A high-rise once occupied by IBMemployees is now filled with thousands ofstudents in Buckhead, Ga. Atlanta PublicSchools purchased the building, along with57 wooded acres, for the new North AtlantaHigh School, which opened recently. The first to offer the International
Baccalaureate program in the Southeast,North Atlanta High School is also the mostexpensive public school in the state’s history.With a total construction cost of $147 mil-lion, the campus includes a 900-space park-ing lot, a food-court inspired cafeteria and anindoor ROTC gun range that required spe-cific lighting and the strategic placement oftargets with the proper clearance. New data,voice and video systems, mechanical con-trols, a fire alarm and security systems, alongwith updated plumbing, paint and flooring. Civil Site Services Inc. (CSSi) of
Fayetteville, Ga., performed the site work
and utilities on the project, under the super-vision of general contractor JE DunnConstruction. “This project consisted of renovating an
11-story building into a high school, anddemolishing a second building that was ninestories,” said Brent Benson, project managerof CSSi. “Atlanta Demolition imploded theexisting building and hauled it off site toanother location. It was crushed and recy-cled. The building that was demolished isnow the location for the gym at NorthAtlanta High School.”Atlanta Demolition had to first separate
the two office buildings, which were con-nected by a four-story pedestrian bridge overa small lake. Crews also had to remove allthe materials containing asbestos beforeimploding the structure, all while leaving theother building completely intact. “Cutting and removing eight levels of sky
bridges and chopping a 60-foot section of 10full levels to gain separation for the implo-sion were the most challenging aspects,”
said Barry Roberts, owner of AtlantaDemolition. “This was a project wherenobody believed we could meet the project-ed schedule, and we beat it by one week. Ouremployees deserve the credit for completinga project that some of our competitors wouldnot even bid.“The sky bridges were cut with wire saws

Work crews are currently rehabil-itating an old interchange onInterstate 75 just south of Calhoun.No big news there, right?Well, upon closer inspection, that
fairly routine road work appears tosignal the beginning of what is des-tined to be just the first part of amajor new road project in north-central Georgia, designed to lightentraffic congestion in the area andhelp move local commerce moreefficiently.
The interchange rehab contract,worth more than $16 million, willinclude the installation of a newfour-lane bridge over the interstate,as well as wider on and off ramps. The updated interchange is at the
intersection of I-75 and UnionGrove Road in southern GordonCounty, just a few miles south ofCalhoun at Exit 309. The interstateconnects Chattanooga, Tenn., in thenorth with Atlanta, Ga., to the south.Although the Union Grove Road
project is not labeled as such, thework is really the first section of theproposed South Calhoun Bypass
project, according to Matt Rutledge,project manager of SunbeltStructures Inc., a general contract-ing firm based in Tucker, Ga.That larger project will not begin
until at least 2015, but when fin-ished will connect two ends of near-by Georgia Highway 53 south ofCalhoun. Highway 53 approachesCalhoun from Rome to the south-west, before turning east away fromCalhoun. The approximately $29.5million bypass will be 6.8 mi. (10.9km) in length and will utilize thenew Union Grove Road/I-75 inter-

Project Should Ease CongestionRutledge’s firm is building the new inter-
change at Union Grove Road largely to han-dle an increasing amount of truck traffic inthe area. Due to a new, 1.4 million-sq. ft.(130,064 sq m) Lowe’s Distribution Centerin nearby Rome, Tenn., as well as a thrivingcarpet industry in Calhoun, truck traffic hasmade wider roads a necessity in the area. Inparticular Rutledge said, trucks need wideraccess points in and around the interstate.“We are extending the on and off ramps to
handle the increased capacity and that meanswe will have ramps that are over a half-milelong,” Rutledge said. “Calhoun is such ahuge hub for the carpet industry and rehab-bing Union Grove Road will go a long wayto alleviating that congestion.“In addition, this new Lowe’s warehouse
is a tremendous facility, possibly Lowe’slargest distribution facility, and they are real-ly just starting to ramp up the work there, soover the next few years it is going to contin-ue to grow at a huge pace. This road workneeds to get done to help alleviate the trafficproblem on Highway 53.”
Work Continues Despite RainRutledge and his company began work on
the Union Grove Road/I-75 interchange inJuly 2012 and are scheduled to have theproject finished by October 2014.Mother Nature, however, has done its best
to upset that timetable.“North Georgia just experienced a very,
very wet spring and summer,” Rutledge said.“It has been a rough year for everybodyaround here and it absolutely slowed usdown. We were not able to move earth theway we should have been able to move it ina typical Georgia summer.”He added that his crews had about
350,000 cu. yds. (267,594.2 cu m) of mate-rial to place on this job and despite theweather, they have been able to do about 70percent of that work through a Herculeaneffort.
“I have to commend my guys for that,”Rutledge said. “We have some good peopleworking here.”
Project Is Sunbelt Structures’Show
Sunbelt Structures is performing the lion’sshare of the work itself, which includes allthe grading work, the underground utilitiesand the concrete work, which includes about100,000 sq. yds. (83,612.7 sq m) of concretepaving on the roads.
Rutledge said that his company doesn’tusually self-perform the majority of thework on its projects, but because there wasso much concrete paving to do on this proj-ect, they had little need for other firms tohelp. His firm doesn’t do asphalt paving,though, which is a large part of most stateroad contracts.The tiny amount of asphalt work done, he
said, is a 3 in. (7.6 cm) layer under the rampsthat is required by the federal government. Itis being applied by a subcontractor.
Updated Bridge, Updated RoadsRutledge said the main work on the inter-
change has been in replacing the old two-lane bridge that carries Union Grove Roadover I-75. His crews are currently in theprocess of finishing the first half of thebridge and when that is completed, they willshift two-lane traffic onto the new half,before demolishing the old bridge.Sunbelt Structures brought in a subcon-
tractor to help set the bridge beams beforeresuming work on getting that half of thespan ready for vehicle traffic.When the second half of the bridge is fin-
ished and joined onto the first half, whichwill happen sometime next year, four lanesof traffic will travel across the interstate.The new span will pass more than six
lanes of interstate traffic, as well as two wideoutside shoulders and a grass median.Rutledge said the new bridge will be about110 ft. (33.5 m) long and approximately 50ft. (15.2 m) wide. The bridge deck will beabout 4.5 ft. (1.4 m) higher than the old

Rutledge Says Cat AccuGrade Simplifies Precision Grading bridge, he said.While that work is going on,
crews are also working on widen-ing and reshaping Union GroveRoad itself. Work is progressingon turning the two-lane road into afour-lane parkway as far as three-quarters of a mile both east andwest of the new bridge. Near theinterstate on ramps, as many aseight lanes will be built to accom-modate turn lanes and any futuredevelopment, Rutledge said. Inaddition, two new intersectionsare being built on either side of theinterstate where Union GroveRoad meets a pair of county roads.
A Caterpillar-Built ProjectBetween 30 and 50 workers can
be found at the job site, Rutledgesaid, using a variety of Caterpillarequipment that his firm ownsitself. He said a mixture of articu-lated off-road dump trucks, as wellas scrapers, are currently beingemployed on the project.“There are a lot of machines
operating on site right now,”
Rutledge said. “We are alwaysburning diesel fuel.”Rutledge said that his job has
been made easier by the satellite-based machine control systemsused by Caterpillar in its newerearthmoving equipment.“With about 100,000 square
yards of concrete paving to do, weuse a system called AccuGrade,which is a fine grade for motor-graders and it is pretty impressiveto see in action,” Rutledge said.“The technology is so cool to andhas done so much for our industryas far as being more precise in ourgrading.”With hoped-for good weather
next spring and summer, Rutledgesees no reason why his crews willnot finish the Union GroveRoad/I-75 project by his targetdate of next fall so that area traffic— and commerce — will contin-ue to move along congestion free.

2012, although crews started work at the jobsite in July. After the demolition, all thatremained was a concrete shell. The buildingwas completely gutted using labor and mini-excavators. “This was a very technical and difficult
project with all operators working at height,”said Roberts. “Safety items were reviewedconstantly to insure safety of the workers.The project required approximately 300pounds of explosives placed into more than900 holes drilled into the concrete supportsof the structure.”One hundred percent of the concrete and
rebar was recycled, with crews hauling away32,000 cu. yds. (24,465.8 cu m) of concrete.The existing IBM building underwent a
total renovation, making way for class-rooms, labs and dining space. In addition,offices were installed within the structure.The building straddles a four-acre lake that is30 ft. (9.1 m) deep at the dam. CSSi had tomodify the existing OCS that was in the lakeby adding a 4 x 6 ft. (1.2 x 1.8 m) squareconcrete riser that will control the rate offlow that leaves the lake during rain events.“Charles Allender, the president of CSSi,
has been in the business for almost 30 years,and called this one of the toughest — if notthe toughest — sites he’s ever been involvedwith,” said Roberts. “We encounteredroughly 8,000 cubic yards of trench rock and55,000 cubic yards of mass rock. All of thisrock we had to blast. The company we usedwas Precision Blasting. “We also encountered several thousand
cubic yards of dirt that had boulders and treedebris mixed in it. We used a Caterpillar 963loader with a root rake to sift through the dirtand separate the trash and rock. The treedebris was hauled off site and the rock wascrushed on site.”Crews rented several crushers to shatter
60,000 cu. yds. (45,873.3 cu m) of rock. “At one point, we had three crushers on
site and two Caterpillar 330 hoe rams to helpwith the processing,” said Benson. “All therock that was crushed was used on site tobackfill retaining walls and for structuralfill.”A gymnasium/auditorium, football field,
baseball field, practice field, softball fieldand tennis courts were part of the new con-struction. Preparing the grounds was a diffi-cult task.“When the project started, we knew there
was 25,000 cubic yards of rock that had tobe blasted and excavated from the new gymlocation and a small amount of rock in thefootball field,” said Benson. “When the actu-al excavation began, we encountered 13,500cubic yards of rock on the football field,5,000 cubic yards of rock on the practicefield, 3,000 cubic yards of rock on the base-ball field, 1500 cubic yards of rock on thesoftball field and 800 cubic yards of rock onthe tennis courts. This is beyond the 25,000cubic yards of rock in the basement of thenew gym. Along with the rock we hauledoff, there was approximately 6,000 cubicyards of unsuitable dirt consisting of treetrash and miscellaneous organics.”
Equipment used on the construction andrenovation project included Caterpillar 963track loaders, Metso crushers, a Cat 988wheel loader, Volvo A25 and A30 off-roadtrucks, a Cat D8N dozer, Volvo 460 excava-
tors, a Cat 345 excavator, a John Deere 544Jwheel loader, a Cat 815 compactor, a CatD5M, Cat D6, D5 and D4 dozers, Cat 259Bskid steers, Cat mini-excavators and CatD300 and 250 off-road trucks.“We moved on site roughly 145,000 cubic
yards of material. Out of that material,100,000 cubic yards had to be crushed,screened or raked before we could place itinto its final location,” said Benson.Materials installed on site included 4,500
linear ft. (1,371.6 m) of concrete storm pipe,1,500 linear ft. (457.2 m) of ductile and PVCstorm pipe, 650 ft. (198.1 m) of concrete pre-cast, 1,500 linear ft. (457.2 m) of ductile ironsanitary sewer pipe, 2,500 linear ft. (762 m)of ductile iron water pipe and 500 linear ft.

men for a six-month period and workedseven days a week to meet the set schedule.Despite all the obstacles, Benson is proud tohave been a part of the process.“It was definitely a challenge,” said

was only slightly altered, although cubicleareas on other floors had to be removedentirely as part of the dramatic makeover.Because work on the second building won’tbe completed until December, students haveto adapt.“That’s where the gymnasiums will be
located, so some students are being bussed totheir old school until construction is done,”said Smith. “The music room, graphic artsand theater areas are in the new building aswell, which also has an assembly space thatis still being worked on. The football field iscomplete, but the players are having to uselocker rooms set up in temporary trailers.”The new two-story structure honors the
architecture of the existing structure withconcrete columns and concrete trellis. “It blends well, said Smith. “With a proj-
ect like this, it’s not so much about the build-ings. This is a somewhat traditional highschool in a unique setting. Sure, you have tohave a roof over your head, but this is ulti-mately about being surrounded by rocks,water, wild animals and hardwood trees.“I’ve had my eye on this property for
years, so it’s wonderful to have a vision, layout a plan and see it come to fruition, thanksto the hard work of a lot of dedicated people.
We’re still getting reaction to the newschool, but, so far, it’s been good, and every-one seems very excited. Yes, it was anexpensive project, but being able to transi-tion this space into a high school on such atight schedule is pretty remarkable. ”Buckhead students, grades 9-12, attend
