SUBJECT: LETTER OF INVITATION
Directorate of Archaeology & Museums Peshawar, Government of Khyber
Pakhtunkhwa invites Technical and Financial proposals for the following Works:-
“Hiring of Consultant for Detailed Architecture, Archaeological & Engineering Designing & Site Supervision for development of
Nine Key Archaeological Sites/ Museums in Khyber Pakhtunkhwa”
2. Detail of the services is provided in the Terms of Reference. The Consultant will be
selected under the Selection Method: Quality & Cost Based Selection (QCBS) and procedures
described in this RFP, in accordance with Khyber Pakhtunkhwa Procurement Regulatory
Authority (PPRA) Rules of Consultancy Services Regulations 2004.
3. The RFP includes the following additional documents:
Section 2 - Instructions to Consultants (including Data Sheet)
Section 3 - Technical Proposal - Standard Forms
Section 4 - Financial Proposal - Standard Form
Section 5 - Terms of Reference
4. It is mandatory for proposals to be made using the Standard Forms of the RFP. Proposals
that are not in the prescribed format may be discarded. If any information required in the
forms is found missing or written elsewhere, no credit will be given in the relevant section of
the evaluation.
5. Firms should submit detail of at least two similar nature archaeological assignments /
heritage assignments completed by the firm during last 05 years, for technical evaluation
using the prescribed format. Assignments submitted beyond the given number will not be
considered.
6. CVs of key personnel corresponding to the list given in the Data Sheet should provide
details of relevant assignments done by the individual in the past 10 years; including name
and location of project.
7. The Technical and Financial Proposals are to be submitted in separate sealed envelopes
and clearly marked as “TECHNICAL PROPOSAL” AND “FINANCIAL PROPOSAL” at following address on
or before 7th January, 2020 at 02:00 p.m;

8. Further, following documents must also be attached:
I. Name, Address and Contact detail of the firm. II. Year of Establishment of the firm i.e. minimum 5-10 years.
III. Valid Certificate of registration with PEC, PCATP & ISO. IV. Year of Establishment of the firm i.e. minimum 5 years. V. Copy of Registration with Securities & Exchange Commission of Pakistan.
VI. Copy of Registration with Income Tax Department and Income Tax return for the last 03 years.
VII. Registration with Khyber Pakhtunkhwa Revenue Authority. VIII. Annual turnover and audited statements of accounts for the last three (3) years.
IX. An affidavit that the firm has never been blacklisted by any Govt. / Autonomous Body. X. Any other information / data related to assignment.
9. Technical Proposals shall be opened on 7th January, 2020 at 02:30 p.m; by Committee in the office of Director (Directorate of Archaeology & Museums Peshawar) in the presence of bidders (who may wish to attend). For this purpose you are invited to attend the meeting on above mentioned date, time and venue.
10. If no acknowledgment is received, it will be presumed that you are not interested in undertaking the assignment.

Section 2: Instructions to Consultants
Definitions (a) “Agreement” means the Agreement signed by the Parties
And all the attached documents.
(b) “Client” means the organization with which the selected
Consultant signs the Agreement for the Services.
(c) Consultant” means any entity or person that may provide
or provides the Services to the Client under the
Agreement.
(d) “Data Sheet” means such part of the Instructions to
Consultants used to reflect specific conditions.
(e) “Day” means calendar day.
(f) Government” means the Government of the Khyber
Pakhtunkhwa.
(g) “Instructions to Consultants” means the document which
provides Consultants with all information needed to
Prepare their Proposals.
(h) “LOI” means the Letter of Invitation included in the RFP as
Section-1 being sent by the Client to the interested
Consultants.
(i) “Personnel” means professionals and support staff
provided by the Consultant and assigned to perform the
Services or any part thereof.
(j) “Proposal” means the Technical Proposal and the
Financial Proposal.
(k) “RFP” means the Request for Proposal to be prepared by
the Client for the selection of Consultants, based on the

Standard RFP.
(l) “Services” means the work to be performed by the
Consultant pursuant to the Agreement.
(m) “SRFP” means the Standard Request for Proposals, which
must be used by the Client as a guide for the preparation
of the RFP.
(n) “Terms of Reference” (TOR) means the document
included in the RFP as Section 5 which explains the
objectives, scope of work, activities, tasks to be
performed, respective responsibilities of the Client and
the Consultant, and expected results and deliverables of
1. Introduction
1.1 The Client named in the data sheet will select a consulting firm/ organization (the Consultant) in accordance with the method of selection specified in the data sheet.
1.2 The interested consultants are invited to submit a technical proposal and a financial proposal for consulting services required for the assignment named in the data sheet. The proposals should be in separate marked and sealed envelopes. The proposal will be the basis for agreement negotiations and ultimately for a signed agreement with the selected consultant.
1.3 Consultants should familiarize themselves with assignment conditions and take them into account in preparing their Proposals. To obtain first-hand information on the assignment, Consultants are encouraged to visit the Client before submitting a proposal and to attend a pre-proposal conference if one is specified in the Data Sheet. Attending the pre-proposal conference is optional. Consultants should contact the Client’s representative named in the Data Sheet to obtain additional information on the pre- proposal conference. Consultants should ensure these officials are informed well-ahead of time in case they wish to visit the Client.
1.4 The client will timely provide at no cost to the consultants the inputs and facilities specified I the data sheet, assist the firm in obtaining licenses and permits needs to carry out the services, and make available relevant project data and reports
1.5 Consultants shall bear all the cost associated with the preparation and submission of
their proposals and agreement negotiation. The client is not bound to accept any proposal, and reserves the right to annul the selection process at any time prior to agreement award, without thereby incurring any liability to the consultants.

Conflict of Interest 1.6.1 Consultants are required to provide professional, objective,
and impartial advice and holding the Procuring agency
interest paramount. They shall strictly avoid conflict with
other assignments or their own corporate interest.
Consultants have an obligation to disclose any situation of
actual or potential conflict that impacts their capacity to
serve the best interest of the Procuring Agency, or that
may reasonably be perceived as having such effect.
Failure to disclose said situations may lead to the
disqualification of the Consultant or the termination of its
Contract.
1.6.2 Without limitation on the generality of the foregoing,
Consultants, and any of their affiliates, shall be considered
to have a conflict of interest and shall not be recruited,
under any of the circumstances set forth below
(i) A Consultant (including its Personnel and Sub-
Consultants) or any of its affiliates shall not be in conflict
with another assignment of the Consultant to be executed
for the same or for another Procuring Agency.
(ii) A Consultant (including its Personnel and Sub-
Consultants) that has a business or family relationship with
a member of the Procuring Agency’s staff who is directly or
indirectly involved in any part of (i) the preparation of the
Terms of Reference of the assignment, (ii) the selection
process for such assignment, or (iii) supervision of the
Contract, may not be awarded a Contract, unless the
conflict stemming from the relationship has been resolved.

Conflicting 1.7 Government officials and civil servants may be hired as
Relationships consultants only if:
(i) They are on leave of absence without pay;
(ii) They are not being hired by the agency they were working
for, six months prior to going to leave, and
(iii) Their employment would not give rise to any conflict of
interest.
Fraud and 1.8.1 The Government of Pakistan requires Consultants
Corruption participating in its projects to adhere to the highest ethical
standards, both during the selection process and
throughout the execution of an agreement. In pursuance of
this policy, the Government of Punjab:
1.8.2 defines, for the purpose of this paragraph, the terms
set forth below as follows:
(i) “corrupt practice” means the offering, giving, receiving, or
soliciting, directly or indirectly, of anything of value to
influence the action of a public official in the selection
process or in agreement execution;
(ii) “fraudulent practice” means a misrepresentation or
omission of facts in order to influence a selection process
or the execution of an agreement;
(iii) “collusive practices” means a scheme or arrangement
between two or more consultants with or without the
knowledge of the Client, designed to establish prices at
artificial, noncompetitive levels.
(iv) “Coercive practices” means harming or threatening to
harm, directly or indirectly, persons or their property to

influence their participation in a procurement process, or
affect the execution of an agreement.
1.8.3 will reject a proposal for award if it determines that the
Consultant recommended for award has, directly or
through an agent, engaged in corrupt, fraudulent, collusive
or coercive practices in competing for the agreement in
question;
1.8.4 will sanction a Consultant, including declaring the
Consultant ineligible, either indefinitely or for a stated
period of time, to be awarded a Government of Pakistan
agreement if at any time it determines that the Consultant
has, directly or through an agent, engaged in corrupt,
fraudulent, collusive or coercive practices in competing for,
or in executing, a Government of KPK agreement; and
1.8.5 will have the right to require that a provision be included
requiring Consultants to permit the Government of
KPK to inspect their accounts and records and other
documents relating to the submission of proposals and
agreement performance, and have them audited by
auditors appointed by the Government of Khyber
Pakhtunkhwa.
1.8.6 Consultants, their Sub-Consultants, and their associates
shall not be under a declaration of ineligibility for corrupt
and fraudulent practices issued by the Government of
Pakistan in accordance with the above para. 1.7.
Furthermore, the Consultants shall be aware of the
provisions on fraud and corruption stated in the specific

clauses in the General Conditions of Agreement.
1.8.7 Consultants shall furnish information on commissions and
gratuities, if any, paid or to be paid to agents relating to
this proposal and during execution of the assignment if the
Consultant is awarded the Agreement, as requested in the
Financial Proposal submission form (Section 4).
Only one 1.9 Interested Consultants may only submit one proposal. If a
Proposal Consultant submits or participates in more than one
proposal, such proposals shall be disqualified.
Proposal 1.10 The Data Sheet indicates how long Consultants’ Proposals
Validity must remain valid after the submission date. During this
period, Consultants shall maintain the availability of
Professional staff nominated in the Proposal. The Client
will make its best effort to complete negotiations within this
period. Should the need arise, however, the Client may
request Consultants to extend the validity period of their
proposals. Consultants who agree to such extension shall
confirm that they maintain the availability of the
Professional staff nominated in the Proposal, or in their
confirmation of extension of validity of the Proposal,
Consultants could submit new staff in replacement, who
would be considered in the final evaluation for agreement
award. Consultants who do not agree have the right to
refuse to extend the validity of their Proposals.
Eligibility of 1.11 In case a Consultant intends to associate with Consultants
Sub-Consultants or individual expert(s), such other Consultants and/or
individual expert(s) shall be subject to the eligibility criteria

set forth in the Guidelines.
2. Clarification and 2.1 Consultants may request a clarification of any of the RFP
Amendment of documents up to the number of days indicated in the Data
RFP Documents Sheet before the proposal submission date. Any request
for clarification must be sent in writing, or by standard
electronic means to the Client’s address indicated in the Data
Sheet. The Client will respond in writing, or by standard
electronic means and will send written copies of the
response (including an explanation of the query but without
identifying the source of inquiry) to all Consultants. Should
the Client deem it necessary to amend the RFP as a result of
a clarification, it shall do so following the procedure under
para. 2.2.
2.2 At any time before the submission of Proposals, the Client
may amend the RFP by issuing an addendum in writing or
by standard electronic means. The addendum shall be
sent to all Consultants and will be binding on them.
Consultants shall acknowledge receipt of all amendments.
To give Consultants reasonable time in which to take an
amendment into account in their Proposals the Client may,
if the amendment is substantial, extend the deadline for
the submission of Proposals.
3. Preparation of 3.1 The Proposal (see para. 1.2), as well as all related
Proposals correspondence exchanged by the Consultants and the
Client, shall be written in the language (s) specified in the
Data Sheet.
3.2 In preparing their Proposal, Consultants are expected to

examine in detail the documents comprising the RFP.
Material deficiencies in providing the information requested
may result in rejection of a Proposal.
3.3 While preparing the Technical Proposal, Consultants must
give particular attention to the following:
(a) If interested Consultant considers that it may enhance its
expertise for the assignment by associating with other
Consultants in a joint venture or sub-consultancy, it may
associate with other consultant any associations must be
clearly indicated in the technical proposal. In case of a joint
venture, all partners shall be jointly and severally liable and
shall indicate who will act as the leader of the joint venture.
(b) For fixed-budget-based assignments, the available budget
is given in the Data Sheet, and the Financial Proposal shall
not exceed this budget.
(c) Alternative professional staff shall not be proposed, and
only one curriculum vitae (CV) may be submitted for each
position.
4. Technical 4.1 The Technical Proposal shall provide the information
Proposal indicated in the following paras from (a) to (g) using the
Format and attached Standard Forms (Section 3). Paragraph (c) (ii)
Content indicates the recommended number of pages for the
description of the approach, methodology and work plan of
the Technical Proposal. A page is considered to be one
printed side of A4 or letter size paper.
(a) A brief description of the Consultants’ organization and an
outline of recent experience of the Consultants (each

partner in case of joint venture) on assignments of a similar
nature is required in Form TECH-2 of Section 3. For each
assignment, the outline should indicate the names of Sub-
Consultants/ Professional staff who participated, duration of
the assignment, agreement amount, and Consultant’s
involvement. Information should be provided only for those
assignments for which the Consultant was legally engaged
by the Client as a firm or as one of the major firms within a
joint venture. Assignments completed by individual
Professional staff working privately or through other
consulting firms cannot be claimed as the experience of the
Consultant, or that of the Consultant’s associates, but can be
claimed by the Professional staff themselves in their CVs.
Consultants should be prepared to substantiate the claimed
experience if so requested by the Client.
(b) Comments and suggestions on the Terms of Reference including workable suggestions that could improve the quality/ effectiveness of the assignment; and on requirements for counterpart staff and facilities including: administrative support, office space, local transportation, equipment, data, etc. to be provided by the Client (Form TECH-3 of Section 3).
(c) A description of the approach, methodology, and work plan for performing the assignment covering the following subjects: technical approach and methodology, work plan, and organization and staffing schedule. Guidance on the content of this section of the Technical Proposals is provided under Form TECH-4 of Section 3. The work plan should be consistent with the Work Schedule (Form TECH-8 of Section 3) which will show in the form of a bar chart the timing proposed for each activity.
(d) The list of the proposed Professional staff team by area of expertise, the position that would be assigned to each staff team member, and their tasks (Form TECH-5 of Section 3).

(e) Estimates of the staff input (staff-months of foreign and local professionals) needed to carry out the assignment (Form TECH-7 of Section 3). The staff-months input should be indicated separately for home office and field activities, and for foreign and local Professional staff.
(f) CVs of the Professional staff signed by the staff themselves or
by the authorized representative of the Professional Staff (Form TECH-6 of Section 3) along with their Computerized National Identity Card numbers (if local) or Passport numbers (if foreign).
(g) A detailed description of the proposed methodology and staffing for training, if the Data Sheet specifies training as a specific component of the assignment.
(h) The Technical Proposal shall not include any financial information. A Technical Proposal containing financial information may be declared non responsive.
5. Financial The Financial Proposal shall be prepared using the
Proposals attached Standard Form (Section 4).
6. Taxes The Consultant may be subject to local taxes (such as:
value added or sales tax or income taxes on nonresident
Foreign Personnel, duties, fees, levies) on amounts
payable by the Client under the Agreement.
Consultants should express the price of their services in
Pakistan Rupees.
7. Submission, 7.1 The original proposal (Technical Proposal and, if required,
Receipt, and Financial Proposal; see para. 1.2) shall contain no
Opening of interlineations or overwriting, except as necessary to
Proposals correct errors made by the Consultants themselves. The
person who signed the proposal must initial such
corrections. Submission letters for both Technical and
Financial Proposals should respectively be in the format
provided in RFP.

7.2 The Technical Proposal shall be marked “ORIGINAL” or
“COPY” as appropriate. The Technical Proposals shall be in
the number of copies indicated in the Data Sheet. All
required copies of the Technical Proposal are to be made
from the original. If there are discrepancies between the
original and the copies of the Technical Proposal, the
original governs.
7.3 The original and all copies of the Technical Proposal shall
be placed in a sealed envelope clearly marked “TECHNICAL
PROPOSAL” Similarly, the original Financial Proposal (if
required under the selection method indicated in the Data
Sheet) shall be placed in a sealed envelope clearly marked
“FINANCIAL PROPOSAL” followed by the name of the
assignment, and with a warning “DO NOT OPEN WITH THE
TECHNICAL PROPOSAL.” The envelopes containing the
Technical and Financial Proposals shall be placed into an
outer envelope and sealed. This outer envelope shall bear
the submission address and title of the Assignment, clearly
marked “DO NOT OPEN, EXCEPT IN PRESENCE OF THE
OFFICIAL APPOINTED, BEFORE SUBMISSION DEADLINE”.
The Client shall not be responsible for misplacement, losing
premature opening if the outer envelope is not sealed
and/or marked as stipulated. This circumstance may be
case for Proposal rejection. If the Financial Proposal is not
submitted in a separate sealed envelope duly marked as
indicated above, this will constitute grounds for declaring
the Proposal non-responsive.

7.4 The Proposals must be sent to the address/addresses
indicated in the Data Sheet and received by the Client no
later than the time and the date indicated in the Data
Sheet, or any extension to this date in accordance with
para. 2.2. Any proposal received by the Client after the
deadline for submission shall be returned unopened.
7.5 The Client shall open the Technical Proposal immediately
after the deadline for their submission. The envelopes with
the Financial Proposal shall remain sealed and securely
stored.
8. Proposal 8.1 From the time the Proposals are opened to the time the
Evaluation Agreement is awarded, the Consultants should not contact
the Client on any matter related to its Technical and/or
Financial Proposal. Any effort by Consultants to influence
the Client in the examination, evaluation, ranking of
Proposals, and recommendation for award of Agreement
may result in the rejection of the Consultants’ Proposal.
Evaluators of Technical Proposals shall have no access to
the Financial Proposals until the technical evaluation is
concluded.
Evaluation of 8.2 The evaluation committee shall evaluate the Technical
Technical Proposals on the basis of their responsiveness to the
Proposals Terms of Reference, applying the evaluation criteria, sub
criteria, and point system specified in the Data Sheet.
Each responsive Proposal will be given a technical score
(St). A Proposal shall be rejected at this stage if it does not
respond to important aspects of the RFP, and particularly

the Terms of Reference or if it fails to achieve the minimum
technical score indicated in the Data Sheet.
Financial 8.3 Following the ranking of technical Proposals, when
Proposals for selection is based on quality only (QBS), the first ranked
QBS Consultant is invited to negotiate its proposal and the
Agreement in accordance with the instructions given under
para. 6 of these Instructions.
Public Opening and 8.4 After the technical evaluation is completed, the Client
Evaluation of shall inform the Consultants who have submitted
Financial Proposals proposals the technical scores obtained by their Technical

arrangements for attending the opening.
8.5 Financial Proposals shall be opened publicly in the
presence of the Consultants’ representatives who choose
to attend. The name of the Consultants and the technical

scores of the Consultants shall be read aloud. The
Financial Proposal of the Consultants who met the
minimum qualifying mark will then be inspected to confirm
that they have remained sealed and unopened. These
Financial Proposals shall be then opened, and the total
prices read aloud and recorded.
8.6 The Evaluation Committee will correct any computational
errors. When correcting computational errors, in case of
discrepancy between a partial amount and the total amount,
or between word and figures, the formers will prevail. In
addition to the above corrections, as indicated under para.
3.6, activities and items described in the Technical Proposal
but not priced, shall be assumed to be included in the prices of
other activities or items. In case an activity or line item is
quantified in the Financial Proposal differently from the
Technical Proposal, (i) if the Time-Based form of agreement
has been included in the RFP, the Evaluation Committee shall
correct the quantification indicated in the Financial Proposal
so as to make it consistent with that indicated in the Technical
Proposal, apply the relevant unit price included in the
Financial Proposal to the corrected quantity and correct the
total Proposal cost, (ii) if the Lump-Sum form of agreement
has been included in the RFP, no corrections are applied to
the Financial Proposal in this respect.
8.7 In case of QCBS, the lowest evaluated Financial Proposal
(Fm) will be given the maximum financial score (Sf) of 100
points. The financial scores (Sf) of the other Financial

Proposals will be computed as indicated in the Data Sheet.
Proposals will be ranked according to their combined
technical (St) and financial (Sf) scores using the weights (T
= the weight given to the Technical Proposal; P = the
weight given to the Financial Proposal; T + P = 1) indicated
in the Data Sheet: S = St x T% + Sf x P%. The firm
achieving the highest combined technical and financial
score will be invited for negotiations.
8.8 In the case of Fixed-Budget Selection, the Client will select
the firm that submitted the highest ranked Technical
Proposal within the budget. Proposals that exceed the
indicated budget will be rejected. In the case of the Least-
Cost Selection, the Client will select the
lowest proposal among those that passed the minimum
technical score. In both cases the evaluated proposal
price according to para. 5.6 shall be considered, and the
selected firm is invited for negotiations.
9. Negotiations 9.1 Negotiations will be held at the date and address indicated
in the Data Sheet. The invited Consultant will, as a pre-
requisite for attendance at the negotiations, confirm
availability of all Professional staff. Failure in satisfying
such requirements may result in the Client proceeding to
negotiate with the next-ranked Consultant.
Representatives conducting negotiations on behalf of the
Consultant must have written authority to negotiate and

conclude an Agreement.
Technical 9.2 Negotiations will include a discussion of the Technical
negotiations Proposal, the proposed technical approach and
methodology, work plan, and organization and staffing,
and any suggestions made by the Consultant to improve
the Terms of Reference. The Client and the Consultants will
finalize the Terms of Reference, staffing schedule, work
schedule, logistics, and reporting. These documents will then
be incorporated in the Agreement as “Description
of Services”. Special attention will be paid to clearly
defining the inputs and facilities required from the Client to
ensure satisfactory implementation of the assignment. The
Client shall prepare minutes of negotiations which will be
signed by the Client and the Consultant.
Financial 9.3 If applicable, it is the responsibility of the Consultant,
negotiations before starting financial negotiations, to determine the tax
amount to be paid by the Consultant under the Agreement.
The financial negotiations will reflect the agreed technical
modifications in the cost of the services. Financial
negotiations can involve the remuneration rates for staff or
other proposed unit rates if there is a revision of scope or if
the bid rate exceeds the available budget.
Availability of 9.4 Having selected the Consultant on the basis of, among
Professional other things, an evaluation of proposed Professional staff,
Staff/experts the Client expects to negotiate an Agreement on the basis
of the Professional staff named in the Proposal. Before

agreement negotiations, the Client will require assurances
that the Professional staff will be actually available. The
Client will not consider substitutions during agreement
negotiations unless both parties agree that undue delay in
the selection process makes such substitution unavoidable
or for reasons such as death or medical incapacity. If this
is not the case and if it is established that Professional
staff were offered in the proposal without confirming their
availability, the Consultant may be disqualified. Any
proposed substitute shall have equivalent or better
qualifications and experience than the original candidate
and be submitted by the Consultant within the period of
time specified in the letter of invitation to negotiate.
Conclusion of 9.5 Negotiations will conclude with a review of the draft
The Agreement. To complete negotiations the Client and the
negotiations Consultant will initial the agreed Agreement. If negotiations
fail, the Client will invite the Consultant whose Proposal
received the second highest score to negotiate an
Agreement.
10. Award of 10.1 After completing negotiations the Client shall award the
Agreement Agreement to the selected Consultant and promptly notify
all Consultants who have submitted proposals. After
Agreement signature, the Client shall return the unopened
Financial Proposals to the unsuccessful Consultants.

11. Confidentiality 11.1 Information relating to evaluation of Proposals and
recommendations concerning awards shall not be
disclosed to the Consultants who submitted the Proposals or
to other persons not officially concerned with the process,
until the publication of the award of Agreement. The undue
use by any Consultant of confidential information related to
the process may result in the rejection of its Proposal and may
be subject to the provisions of the Consultant Selection
Guidelines relating to fraud and corruption.

EVALUATION CRITERIA
Evaluation will be based on all the criteria regarding the Personal Capabilities, Qualifications,
inception report, Methodology & Work Plan as demonstrated by the Consultant’s responses in
the forms attached to this letter. The Client reserves the right to waive minor deviations, if these
do not materially affect the capability of a Consultant to perform the contract. The experience
and resources of the Sub-Consultant shall not be taken into account in determining the
compliance of the Consultant with the qualifying criteria. However, Joint Venture/Associates’
experience and resources shall be considered. Consortium or Association of firms will be
considered for similar treatment as in case of Joint Venture. The evaluation criteria model is

Terms of Reference
Introduction
i. The Government of Khyber Pakhtunkhwa has undertaken a project
"Development of Key Archaeological Sites/ Museums in Khyber
Pakhtunkhwa” This project is being funded by the Government Khyber
Pakhtunkhwa under the supervision of Directorate of Archaeology & Museums
Khyber Pakhtunkhwa.
The larger project aims at:
i. Development of key archaeological sites of Khyber Pakhtunkhwa to
enhance religious tourism in the province.
ii. Conservation, Preservation & restoration of cultural heritage in Khyber
Pakhtunkhwa, including the key archaeological sites/ Museums of
Khyber Pakhtunkhwa.
iii. Upgrading the existing sites to state of the art international standard
archaeological sites.
iv. Promotion of national and international tourism in the province.
v. Social and economic uplift of the resident population of Khyber
pakhtunkhwa through job creation, skills development and vocational
training, the promotion & development of significant features
archaeological sites will establish the way for appropriate small scale
businesses development.
2. The larger project is intended to substantively and positively transform
the key archaeological sites as per international standards.

Objective
The objectives of consulting services are to assist the client for Detailed Architecture,
Archaeological & Engineering Designing & Site Supervision for development of Key
Archaeological Sites/ Museums in Khyber Pakhtunkhwa.
1. Detail survey of sites 2. Test and investigation of components of project.
3. Detailed designing and drawing of various components of project. The consultant will prepare PC-I, detailed engineering drawings, design, calculations, BOQ, contract agreement, specification for the construction of the building and providing all necessary facilities, requirements in building.
4. Submission of complete bidding documents of various components of projects 5. Tender assistance. 6. Design review. 7. Contractors bids evaluation (technical/financial) 8. Full time top construction supervision and detailed supervision. 9. Overall project monitoring and evaluation. 10. Reporting and responding. 11. Power point presentation to competent authority and proposed models. 12. Follow up instructions of competent authority/executing agency and ToRs. 13. All assignment carried by consultant under the ToRs shall be to the entire satisfaction of
client and any alteration, modification, addition, or amendment etc deemed necessary by the client would be carried out by the consultant at his own expenses until these are formally approved by the competent authority.
14. Quality and quantity assurance. 15. Developing and ensuring quality/quantitatively, assurance mechanism as per
requirement.
Specific scope of consulting services (wherever applicable) is described in this scope of the Consultant’s Agreement will be authorized by client at rates and conditions to be mutually agreed.
A. Design & Construction Supervision of Building.
(a) Detailed Design of Projects:
i) To carry out detail design of all key archaeological sites and their concerned drawings.
ii) To prepare land acquisition plans, if there is any land acquisition required for the project.
iii) To prepare reports for submission to client. iv) To prepare Master plans for each archaeological site. v) To prepare detailed architecture Plan for each archaeological site vi) To prepare detailed archaeological plan for each archaeological site vii) To prepare detailed interior Design for museums sites viii) To prepare Landscape & Hardscape infrastructure for each archaeological site ix) To prepare detailed infrastructure development plan for each archaeological site x) To prepare detailed illumination designing for each archaeological site.

ii) To carry out topographic surveys, including horizontal and vertical alignments and cross-sections, establishments of horizontal control point, quadrants points and permanent reference beacons required for detailed engineering designed to enable construction quantities to be calculated to an accuracy of (+) (-) five percent.
iii) To assesses cross drainage requirements and propose improvements to existing infrastructures of the archaeological sites.
iv) To prepare detail architecture archaeological &engineering designs and bill of quantities, and calculate detail cost estimate for Civil Works, broken down it to foreign (direct and indirect) and local components as well as taxes and custom duties.
v) To develop engineering cost estimate for state of the art development of each archaeological site/ Museum.
vi) To prepare appropriate contract packages, talking in to account the location of the project and size of the contracts.
vii) To update the realistic site development schedules showing the anticipated progress of work and expenditure for the contract package in conjunction with client. The schedule will reflect seasonal climatic effects at the work site.

(c) Tender Assistance
i) To prepare bid documents for each package, with specific provisions to minimize disruption / damage to the environment and local settlements dues to construction.
ii) To prepare contract drawings, sections, architecture, archaeological conservation & preservation plans & infrastructural plans and others.
iii) To assist client in pre-qualification of contractors, if required.
iv) To prepare invitations to bid and evaluate bids received, with preparation of evaluation reports.
(d) Construction Supervision
i) To review and authenticate the design of the project.
ii) To give the order to commence the work and issuing variation orders to the contractors, both after consultation with client.
iii) To approve the contractor’s work program, method statements, sources of materials etc.
iv) To investigate the suitability of locally available construction materials and where necessary locate new quarries and borrow pits and assess the quality and quantity of materials and hauling distance.
v) To check systematically the progress of the works.
vi) To approve and / or issuing working drawings, approving the setting out of the works giving instructions to the contractors and proceeding amendment and variation.
vii) To verify and correct the as-built drawings supplied by the Contractor.
viii) To take / verify measurements and keeping appropriate records of these, which are to be in computer based form.
ix) To maintain a day by day project diary, correspondence and other which shall record all events pertaining to the administration of the contract requests from and orders given o the contractor and any other information which may be at a later date be or assistance in resolving queries arising in connection with execution of the works.

x) To supervise the contractor in all matters concerning safety and care of the works.
xi) To direct the contractor to carry out all such work as may be necessary in the opinion of the Engineer to avoid or to reduce the risk in case of any emergency affecting the safety of life or of the works or of adjoining property and advise client thereof as soon thereafter as is reasonably practicable.
xii) To arrange monthly review meeting with contractors, client and other fora.
xiii) To examine and attend the measurement of any work which is about to be covered or put out of view before permanent work is placed thereon and or to examine and attend the measurement of the completed works in the prescribed form.
xiv) To carry out generally all the duties of the Architect/ Engineer as specified in the Consultation contract.
xv) To issue necessary notices to the contractor as may be required under the construction contract..
xvi) To inspect the work as appropriate intervals during the defects liability period and issuing the defects liability certificate.
xvii) To process the Contractor’s possible claims.
xviii) To monitor environmental issues during the construction period, ensuring minimum disruption / damage to the environment and local settlements by approval of the Contractors work statement / methodology including monitoring the impact of construction works on the environment and local settlements and providing information to client and the District Government in the Monthly Progress Report.
xix) To issue a variation order, which has financial implications subject to prior approval in writing of client?
xx) Accord of Technical Sanction shall be the responsibility of the design consultant which shall be vetted by supervisory consultant.
xxi) To determining extension of time, subject to prior approval of client.
xxii) To advise client with respect to carrying out the works follows an approval to arbitration or litigation relating to the work.
xxiii) To prepare presentation of the project & present the same ay any forum as required & assist the Deptt: is such matters are & when required by client or any Deptt: concern.
xxiv) To check the contractor’s accounts, invoices, IPCs, claims and other statements with respect to all aspects of financial regulatory correctness and the contract.
xxv) To advise client on all matters relating to the execution of the contract including providing advice on processing of contractor’s claims, if any.

xxvi) To recommend to client any liquidated damages to be claimed from the
Contractor or other actions which should be taken against the contractor under the construction contract.
xxvii) To inspect the performance of the works with regard to workmanship and compliance with the specifications and to order, to supervise or perform tests on materials and other work and to approve or disapprove the contractor’s work and if appropriate, his plant ant equipment.
xxviii) To certify work volume and Interim Certificates for payments.
xxix) To certify completion or part or all of the works prepare punch list for payment to the contractor.
xxx) To order tests of material and of completed works and ordering removal of material or works, which do not comply with specified requirements.
xxxi) To order, if required, the uncovering of completed work and or the removal and substitution of proper materials and / or work.
xxxii) To inspect the work during the maintenance period and issuing the maintenance certificate.
xxxiii) To assist in the transfer of the Project from the contractor to client.
xxxiv) Overall Project Monitoring
i) To support client to carry out the overall project monitoring and feedback.
ii) To establish system for recording data and statistics for such monitoring.
iii) To collect required data and undertake other relevant surveys before construction and immediately after completion of each road for monitoring.
iv) To prepare quarterly progress report in accordance with the format agreed by client.
v) To prepare monthly progress report.
vi) To provide client with complete records and approved Contractor’s as-build drawing for the works.
To prepare completion report for the Project, including information on a contract-
wise basis in a form acceptable to client and carry out Project Benefit.
Monitoring and Evaluation before and after civil works construction in
accordance with the agreed format.
Project completion
After completion of project in all respect, the consultant shall prepare PC-IV on
Specified format & ensure / process its approval from client Deptt: within two-weeks.
