DESCRIPTION OF STRUCTURE:
The four level building is situated on site that slopes down towards the Mississippi River. The upper fl oor is one level above 1st Steet level and the basement is one level below West River Parkway along the river. The fi rst fl oor walks out to and is level with West River Parkway.
The building is comprised of multiple framing systems. The roof and upper level are primarily framed with dimension and glu-laminated timber, including the roof deck. Intermediate levels are a combination of historic brick tied arch/steel beam construction with stone and brick bearing walls, precast concrete plank and steel beam/column construction, and open-web steel joists, metal deck/concrete top-ping with steel beams/columns. A portion of the fi rst fl oor (lowest supported level) is framed with wood which has decayed and partially collapsed. Original founda-tion walls are limestone and more recent foundation walls are concrete.
OUR FINDINGS ARE AS FOLLOWS:
1. Wood outriggers are present at the roof level and have experienced severe deterioration in many cases. Wood outriggers along the north (facing the river) and south sides may be ornamental rather than structural since bolts were observed at two locations where the outriggers deteriorated and are no longer in place. Outriggers along the east and west sides may be struc tural since their construction could not be determined from observations.2. The majority of wood framing at the roof and upper level generally appears to be in serviceable condition with the exception of a roof area of approxi mately 25 s.f. This area has deteriorated and collapsed due to water intru sion, exposing the building to the elements.3. Other areas of water leakage occur at the roof due to removal of roof top units and insuffi cient/non-existent roofi ng closure. A few window openings are also partially open to the elements.4. The roof leakage has allowed water to affect portions of all levels of the building.5. Surface rust is evident on the majority of structural elements at all levels.6. More signifi cant rust, including moderate section loss, is evident on much of the steel framing deck, joist, beam, and columns framing at the lower levels.7. Minimal deterioration was evident at the bottom sides of the precast plank, the tied-arch areas, upper level open-web joists/deck, and the interior brick bearing walls.
DISCUSSION:
1. In general, the building is judged to be in a structural condition that would allow adaptive reuse after incorporating structural repairs and replace ment at some areas.2. North and south roof outriggers could likely be replaced fairly easily pro vided they are ornamental as they appear. East and west outriggers will require further evaluation.3. The majority of the roof and upper two levels of the building are currently judged to be in a modest/serviceable structural condition. Areas with wa ter damage will require replacement and other areas require removal of surface rust and modest repair at select elements.4. Lower levels will likely require a more signifi cant degree of structural repair and the collapsed area will require complete replacement.5. Further areas of concern may become evident after review of the exist ing documents and a more comprehensive evaluation of the structure is performed.
RECOMMENDATIONS:
1. Open roof and window openings should be covered up/waterproofed as soon as practical to prevent continued water intrusion into the building and associated deterioration.2. If a more detailed evaluation is desired relative to the building’s present condition and potential for adaptive re-use, we recommend that a com prehensive study be performed. The structural aspects would likely need to include some destructive (such as core samples) and non-destructive (such as member section measurements) materials testing.
