What is RADF?

• The Regional Arts Development Fund (RADF) supports the professionaldevelopment and employment of arts and cultural workers in regionalQueensland.

• RADF is a partnership between State Government, through ArtsQueensland and local councils.

• The program provides funding for one-off, short term projects that offerprofessional arts, cultural and heritage opportunities.

• Each year local councils submit a bid to Arts Qld for funds to run an RADFprogram. Council’s must also contribute to the pool of money. The level ofcontribution by Council is dependant on the Council’s population and budgetrestraints. Eg, population of 40,000 ratio of contribution is 50:50

Who can apply?Individual professional artists, emerging professional artists, artsworkers, culturalworkers or project coordinators who:

• are based in the Council area, or if based outside the Council area candemonstrate how the project will directly benefit arts and culture in the Councilarea

• are permanent residents or Australian citizens

• have an Australian Business Number (ABN) or who will be auspiced by an incorporated organisation or individual with an ABN.

• Incorporated arts and cultural organisations who based in theCouncil area, or those based outside the Council area that candemonstrate how the project will directly benefit arts and culture in theCouncil area.

• Unincorporated organisations or collectives who based in theCouncil area, or those based outside the Council area that candemonstrate how the project will directly benefit arts and culture in theCouncil area. In this instance funds must be auspiced by anincorporated body.

1. Developing Regional Skills

• For individual professional artists and artsworkers living in regional Qld toattend professional development seminars or activities; master classes;mentorships with recognised arts and cultural peers; and placements withrecognised arts and cultural organisations.• RADF grants will support intrastate and interstate activities only. (ArtsQld’s Career Development grants support international activities, includingoverseas travel.)• Assistance is available for up to 65 per cent of the total costs forregistration, accommodation and travel to a maximum of $1000 for activitiesin Qld and $2000 for activities in other states

2. Building Community Cultural Capacity

• For community groups to engage a professional artist or artsworker to workwith them on developing their arts practice or to run arts developmentworkshops or community projects.• RADF grants will support travel, accommodation and fees associated withemploying professional artists or artsworkers to work on community projects orworkshops in the local community.• Assistance is available for up to 65 per cent of the total costs of the projector workshop.

EXAMPLE:CONVICT BONNET MAKING WORKSHOPSwith Christina Henri contemporary textile Artistfrom Tasmania. Create a bonnetdedicated to female convictsand be part of history.

3. Interest free arts loan

• For arts activities that will generate an income greater than the amount ofthe loan and where no other funding source is available.• RADF Interest-free Arts Loans will support activities that can demonstrate aprior commitment from a distributor or producer, e.g. a publisher, gallery orvenue that can confirm and substantiate revenue forecasts.• The total amount of the loan must be paid back at the conclusion of theactivity.

EXAMPLE:Janet Hauser – Grandfather Grew Mangel-Wurzels.Publication of a book of botanically illustratedHeritage plants with associated historicalstories. The book was launched at inconjunction with an exhibition of Janet’sillustrations.

4. Cultural tourism• For projects and activities that focus on communities’ locally distinct arts,culture and heritage both for members of that community and for visitors.

RADF grants can support initiatives and activities that focus on:• Product development by professional artists, either as individuals or inpartnership with individual community members or community groupsmarketing of professional artistic product.

EXAMPLE:Development and/or implementation of an Open Studio Arts Trail throughouta region.- Apply for support to assist with signage, coordination, marketing costs,licences, development of program etc

5. Contemporary stories

• To preserve and provide access to locally held collections of significance• Collect and tell local stories from the past and the present that can demonstratestate and/or local significance. The priorities are for post-1960 heritage andIndigenous stories that demonstrate strong community participation andownership.

RADF grants can support:• documentation, preservation, interpretation projects and collectionmanagement training through community-based workshops. Collectingorganisations applying for funding under this criteria must provide a Statement ofSignificance with their application.• the development of a Statement of Significance

A statement of significance : …“summarises the history, themes, importance,meaning and value of the collection.”

RADF grants can support:• community stories , which can be documented through various forms andmediums, including plays, videos, artwork, digital exhibitions, educationprograms, oral histories and publications. This is open to communityorganisations and individuals and does not need a Statement of Significance.

6. Regional partnershipsTo encourage innovative and energising arts and cultural projects whereartists, communities and Councils work together in their community,or in partnership with another community.

RADF grants will support projects that can demonstratea partnership between:• artists and local industry• artists and community arts organisations• artists and non-arts community organisations• cross-Council collaborations.

EXAMPLE:2008 International Sculpture Symposium – a public art projectCoordinated by a local community arts organisation (BADCAP)Supported by two Councils, local business and community. Theresult was the creation of 8 public art pieces inspired by theenvironment where each will be located. The pieces were createdin a park and the process viewed by locals, visitors and schools.Artist presentations and demonstrations were provided.

7. Concept development

• RADF grants will support individuals and groups to engage inprofessional research and the development of ideas and projectproposals to the implementation stage.• No specific artform product is required, however, the projectshould demonstrate how it will contribute to future arts and culturaldevelopment.• Potential funding sources for the implementation of the project donot need to be identified prior to making the application.

EXAMPLE:• Boonah & District Cultural Foundationreceived RADF funding to development aconcept plan for arts trails.• Public art and heritage trails areproposed for the near future.

8. Arts policy development & implementation

This category is only open to applications from Council to:• develop arts and cultural policy, cultural mapping, visioning and planningproposals• partner on regional arts and cultural policy co-ordination activities• cross-regional arts and cultural planning• development of cultural tourism plans• community consultation, facilitation and preparation of the documents (butnot publishing)• RADF Committee training.

Got an idea for a project? Where to start?• Don’t be afraid – there’s help available!

• Download or get a copy of the RADF Guidelines to see if yourproject/idea fits the funding criteria.

• Contact or arrange to meet with your Council’s RADF Liaison Officer.

• Attend RADF information sessions facilitated by your Council.

• Review your Council’s Arts & Cultural Policy.

• Contact Arts Queensland or your art forms peak advisory body, eg,Museum & Gallery Services Qld

• Applicants who have failed to acquit previous applications

• Competitions

• Murals – funding is available through other funding programs for this

• Full framing or freight costs

• Publishing costs of CDs and books

• Accredited study, training or university courses

• Purchase of capital equipment

• Recurrent funding for organisations (operational expenses)

• RADF does not support 100% of any project. Applicants are required to

contribute (which also includes inkind contributions)

Your application – don’t forget to:• be clear about what your project is about and show that it is planned well

• prepare a realistic budget and make sure it is correct

• include quotes for items covered by RADF funds

• include letters of confirmation and CVs from project participants/partners

• include letters of support from your community and stakeholders who are

involved or might benefit from your project

• make sure you have considered safety, insurance, copyright, bluecards

• sign your application

• keep a copy of your application

• only send copies support material with your application, not originals

• get the application in on time

• celebrate once you have submitted your application

After submitting your application• the RADF Committee, generally made up of representatives from the

community who have experience in the arts and also representatives of

Council, will meet and assess all grants submitted for the funding round

• the RADF Liaison Officer or a committee member may contact you to

discuss or obtain more information about your project

• the RADF Committee will assess your application against the RADF

Guidelines, the Council’s Arts & Cultural Policy and any priority areas that

may have been identified by Council and the Committee

• the RADF Committee will make its recommendations to Council for formal

ratification

I received funding & my project is finished:• Time to celebrate again!

• Complete and submit an Outcome Report no later than 8 weeks after your

project is finalised. You will need to demonstrate:

• the main outcomes of your project

• who benefited from your project

• that the RADF funds were spent as proposed in your initial budget (include

receipts)

• the successes of your project

• any media coverage received (include copies)

• any difficulties you faced
