Looking Ahead: The Year of Fiber on Fire! Join the FTTH Council at FTTH Connect 2015 in Anaheim, Calif., June 29 – July 1.

At this time 10 years ago, there were just under 1,000 fiber-to-the-home developments and communities

around the country, connecting about 2 percent of all home Internet subscribers. Today, with broadband use at home having grown exponentially, about 13 percent of broadband users connect through fiber. This time five years ago, more than 1,100 communities that had applied for Google Fiber were anxiously waiting to hear which would win. And just last year, on the stage at the FTTH Council’s Annual Conference and Expo, I noted that fiber to the home was at a tipping point, about to really ignite. Fast forward to today: I can say without reservation that fiber is on fire.

Over the last year, the march to fiber connectivity has become a stampede. When fiber to the home is available, people in the United States want it. According to RVA LLC, at the end of 2014 the overall take rate for FTTH was at nearly 46 percent – an all-time high.

Providers have responded in kind. Cable companies and some major incumbent carriers have announced new fiber deployments in the last year, with AT&T and CenturyLink naming several cities poised to get ultra-high-speed fiber to the home. Google Fiber announced a planned expansion to 18 cities across four metropolitan areas.

Many smaller and regional providers around the country announced expansions, upgrades or new builds over the last nine months. From GVTC in the Texas Hill Country to C Spire

Fiber in Mississippi to Ting in Maryland, these providers and communities have shown how every community has assets that can accelerate investments in essential, all-fiber networks.

The goal of the council is to keep this momentum going and work to alleviate any obstacle that keeps communities and providers from investing in fiber. So, the FCC’s announcements in late 2014 and early 2015 that bidders had been selected to take part in its Rural Broadband Experiments program were heartening. As the council said in its petition recommending the establishment of the program: “These experiments will enable local creativity to identify the best options for the future, spurring innovation and job creation, and empowering and connecting communities in areas of the country often left behind.”

Recognition of the need for all-fiber networks should not be limited to these few “experiments” but should direct the FCC actions that shape our industry. When the FCC updated its definition of broadband to a higher speed, we at the council applauded loud and long. However, although higher standards are needed, the United States is well past the point when setting a speed benchmark is useful to broadband investment and deployment. The council argued then, and continues to believe, that attaining a specific broadband speed is not the end goal. Rather, the goal should be to hasten this country’s transition to faster, more robust and scalable broadband networks supported by all-fiber technology.

Given that speeds are increasing substantially and will continue to increase in response to demands from consumers, applications and services, what’s called for are pro-investment, pro-competition policies that don’t get hung up on just another number or create the need for continual reinvestment. With all fiber, you build it once and build it right.

As the commission considers rules for the transition from all-copper networks to IP-based networks, specifically the requirements for telephone providers to offer costly battery backups, the FTTH Council continues to advocate for these pro-investment policies. The council submitted information to the commission from FTTH providers and vendors that demonstrated the reliability and resilience of FTTH networks as well as the results from a consumer study that showed how the market has evolved. We’ll continue to support the commission’s efforts to adopt policies that speed the market-driven technology transition. The United States does not need to impose backward-looking regulations on a forward-looking technology such as fiber.

The momentum in the industry will continue despite regulatory hurdles. President Obama made clear his commitment to getting communities better broadband in the lead-up to his State of the Union address this year. In February, the FCC voted to approve the applications of the communities and networks in Wilson, N.C., and Chattanooga, Tenn., to expand their fiber services outside their existing boundaries. The FTTH Council has always believed that communities need to be active participants in bringing fiber to the home to their residents and applauded the chairman’s decision to provide communities and private companies with additional mechanisms for speeding the deployment of this essential infrastructure.

States, too, are getting caught up in the fiber momentum. Most notably, Governor Andrew Cuomo recently announced an ambitious plan to

make 100 Mbps speeds available to every New York home by January 1, 2019. This $500 million investment in the NYS Broadband Program Office will make high-speed Internet affordable in underserved communities by incentivizing private investment, something the FTTH Council strongly supports.

Celebrating FTTH’s successes and moving the market forward is the focus of this year’s FTTH Connect. Leaders from across the fiber-to-the-home industry will join the FTTH Council in Anaheim from June 29 to July 1 to delve into the state of the industry and find a place as part of that growth into 2015 and beyond. Listen to Jon Taplin of the University of Southern California’s Annenberg Innovation Lab share his insights about the future of communication and how it connects to fiber. Learn from Gigi Sohn, senior counselor to the chairman of the FCC, how fiber fits into federal plans to get communities better broadband. Hear from Michael Slinger, Google Fiber’s director of business operations, how the biggest new entrant to the fiber industry continues to shake things up.

FTTH Connect is going to be bigger than ever. RS FIBER AND HBC SELECT CALIX TO DELIVER GIGABIT SERVICES

AUSTIN, TX – The RS Fiber Cooperative (RS Fiber) is partnering with Hiawatha Broadband Communications (HBC) to bring a gigabit broadband experience to 10 cities and 17 townships across four counties in south central Minnesota, using Calix systems and software. Using some of the same traditional financial and business mechanisms that brought electricity to rural areas, these communities have taken a collaborative funding approach that leverages a public-private partnership.

The multicommunity Joint Powers Board will issue two general obligation tax abatement bonds to provide essential community-based funding for the network. The bond proceeds will be provided to RS Fiber through a loan agreement, which enables the cooperative to obtain additional funding from private sources, including local banks, other cooperatives and rural investors. In addition, RS Fiber is using other federal, state, and private funding sources to implement the $15 million first phase of this network. Upon its completion, this network will enable educational, government and medical institutions to extend the provision of essential community services to the area’s cities, townships, agricultural producers and related businesses. RS Fiber has partnered with fiber service provider HBC in a partnership to build and operate the gigabit network that will serve each community.

RS Fiber broadband services are being delivered in two phases. In July 2015, RS Fiber Air, which includes voice services and Wi-Fi-based Internet speeds of up to 25 Mbps, will be rolled out to 90 percent of the RS Fiber serving area. One month later, the cities of Winthrop and Gaylord will be able to receive voice, video and gigabit broadband speeds within their communities. In 2016, the middle-mile network will be completed, and eight more cities will be served by the gigabit network. In the second phase, as subscribers sign up for services and revenues are generated, RS Fiber will continue to push fiber further into the network and plan to connect every premises in the 17 townships to fiber.

The project includes an end-to-end fiber service solution from Calix to bring the gigabit experience to each wireline subscriber. The solution includes the 844E GigaCenter, a new service delivery platform, which uses carrier-class Wi-Fi to deliver cloud-enhanced services throughout the home; the E7-20 and E7-2 Ethernet Service Access Platforms (ESAPs) as the foundation for the fiber access network; and the Compass Consumer Connect and Flow Analyze software applications,which enhance the gigabit experience through network visibility, device control, and subscriber analysis.

CLEARFIELD’S FIELDSMART MAKWA CHANGES THE LANDSCAPE FOR OSP FIBER Industry’s smallest fiber distribution hub is the first designed for both above and below grade.

MINNEAPOLIS – Clearfield Inc. announced the FieldSmart Makwa Fiber Distribution Hub (FDH), which, like the bear for which it is named, can be either above or below ground. It is environmentally protected, versatile, scalable, damage resistant, easily accessible and cost effective. Built from the ground up and inside a sealed closure, the Makwa is the smallest 288-port PON or 432 cross-connect FDH in the industry. Enclosed in a black impact- and UV-resistant thermoplastic material, the product will withstand all OSP environments, above or below grade.

The removable top cover protects all the fibers and leaves them fully accessible for service changes and maintenance. With the ability to be housed in a 24 x 36 x 24-inch vault or handhole, FieldSmart Makwa can be placed in any below-grade environment, incuding the boulevard, or area between curb and sidewalk. As this space is typically owned by the municipality, only a single permit is required, which expedites the preconstruction engineering process.

“Communities are mandating that the products providing service to the area be hidden or out of sight,” explains Johnny Hill, Clearfield COO. “The size, weight and cost of existing solutions and their lack of moisture control have prohibited them from being placed underground. In a footprint 50 percent smaller than the Clearview Classic and Clearview Blue Cassettes, Clearview Black incorporates the same flexibility and scalability. Providing up to 24 ports of connectivity, Clearview Black scales and multiplies to meet specific port density and application needs. It supports standard configurations, plug ’n play MPO/MTP and optical component integration. All fiber construction types are supported and terminated with a process that has been third-party tested compliant to Telcordia GR-326 requirements.

Engineered to reduce the cost of gigabit deployment, Clearview Black’s integrated splice tray removes the need to dedicate a separate chassis space or splice enclosure while providing optimal protection and space utilization. Toolless, snap-together constructions make service turn-up time faster.

Ribbonizing allows quicker troubleshooting and restoration of affected fibers, as 12-fibers are ribbonized only where the splicing needs to occur, providing single-circuit access as necessary. Clearfield’s disposable ribbonizing tool efficiently organizes and prepares loose-tube fibers to facilitate mass fusion splicing. Incorporating mass fusion splicing practices saves installation time and improves consistency and project reliability compared to performing single fiber fusion splicing.

MAKWA AS A PON CABINET Consistent with a simple yet innovative design methodology, the WaveSmart High Density Splitter offering for the FieldSmart Makwa utilizes a 75 percent smaller package with smaller diameter legs, resulting in 70 percent less cable pile-up than traditional packaging. Internal fiber management and termination principles that have been field tested by Clearfield in temperature and weather extremes ranging from Alaska to Jamaica are maintained.

CHANGING THE STATUS QUO At less than half the weight of a splice case and a fraction of the weight of a traditional above-grade FDH, the FieldSmart Makwa is easily accessible to service technicians for maintenance, repair and service turn-up. Because it is prewired for growth and high scalability, additional subscribers can be turned up by simply installing a preconnectorized fiber cable to complete the circuit.
