Background

• Program Consistency• For 28 years the Logistics Civil Augmentation Program (LOGCAP) has

successfully supported the Army and DoD by augmenting the Commander’s logistics capability with commercial service providers to offset Combat Service Support (CSS) shortfalls.

• Strategic Evolution• Over this time, LOGCAP has evolved both its structure and acquisition approach to

achieve the strategic priorities of the Army and the support requirements of the Army Component Commands and Combatant Commands

• These evolutions have allowed LOGCAP to achieve its mission across the entire Operational Continuum for the Army, DoD, and other government agencies.

• Scalable Support• LOGCAP has successfully executed rapid, small scale contingency support in

operations such as East Timor, Operation United Assistance, Operation Observant Compass, Camp Redleg

• LOGCAP has also successfully managed and executed multi-billion dollar major long term operations such as Operation Enduring Freedom, Operation Iraqi Freedom and the Kuwait AOR.

Need for Change

• LOGCAP PMO Assessment• The current approach to provide LOGCAP support does not meet the current

requirements to support emergency contingency operations. • A new acquisition approach can better meet the requirements necessary to

provide this support.• Integration of the LOGCAP performance contractor into exercise participation

can be enhanced by inclusion of a Contractor responsible for execution.

• ASCC/GCC Assessment• Senior Leader engagements with the current ASCC G4 and COCOM J4 staffs

identified the following shortcomings of current LOGCAP Approach:• Immediate response capability for ASCC/COCOM• Integration of LOGCAP into the Logistics Planning/Exercises• Inability to accurately predict or plan for LOGCAP support
