Time flies fast

To all my beloved firefighters of Region 3. These are exciting and

challenging time for BFP Region 3 as we begin the 3rd Quarter of 2014. In Region 3, we have to secure the estimated two (2) million members of Iglesia Ni Cristo who all be attending their 100 years of Centennial Celebration at Ciudad de Victoria, Bocaue, Bulacan. Also in Region 3, it was a tremendous year for us. We surpassed our goal and target in Fire Code Fees Collection for about 21.16% for CY 2014 to Php 94.5M compared to CY 2013 collection of Php 77.9M while also setting new records in fire prevention activities 464% increase in fire drills, 38% in Barangay Ugnayan activities and 189% junior/kiddie fire marshal activities while on personnel advancement there were two hundred thirty five (235) promoted to the next higher ranks and addition of seventy three (73) new FO1s, maintained our modest improvement in various fire stations and repair of firetrucks regionwide. In the NHQ, best news happened where we have renewed our sense of optimism for the procurement of 469 new firetrucks scheduled to be delivered in 2015 and 2016. With the BFP modernization program, the BFP will not only benefit from these new firetrucks but the entire nation in the pursuit of protecting the lives and properties of the Filipinos. Expectation of the Filipino people run high with these new development in the bureau. Also, the changing of guard or

turnover of command happened where the outgoing Officer-In-Charge CSUPT CARLITO S ROMERO retires upon reaching his 56 years of age the mandatory age for retirement in the uniformed service. He was replaced by CSUPT ARIEL A BARAYUGA, CEO VI the Deputy Chief for Administration the second in command in the BFP hierarchy. Above all things else, perhaps our greatest achievement for 2014 was the means that propel to this end-closer inter relationship among the Fire Marshals, Officers, and firefighters in different units and stations, in pursuit for the ultimate aim of serving the public better. Also in this issue of Scenarist, we recognize the accomplishment of our top performers, a selected group of achievers who we dubbed as the bureau’s “best of the best” now on its first year. Through this we know the best of the best so to speak, in terms of the BFP strategies, able leadership and managerial expertise, good governance and best practices, and adherence with the policies, guidelines and directives of the bureau, and prompt compliance to audit targets. These awardees share our vision for a bright bureau. Whom other can emulate as we take the journey to a more energized organization. We hope the achievement of the awardees will inspire others to greatness and pursue excellence for their own fire station and units in 2014 and beyond. Let us embrace to another great year ahead!

amidst adversities

E D I T O R I A L

There are many challenges that influence every organization’s success or downfall. It could be a change in the organizational

structure, in the management and leadership styles of the new superior, and even in the political landscape of the country. Innovations in the technology and communications industry, developments in human resource management, attitude and openness of the workers/personnel towards a new administration, and limited resources also play significant roles. In our case, the constant threats of natural and man-made calamities that endanger our lives and safety is another pressing concern. These realities could actually make or break the very foundation and principles of every human institution; and we are not exempted from all of these. The Bureau of Fire Protection as an organization has also endured various setbacks from the past but continuously addresses these challenges in order to provide quality services to the people. But the road towards perfection is never meant to be an easy one. From the start, we have been encountering difficulties from either one or a combination of these above-stated factors but never did we use these as our scapegoats for our shortcomings and inefficiencies the general public wrongly perceives against us. Instead, we consider these adversities as our chance to further improve our craft for the benefit of the general public. We enhance our capabilities as firefighters through modernization programs by procuring state-of-the-art firefighting equipment and apparatus like the world-class Rosenbauer Firetruck and continuously constructing concrete Fire Stations and Regional Headquarters. We continue to enrich our knowledge and skills in firefighting, emergency medical and rescue services through various trainings and seminars here and in abroad, notable of these are advanced courses on Basic Rescue Techniques (BRT), Hazardous Materials (HazMat), Water Safety Search and Rescue (WASSAR) and Collapsed Structure Search and Rescue (CSSR). We also intensify our mandates in law enforcement through the strict implementation of the RA 9514 otherwise known as the Fire Code of the Philippines by ensuring that all kinds of establishments are compliant to fire safety requirements and pay pertinent Fire Code Fees among others. We do not claim our organization as perfect and invincible. We are still on the road towards excellent public service. Trials and hardships will come along the way, which will surely break our spirits and morale. But with our concerted efforts and exemplary performance, the people are assured of a bright and progressive future safe from the dangers of fires and other calamitous events. It has been our sacred oath since the beginning and will always be until the very last. It is our promise – to champion public service amidst all these kinds of adversities.

As a man who has reached the apex of his career, public service, and as a family man, ALOVEEL B

FERRER (or Lovel to most of his friends) has achieved another feather in his cap, the rank of one star General or Chief Superintendent of the Bureau of Fire Protection (BFP). What makes a man take up the uniform service as a career? ALOVEEL’s love for the uniform service started early, influenced by his father Abraham Zaldivar Ferrer, a retired employee of United Laboratories (UNILAB). As a student, ALOVEEL was an active member of the Boy Scout of the Philippines (BSP) in Sta. Ana Elementary School, Manila, and would share stories about his camping and jamboree adventures. Also he is active in his high school COCC and Citizen Army Training (CAT) Officership. It was through these experiences that love of country, patriotism, and drive for public service were ingrained in his heart and mind. As a young adult, he continued his training through the Citizen Military Training (CMT) program mandated by law as a requisite for graduation in college. It is in this program that he learned of the cadetship program of the PNPA. After completion of the advanced CMT as Vice Regimental Commander of Adamson University, he was commissioned officer as ENSIGN in the Philippine Navy. It was only in 1985 when he decided to enter in the Philippine National Police Academy (PNPA) in Canlubang, Laguna, the institution for the cadets of police, jail and fire services. When he graduated from PNPA, and given the initial rank of Police Lieutenant, he was designated platoon leader/ intelligence officer of the Regional Special Action Force (RSAF) based at Camp Nakar, Lucena City. In a dramatic turn of events, he opted to join the Bureau of Fire Protection (BFP) during the reorganization

of the DILG in 1991. Promoted to the rank of Senior Superintendent, he has completed the tour of duty as Regional Director in Luzon, Visayas and Mindanao, specifically as Director of Region 6 (Western Visayas), Region 7 (Cental Visayas), Region 13 (CARAGA, Mindanao), Region 1 (Ilocos Region), and Region 3 (Central Luzon). He then handled sensitive positions at the National Headquarters as Director of Logistics (DL), Director of Operations (DO) and Director of Personnel (DP). These positions exposed him to a wide spectrum of experiences in the uniformed service, making him a better and more responsible person, and prepared him to handle and face challenging tasks as a manager and a leader. As required for promotion to next higher rank, he attended various career courses such as: the Officers’ Basic Course (OBC), graduating No.1; the Officers’ Senior Executive Course (OSEC), graduating No. 2; the Masters in Public Safety Administration (MPSA), graduating No. 6. He furthered his studies by obtaining his Doctorate Degree in Public Administration (DPA) at Trinity University of Asia. In his 30 years in the Police and Fire services, he received numerous awards and decorations, the latest being the Medalya ng Pambihirang Paglilingkod (Degree of Lakan). General Ferrer is a scuba instructor, gun enthusiast, basketball player of the BFP Firefighters Team for the UNTV Cup 3rd Season, Class B+ Tennis player and a licensed paramedic. General Ferrer is a believer of Napoleon Bonaparte’s dictum: “It is exceptional and difficult to find in one man all the qualities necessary for a great General. What is most desirable, and instantly sets a man apart, is that his intelligence or talent are balanced by his character or courage.”

Big things start from small and humble beginnings. That would best describe CSUPT ALOVEEL B FERRER’s lifetime passion for selfless and outstanding service to the whole community.

Through his dedication to duty, he rose from the lowest rank up to what he is right now.

Harry Anderson once remarked: “Every fool knows you can’t touch the stars, but it doesn’t stop a wise man from trying.” Wise man as he is, he passionately and laboriously improved his craft and abilities and in doing so, literally, the star just landed on his shoulders! Presently, he is a ChiefSuperintendent (equivalent to a one-star General in military counterparts) effecting positive changes to the organization and contributing his good share in improving the delivery of public services to the people. This well-deserved Star Rank promotion is a

product of our Regional Director’s 27 long years of continued devotion and unparalleled commitment to honest, efficient and high quality public service. It was on that fateful day of 30 August 2014 when then-SSUPT ALOVEEL B FERRER, DPA raised his right hand up and took his sacred oath. And it was this Oath Taking that marked his entry to

the elite echelon of BFP CHIEF SUPERINTENDENTS by virtue of BUREAU ORDER NUMBER PRM-2014-032 duly signed by the then BFP Officer-in-Charge, CSUPT CARLITO S ROMERO in reference to the Appointment Letters duly signed by HIS EXCELLENCY, PRESIDENT BENIGNO SIMEON C. COJUANGCO II. DILG Secretary Mar Roxas administered the said ceremony that took place inside the Office of the Secretary, DILG NAPOLCOM Center, Quezon City. It was attended by CSUPT CARLITO S ROMERO, DSC, CSUPT ARIEL A BARAYUGA, then Deputy Chief for Administration, CEO VI and ATTY. PETER IRVING C. CORVERA, USEC for Public Safety, DILG. Rising above...

The new era has just begun. New beginnings start with fresh ideas. The new Regional Director of Bureau

of Fire Protection Region 3 initiated the evolution of the traditional flag raising ceremony from a simple activity to a refined and solemn rite. It was observed that from the assumption of office of the Regional Director, CSUPT ALOVEEL B FERRER, DPA something was wanting during the ceremonial flag raising. The Regional Director filled up those missing links – an improvement is indeed, high-time. This “evolution” came in the form of inviting civilians among dignified and well established agencies, companies and industries as Troop Information and Education speakers before the personnel of Office of the Regional Director, BFP R3. Now, it is said that the tradition undergoes “evolution” when you inculcate new ideas and information from fresher perspectives thus, inspiring every BFP personnel, morally and mentally, to better their crafts by invoking and accepting challenges and by embracing changes that would elevate the image of the Bureau of Fire Protection as a modern agency that is working towards the betterment of the community. Another purpose of having a distinguished civilian speaker as a Troop Information and Education Speaker is to promote our agency through information gathering and dissemination, a sort-of relaxed information exchange between the BFP and our civillian counterparts. So far, the BFP Regional Headquarters 3 staff has graced three (3) fruitful and informative flag raising ceremonies because of the generosity of Speakers who accepted our invitation. On 08 September of this year, Ms. Dulce J. Cochon, Director II of Civil Service Commission (CSC) Region 3 shared three significant characteristics that every government employee must have which came in the acronym CCP - Capability, Commitment, and Passion. All public servants must have the ability and means to cater the needs of

their constituents. Trainings of personnel and upgrading of equipment and facilities must be made in order to realize this. But, dedication to work must be present too. And lastly according to her, you must possess that genuine love and fervent desire to accomplish your job with pride and excellence. Recognizing our invaluable support and contributions to their agency in terms of disaster preparedness and rescue operations was the overriding theme of Mrs. Josefina T. Timoteo’s speech during the Traditional Monday Flag Raising Ceremony on 15 September 2014. Currently the Regional Director of Office of the Civil Defense (OCD) Region 3, Mrs. Timoteo once again sought the help of the BFP in their crusade towards ensuring disaster-prepared citizens and resilient communities, especially nowadays that all kinds of calamities have become more threatening and disastrous. Before she ended her talk, she assured the whole BFP Region 3 that our efforts and sacrifices in attaining a safe and progressive community will always be remembered and properly acknowledged. Another equally-important guest from a reputable agency has spared some of his precious time to inspire us. Mr. William L. Beltran, Regional Director of Philippine Information Agency (PIA) Region 3 gladly accepted our humble plead on 22 September 2014 wherein he emphasized the essential role of information to the success of every organization. He also believed that proper use of information will help improve our Bureau as this will connect us to the larger community. For him, information can be a form of knowledge which teaches and informs the public, a catalyst for change, and a vital ingredient for nation-building. With this kind of innovation, there is another reason for BFP RHQs 3 personnel to look forward to in their next Monday Flag Raising Ceremony. Indeed, a new Troop Information and Education Speaker is simple yet exquisite turn-around within our bureau.

The Iglesia Ni Cristo Centennial: No boundaries

P ublic service knows no social status, gender, or religion. It does not discriminate against

any specific group of people, either by political, ethnic, or even religious affiliation. Suffice to say that it does not also favor a specific organization over the other. The Bureau of Fire Protection Region 3 is one in spirit and in deed in this impartial and objective performance and delivery of public services for everybody. We serve and protect, we save lives and properties, and we dedicate our very lives anytime and anywhere just to ensure the safety and well-being of everyone regardless of their color, belief, or social class. That is what our Iglesia Ni Cristo brethren had experienced during the week-long celebration of their Centennial Anniversary held at Philippine Arena (Ciudad De Victoria), Bocaue, Bulacan from July 20 to August 2, 2014.

BFP Personnel coming from different regions who are members of the Church of Christ (Iglesia Ni Cristo) were deployed as standby fire safety officers and medical responding units to provide emergency medical assistance and rescue services. The ecstatic and jubilant Celebration is highlighted by a series of events, which was attended by an estimated two (2) million members coming from the different parts of the country and the whole world. And as if the heavens has conspired, CSUPT ALOVEEL B FERRER, DPA who was just recently assigned as the new Regional Director of BFP Region 3 was also designated as Emergency Preparedness and Response Group (EPRG) Deputy Commander to oversee and lead the BFP contingent in the conduct of emergency procedures should there be any life-threatening incidents, which may occur during the said momentous event. Inauguration of the Philippine Arena

Officers and personnel of BFP Region 3 together with other BFP contingent from

Regions 1, 2, and CAR converged at the BFP Regional Headquarters 3 on 20 July 2014 for final briefing and delegation of duties and respective Area of Responsibilities. CSUPT ALOVEEL B FERRER, DPA untiringly led the whole contingent on that same day in proceeding to the Philippine Arena for their deployment as standby fire safety officers and medical responding units. A total of eight (8) Rosenbauer Firetrucks, one (1) L300 Ambulance, one (1) Hino Truck Rescue, and one (1) Pulilan Ambulance all from BFP Region 3 were deployed throughout the Centennial Celebration complete with crews, medical supplies, and logistical support. The Inaguration of the

Philippine Arena, which is regarded as the World’s Largest Indoor Arena with a seating capacity totaling to 55, 000, on 21 July 2014 signaled the start of INC’s Centennial Celebration. Brother Eduardo V. Manalo, Executive Minister of Iglesia Ni Cristo officiated the Special Worship Service held inside the Arena with millions of members in attendance. His Excellency President BENIGNO SIMEON C. AQUINO III, who served as the Guest of Honor/ Speaker, commended the Church Administration and all the members for their invaluable contributions to the society especially in propagating faith and good works. Recognizing their milestone achievements, the President, who was assisted by Bro. Eduardo V. Manalo, led the unveiling of the marker of Philippine Arena (Ciudad de Victoria) in Bocaue, Bulacan.

Iglesia Ni CristoCentennial CelebrationAs early as 25th of July, BFP contingent headed by CSUPT

ALOVEEL B FERRER, DPA resumed their designated posts for the upcoming Iglesia Ni Cristo’s 100 Years’

Celebration on the 27th. Upon arrival at the Philippine Arena (Ciudad de Victoria) Bocaue, Bulacan, CSUPT CARLITO S ROMERO (DSC), Officer-in-Charge, BFP/ EPRG Commander conducted final briefing, drill and inspection together with CSUPT ALOVEEL B FERRER, DPA, Regional Director, BFP Region 3/ EPRG Deputy Commander. All medical responders and fire safety inspectors reported to their designated posts and diligently assumed their duties and responsibilities for the next three days. Soon, the Ciudad de Victoria in Bocaue, Bulacan, which houses the Philippine Arena, Philippine Sports Stadium, Housing projects, and other facilities, was filled by large mass of people of different nationalities literally coming from the different parts of the world! Joyous hearts and festive mood soon filled the environs of Ciudad de Victoria as they await for the much anticipated Centennial Celebration. The fireworks kicked off the celebration at about 2345H. Members cheered as fireworks lit up the area, including the Philippine Arena. CSUPT CARLITO S ROMERO (DSC), Officer-in-Charge, BFP/ EPRG Commander together with CSUPT ALOVEEL B FERRER, DPA, Regional Director, BFP Region 3/ EPRG Deputy Commander monitored and supervised all deployed personnel and the flow of patients seeking medical attention during the event. Other officials supervised the crowd estimated at 1.6 to 2 million people gathered for the centennial. They packed out the massive new arena built to mark the occasion and the nearby 25,000-seat Philippine Stadium, as well as huge tents erected on the grounds for the event. Millions of Iglesia Ni Cristo members worldwide and in more than 100 countries watched via live video streaming INC Executive Minister Brother Eduardo V Manalo, as he delivered his sermon during the Special Worship Service held inside the Philippine Arena in commemoration of Iglesia Ni Cristo’s 100 Years. Standby medical responders headed by SINSP JOSIE G LISING, EMS coordinator attended to patients seeking first-aid treatment and medical attention for headache, hypertension, laceration, fever, stomach pain, difficulty of walking (post stroke patient), dizziness, nape pain, puncture, wound dressing, diarrhea (LBM) and one (1) pre-term labor. One (1) patient was transported at MCU Hospital and one (1) patient was transported at New Era Mini Hospital.

Iglesia Ni CristoSeries of Activities

In the final leg of INC’s centennial celebration, three more important events took place in the Philippine Arena that members devotedly attended. A stage play

entitled “ANG SUGO – A Centennial Stage Play” which portrays the life and ministry of Brother Felix Y. Manalo, who INC members believe is God’s Messenger (SUGO) in these last days. The said stage production commenced at exactly 1800H on the 31st of July, 2014. Next event was the international championships of the Bible quiz for the youth dubbed as “Tagisan ng Talino” on 1 August 2014. The participants of the said quiz show came from various countries around the world. And last but not the least, an Evangelical Mission was held on the 2nd of August 2014 wherein each INC members invited guests to hear the Words of God. Over one (1) million of Iglesia ni Cristo members attended the said evangelical mission at Ciudad de Victoria in Bocaue, Bulacan. BFP contingent headed by SUPT MARIO U RACADIO assisted in the arrival of the brethrens and serve as standby medical team for any eventualities may occur during the conduct of the said activities. Upon arrival at the Philippine Arena (Ciudad de Victoria) Bocaue, Bulacan, SINSP LISING together with SINSP RENANTE J BATCHINE, Operations Coordinator, R3 presided the final briefing and accounting of personnel, supervised and monitored the deployment of personnel to their respective area of responsibility. While the medical team headed by SINSP JOSIE G LISING, EMS Coordinator, R3 and SINSP ANNA LIZA E AGBUYA, EMS Coordinator, NCR conducted roving inside and outside vicinity of the Philippine Arena. Members of the BFP contingent left the Philippine Arena and returned to their respective regions/stations after being given proper authorization. All in all, no major incident has happened nor any serious casualties was recorded. The unyielding commitment and dedication to duty of all members of the BFP contingent headed by the equally-dedicated Regional Director CSUPT ALOVEEL B FERRER, DPA also deserves due praise and recognition. Their exemplary performance and indomitable spirit as proud members of the Bureau of Fire Protection is as zealous and steadfast as that of the faithful members of the Iglesia Ni Cristo. But as always, Praises and Glory Be Unto God!

Governor Garcia’s shares with BFP Bataan

Historically famous as one of the very last remaining provinces to stand up against

the overwhelming Japanese soldiers during the World War II, the province of Bataan is also home of the valiant firefighters of BFP Region 3. The ever-dynamic Regional Director CSUPT ALOVEEL B FERRER, DPA has also proven this historical fact when he paid his very first courtesy call to a Local Chief Executive in the person of Governor Albert S. Garcia at the Bataan Capitol Building, Balanga City, Bataan on 18 August 2014. Even the Honorable Governor himself

commended the strong presence of BFP troops in the province evidenced by their important contributions in fire protection, disaster preparedness and rescue services. The complete force of Bataan Fire Marshals headed by their Provincial Fire Marshal CINSP GENESIS F MORRONDOZ accompanied our Regional Director during their dialogue with the very friendly Governor Garcia. As a gesture of his support to BFP R3 especially to BFP Bataan, he informed RD CSUPT FERRER that the Provincial Government regularly allocates rice subsidy to every Fire

Station which CINSP MORRONDOZ gratefully acknowledged. Further, an ongoing project of Governor Garcia is the establishment of a Centralized Command Center complex in Orani, Bataan which will house the BFP, PNP, PDRRMC, and other key agencies of the government. On the part of BFP, CSUPT ALOVEEL B FERRER, DPA promised the Governor that he would actively take the lead in the delivery of quality public service to the people of Bataan. He enjoined all the Fire Marshals to make the most of their time, resources and manpower to ensure the public a safe and progressive community.

BFP Bataan: Taking the lead towards a great futureAfter the meet-and-greet with Governor

Garcia, RD CSUPT FERRER seized the opportunity to reach out with the

snappy Marshals of Bataan and expressed his heartfelt appreciation for their 100% atten-dance and show of support during the said courtesy call. He called on everyone to con-tinue with their good start and capitalize on their harmonious relationship with the local government. However, he reminded them not to rest on their laurels but must move forward towards giving citizens outstanding public service. As for starters, he gave them some pointers to live by. His resounding or-der to everyone revolves around increasing of Fire Code Fees collection, intensifying inspec-tion of establishments, expeditiously relaying of orders and communication from the top down to the smallest unit, and living a healthy lifestyle. He even required the Fire Marshals to start playing tennis and to organize a bas-ketball team of 40-years old and above BFP players. In addition, he strongly urged all of them to not only observe the proper wearing of prescribed uniforms all the time, but also to take pride in wearing them. “We can observe

how we accept our job by the way we carry ourselves, by how we dress. So be proud to wear your uniforms and take pride in being a firefighter,” said the RD CSUPT FERRER. With a renewed strength and lifted spirits because of RD’s Interface and dialogue with

them, a new march of soldiers in Bataan is unfolding different from the infamous Bata-an March. This time, BFP Bataan is taking the lead in its march towards a great future -towards attaining a progressive society safe from the perils of fire and other disasters.

BFP Nueva Ecija: A bountiful harvest for everyone

I t is famously known as the “Rice Bowl of the Philippines” because of this landlocked province’s

abundant produce of rice. But more than this, Nueva Ecija is also blessed with firefighters who are driven by strong values and willingness to put the best interests of the organization above personal welfare for the benefit of the people. No wonder, two of the most distinguished past and present leaders of Bureau of Fire Protection came from the said province. Former Fire Chief Director ENRIQUE C LINSANGAN, MPA, DPS and our present Officer-In-Charge (OIC) CSUPT ARIEL A BARAYUGA, CEO VI are both illustrious sons of Nueva Ecija. On 2014, CSUPT ALOVEEL B FERRER, DPA paid his visit to Governor Aurelio “Oyie” Matias Umali of Nueva Ecija as a sign of courtesy and willingness to work harmoniously with the top Local Chief Executive of the province.

As the new Regional Director of BFP Region 3, he makes sure that a healthy and strong working relationship is established between the Bureau and other Government agencies, NGOs, private institutions, and the community. During the said meeting, Governor Umali expressed his genuine appreciation for the invaluable efforts and contributions of all BFP personnel of Nueva Ecija in promoting public safety and order through our intensified fire safety programs and activities, their incomparable support and assistance especially during the times of calamitous events, and their unparalleled dedication to duty and public service. After the courtesy call, the entire force of BFP Nueva Ecija headed by SUPT GREGORIO S ANTONIO BFP proceeded to the Capitol’s Function Hall for a coordinating meeting and open forum with

the Regional Director. Having heard all the positive remarks of Governor Umali, CSUPT ALOVEEL B FERRER, DPA commended all the Fire Marshals of BFP Nueva Ecija who are present during the RD’s Interface and dialogue with them. It was an opportune time for everyone because they were given the chance to inform RD FERRER of their issues and concerns in their respective Fire Stations/Offices. Much to their delight, CSUPT FERRER took pains in answering their queries and noting their concerns and promised them to immediately take action on those problems.The meeting ended with all those in attendance grateful for the thoughtfulness of their new Regional Director. Just like the vast green rice fields of Nueva Ecija, the Novo Ecijanos are assured of an abundant harvest of excellent public service from the Bureau of Fire Protection.

Come to BFP Aurora, where hospitalityand camaraderie abounds

In spite of the rugged and dangerous terrain going to Aurora province, the indefatigable RD CSUPT FERRER

braved his way to visit and see for himself the BFP Aurora personnel, learn their conditions and address some issues and concerns with the hope of boosting their morale and lifting their spirits.

The warm reception of all the Officers and personnel of BFP Aurora headed by their Provincial Fire Marshal, SINSP BRYAN A POCYAO, to our Regional Director CSUPT ALOVEEL B FERRER, DPA and company was as majestic as the mountains of Aurora. It was so very comforting that we mistakenly thought we were on our own homes.

Rare is the chance that a soldier gets to meet, shake hands with, and eat together in a boodle fight with bare hands, with his/her most respected Commanding Officer. Imagine such a

once in a blue moon experience and you will understand the overflowing joy our comrades felt last 11 October 2014 when they shared a lunch with no less than the Regional Director.

More than just a boodle fight, the act of eating together and sharing a meal with someone special entails a deeper meaning and develops a profound sense of belongingness and bond as suggested by Michael Pollan: “The shared meal elevates eating from a mechanical process of fueling the body to a ritual of family and community, from the mere animal biology to an act of culture.” After the sumptuous meal, RD CSUPT FERRER assured everyone that their efforts and significant contributions to the Bureau and the whole community are always remembered.

He commended them for their extraordinary triumphs and

accomplishments especially their unwavering hearts and spirits that despite their distance from the Regional Office, they continue to do their jobs to the best of their abilities. He urged them to carry on their sacred vow to protect and serve the general public but at the same time to always spend a healthy and meaningful time with their families. Again, he encouraged everyone to take pride in their chosen career as firefighters and treat it as their lifetime vocation to save lives and properties and to ensure a better and safer world to live in by the next generations to come. Indeed, it was like being at home in a different place with different people but the same feelings when you are with your family.

That is what our brothers and sisters in BFP Aurora have to offer. So come to Aurora, where camaraderie and public service excellence come hand-in-hand.

Right after the success of the ORD Operations Division helmed BFP R3 Sports Fest

last September 30 to October 3 2014, people eagerly awaited the BFP R3 23rd Anniversary bearing the Theme: “Isulong ang Kaunlaran, Sunog ay Iwasan, Kaalaman at Pag-iingat ang Kailangan”. And it did not disappoint when it was held last 06 October 2014 at Otel Apartelle Pampanga, Lazatin Boulevard, San Fernando, Pampanga.

And it was made special when DILG USEC Peter Irving Corvera was represented by none other than the esteemed former BFP R3 Regional Director and now BFP Officer-in-Charge, CSUPT ARIEL A BARAYUGA CEO VI as the event’s guest of Honor and Speaker. He was given an aptly warm welcome by his former men, including the Class Masiklab, the last recruits

during his stint as the Regional Director before he ascended to the BFP National Headquarters as the second to the highest man of our organization. In his speech, the beloved CSUPT BARAYUGA acknowledged all the support received by the BFP from various stakeholders.

The general public, the government offices for their simple ways of posting fire safety campaign materials, the private and industrial institutions for their initiative of protecting their properties against the destructive fires through proper coordination, by being fire code compliant and securing proper permits from the BFP, as well as being prepared by conducting fire safety seminars and regular drills. Acknowledged also were the Local Chief Executives, who strictly implemented compliance for the

business owners in securing Fire Permits prior to the issuance of their Business Permits. The media was also not forgotten for they serve as the information conduit to the public on our latest issues and concerns, updates in conflagration nationwide and other important news. The Guest of Honor and Speaker also reminisced about our dear comrades whom we have lost during the storm surge of Typhoon Yolanda. They would forever be part of the heroic traditions of our organization. The highlight of the event was the awarding of medals to the deserving BFP Officers and personnel, who made heroic deeds and remarkable efforts in their respective AORs. Awarding of medals and trophies to the triumphant players and teams of the recently concluded BFP R3 Sports Fest 2014 were also made.

They say that the hottest fires make the hardest steel. The Bureau of Fire Protection Region 3,

conducted a series of trainings designed to sharpen and advance the basic skills that the new breed of heroes already have in preparation for the upcoming Asia Pacific Economic Conference (APEC) 2015. The skills trainings that were included in the program are Basic Rescue Techniques (BRT), Mountain Search and Rescue (MOSAR), Water Safety Search and Rescue (WASSAR), and Basic and Advance Firefighting (BAF) Course. This one of kind learning experience would not have been possible without the support of the tireless Regional Director of R3, CSUPT ALOVEEL B FERRER, DPA. Let us all find out about how the “Journey of the Basic Rescue Techniques” being travelled by Class Masiklab 2014 is progressing. For remember, you cannot go further without first starting on the basics.

Contrary to common public knowledge, being a firefighter is not all just about fighting a fire; we are also being trained to be an exceptional rescuer. As a rescuer, we may encounter a variety of situations while assisting a person in trouble. Having knowledge in Basic Rescue Technique and the ability to put them into operation with regard to prevailing conditions is the trademark of an efficient lifesaver. Our five-day course in BRT focuses on basic techniques used in rope rescue incidents. Knot tying is the first concept that we have tackled. As we honed our skills in knot tying we expanded our ability in proper handling of victim with different cases in various situations in the concept of emergency rescue technique. It was subsequently followed by mechanical advantage and anchoring system. The course is designed to give us the basic skill competency to conduct basic rescue or assist an advanced technical

rescue team. To gauge if we can properly execute the basic rescue techniques that had been taught by our instructors, we had performed series of simulations and actual demonstrations. We individually performed standard rappelling, lizard rappel, Australian rappel, flying fox and highline traverse. In the actual scenarios we could be more efficient in life saving if we work as a team, the class were divided into three breakeven groups and successfully undertaken all the activities. These required team effort, fostering strong camaraderie among us. In all the simulations we did, the hardest part was stepping over the edge. But now we can be able to look down from a dizzyingly high place while still breathing normally, without feeling weak on the knees and freezing up! Our fears can hold us back in life. To become an efficient life-saver, conquer your own fears and consider taking that first step.

It was an inspiring and challenging experience for Class Masiklab 2014 to have satisfactorily completed the

Mountain Search and Rescue (MOSAR) training covering the period 30 November to 04 December 2014 at Tarlac State University Hostel, Lucinda Campus Tarlac City, Tarlac. Through this training we learned the vital role of BFP personnel in rescue responses. It helped us realize how tough and dangerous our profession as a would-be MOSAR rescuer is. It served as an eye-opener for Class Masiklab in understanding and appreciating the significance of MOSAR that occurs in a mountainous and to some extent, other wilderness settings. What makes MOSAR highly-technical is the issue

of rope access in these environments. Our daily trainings began with a theoretical discussion, nourishing our minds with essential knowledge we needed. Our MOSAR tactical instructors, headed by two outstanding and admirable personnel of BFP Special Rescue Unit of National Capital Region (SRU-NCR), FO3 Arnel R Malicay and FO3 Anthony L Manlabao, led us in this MOSAR discovery. They unselfishly shared MOSAR knowledge, first delving on the two intertwined aspects of search and retrieval operations, which deals with the search for and provision of aid to people who are in distress or imminent danger. The general field of search and rescue includes many

specialty sub-fields, typically determined by the type of terrain the operations would be conducted. The use of emergency signal using fire, smoke and whistle was also tackled. Surprisingly, they taught to us how to make an improvised spine board using a pipe pole, t-shirt or jacket, blanket, rope and a plank. It would aid in the transport of an injured person commonly used in retrieval operation when there is no available equipment. It is also designed to prevent the movement of the spine during transportation, preventing further damage to it. The most significant part of the MOSAR training centers around the creation and the appropriate raising, lowering and belaying system in high angle, low angle and highline rescue. Raising system refers to moving heavy objects with limited manpower, which may be necessary in mountainous terrains. To reduce the fatigue of those personnel moving the load, simple rigging

techniques can be used to increase the mechanical advantage of the hauling system. We set up a pulley system, even for a lowering. Experience has shown us that often lowerings requires a bit of raising to ensure proper body alignment. Because we are always prepared to raise the mainline, we could dispense with a load-releasing hitch; but the shock-absorbing feature of the load-releasing hitch makes it a valuable addition to the belay. If the belay Prussiks sets, we can develop slack in the belay line by raising the main line as well as by loosening the load-releasing hitch. The pulley system is attached to the main line with a single quick release prussik. We also applied the use of anchoring in raising and lowering in low and high angle rescue. We were given a choice on our preferred anchor that we would be using depending upon the situation. We also recognized the importance of lashing, using this kind of

rope technique in securing the victim in a rigid manner. One of the highlights of this training is the actual performance of high-angle rescue, low angle rescue and highline rescue held at Mayantoc, Tarlac. We can say that it has been one of the most rewarding things we have ever done because we have faced some of the most challenging and difficult conditions you could imagine. Even slightest mistakes we can commit can spell the difference between life and death. Therefore, what we have learned and experienced will be the solid foundation in preparedness and awareness in our future quest to save lives as a firefighter. This would be our advantage in performing our future duties and responsibilities. And someday, we hope to be mentors ourselves of the next rescue generation, raising them as new breeds of heroes, a source of great pride for the Bureau of Fire Protection.

Basic and Advance Firefighting (BAF)

Mastery of firefighting skills is a must for any firefighter. One can never be called a

firefighter if one does not have the skills and knowledge on the complex nature of fire, firefighting equipment and the methods of firefighting. All of these were incorporated in our five (5) days firefighting training that was held in Tarlac College of Agriculture (TCA), Camiling, Tarlac. Our Tactical Officers were very efficient in equipping us with the basic knowledge and skills to perform our tasks as a firefighter. It was a great experience, molding us to become only the best firefighters; enhancing our skills, strengthening our physical conditions and empowering our minds, nothing was left out. We learned a lot of things: operating a firetruck, hose throwing, ways of carrying a hose, replacing a busted hose, suppressing and extinguishing fire, and the technical aspects of firefighting. We were also given the chance to wear bunker coats, firefighter helmets, and use fire hose and nozzles in the “Busted

Hose” and “Up the Ladder” relay. With this training, not only our firefighting techniques and skills were improved, but also Class Masiklab’s camaraderie. We greatly appreciate the support of our tactical officers, who have been always there to uplift our morale. And the best part is the presence during our training of our Regional Director, CSUPT ALOVEEL B FERRER, DPA, not only to strengthen our spirits as we strive more for excellence. To jog alongside, eat together and socialize with our Regional Director was an experience worth remembering for years to come. All in all, it was a fruitful training. And just like a firetruck responding to a fire incident, one can never function alone. It needs a driving force behind: our Regional Director who always guides us, the Tactical Officers who equip us with the knowledge and skills in every way, and us, the fire trainees, helping one another in achieving the maximum potential of the future firefighters of this generation.

Approximately, seventy (70) percent of our body is made up of water. Water is one of the

basic necessities of life that we must give importance to. In its absence, we cannot survive our daily living. But what if one day, we have to face a moment wherein water becomes a threat to our lives? Are we prepared? Do we have enough skills and knowledge to survive? Can we manage to help and rescue others? Is our courage greater than our fears? These were some of the questions in our mind before we completed the Water Safety Search And Rescue (WASSAR) Training conducted by the Tactical Officers of the Bureau of Fire Protection Regional Headquarters 3 last December 5-9, 2014. Water Safety Search And Rescue (WASSAR) Training is the basic

foundation in survival and rescuing people in water. In this course, we are taught the basic techniques in floating on water, proper breathing, swimming strokes used in rescuing, methods to use when a victim grabs you in life-threatening situations on water, proper rescue techniques, and the do’s and don’ts in rescuing. Though many of us already knew how to swim, the training never became easy for us. Each of us experienced exhaustion and near-drowning situations, which are all part of the training process. We were given the chance to experience and apply different rescue techniques during the simulation exercises after every lectures. We learned not to panic and to stay calm while we were submerged on the water as one of the lecturers advised us, “Huwag kayong

magpanic. Huwag ninyong awayin yung tubig. Dahil hangga’t inaaway nyo yung tubig, lalo kayong malulunod at walang magagawa.” On the last day of the training, we experienced the “grab and escape” simulation, where a victim will try to grab you in deep water and you have to apply the proper methods in maneuvering to subsequently apply rescue techniques. At the end of the WASSAR training, many of us were still distressed from the experiences we had. But the good thing is, we learned to overcome our apprehensions and to have enough courage to face our fears. For us newly- appointed Fire Officer 1, having the courage, skills and knowledge on rescue is very vital. Because rescuing someone means putting also our own life at risk for the sake of others.

Emergency Medical Services (EMS) and Hazardous Materials (HazMat)

Danger never takes a vacation. It is well-known that anytime any catastrophe can happen

anywhere. As it is included in the scope of our mission, a skillful firefighter must also extend their abilities in providing emergency medical and rescue services to those in need. The thirst for learning and competence does not stop on the recent trainings that we had undergone, namely BRT, MOSAR, WASSAR and Basic and Advance Firefighting (BAF) Course. Continuing on the same vein, Medical First Response (MFR) and Hazardous Materials (HazMat) Trainings should therefore be included. This five-day course focused on the skills needed to respond to trauma and medical emergencies and hazardous materials exposures. Cardio-Pulmonary Resuscitation (CPR), Heimlich Maneuver, Band-aging and Splinting and the proper

handling of the victims were the life-saving techniques that were given importance under Medical First Response (MFR). Prolonging a victim’s life in unexpected scenarios until hospital care becomes available is the desired output of this course. Training under MFR also includes the fundamentals of anatomy, physiology, pathophysiology, phar-macology, and medical terminology. On the last part of the said program we were divided into five groups wherein fire trainees with bachelor’s degree in Nursing were equally distributed to each group to prevent any form of partiality. We were given different scenarios and graded by how we handled the situation and executed the skills we have acquired during discussion and actual demonstration. Meanwhile, the basic informationpertaining to different kinds of hazardous materials including radioactive, flammable, explosive, corrosive, oxidizing, etc and its

corresponding symbol and also proper donning and doffing of personal protective equipment (PPE) when responding to hazardous or toxic contamination incidents were the emphasis of HazMat training. We were given the chance to familiarize ourselves with and wear the Personal Protective Equipment (PPE) of the response team in dealing with the accidents and spills of HazMat. Personally, as a nurse this concept was not new for me as I have already performed a series of simulations in basic life support prior to joining the BFP. But as universally acknowledged, there would always be room for improvement. As we would be regularly exposed to medical and HazMat responses, we would eventually develop and enhance the basic skills that we have. And it is about time to switch your boss from the one who hired you to the one whom you married. It is when you can finally say, “Hey honey, I’m home forever!” – the time has now come to spend the rest of your life with your loved ones. However, for those who worked hard and devoted their entire lives to the service, professional life is really hard to surrender.

In remembering their hard work and enthusiasm for public service, the Bureau of Fire Protection Regional Headquarters 3 has given a Testimonial Affair to FSSUPT FAUSTO F SANTIAGO (Ret.) and F/CINSP MANUEL V DIMERIN (Ret.). This short program was intended to commend these great leaders not only as fellow firefighters but also as indefatigable supporters of the mission

and vision of BFP. In reminiscing their calling as a new breed of heroes, some of their close friends had a message for the retirees. SINSP RONNIE B BARRERA recalls the time when he is under the supervision of CINSP DIMERIN. He has always admired his former superior for his generosity and kindness to him. SINSP BARRERA also mentioned what a great leader CINSP DIMERIN is to him. Another message was given by SF04 Emmanuel T Serrano, a former classmate of Sir Dimerin. This time SFO4 Serrano remembers the time when they were still recruits of the Philippine Constabulary-Integrated National Police (PC-INP). He retold all the funny moments they shared when they were still the “lowest mammals”, which made all the audiences laugh. After the messages given by his close friends, CINSP DIMERIN thanked all the personnel he has worked with and his family for their steadfastness.

Another message was delivered by SUPT MARIO U RACADIO to his colleague and close friend SSUPT SANTIAGO. SUPT RACADIO proudly trumpeted his friend’s leadership in the agency and how he has handled work in an efficient manner. Following this string of

praises from SUPT RACADIO were words of admiration for his management skills from SINSP JIMMY C SUBA. He honored his former superior for his leadership, citing that he would fight for his personnel as long as they are doing their job as firefighters. A heartfelt message was also delivered by one of SSUPT SANTIAGO’s son Justin. With teary eyes, he expressed his gratitude to his dad for the love and support he has always given for their family. An awarding of the Certificate of Recognition and a Token of Appreciation given by F/CSUPT ALOVEEL B FERRER to the two retired fire officers aptly culminated the ceremony.

All their hard works, noteworthy contribution and wonderful commitment to the ideals of the Bureau of Fire Protection, which will leave their indelible marks flavored with unprecedented legacy, truly deserve to be recognized. They may leave their jobs as firefighters, hang their coats and trousers for good, but one thing is for sure. In the days following their retirement, they will surely remember that almost half of their lives, they were once heroes who have protected the lives and properties of the people.

Teamwork makes the dream work

Success in and out of sports is directly related to the investment that you are willing to put. To win

the glorious triumphs is not just about doing your best but to do whatever it takes that drive us to do just a little bit more, to go a little harder, run a little faster and make that extra jump to reach the finish line tagged along with flaming victory. Last September 30 to October 3, 2014, Bureau of Fire Protection Region 3 conducted their annual celebration of Sports Festival. It is a sports intertwined among the seven provinces of Central Luzon Region 3, namely Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales. It is not just a game for prizes and winners, rather it is to unite and strengthen the ties that bound the seven provinces in order to continuously provide an efficient and progressive public service.The game comprises of basketball, volleyball, table tennis, lawn tennis, chess, bowling, darts competition, athletic games and fiesta games including palosebo, agawang buko, sack race and tug of war. In spite of it being a

friendly competition, each provinces showed their effort in persevering to bring home the bacon. But with all their perseverance and dedication in attaining the bull’s eye, the slot for an excellent team only belongs to those who see hard work as an opportunity and stepping stone towards goal, and it was undeniably taken by the high regards Office of the Regional Director that was made up of diligent BFP R3 personnel.The unity and the willingness exhibited by everyone to be the best had paid off as the Office of the Regional Director got place in almost the entire category in the event. ORD got the first place in basketball competition, the basketball team comprises of players who certainly might qualify as a PBA player if they are not firefighters today, the team was led by our own beloved and sports minded Regional Director, CSUPT ALOVEEL B FERRER. The ball is still on our court as the ORD also got the first place in volleyball competition. The way to a victory does not confined on having the first place in basketball and volleyball category as Team ORD

also took the first place in table tennis and also reaped the first place in lawn tennis. ORD was truly blessed with dynamic and sporty regional staffs even our Assistant Regional Director for Operation SUPT MARIO U RACADIO strikes the first place in bowling competition. As the ORD grabbed most of the ball and thrown to the basket of favorable outcome, they also obtained the first place in 400 m dash. The thirst for being the best continued as SFO1 Mylene Santos brought home the title of most alluring muse among other representative of different provinces. No one can ever achieve a worthwhile success in anything by putting out a half-hearted effort. In this event it only proves that we are not just firefighters, we can also be the best players and were being blessed with talent that we have refined and showcased with thoughts of that the heat of the battle is as sweet as the victory. For those aspiring players who did not make it, just keep on keeping regardless of what is going on and to this year’s champion, defend your throne.

The warmth of the morning sun was as invigorating as always. Happy faces of unfamiliar people wearing color-coded

jersey uniforms soon began emerging out of nowhere and in no time filled the air with cheerful ambience of reunited people who have not seen each other for a long time. Some were from nearby provinces while some have literally gone down from the mountains just to participate in what would be the very first sports fest under the leadership of their new Regional Director.. It was a first of its kind experience for everyone because of the numerous sports events players can choose from. Aside from the usual basketball game, included were mixed volleyball, badminton (male and female category), lawn tennis, bowling, chess, dart, and athletics male and female (100M, 1200M Marathon, 400M relay). But wait, there’s more! And this was I think the most hilariously fun part of the Festival – the Fiesta Games which included native games such as Agawang Buko, Sack Race, Tug of War, and Palo Sebo! Indeed, it was like a Fiesta Celebration that sent the whole BFP Regional Headquarters 3 grounds into a deafening arena of laughter, cheering, and merriment. Started on 30 September 2014, this four-day activity dubbed as BFP R3 Sports Festival 2014 is a brainchild of CSUPT ALOVEEL B FERRER, DPA to develop and enhance the camaraderie among BFP personnel of Region 3 through meaningful activities like sports. This sports fest is also part of CSUPT FERRER’s signature 4 Kahandaan Programs (4K Programs) under the Kalusugan aspect which aims to improve

the physical and psychological wellness of every BFP personnel through engaging in sports and maintaining a healthy lifestyle. At the opening rites, the energetic Regional Director reminded everyone on the true essence of holding such an event – that is to further strengthen the bond that connects every BFP personnel of this region. But nevertheless, he encouraged all the players to give their best performance as if they were competing in the Olympics because the Team of the Office of the Regional Director (ORD) will not go down easily without giving them a good fight. And while most of the contingent from the seven provinces of Region 3 (Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales) seemingly have the artillery and experience to win against the ORD, it turned out otherwise during the game proper when they finally got the chance to witness the hearts of the true champions at play. The once-tagged underdog team of ORD unleashed its fangs and dominated the playing field after garnering Gold in Mixed Volleyball, Bowling, Table Tennis Male Singles Category, 400 Meter Relay Female Category, and Lawn Tennis Male Category. Team Bataan and Team Pampanga were awaiting for their chance to grab the lead having a five (5) and four (4) golds, respectively. The only remaining deciding event is the all-time favorite – basketball. Unfortunately for them, the momentum was in the ORD’s as they successfully forwarded to the finals. The four-day BFP Sports Festival 2014 commenced with the Basketball Championship between Team ORD and Team Bulacan as the culminating

ceremony. The game started with a bang and ended with an explosion. It can be likened to the epic matches of Toyota versus Crispa of the jam-packed games of Barangay Ginebra during their glorious days days in the PBA. The deafening roars and thunders of audiences from the both sides engulfed the Bren Guiao Sports Complex, City of San Fernando. And after the smokes have died out, the spectators finally got to see who the last team standing is, Team ORD it is!. As such, a Mythical 5 from Team ORD who scored the most throughout the competition was selected. SFO1 Jovel Hernandez garnered a total of 45 points landing him in the fifth (5th) place while FO3 Edgar Zapata contributed 54 points making him as the 4th. The 3rd highest point-earner as no less than the ever-active CSUPT ALOVEEL B FERRER with 97 points while FO2 Marvin Pangilinan in the 2nd place added another extraordinary 98 points. But the highest pointer among them is the number 23 jersey who played like Michael Jordan with all his great moves, he is none other than FO2 Marc Jayson Dueñas with a total of skyrocketing 105 points! With the successful finish of the ORD Team as the overall champion, RD CSUPT FERRER has only one final words to the champions, “Defend the throne!”

There it was, another post tag from a fellow lady officer. My black and white selfie was her seeming object of fascination.

Mind you, I actually take great pride in the fact that an intellectual person such as her has paid attention to that “artistic shot”. It was a car selfie, really. A product of my downtime tinkering on the modern necessity we call our mobile phones. It must be the slightly awkward perspective that caught her eyes. But it was actually nothing that’s superficial. Our ensuing conversation did not even touch any aspect of aesthetics. Instead, a discourse on feminism was in the works. And so the thread begins with the usual niceties. Later it progressed with her animated recollection of a former professor who has insisted that we females demand gender equality but get tremendously offended when we are not given a seat on a crowded MRT train. A very, very poor take on gender equality. An analogy: put me in a man’s bunker coat then push me over the edge but I expect you to follow suit in a female-sized number. What is proper sizing if all gets thrown out the window after all? Back to my decidedly feminine shot, with the position of authority prominently displayed, a study in contrast evoking the ideals of genderless career opportunities in the Bureau of Fire Protection. However, as far as pronounced changes goes, toddlers we are barely weaned from infantile tendencies to cling to what is as familiar as patriarchal hierarchy. Still no female fire chiefs in sight yet. It must be that ubiquitous glass ceiling. These are just some of my feminine progressive thoughts having its field day again. In our agency, gender equality becomes as mythical as the Phoenix when you actually put things into perspective. No, I am not a pessimist. I just had to be a realist. We are really in a man’s world after all. What I advocate is not the direct and forceful demand of gender equality. There is a way for I refuse to be a passive bystander in this drama. After all, I am not subservient by nature. We continue to implement projects on gender

development but still many fail to understand the underlying rationale in those concrete outputs. Some view as mere compliance to that little-known, even much-less understood CSC laws on GAD projects implementation. Funny how some people just don’t look below the surface, that proverbial tip of the iceberg should not be taken at face value. In the absence of something clearly stated, we actually tend to put meanings where there is none. Reading between the lines, some may say, but a tinge of paranoia, if you were to ask some. But a play on subconscious with subtle dropping of hints becomes even more efficient than directly asking for something. The psychological implications are too fertile to be ignored. The undercurrents of gender inequality runs strong in my daily dealings. Do I find it amusing that I share the same firehouse with these males who think less of my abilities as a leader? Yes, and a challenge really. There’s this almost automatic assumption that weakness is gender ascribed. A half-truth. Knowledge comes from knowing thyself. What I propose is that we recognize that our sex does come with inherent biological weaknesses. I am not about to launch into a lesson in Anatomy 101, a throwback from pre-med school. Acceptance will always be the most basic in step we want to take. Whereas males are known for their brute strength that gets jobs done, females shine for their shrewdness in making them possible. A nod to the biblical Esther is in order. Underneath the trappings of gilded pinks and soft laces lies a heart of steel. A simple truth: rarely does sheer demand become that pike for getting that gold. We females seem to think that to get what we want we must be straightforward and even act brusquely. And our counterparts would act as if they’re being pushed against the wall. There goes a diplomatic solution. Seek another path then. When given that opportunity to prove our worth, push beyond the envelope of their expectations. To strive as hard as them, to be at par with them, content at the recognition. For do

we really want to elicit awe? No, we demand nothing of that sort. Most are not raised to believe that we need to be the center of your undivided attention; should have been a circus act then. We want them to merely recognize our existence, to give due attention to what we have to say and command respect as befitting of any human regardless of gender. What is justly due must be given. What is gender equality then? It’s when both gender realize that we were essentially created unequal, uniquely different. Respect that in our weaknesses lie our strengths, a double-edged sword that we must put into good use, not as a means of exploitation. Not all inequalities are discriminations --- an equality in inequality. All these in perspective, I can surmise that gender equality is indeed a paradox.

CINSP MARY ANTHONETTE U BUENCONSEJO is the second lady officer designated as Provincial Fire Marshal of Tarlac. She is a member of Kabalikat Class 1998 of the PNPA.

She has proven her potential and capability to lead when she took the responsibility as the Provincial Fire Marshal of the province of Tarlac. As one of the bearers of female firefighters of BFP Region 3, she radiates an inspiring aura and warm personality.

Ma’am Mary is indeed an inspiration to the female firefighters, her leadership and kindness lightens up the already physically demanding job.

CINSP JONAS R SILVANO MPM is the present Provincial Fire Marshal of Zambales. He is a PNPA Graduate of Kaagapay Class 1996. He is a graduate of BS Civil Engineering and also finished his Masteral degree in Public Management at Saint Columban College last 2009. Already finished his academic requirement in his doctoral degree in Business Administration, Dissertation is the lacking requirement for him to graduate from the said degree at Angeles University Foundation. He is married to Dinalyn Maranga Silvano and blessed with five children.

CINSP MORRONDOZ has been in the public service for twenty (20) years now, inspiring and motivating his personnel to set goals and help them achieving it.

SUPT ARTEMIO MAGNO LLENA has been serving the public through the Bureau of Fire Protection for seventeen (17) years.

He is a PNPA graduate Class of 1986 “Tagapagtanggol” and had served notable exemplary performance as Provincial Fire Marshal and City Fire Marshal to different provinces and Cities in Region 3. He has served as CFM, Cabanatuan City, Nueva Ecija; Chief, IAS, BFP Region 3; CFM, Angeles City, Fire Station, Pampanga; PFM, Nueva Ecija from 2009-2010 and took the post of PFM, Bulacan in 2013.

He has further enriched his career by taking OSEC Training to further enhance his knowledge and skills.

He enjoys playing guitar, playing table tennis and playing chess.

SINSP BRYAN A POCYAO was born and raised in Baguio. His kind demeanor and strict personality not only motivates Non-Officers in rank but also gains the respect of his fellow officers.

He is a member of the PNPA Sansinirangan Class of 2007. He also served as Chief, Office of the Student Affairs and Chief, Fire Enforcement and Protection Unit from 2010 to 2013 at the National Fire Training Institute molding newly designated Fire Officers.

SINSP BRYAN POCYAO is a leader, a teacher and a motivator. As APFM, Aurora he encourages his personnel to become well rounded personnel, balancing family and work. He indeed serves both as father and brother to his personnel.

It was a blessing to BFP Nueva Ecija to haveSUPT GREGORIO S ANTONIO BFP as their Provincial Fire Marshal as he strongly and simultaneously patronize and promotes the general objectives of the Bureau of Fire Protection per se for the betterment and common good of its constituents.

He formulate plans and ideas and dreams of a better fire station for his fellow Cabanatueños and for the BFP personnel working under his command. He improved the services offered to the public, enhanced the Fire prevention program, and increased the awareness level of the people in his area, that minimized the incidence of disastrous fire which have been frequently occurring for the past years.

BFP R3 joins urban greening project

The overwhelming force of combined BFP Regional Headquarters 3 and BFP Pampanga stunned the locals and other participants alike during

the Tree Planting Activity held at Barangay San Juan Baño, Mt. Arayat, Pampanga on 30 August 2014. Not exaggerating, it looked like as if it was some sort of BFP celebration given the immense number of participants coming from the BFP. Among the 370 attendees from different government and non-government agencies, private institutions and other civic organizations, a shy 200 participants came from the Bureau of Fire Protection R3 headed by Assistant Regional Director for Administration SUPT DOMINGO V TAMBALO, Ph.D. Whoa, we literally conquered the mountains that day! The Kapisanan ng Brodkaster ng Pilipinas Pampanga Chapter in coordination with the Local Government of Arayat hosted the said significant event which is part of KBP’s yearly “Urban Greening Project”. The KBP, in its aim to broaden its reforestation programs in rural areas, has chosen Mt. Arayat to be this year’s venue. In his opening remarks, Hon. Mayor Emmanuel M Alejandrino of Arayat, Pampanga commended all the participants, especially the organizers in their noble efforts to care for the environment. Rains and muddy pathways did not hinder us while going to the designated planting area. We successfully planted a total of 300 mahogany seedlings hoping to lessen if not eradicate at all the pollution and negative effects of climate change. Simple as it may seems, we firmly believe that every seedling we planted is a small step towards creating and achieving a better place to live in not only for ourselves but for generations to come. The BFP R3 once again proved that firefighters are not only concerned with fire prevention and suppression but also active in other meaningful social activities.We do not just excel in protecting and saving lives and properties, we take pride in participating in other equally remarkable activities that will surely benefit our constituents like tree planting. A salute to all the Officers and men of BFP R3!
