John Oceguera, Executive Vice President, Strategies 360

- John Oceguera runs the Nevada operations of S360 and serves as a member of the firm’s executive leadership team. He oversees the government relations and advocacy efforts for a diverse mix of clients, including multiple tribes and tribal business interests throughout the state. John formerly served as Speaker of the Nevada Assembly and was an elected representative in the Nevada Legislature for 12 years. In 2011, John was was elected by his caucus to serve as the first Native American Speaker of the Assembly in Nevada. He is an enrolled member of the Walker River Paiute Tribe.

GOVERNMENT RELATIONS

- Government to Government relations are important (local, state, federal) Have a presence!

- Tribes CAN influence local and state policy not just federal…. IF Tribes get involved

- Tribes CAN affect what happens on private and state and local lands

- Tribal Chairs with less resources benefit from tribes that have resources - take advantage of it!

- Elections matter (play in that space)

Taylor Bickford, Senior Vice President of Strategic Communications, Strategies 360

- Taylor advises clients across the S360 footprint on how to navigate the intersection of communications, business and public policy.

- He oversees the S360 firmwide communications team and has worked with a diverse range of clients, including American Indian and Alaska Native organizations such as Bristol Bay Native Corporation, Ahtna, Koniag, Tulalip Tribes, Bristol Bay Alaska Seafoods, and Doyon

Stacey Montooth, Executive Director, Nevada Indian Commission

- Stacey Montooth, a citizen of the Walker River Paiute Nation, is the liaison from Governor Steve Sisolak to the 27 Nevada Tribal nations, bands, and colonies. A graduate of the Missouri School of Journalism, Stacey has spent over a decade in service to Nevada Tribes including working as the Reno-Sparks Indian Colony’s first public relations officer. Prior, Stacey spent 15 years in community affairs, primarily in higher education and college athletics, including press operations for two NCAA Final Fours and the 1996 Olympic Games.

Amber Torres, Chairman, Walker River Paiute Tribe

- Amber Torres has served as Chairman of the Walker River Paiute Tribe in Schurz, Nevada since 2016. She currently serves on the Inter-Tribal Council of Nevada Executive Board, Native Farm Bill Coalition and Tribal Leaders Consultation Workgroup, National Indian Health Board, National Congress of American Indians Vice President Alternate (Western Region), Tribal Interior Budget Council, and other boards that represent Nevada, Arizona, and Utah.

James Campos, Director, Office of Economic Impact and Diversity, Department of Energy

- James E. Campos was nominated by President Donald J. Trump and confirmed by the United States Senate as the Director of the Office of Economic Impact and Diversity at the United States Department of Energy in April 2018.

- As Director, Mr. Campos is tasked with ensuring that minorities and underserved communities are afforded an equal opportunity to fully participate in Department programs. Mr. Campos also serves as the Department of Energy’s Equal Employment Opportunity Director and Chief Diversity Officer.

- Additionally, Mr. Campos is the Department’s designee on the White House Opportunity and Revitalization Council and the White House Council on Eliminating Barriers to Affordable Housing Development and other White House Interagency Initiatives.
