New Office Space on Feinberg Court

Cary Park District is leasing new offices at 855 Feinberg Court, Suite 113 in Cary. The decision to lease space will address a lack of

office space at the Community Center, which has been an ongoing issue for the Park District for many years. As community needs change, and more park and recreation services are offered, the Park District is adjusting as well to better meet these needs. Part of this is creating an opportunity for more flexibility with employee spaces which has become a necessity.

The Community Center at 255 Briargate Road, Cary will continue to be the Park District’s headquarters where all inquiries on program registration and park and facility rentals and requests for information should be directed. The Park District phone number, 847-639-6100, can be used to reach staff in either building.

Hampton Park Receives New PlaygroundConstruction at Hampton Park is nearly complete and is scheduled to open late fall. The park’s upgrades in-clude a new play structure, benches, accessible picnic table, and a concrete path to improve the site and play area accessibility. Hampton Park is the fifth playground replacement since 2014. The next playground to be replaced is Fox Trails Park.

Park Updates

Kaper Park and Lions Park Revitalization ProjectsThis summer construction began at both Kaper and Lions Park. Improvements to Kaper Park include a new playground area, restrooms and storage building, splash pad, and a new walkway from the parking lot to the playground. Improvements to Lions Park include ballfield renovations, lacrosse and football field improvements, a refurbished plaza with picnic shelter, benches, spectator bleachers, and the renovation and expansion of restrooms and concession building. Comprehensive Master Plan Update 2016The Master Plan incorporates strategies into an Action Plan that will be implemented over the next five years with an outlook to the next ten years. Implementation of the strategies set forth in this planning document continued. The Board revisited and updated the five year Action Plan while staff efforts focused on several capital initiatives out-lined for completion. The Master Plan, as well as, the Ac-tion Plan and updates related to various projects may be reviewed at carypark.com. A summary of items specific to these planning documents initiated or completed follows:

Walnut Hollow Disc Golf Course

In summer 2017, construction of Walnut Hollow Disc Golf Course began in Hoffman Park. Interest for a disc golf course came from public input received during the 2016 Comprehensive Master Plan Update. The design of the course was spearheaded by David Raica, Director of Planning & Development and Professional Disc Golf Player Dana Vicich with assistance from residents with an interest and passion for the game. The course covers 30 - 40 acres of the southeast side of Hoffman Park starting near the dog park. The course features an 18-hole long course, 6-hole family/short course, concrete tee pads with signage, distinctive landscapes and unique elevations, parking lot, restrooms, benches, and trash receptacles. The course opened August 2018.

Lions Park & Kaper Park Master PlansIn the spring of 2017, the Park District began the devel-opment of site master plans for Lions Park and Kaper Park. To prepare for these improvements, both park sites were rezoned from residential zoning to Park and Open Space zoning classification with the Village of Cary. Improvements to Kaper Park include the replacement of Timbertown with a new playground area, restrooms and storage building, splash pad, picnic shelter, and a new walkway from the parking lot to the playground. Im-provements to Lions Park include ballfield renovations, lacrosse and football field improvements, a refurbished plaza with picnic shelter, benches, spectator bleachers, and the renovation and expansion of restrooms and con-cession building. Construction began in July 2018 and completion is expected by the end of 2018.

2017 - 2018 Year in ReviewHoffman Park Multi Use TrailIn October 2017, the state of Illinois announced theIllinois Transportation Enhancement Project (ITEP) grant funding and submittal process. The deadline set for December 2017 was six months earlier than expected for the grant announcement. To meet this challenge, the Park District sped up its process to prepare a grant sub-mittal. The grant application was for a trail extension of 1.4 miles that connects to the existing 2.1 miles of trail at Hoffman Park and provide a continuous loop throughout the park. It also provides connections to the Meyer-Lafarge gravel pit which is in its final stages of restora-tion and also to the Route 31 trail. The Park District received a $1,140,000 ITEP grant award for this project in May 2018. Projected completion date will be in 2020.

GFOA AwardThe Government Finance Officers Association (GFOA) of the United States and Canada awarded a Certificate of Achievement for Excellence in Financial Reporting to the Cary Park District for its comprehensive annual financial report for the fiscal year ending April 30, 2017. This is the twelfth consecutive year that the District was recognized with this prestigious award.

2017 Loss Control AwardIn January, the Park District received an award from the Park District Risk Management Agency (PDRMA) for maintaining its current Level A accreditation status,PDRMA’s highest loss control award for 2017. This comprehensive safety and loss control review process audits every aspect of Park District operations to ensure that the District has established and implementeda safety and loss control program. The Districtscored an outstanding 99.43% on this year’s reviewand has maintained its accreditation since 2002.

One Commissioner Appointed to the BoardIn 2017, Josh Howell was appointed to the Park Board to fill a vacancy. Twelve community members expressed interest and the Board considered all applicants. The ap-pointment will end with the election in April 2019.

Equipment Replacement and Facility ImprovementsMaintaining the current resources of the Park District is an annual priority of the Board of Commissioners. Nearly $250,000 was invested in equipment replacement and facility maintenance. Highlights include the replace-ment of three treadmills at the Fitness Center, a chipper, skid steer, filtration pump, maintenance garage boiler, furnace/ac unit, sand pro, greens mowers, and an irrigation pump.

New Online BrochureBeginning summer 2018, Cary Park District unveiled a new online brochure format which is much more user friendly for our residents. As readers page through the online brochure, they are able to register for programs directly from the brochure, view photo galleries from several programs and events, download appropriate forms, e-mail Park District staff, and more.

Like Us. Follow Us. Connect With Us.Last year Park District Staff increased the use of social media with the addition of Instagram to the Park District’s social media outlets. Through the use of Facebook, Twit-ter, and now Instagram, staff is able to share information, engage with friends and followers, and connect with more people. We encourage you to join us on Facebook, Twitter, and Instagram.

Camp ECHOCamp ECHO stands for Exploring Cary’s Hidden Out-doors and is for children and teens in grades kindergar-ten to eighth grade. 2017 was the sixth year we held our camp in partnership with McHenry County Conservation District at the beautiful Fel-Pro RRR Conservation Area in Cary. Total enrollment during the 10 weeks of camp was 1,986 children. This was the highest enrollment since Camp ECHO began in 2012.

Community Center PoolA total of 1,643 pool memberships were purchased for the 2017 season. This is an increase of 17% from the previous year. Overall, there were 21,926 visits to the pool.

Color Run 5kThe Color Run 5k was offered for the first time. Runners went through parks and along the trail system while get-ting covered in colored powder along the way. Over 150 runners and walkers participated in the inaugural event.

Foxford Hills Golf Club

Foxford Hills Golf Club experienced another successful 2017 golf season with nearly 30,000 paid rounds played, and in July a single day tee sheet of over 300 players was achieved. This was the highest single day of play in course history.

Certified Park and Recreation ProfessionalsThis year three Cary Park District staff members, Vicki Krueger, Paul Rogus, and Liz Gilroy, became Certified Park and Recreation Professionals. This certification, offered through the National Recreation and Park Association, is the national standard for park andrecreation professionals.

Demonstration Gardens

Demonstration GardensThe Demonstration Gardens at Hoffman Park are six gardens maintained by local volunteers. All of the harvest is donated to the Cary Grove Food Pantry. These gardens are also used in Park District programming. Students in the Park District Preschool, campers in ECHO Extreme, and friends from the NISRA Adult Day Program learn and assist with planting, weeding, and harvesting of crops throughout the year.

Rent a Garden Plot!Do you like to garden, but don’t have the space at home? Rent a 20 x 30 foot plot at Hoffman Park and grow your own vegetables, fruits, herbs, plants, and flowers.

Rentals are available on a first-come, first-served basis beginning December 10 for residents and December 17 for non-residents. Those who rented last year will be able to renew the same plot as last year if they register by March 31, 2019. To rent, please complete a registra-tion form found on page 48 of this brochure and return it with payment to the Community Center. Renters will be notified of their plot number and additional information.

Cary Park Foundation ScholarshipOver the past four years the Foundation has awarded a total of $5,500 in scholarships to eleven students from Cary-Grove High School. These scholarships have helped these students with their post high school endeavors.

Program and Park SupportThe Foundation has accepted over $9,300 in donations to support various programs at the Kraus Senior Center. Donations make these programs more affordable and enjoyable by our ‘greatest generation’ of Cary residents.

The Foundation donated $2,200 to purchase power charging sta-tions that will be included in the Lions and Kaper Parks Revital-ization Projects.

Lions Park Bandshell

Ice SkatingIce skating at Jaycee Park is a great outdoor experience! The rink will be open to the public when ice is 6” thick. A warming shelter and restrooms are available at the park. The rink is lighted for evening skating and closes at 9:00 pm. Signage will be posted when the rink is open.

SleddingLions Park is excellent for sledding. When covered with 2” of snow, the park’s rolling hills offer great family fun. Due to athletic field construction, certain portions of the sled hill will be closed during winter. Park closes at dusk.

Cross Country SkiingThe grounds at Lions Park, Hoffman Park, and Sands Main Street Prairie are terrific for cross-country skiing. This is the perfect activity for winter exercise. Parks close at dusk.

Youth & Adult AthleticsSpring/Summer Softball LeagueAdults KTGet your team together and compete in a recreation-al softball league. Games are played at Lions Park with game times at 7:00 pm, 8:00 pm, and 9:00 pm. Each team will play each other twice. The number of teams registered in a particular league determines league formats. Post season playoffs are planned for the league.

Information packets for the spring/summer league will be available at the Community Center by January 17. A man-ager’s meeting will be scheduled on the first night of the league at the fields beginning at 6:30 pm (prior to the first game).

CDGA Handicap SystemFoxford Hills Golf Club offers golfers a handicap service through the CDGA. A handicap may be purchased for $40 for Cary Park District residents and $45 for non-residents.

Weekend Permanent Tee TimesMake Foxford Hills Golf Club your home for the 2019 golf season. Registration to reserve your time begins Novem-ber 26. Current permanent tee time holders will have the opportunity to renew their times from the previous year un-til February 28. Our permanent tee time program runs 20 weeks on Saturday and Sunday mornings from 6:00 - 8:30 am starting April 13 and ending August 25.

Call today to become a permanent tee time holder. We take two-somes and three-somes as well. We also sug-gest that all permanent tee time holders take advantage of our 7-day season pass program and play a lot of golf throughout the season.

Pars Under the StarsFriday, May 10 at 5:30 pm Foxford Hills Golf Club would like to cordially invite you to join us for our “Pars Under the Stars” Moonlight Golf Out-ing. This event is open only to the first 72 players who reg-ister. We will be using glow in the dark golf balls and the course will be illuminated to guide you safely through nine holes of golf like you’ve never seen it before.

While waiting for it to get dark, enjoy a spaghetti dinner with all the fixings plus have time to decorate your golf cart so that if your golf game does not shine your cart will!

Tiny BallerinaLearn ballet through music and creative movement. Be-come familiar with basic concepts of left and right, bal-ancing, moving across the floor, and sequencing exercis-es. Dancers will also receive a basic introduction to ballet steps and terminology.

BalletClassical dance form is taught using grace and precision while learning the steps and gestures to create expression through movement.

Fairytale PrincessIf dancing and being a princess is your little girls favorite activity, this is the class for her! Each week we will be a dif-ferent princess through stories, songs, and dance.

Dance Program InformationThe Cary Park District dance program is focused on fun. Students will gain new friendships, increase confidence, and be creative. Dancing is a great way for children to exercise, increase flexibility, strength, endurance, and to develop a sense of well-being.

Children should wear comfortable shoes to the first class. Instructors will inform you of shoe type at that time. Please note: all participants, except those in the 2-year-old pro-gram, must be potty trained before the start of the class.

Recital CostumesAll dancers participating in the recital will wear dance costumes for their performance. Order forms will be dis-tributed during class. There is an additional fee of $40 per costume for all dancers. Costumes take 8 - 10 weeks to receive. Please return forms by the deadline stated on the form.

Parent Watch DatesThe parent watch date is the last day of the session. Par-ents are invited to attend and watch the entire class. In-structors always welcome the opportunity to discuss danc-er’s progress with parents. Please contact your instructor before or after the program meeting with any questions.

Ballet & TapPerfect for the first-time dancer, this beginning program focuses on the classical form of dance and the rhythms and patterns of tap. Learn both ballet and tap technique, terminology, and movements in one program.

Ballet & JazzLearn both ballet and jazz techniques, as well as, basic ballet movements and sequences.

Do you know someone with a disability who would like to go out, have fun and make friends? Since 1976, NISRA has provided recreation programs for people with disabilities, and its mission is: enriching the lives of people with disabilities through meaningful recreation experiences. Socializing, building physical skills, learn-ing, relaxation and fun are some of the benefits gained from participating in NISRA’s year-round activities. Sports, fitness, social, cultural, outdoor and preschool programs, along with camps, special events and trips offer enjoyment for children, teens and adults of all ability levels. NISRA also offers Special Olympics train-ing and competition in 15 sports. The Cary Park District and 12 other districts form NISRA. NISRA serves residents of McHenry County and parts of Cook, Kane and Lake Counties. Programs are pro-vided in community facilities throughout the area.

NISRA staff assist our park district/recreation depart-ment staff with including residents with disabilities in our recreation programs. Call (815) 459-0737 with ques-tions about inclusion, or contact the Cary Park District to register for a program.

NISRA’s full-time professional recreation staff hold col-lege degrees in Therapeutic Recreation or related fields, along with various certifications. Age Appropriate:Ages and/or grades are listed with programs as guidelines for age-specific ability. The younger the participant, the more this guideline must be followed to ensure safety, en-joyment, and accomplishment. A birth certificate may be requested if doubt occurs concerning a participant’s age.

Behavior:Although the Park District realizes that inappropriate behav-ior may occur, the Park District reserves the right to suspend or remove participants from programs or facilities if hazard-ous, disruptive, and/or destructive behavior persists. If a par-ticipant is taken out of a program or removed from a facility due to these circumstances, a prorated refund will be is-sued for the remainder of the program or facility usage.

Minimum/Maximum:A minimum and maximum number of participants is set for each program. This is to ensure the best possible experience for each participant. The Park District may increase or re-duce program size if necessary.

Photos and Videos Photos and video footage are periodically taken of partici-pants in a class, during a special event, or in the District’s parks and facilities. Please be aware that by registering for Park District programs and activities or by using the Park Dis-trict’s parks and facilities you agree that any photograph or videotape taken by the Park District may be used by the District for promotional purposes including print and elec-tronic media without further permission and without any compensation to you. All photos/videos are property of the Park District.

In Case of Oops!During the course of Park District programs, there can be unforeseen circumstances that force the Park District to change schedules, instructors, combine or postpone pro-grams, adjust facility usage or modify fees. The Park District makes every effort to ensure that the information presented in this brochure is complete and accurate; however, some-times errors do occur and we apologize in advance for any inconvenience this may cause.

Insurance:The Park District does not carry medical or accident insur-ance for program or facility participants. The cost would make program fees prohibitive. Please review your own personal health insurance plan to be certain that you and your family have the proper coverage.

Policies, Procedures and Guidelines:Additional Park District policies, procedures and guidelines are available for review at the Cary Park District Community Center.

A Note of Thanks:Thank you to School Districts 155, 26 and 3 for providing fa-cilities in which to hold recreational programs; to Park District Commissioners, volunteers, and staff who devote so much of their time; and to you, the community, for your support.

Fees: Resident/Non-resident - The first program fees listed in the brochure are for Cary Park District residents. Non-resident (NR) fees are listed second and are the higher rate of the two. Residents support the Park District through tax dollars, while non-residents pay to participate through higher reg-istration fees. All account balances must be paid in full be-fore registering for new programs.

Fair Share - Those desiring to achieve resident status may pay their “fair share” of taxes based on the taxable value of their home. This entitles an individual to pay in-district fees and register for programs at the same time as residents. Fair share will be applied over a 12-month period. Some excep-tions apply, please refer to the Fair Share Guidelines found in the Forms section of carypark.com.

The taxable value of a property is stated clearly on the tax bill. Fair share in not necessarily for everyone. This has to be determined by you, taking into consideration the frequency of Park District use and the value of your home.

The inquiring individual should provide a copy of their cur-rent tax bill to the Superintendent of Recreation for review. The Fair Share amount will be calculated and a written reply will be sent. Waiver of Fees - A Waiver of Fees program is available to provide assistance to residents with financial hardship. Con-fidential application may be made to the Superintendent of Recreation. Personal financial records may be requested to verify need.

ADA:The Cary Park District complies with the Americans with Disabilities Act (ADA), which prohibits discrimination in the provision of programs, services or activities to individuals with disabilities. The Park District invites any resident with a special need to contact us, or the Northern Illinois Special Recreation Association staff, upon registration, to ensure a smooth inclusion.

In addition to the programs listed within our brochure, the Park District also provides specialized services for peo-ple with disabilities through the Northern Illinois Special Recreation Association (NISRA). Residency ChecksAny registrations with payment in cash or by credit card, and no previous account history, are subject to having residency checked with a printed form of proof such as a driver’s license, utility bill, etc. Also, addresses on checks that do not match addresses on registration forms will be subject to a residency check. Individual families should register on one form. Multiple families listed on one form will prevent your registration from being processed.

Registration ConfirmationA registration confirmation will be provided only when a registration has not been grant-ed (i.e., wait list). In this instance, a confirma-tion will be issued to confirm the status of these registrations. Therefore, presume you are registered for a program un-less you are notified otherwise by the Park District. Ques-tions can be directed to 847-639-6100 ext. 0.

Satisfaction Guaranteed PolicyThe Cary Park District guarantees your satisfaction with the recreation programs and activities in which you par-ticipate. If you are not completely satisfied for any rea-son, please let us know. You will be able to choose one of the following options: 1. Repeat the program at no charge.2. Receive full credit that can be applied to another program.3. Receive a full refund.

Withdrawal Guidelines:Cary Park District reserves the right to cancel any pro-gram with insufficient enrollment.

All refund requests must be made on a Cary Park District withdrawal form and submitted to the Cary Park District office and not with the program instructor. All refund/withdrawal requests will be assessed a $5 service charge. If the second meeting of a program has passed, with-drawal requests will be considered on a prorated basis in addition to the $5 service charge. Refunds will not be issued after the third class meeting. Refer to withdrawal form for refund options.

Refunds will not be issued for one-day programs or events, sports leagues, tournaments or tickets to sports/entertainment/events or deposits for programs. Mem-berships, pool passes, Preschool, and E.T. KidZone with-drawals will be evaluated on a case-by-case basis and may require support documentation.

Any registration submitted prior to the registration start dates will not be accepted and will be returned.

Warning of Risk: Recreational activities/programs are intended to challenge and engage the physical, mental, and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning, and equipment, there is still a risk of serious injury when participating in any recreational activity/program. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers, and injuries due to inclement weather, slipping, falling, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct,premisedefects,inadequateordefectiveequipment,inadequatesupervision,instruction,orofficiating,andallothercircumstancesinherenttoindoorandoutdoorrecreationalactivities/programsexist.Inthis regard, it must be recognized that it is impossible for the Cary Park District to guarantee absolute safety.

I recognized and acknowledge that there are certain risks of physical injury to participants in these programs/activities, and I voluntarily agree to assume the full risk of any and all injuries, damages or loss, regard-less of severity, that my minor child/ward or I may sustain as a result of said participation. I further agree to waive or relinquish all claims I or my minor child/ward may have (or accrue to me or my child/ward) as a resultofparticipatingintheseprograms/activitiesagainsttheCaryParkDistrictincludingitsofficials,agents,volunteers,andemployees(hereinaftercollectivelyreferredtoas“CaryParkDistrict”).

Photo Release: The Cary Park District takes photos and videos of participants in programs, during special events, and in the District’s parks and facilities.
