeore the end o March next year.

    To celebrate UN Day, the Municipal-ity o Tirana and the UN country teamplanted 21 trees in the main pavementat 28 Nentori Street, which symbolize21 years o UN Presence in Albania. TheUnited Nations Country Team hosted an

    Zineb Touimi-Benjelloun, recalled that:This year we celebrate UN day in a countrymarking its centenary o independence andcoming closer and closer to achieving its EUintegration goal. We know now that Albaniais irreversibly on the path towards a political,social, cultural and economic union whichhas at its roots peace among nations andprosperity o peoples values that are also atthe core o the United Nations. Congratula-tions to Albania and to its people.

    Every year on UN Day, we renew our

    resolve to do more, to make sure that allcountries o the world irreversibly achieveby end 2015, the Millennium Develop-ment Goals, with the overarching objec-tive to reduce by hal world poverty, re-verse global warming, protect childrenand empower women.

    Led by the Government o Albania andbuilding on the strengths o the twentyparticipating UN agencies, programmesand unds, the UN in Albania supportsnational priorities and development chal-lenges o the country in the areas o gover-

    nance, the rule o law, economy and envi-ronment, regional and local developmentand inclusive social policies. The pro-gramme supports Albania in its EuropeanIntegration Agenda.

    UN sta run or womensrights in frst TiranaInternational Marathon

    On 21 October 2012, over 3000 run-

    ners rom Kenya, Kosovo, Finland,France, Italy, Poland, the United States,Serbia and Switzerland participated inthe rst Tirana International Mara-thon. Prime Minister, Sali Berisha, andthe Mayor o Tirana, Lulzim Basha,greeted the participants and welcomedthe organization o such an importantsport event in Tirana.

    The United Nations in Albania sup-ported the Marathon and used this op-portunity to campaign or womensrights and gender equality. Inorma-tion materials on gender equality weredistributed to all registered runners.A group o UN sta ran or womensrights taking this opportunity to ad-

    vocate or gender equality in Albaniaand in the world. UN Volunteers hold abooth at the Marathon Expo on Skan-derbeg Square.

    The UN resident Coordinator in Al-bania, Zineb Touimi-Benjelloun wel-comed the organization o an inclusiveinternational sport event in Tirana that

    promoted equal rights or all. UN Wom-en Representative in Albania, Semia So-lange Guermas De Tapia, handed overmedals and prizes to the women win-ners o the semi-marathon. The TiranaMarathon aimed to promote a set osocial, cultural, educational, sporting,economic and ecological values to thenational and international community.

    The event was organized by the Mu-nicipality o Tirana, on the occasion o

    the celebration o the centenary o in-dependence o Albania. Several insti-tutions such as: Ministry o Culture,Youth and Sports, Ministry o Deense,Ministry o Interior, Ministry o Educa-tion, the Albanian Olympic Committee,the Albanian Federation o Sport orAll and many other organizations sup-

    ported this event.

    Preparation o the questionnairein response to the Global Surveyon ICPD post 2014

    During the month o October, theGovernment embarked on the process ocompleting the questionnaire in prepara-tion or the International Conerence on

    Population and Development (ICPD) a-ter 2014. Most recent resolutions o theGeneral Assembly no. 65/234 o 2010,commits UNFPA, in collaboration withMember States, to take on ICPD Global

    Survey process post 2014. Completion othis questionnaire is an important steptowards ullling the obligations arisingrom participation in the UN Internation-al Conerence on Population and Develop-ment (ICPD) held in Cairo in September1994, and a series o UN resolutions ol-lowed in the consolidation process. Alba-nia, as a member o the Cairo Conerence,has ratied the 2006-2010 ICPD actionplan between the Council o Ministersand the UNFPA (approved by Law no.

    9638, 9.11.2006).At global level, the second step o theprocess o ICPD is UNECE presentationand discussion o a regional report onthe Geneva Conerence in 2013.     The process or completing the ques-tionnaire was coordinated by DSDC incollaboration with line ministries and

    with the support o UNFPA. Question-naire is important as it represents not onlythe perormance o Albania and achieve-ments in the implementation o the Plan oAction o the ICPD and beyond, but alsocontributes to the discussion on the reviewo the Millennium Development Goals(MDGs) beyond 2015.

    For the preparation o the questionnairewere organized two meetings, where therst meeting consisted o launching theprocess with the central institutions. The

    second relates to the validation and con-sultation with representatives rom minis-try responses and civil society (about 50NGOs consulted). Main areas where theocus questionnaire related to issues suchas amily, health, education, welare o in-dividuals (especially those in need), genderequality and empowerment o women,urbanization, migration and sustainableeconomic development in general. Whendesigning the questionnaire were refectedall ocially income contributions romline ministries, as well as civil society.Meanwhile, the questionnaire responseswere compared with relevant documentsproduced by institutions such as EU Ques-tionnaire 2010, or other reports.

    Conerence on IndependentFinancial Regulators

    On 31 October 2012, Prime MinisterBerisha, the Head o the EU Delegation oAlbania, Ambassador Ettore Sequi, andUSAID/Albania Mission Director, JimBarnhart, delivered remarks at the open-ing o an international conerence on theindependence o nancial regulators. Thepurpose o the conerence was to discussgrowing evidence that independent regu-lators make regulations more eective and

    Census o AgriculturalHoldings 2012

    With EUs and Swedens assistance,INSTAT carried out the Census o Ag-riculture Holdings in October 2012, incooperation with MAFCP (Ministry o

    Agriculture, Food and Consumer Protec-tion), Ministry o Interior, and other GoAInstitutions. The operation marks a newkey step towards the alignment o Alba-nian statistics with EU standards, aterthe Economic Enterprises Census (EEC,2010) and the Population and HousingCensus (PHC, 2011). Enumeration activ-ities ended as scheduled on October 31st;census materials are at present returningto INSTAT Headquarters or the start odata processing. As a measure o quali-ty assurance, in line with internationalstandards, INSTAT implemented a PostEnumeration Survey in November 2012.

    The census questionnaire and manualare the nal output o a long process oelaboration carried out by the compe-tent INSTAT - MAFCP technical groupin the period June 2010 June 2012,aimed at ensuring the maximum levelo consistency with the relevant EURO-STAT requirements, taking into accountthe needed adaptations to the nationalcontext. Methodological assistance was

    provided by IPA 2007 project Sup-port or alignment o Albanian Statis-

    tics with EU standards implementedby ISTAT Italy in cooperation with Sta-tistics Sweden (SCB), and Consortiumor Development o Innovative Meth-odologies or the Public Administration(MIPA, Italy).

    It is expected that the nal results othe agriculture census will be publishedby the end o 2013.They will allow es-tablishing a Statistical Farm Register as

    rame or sector sample surveys, and willprovide a reliable and detailed basis orinormed policy and investment deci-sion making. Moreover, since the censuso agriculture utilised the PHC 2011 as

    the main source or identiying its targetunits and adopted the PHC EnumerationAreas, the databases o the two census-es are technically linked: this paves theground or elaborating cross-cutting in-dicators and analyses, useul or govern-ment planning and policy-making in thebroader perspective o the developmento the Albanian rural sector. Consistentlywith the current approach o the Com-mon Agriculture Policy, this i or the Eu-ropean Union a crucial area o coopera-tion with the GoA and in particular withthe MAFCP, where the second phase othe second phase o the project Supportto Agriculture and Rural Developmenthas recently started under IPA 2011, witha und o 10 million Euro.

    Sustainable IntegratedTourism in the Kora Region:a Value Chain Approach

    The GIZ-EDEP programme has start-ed the Integrated Tourism Value ChainInitiative (ITVCI) in the Kora region topromote innovative networking amongpublic and private actors in the tour-ism sector and to identiy together pos-sible gaps within the tourism value chain.The goal was to cooperate with actors,who are interested and participate inthe implementation o concrete initia-tives only. During the kick-o event in

    spring 2012, local stakeholders denedstrengths and weaknesses o each link otourism value chain in the Kora region.Based on this joint analysis, our spe-cic value-chain initiatives were identi-

    ed or support; two short-term micro-projects, the Kora Food Festival, whichhas been successully completed and theSign Posting, which is underway; where-as the two medium-term projects, i.e.Kora Region Touristic Packages andthe Souvenir Contest, will run romNovember 2012 to June 2013. The rstcompleted project that derived rom thevalue-chain workshop, the Kora FoodFestival, engaged thirtyone businesses,19 restaurants and 12 pizzerias, whichcame together and decided to oer theirmenus at a promotional price on eachWednesday o the week.. The projectlasted rom May to September 2012and was monitored by the Kora Mu-nicipality. This initiative attracted Kor-as inhabitants to have more restaurantmeals, enriched Kora city lie and pro-moted traditional and local gastronomy.There was an increase in the menu salesrom week to week and the monitoring

    group noted that the Food Festival stim-ulated local participation in dining andprovided or additional income opportu-nities or restaurant owners. Hence, so-cial networking and contacts among thelocal population increased and businessgrowth was stimulated, which wouldultimately lead to a greater number ojob opportunities in the restaurant busi-nesses.

    The Government continuous its reormo the Social Care Services. The eortis now supported by a USD 3.3 milliongrant rom the Swiss Agency or Devel-opment and Cooperation in Albania pro-vided through UNICEF, as a contribu-

    tion to the UN Government o AlbaniaProgramme o Cooperation.

    A press conerence was organized atthe UNICEF oce on 4 October 2012to present the initiative, which is expect-ed to be conducted over the next three toour years. The reorm o social care ser-vices is part o the on-going reorm o thesocial protection system managed by theMinistry o Labour, Social Aairs andEqual Opportunities.

    The initiative is meant to improve the

    eciency o the social protection sys-tem and the quality o social services orvulnerable groups, including those romRoma populations and children. The re-orm aims to ensure that social protec-tion works or the most vulnerable mem-bers o society.

    Support provided by the Swiss Agencyor Development and Cooperation in Al-bania through UNICEF, also in collabo-ration with other development partnersworking in the area, will include tech-nical assistance or policy analysis, datacollection and research, modelling andassistance or capacity building mea-sures.

    The reorm will rely on the coordina-

    cident or a mother needing a transu-sion. Their lives depend on voluntaryblood donations. According to theWorld Health Organization, everycountry needs to have a well-coordinat-ed national blood service to ensure ad-equate and sae supply o blood or allpatients that require transusion. Thebest way that countries can assure areliable, sae blood supply is to obtain100% o blood donations rom volun-tary, unpaid donors. In Albania, blood

    stocks in medical centres and hospitalsare low. There is an urgent need to raiseawareness on voluntary blood dona-tion. For several years, eorts have beenmade to pass rom traditional regularlypaid blood donations to voluntary nonremunerated blood donations. The UNencourages voluntary blood donation inAlbania and worldwide.

    Ombudsman Conerenceon the Childrens Rights inAlbania

    From 23 to 24 October 2012, the Om-budsman Conerence o French speaking

    countries was held in Tirana. Participantsdiscussed how to strengthen competen-cies o mediators and ombudsmans vis-a-vis the protection o the rights o children.The conerence was opened by Dr. SaliBerisha, Prime Minister; Ms. ChristineMoro, French Ambassador; Mr. Igli To-tozani, Ombudsman, Pro. Serigne Diop,President o AOMF, Mediator o the Re-public o Senegal and Mr. DominiqueBaudis, General Secretary o AOMF,Ombudsman o France. Mr. Detle Palm,UNICEF Representative mentioned that

    the language o children rights should beuniversally understood. He emphasizedthe need to strengthen national institu-tions that deal with childrens rights. Inthe rush to increase the Gross Domes-tic Product, children are oten asked totake the back seat, and children needstring national institutions that are ontheir side. He pointed at the necessity toimprove the distribution o growth andwelare benets, and stressed that moreequitable societies are better or everyone

    - both the well-to-do and the poor. Hementioned that Childrens issues are o-ten thought o as amily issues, which theamilies are responsible or getting sortedout, and which require minimal State in-terventions. However, where the amiliesare unable to cope, the Convention onthe Rights o the Child obliges State Par-ties to provide support so that childrenare adequately protected and supported.

    The presentation o Albanias legal andinstitutional ramework related to theprotection o the rights o the child at-tracted the attention o the participants.To have a ully unctioning and adequate-ly resourced childrens department in theOmbudsmans oce is important as is-

    sues related to children oten need spe-cialist advise and attention. This is oneo the recommendation o the UN Com-mittee o the Rights o the Child madea ew weeks ago ollowing the review othe Albania progress report on childrensrights. Despite the progress made by Al-bania, the UN Committee made manyother recommendations, which provideenough o an agenda to the concernedstate institutions and development part-ners. Implementation o these recommen-

    dations could also be monitored by theChildrens Departments in the Ombuds-mans Oce.

    Disability Drat Act consultedwith partners and interestgroups

    On 11 October 2012, representativeso nongovernmental organizations, in-

    cluding Disabled Peoples Associations,international non-governmental organi-zations, line ministries, Peoples Advo-cate, Antidiscrimination Commissionerand representatives o EU delegation inAlbania, came together to discuss thedrat law on Inclusion o and Accessibili-ty or Persons with Disabilities. The dratlaw aims to ensure the eective promo-tion and protection o the rights o per-sons with disabilities. It urther aims toenable their eective participation in all

    social spheres on an equal basis with oth-ers by enabling autonomy and indepen-dent living or all persons with disabili-ties through provision o assistance andsupport.

    The elaboration o the Disability dratlaw started in 2011. Several sessions arebeing organized with representatives ocivil society organizations to get theiropinions on the text. Along with thisprocess, the Government has undertaken

    o Cross-cutting Strategies Monitoringin the MOLSAEO, highlighted that thedrat Act refects Albanias commitmentto human rights and shall guide the pro-gressive amendment o Albanian legisla-tion with a view to adapting it to a con-temporary model and image o disability.

    The UNDP Cluster Manager or En-vironment and Participation, Ms. Ente-la Lako, present at the event highlight-ed that the drat law is a key legal textin transposing the Convention on the

    Rights o Persons with Disabilities to Al-banian law and wished all partners in theorum to have a constructive dialogue.This event was part o a series o consul-tation sessions organized since July 2012with the civil society organizations inShkodra, Vlora and Kora. Persons withdisabilities, present at the consultationsessions, believe that this piece o legis-lation can strongly contribute to ensur-ing equal opportunities or all personswith disabilities on an equal basis withothers, provided that it is implemented

    by accountable responsible agencies andstakeholders. The discussion on the dratlaw is still open or the groups o interestand other interested organizations.

    The process or drating and fnaliz-

    ing the Disability Act is supported by

    UNDP Albania as part o its project

    Support Program on the Convention o

    the Right o Persons with Disabilities.

    The programme works to strengthen na-

    tional capacity to achieve the social in-

    clusion o persons with disabilities. In

    particular, the programme provides as-sistance on ormulation o relevant leg-

    islation and policies, enhances stake-

    holders capacities on monitoring the

    implementation o the CRPD and raises

    public awareness about disability rights.

    Older persons play a crucialrole in society

    On 1 October 2012, the Albanian So-

    ciety or All Ages, Fier Municipality,

    and United Nations Volunteers orga-nized an event to promote the Interna-tional Day o Older Persons and high-light the crucial role they can play in

    society. The event also aimed to call onthe older persons to remain active andinvolved in their community, throughthe development o solidarity activitiessuch as planting trees, looking ater thechildren in the neighbourhood amongstothers. The day was built around mu-sic, with a perormance o the proes-sional singer Shiqpe Zani. Young stu-dents o the local school joined elderlyRoma musicians in sharing talent. TheCity Mayor, Batjar Zeqaj, ocially

    opened the event and announced thelaunching o a day care or older per-sons nanced by the municipality oFier. Inormation products about activeaging were also distributed. The eventended with a reception that broughttogether participants rom all genera-tions o the city, including school stu-dents, older citizens, Roma musicians,Peace Corps Volunteers and volunteersrom the Red Cross and the United Na-tions in Albania.

    Each year, on 1 October, the Interna-tional Day o Older Persons is markedaround the world. The United NationsGeneral Assembly established 1 Octoberas the International Day o Older Per-sons in 1990 and the day has been ob-served since 1 October 1991. The themeo the 2012 observation is Longevity:Shaping the Future. On this day, policymakers are reminded o the need to en-sure the well-being o older persons andtheir meaningul participation in society.2012 is also the European Year or Ac-

    tive Ageing and Solidarity between Gen-erations, aiming to raise awareness othe contribution that older people maketo society.

    Fier is one o only 5 cities in Alba-nia with a retirement home serving theneeds o older people. It is also hometo the United Nations programme onEmpowering Vulnerable Local Com-munities. It was thus an opportunity tobring together younger and older gen-erations o the city including the Romacommunity.

    Stakeholders discuss ways to

    provide better opportunitiesand empower Roma andEgyptian Communities

    Challenges and opportunities or theempowerment o Roma and Egyptiancommunities in the regions o Korca, Be-rat and Vlora were the ocus o a con-sultative workshop on 3 October 2012.The event, held in Tirana, brought to-gether representatives o central and lo-cal authorities, partner institutions, civil

    society organizations and activists in thearea o minority rights. Social inclu-sion o vulnerable Roma and Egyptianremains a priority in the country andthis consultative workshop is an eortto enhance coordination and strengthencooperation among central and local au-thorities as well as oster collaborationbetween development agencies and localcivil society organizations, says UNDPCountry Director Ms. Yesim Oruc whowas present at the event.

    Programme Manager at the EU Delega-tion in Tirana, Steano Calabretta, em-

    phasized the constant commitment o theEC both at political and nancial level inavor o social inclusion. At political levelthe Delegation is in constant contact withthe relevant governmental counterpartsor the implementation o the conclusiono the Workshop on Social Integrationheld in December last year. At nanciallevel, the Commission is providing und-ing both at regional and national levels toseveral projects in support o inclusion oRoma & Egyptian communities. In this

    rame, the project implemented by UNDPhas good preconditions or a successul im-plementation highlighted Mr. Calabretta.

    Participants in the workshop ex-changed views on specic challenges andopportunities that the SSIREC may beaced with while providing assistance tothe Roma and Egyptian communities ineach region. Representatives o local au-thorities along with members o Romaand Egyptian civil society organizationsidentied local priorities in the areas ocommunity consultation and represen-

    tation, capacity building or communityassociations and youth, utilization o vo-cational trainings as well as localizing othe Roma Decade Action Plan. The rec-ommendations o the consultative work-shop will be shared with the stakehold-ers and are expected to guide the worko SSIREC and other development initia-tives in the three regions during the nexttwo years.

    The workshop was held in the rame-work o the newly launched Project

    Supporting Social Inclusion o Romaand Egyptian Communities (SSIREC),unded by the EU with a budget o EUR1.6 million, and implemented by UNDPin partnership with the Ministry o La-bour, Social Aairs and Equal Opportu-nities (MoLSAEO).

    The purpose o SSIREC Project is to

    urther improve social inclusion o vul-

    nerable Roma and Egyptian communities

    With the publication o the Reporton the Perormance o the Water Supplyand Sewerage Utilities 2011, cooperation

    between the Albanian Water Regulato-ry Authority (WRA) and the DeutscheGesellschat r Internationale Zusam-menarbeits (GIZ) Water Sector ReormProgram has reached another importantmilestone. The report takes monitoring

    o the water supply and sewerage sectorperormance to a new level: the WRA re-leased detailed inormation on each wa-ter supply and sewerage companys prog-ress as well as a league table ranking othe 56 companies that were assessed.

    During the ocial launch ceremony on10 October, results were discussed andthe top perormers presented with awards

    in recognition o their achievements dur-ing the year 2011. The event was well-re-ceived and attended by a broad audienceo central and local government represen-tatives, national and international regu-latory authorities, supervisory councils,associations, media, customer represen-tatives and donors, besides the targetedwater supply and sewerage utilities.

    pation at the local level, acilitating ac-cess to credit or the most disadvantagedgroups and supporting the social integra-tion o vulnerable groups, through theART GOLD 2 Programme. I am abso-lutely convinced that the theme o LocalDevelopment should be put at the centreo the political agenda.

    UNDP ART GOLD 2 sta led the

    panel on Local and Regional Develop-ment, and showcased the signicantknowledge that has been accumulatedin Albania on territorial governance andsustainable development. In particular, itwas highlighted the Shkodra and Vlorabottom-up participatory process or thedevelopment o the two respective strate-gic documents.

    Within the ramework o the missionin Albania, the Director Belloni, accom-

    panied by the Italian Ambassador Gaianiand the Director o the Italian Coopera-tion oce in Tirana, Mr. Senatori, hadmeetings with the Deputy Prime Ministerand Minister o Economy, Trade and En-ergy, Mr. Haxhinasto and the Ministeror Public Works, Mr. Olldashi. In bothmeetings, characterized by a very riend-ly atmosphere, the Albanian Counterpartexpressed ull satisaction and gratitudeto the Italian support or the economicand social development o the Countryand or the promotion o the European

    tion Programme in the support o the Al-banian Private Sector Development. Theongoing Italian-Albanian Programme orthe Development o Small and MediumEnterprises [SME], with an overall com-

    mitment o 28,3 million Euro, supportedmore than 75 Albanian SMEs in the ac-cess to the credit. Thanks to the positiveresults achieved by the Programme, theMinister and the General Director em-phasized the importance o the addition-al 15 million Euro ollow up initiative,that should be soon nalized. As or theEnergy Sector, the Minister highlightedthe recent activities related to the TransAdriatic Pipeline (TAP), stressing on thestrategic importance o this common in-

    rastructure and oretold a progressivelyincreasing participation o Italy to the de-velopment o renewable resources in Al-bania.

    High Level Conerence onDecentralisation BringsTogether International andLocal Actors

    A two-day, high-level conerence on

    decentralisation brought together vari-

    ous international and local partners to

    share and debate issues related to decen-

    tralisation and local democracy in Alba-

    nia. The conerence marked the closureo Albanias Presidency o the Council o

    Europe.

    On 30 and 31 October 2012, the Min-istry o Interior held a two-day coner-ence with the aim o ostering inor-mation sharing and debate related todecentralisation and local democracy inAlbania. The event took place at Shera-ton Hotel and brought together many in-ternational and local partners active inthe process o decentralisation and local

    government strengthening.

    I truly believe that this event and sim-ilar platorms are necessary or encour-

    aging relevant discussion and debate onimportant issues such as that o decen-tralization and democracy in the coun-try, said Swiss Cooperations Coun-try Director, Holger Tausch during hisspeech. We hope that such platormswill continue to be organized in the u-ture and because they allow a broad andmeaningul discussion and consultation

    process among all stakeholders beyondpolitical considerations, continued Mr.Tausch.

    USAID Promotes Dialogueon Fiscal Decentralization inAlbania

    On October 4, USAIDs Planning andLocal Governance Project in Albania(PLGP) held the Conerence on FiscalDecentralization which aimed to stimu-

    late dialogue and consensus building onactions to be implemented to advancethe scal decentralization in a air, equi-table, and transparent manner. Mayorso PLGP partner LGUs, representativesrom Ministries o Interior and Finance,the donor community working in localgovernance, NGOs participated in dis-cussions. Prior to the conerence, USAIDprepared a White Paper o Fiscal De-centralization which analyzed the legalramework and nancial situations o lo-

    a successul cooperation between Oro-sh commune authorities and the Swiss-unded Decentralisation and Local De-velopment Programme, DLDP. Theinauguration saw the participation oSwiss Ambassador, Yvana Enzler, SwissCooperations Country Director, Holg-er Tausch, Mayor o Orosh, AleksanderLala, DLDP programme sta, communecouncil members and local governmentrepresentatives.

    We are glad to see that the local gov-

    ernment units are mobilizing and con-tributing more to the improvement oconditions in their areas, said Swiss Am-bassador, Yvana Enzler, in her speech.She mentioned that this investment is es-pecially important since the Orosh com-mune cooperated by unding 32% o theinvestment. Mayor o Orosh Commune,Aleksander Lala expressed his con-dence that such cooperation with theSwiss programme will continue in theuture. Our decentralisation and localdevelopment programme is designed to

    strengthen local government structures,to introduce new models o unction-ing, to improve procedures and to enableinrastructure investments, said SwissCooperations Country Director, Holg-er Tausch.     The new town square in Reps includespaved walkways, green patches and

    benches. Through its grant und pro-gramme DLDP provided 5,237,356 ALLwhile the Orosh Commune contributedwith 2,416,971 ALL. Around 1,162 in-habitants o Reps benet rom this in-vestment while the cooperation modelcan be replicated in the uture or othersimilar projects.

    New Regional DevelopmentGrant Fund Launched

    On 29 October 2012, the Region-al Development Programme (RDP)launched a new grant und scheme aspart o its strategy to support the devel-

    opment o Shkodra and Lezha regions.The launching event was held at thepremises o hotel Colosseo in Shko-dra and brought together about 90 par-ticipants representing various layer oregional, local and central governmentstructures as well as civil society and pri-vate business. The meeting was attendedby the Austrian Ambassador, H.E Flori-an Raunig, the Head o Austrian Devel-opment Cooperation in Albania, AstridWein, Swiss Cooperations representa-

    New Programme Activitieson Tax Transparencyand Simplifcation StartSuccessully

    Swiss Cooperation together with theInternational Finance Corporation havestarted successully several activities re-lated to the Tax Transparency and Sim-plication programme. The goal is toimprove and simpliy the tax administra-tion system in Albania by making proce-dures easier and decreasing compliancecosts, and by introducing Transer Pric-ing and Double Taxation Treaties.

    Following a mission in September 2012by a team o IFC tax experts, a compli-ance survey started implementation tar-geting 1,000 Albanian businesses. Thesurvey is now underway and its results

    will reveal key inormation related to taxcompliance issues as seen by private com-panies and businesses. A Transer Pric-ing Unit was established or the rst timeever at the General Taxation Directorateand ve sta members o the unit weretrained by IFC tax experts on transerpricing issues and policies. In addition,plans are underway to organize a region-al training session on tax treaties in Feb-ruary 2013. In line with the above activi-ties, the Ministry o Finance has shown

    its support or the tax programme bycommitting around 50,000 USD in thecoming months.

    Swiss Cooperation supports a tax pro-gramme that covers several countries inthe region and has a special ocus on leg-islation, procedures and tax administra-tions capacities or SMEs and interna-tional companies.

    Roundtable on CorporateGovernance Sparks Interest

    among Private Companies

    The Corporate Governance Instituteo Albania organized a roundtable tointroduce the Corporate GovernanceCode and emphasise the importance ogood corporate governance or busi-nesses.     The issue o assessment and imple-mentation o the corporate governance

    code was discussed at the roundtablewith businesses indicating serious in-terest in adopting and implementingthe code. Participants had a chance tohear about the benets o good corpo-rate governance and also to learn on

    how to apply it. IFC Corporate Gover-nance Programme Ocer, Kiril Nejkovpresented results achieved by the Cor-porate Governance Programme, whichis an initiative supported by the SwissCooperation and implemented bythe IFC. As a result, two companiesshowed interest in conducting corpo-rate governance assessments.

    event, represents an ecosystem-basedadaptation tool to re-establish naturaldiversity o dunes` plants and animals.It`s results will be used as an exampleto be replicated in other parts o the

    coast to help restoring, as appropriate,o some natural processes that sustaindunes ecosystems. The event was at-tended by representatives o local gov-ernment, community members, interna-tional organizations, civil society andmedia.

    The impacts o climate change includ-ing extreme events in coastal ecosystemshave started recently to become visiblein Albania. Increased number o foods,droughts, storm surges and coastal ero-

    sion has caused damages in ecosystemsand local livelihood activities. Especial-ly in last 20 years, as result o climatechange and o human impacts, the Pro-tected Area o Kune-Vain and Patokulagoons is under the increasing infu-ence o the dynamic geomorphologicprocesses in avour o the high erosionand consequently, o an extreme degra-dation o dunes system and other habi-tats behind. Dunes` system, almost allover DMRD coastal area is damaged;more segments do not exist or are dom-

    inated by invasive vegetation. The cre-ated situation made it necessary to takeadaptation/restoration activities to in-crease the ecosystem and livelihood re-silience to climate change.

    UNDP Country Director, YesimOruc, highlightedthat the urgent needto take into account the impact o cli-mate change in all strategies and devel-opment plans o the area. She also notedthe need to cooperate with other part-ners to urther implement the adapta-

    tion plan in the DMRD area. UNDPwill continue to support Albania`s e-orts to better cope with the impactso climate change and look orward topossible cooperation with all stakehold-ers at national and local governmentlevel, said Mrs. Oruc.

    Deputy Ministry o Environment,Forestry and Water Administration,Taulant Bino, highlighted: We are al-ready ahead o a challenge and the needto intensiy the work o all stakeholdersat national and local level to consider the

    integration o adaptation measures alsoin the management plan o the Patokprotected area; to monitor the climatechange related indicators o ecosystems

    as part o the national monitoring andenable the early warning system in theproject`s area; to replicate the results othis project in other parts o the Alba-nian coast line with similar problemsand to urgently adopt and/or implement

    the set o recommendations o the pol-icy document that the project is devel-oping or the integration o the issuesassociated with climate change adapta-tion into the national or regional devel-opment plans.
