The initiative "Collective Awareness Platforms for Sustainability and Social Innovation" (CAPS) aims at

–  designing and piloting online platforms creating awareness of sustainability problems, and

–  offering collaborative solutions based on networks (of people, of ideas, of sensors), enabling new forms of social innovation

CAPS are expected to support environmentally aware, grassroots processes and practices to

–  share knowledge, –  achieve changes in lifestyle, production and

consumption patterns, and –  set up more participatory democratic processes

Main Challenges

Capitalize on participatory innovation Develop models and blueprints to produce collective intelligence

–  leveraging on open data, knowledge networks, open hardware and Internet of Things

Demonstrate that innovative combinations of existing or emerging network technologies enable new Digital Social Innovation

–  to cope with emerging sustainability challenges better than with traditional solutions

What for? Such platforms can have very concrete impacts, for instance:

–  in empowering and motivating citizens to make informed decisions as consumers, or

–  in fostering collective environmentally-savvy behavioral changes and a more direct democratic participation

Concrete examples of emerging areas include: –  Open Democracy: enabling citizens' participation in democratic

processes by developing and applying new tools (e.g. voting, online consultation)

–  Open Policy Making: better decision making based on open data –  Collaborative Economy: lending, exchange, swapping made to

operate at scale –  Collaborative Making: developing new ways of manufacturing –  Collaborative Consumption: rethinking consumerism –  New Collaborative approaches to inclusion, agriculture, health,

disaster management

How to build platforms for Collective Awareness and Action?

CAPS is part of the research priorities of the Horizon 2020 research programme of the European Commission There are two topics related to CAPS which will be called for in the upcoming 2016-17 Work Programme:

–  2015: ICT-12b: "Distributed Architectures for Decentralised Data Governance" (submission deadline: 12 April 2016)

–  2016: ICT-11: "Collective Awareness Platforms for Sustainability and Social Innovation"(submission deadline: 25 April 2017)

The last call for proposals for CAPS was launched in 2014 with a total budget of 43 million euro Nearly 200 proposals were submitted, of which 24 have been selected for funding The new CAPS projects have started in January 2016 To find out about the projects that have been funded under the first calls, please check the ongoing projects

What the E.U. expects to see in the projects of this call:

–  Involvement of existing and motivated communities of citizens, to drive platform development

–  Combination of existing or emerging network technologies (e.g. distributed social networks, wikis, sensors, blockchains)

–  Inclusion in the consortium of at least two entities, whose main focus of interest is beyond the ICT domain

–  Integration of different platforms, addressing several sustainability challenges at a time, in order to achieve critical mass and measurable global impact

–  Engagement of civil society at large, e.g. through NGOs, local communities, social enterprises, non-profit organizations, students and hackers

–  Integrate existing technologies and platforms to build the «Citizens T@ke REsponsibility (C@RE)», a distributed platform and system that will be designed and developed, and will: •  Be used by citizens to quickly report problems (risk

of accidents) and potential issues •  Be able to detect/sense (potential) hazards, injuries

and problems, and automatically update the necessary authorities, by exploiting distributed clouds of sensors

•  Fostering Collective Behavioral Changes & participatory innovation –  Citizens through a web or mobile application will be able to directly report any

incident and/or accident that needs to be addressed (water leakage, fire in the park) –  Through the cloud infrastructure and portal services the authorities of a country will

be able to receive reports of problems and react quickly to solve them •  Leveraging open hardware and Internet of things

–  In addition, via the use of smart technology (Internet of Things), the system will provide the ability to integrate intelligent services for automated incident reporting

–  This way, apart from the facts and incidents that will be reported manually by users, sensors (temperature, motion, water flow, etc.) will be used for the fastest possible reporting of problems and accidents

•  Leveraging on open data and knowledge networks –  Another feature of the ecosystem, is the collection of anonymous information for

analysis –  Taking advantage of the results of the analysis, we can map out the areas of the

city where there are the most numerous events and characterize high-risk areas, categorized as to the type of accident
