Attached are the Preliminary Jurisdiction Determination from the USACE for the Honolulu High-Capacity Transit Corridor Project and a letter received today from the USACE requesting that they be relegated to participating agency status for the Final EIS. As Jan Reichelderfer mentioned in her email, we have worked to avoid, minimize and mitigate impacts to waters of the U.S. and

would welcome the opportunity to meet with you and your staff to present the materials. Would Friday, September 18 th 11-1 or 1-3 work for you? If not, please let us know what days would be possible for you to meet next week.

Good morning Mr. Chen. We have gotten word from the ACOE that they are ready to issue the Jurisdictional Determination for the transit project and have determined how the project will be permitted. In the process of providing all the information and materials they needed to do this, we have worked through many of the impacts, BMPs, mitigation measures, etc and would like to present to you and your staff a summary of where we are before we submit the Water Quality Certification. At this presentation, we do not expect you to make any formal determinations or recommendations. We hope to save your staff time and effort having us present the material rather than wading though these documents.
