Scope

Focused on developing plan for expanding Batavia site access to **normal** and communication of that plan. This plan does not cover travel, what work looks like when back on site, safety measures (masks, 6 ft distancing, etc).**Due to security changes normal, especially for the general public, will not mean the same thing as it did pre-pandemic.

Committee progress

• Committee has had series of meetings with various lab groups (legal, medical, security, FESS, Housing, Recreation, WDRS, Education&Outreach) to solicit information

• Currently drafting a very preliminary set of guidlelines and gantt charts to map out the reopening

• Soliciting feedback from across the laboratory. Please direct any questions/comments/concerns about any aspects of this plan to me during or after the meetings and I will collate and relay to the committee- To streamline that process I have setup a google form here.

Phases

• Vaccine cannot be depended on to stop spread to unvaccinated employees/users and therefore cannot be used as a “passport” to be permitted to return to work.• Access plan is based only on community case rates as monitored by the

COVID EOC team.

Current Site Status

• High community prevalence or transmission- Disease incidence case rate is 374.89 new cases per 100k population in the past two

weeks using a 7-day rolling average (April 22). • DOE dictates that for sites experiencing high community prevalence or transmission (defined

as over 200 for Fermilab/Batavia) the goal is to operate at 25 percent of normal building occupancy standards for office buildings or not more than one person per 200 gross square feet of space in other buildings. 

• No changes to current laboratory operations until case rate below 200.

Wilson Hall

• IERC construction breaking through first floor east side in progress till end of September

• No bathroom available on first floor

• Elevators remain functional

• Potential construction related occupancy and service restrictions independent of COVID while this work continues

• Note that until the 6 ft social distancing restriction is lifted all WH elevators have a 2 person occupancy capacity, regardless of building capacity.

• Badging office returns to work• WDRS COVID policy review• FESS and WDRS begin site preparation- ~4 weeks to collect and review housing applications- 4 - 12 weeks to expand village housing capacity. Houses need furnishing and cleaning.

Tied to revenue from housing, this takes some time- FESS has a number of activities to prepare buildings (see preliminary gantt chart)• Soft open of gym to village residents according to plan

• Employees/users permitted to return to work on site:   - Expansion of the site-access list is done by division heads, with priority given with respect to

criticality.  (within building occupancy guidelines) Division heads would reach out to experiment spokespeople/user groups under their domain

- Working conditions (including ergonomics, access to equipment, worker productivity) should be considered when prioritizing increased occupancy. 

- Employees who do not feel safe working onsite (or otherwise can not meet required safety protocols to work onsite) should continue to be allowed to telework as much as possible. 

• Housing can be allocated as maintenance/cleaning progresses and in accordance with priorities set by the committee 

• Occupany would phase from 50% -> 100% over some number of weeks with continued downward trend in cases

• No site access list, still gate screenings• General public access to outdoor actives triggered once there is no site access list• Employees who do not feel safe working onsite (or otherwise can not meet required safety

protocols to work onsite) should continue to be allowed to telework as much as possible • All personnel granted access to site must conduct themselves in accordance with the current

Fermilab safety procedures dictated by ESH and lab management.  (Including Covid safety plan)

• No site access list, no gate screenings • General public permitted on site including indoors within DOE restrictions. • Employees are required to return to site, as dictated by their job description and supervisor.

Summary

• Communication plan of new policies to users, employees, and general public also under discussion• Some type of “welcome” packet and lanyard when returning to site
