eucen’s Strategic Plan 2015‐2017:  Objectives – Actions – Roles President’s Report presented on behalf of the Steering Committee (SC) and the eucen Secretariat to the General Assembly, Dublin, June 2016 

 This report is based on the strategic document prepared by the President and the Steering Committee, written as a 2 year work plan defining priorities and actions, and having in mind the question “Are we doing the right things?”. The document is structured on two parts: a first dedicated to the 3 strategic intentions announced by the presidency candidate before elections by the General Assembly in Istanbul; a second dedicated to the permanent support activities and the roles distribution.   

3 STRATEGIC INTENTIONS  

1) New strategic and innovative projects  In years past, eucen strengthened its collaboration dynamic among its members and its influence on stakeholders in developing knowledge and skills via unique founding European projects, as EQUIPE Plus, BeFlex, IMPLEMENT, OBSERVAL, ALLUME and others.  For 2015‐2017, eucen needs to launch and develop successfully new strategic projects, anchored in our research or action‐research, in collaboration with new partners from diverse sectors (both non‐for‐profit or profit) and exploring other sources of funding, for instance Horizon 2020. One member of the Steering Committee (Lucília SANTOS) is mainly in charge of the projects development and works in close collaboration with the Secretariat soliciting punctual assistance of other SC members or eucen members.   The results of actions undertaken during this year are reported in the following tables.

The main criteria for a eucen project involvement or development are:  1) alignment with eucen mission ‘Is the project a project for eucen ?’ 2) degree of risks in implementing the outcomes, project management and partnership management 3) availability of competencies and expertise 4) reinforcement of members relationships with a special attention for new members  Moreover the project has to fit the call criteria (e.g. in terms of geographical dispersion …)   The forthcoming actions are:  

a) Follow‐up and watch up of the European Calls, and exploration of new sources of projects. We are looking at Horizon 2020 and/or specific demands or expectations of DGEAC regarding modernisation of Education and Innovation.  We would like to develop a large project including several sub‐projects where a large number of members could contribute via consultation.   

b) We have in mind to launch a survey after Dublin Conference for the next calls (expected after November 2016) c) The SC decided to write the project decision process and to make explicit the criteria 

 

2) Consolidating eucen’s role at European level eucen is already active at European level (e.g. our involvement in the LLL Platform1 or as one of the six VET providers Associations in the advice board for DG Employment, Social Affairs and Inclusion). Supporting the development of “inclusive, innovative and reflective societies” as written in Horizon2020 plan2 (VET, VNIL, Social Dimension of ULLL). eucen will develop position papers and policy recommendations3, looking at the EU policy agenda and monitoring EU activities (Contributions to EC Policy development).

 The SC identified EC key people to be met in order to present eucen, eucen activities and products and to identify with them our potential contributions.  A specific leaflet is created to support this work (see ‘eucen for EU’ in Annex 3) The results of our actions are for the moment the following ones:    

‐ DG EAC – Adam TYSON Unit B Modernisation of Education (Education Policy and programme, Innovation) Meeting in Brussels FdV/KS/CR4 took place 17 November 2015. As an immediate outcome, Mr Tyson confirmed his participation in eucen’s conference in Dublin 2016 as keynote speaker. However, a last minute emergency has forced him to cancel this engagement. His Deputy Director will represent him, Ms Margie WATERS.

‐ CoR – Committee of the Regions – Markku MARKKULA, President. KS invitation to present CoR activities and projects during Brussels Autumn Seminar. Meeting in Brussels KS/FdV/CR took place 16 November 2015, to identify potential collaboration. As a result, it was agreed to organise the Policy Talks in the premises of the CoR. 

‐ DG EAC – Chiara Gariazzo Unit A Modernisation of Education (Europe 2020, E+ coordination, Erasmus +) FdV/KS/CR had organised a meeting in Brussels with DG Employment for 05 April 2016 but was cancelled because of Brussels terrorist attack. 

‐ KS – active participation in Cedefop’s workshop 'Fostering partnerships for continuing training’ (11‐12 February 2016)    

Other meetings will be pursued the forthcoming year.  

C) POLICY TALKS  

In order to improve eucen visibility on European scene, the SC decided to organise once per year an event dedicated to EU Policy makers and European LLL stakeholders located in Brussels: ‘eucen Policy Talks’. The main objective are to make eucen activities known, to promote eucen expertise and to create new contacts and collaboration opportunities. The principles of this event are the following: located in Brussels, based on projects’ results and recommendations, and organised with help from the LLL Platform as we are member of it. The target people are: policy makers (EC, Parliament members, Committee of Regions, members, …) and key stakeholders such as EUA, EURASH, ESU, ENQA, EAN, etc. One member of the SC (BN) is nominated for the Policy Talks organization.  The first one was planned on April 4 April 2016 but was unfortunately cancelled due to dramatic terrorist attacks in Brussels few days before. FdV/KS/CR revised the plan for presenting eucen results in Dublin, during the conference.  

D) EU MODERNISATION CONSULTATION: eucen contribution  

The SC decided to contribute actively to the consultation launched by EC (December 2015). All eucen members, Universities and National Networks were invited via eucen website to contribute to this consultation. Furthermore, the SC developed a response on behalf of the association, taking into account National Network contributions and eucen objectives.  Kari SEPPÄLÄ gathered a final contribution posted to EC and sent to Adam TYSON in reference of our visit.   

E) FLYER : eucen FOR EUROPE  

A specific tool was created to describe the relevance of eucen activities and outcomes for the stakeholders of Europe – see Annex 3

3) Knowledge transfer improvement within EUCEN ‘s members and outside  eucen is a wonderful treasure of knowledge and know‐how in University Lifelong Learning. Members with their own expertise and practices are obviously the main intellectual assets of our network: How could we make this expertise visible and accessible to any member? How could members be in contact rapidly with each other when they are working on the same subject? In a more prospective way, how to identify the information we have and use, or should have and use for our own purposes (eucen strategy) or for EU purposes (EU strategy)? How to be connected with Rectors and Presidents of eucen members and engage them in eucen activities?  Three trails are currently identified and could be pursued.

eucen is member of the LLL Platform, RECLA, UPCEA etc and is setting up mutual membership with AAACE (American Association for Adult and Continuing Education) and maybe others if are found useful and complementary to eucen’s work lines

The project aims to promote innovation in higher education within a priority area of Europe 2020: efficient energy management in smart cities. The project will: a) improve systemic intelligence by bringing together partners from education, municipalities and enterprises; b) increase the effectiveness of innovative teaching and learning methods jointly developed by the partners and relevant stakeholders; c) help municipalities meet their social innovation skill needs; and, d) give insights to public authorities in the design and implementation of creative policies to drive efficient and sustainable urban energy management.
