Xiao Lihua News Bites M ORE than 200 guests gath- ered at the SEG Technology Park in Huaqiangbei to witness the unveiling of the Futian AI Smart City Innovation Center and Shenzhen Yunchuangzhigu Cloud Park on May 18. The guests included vice head of Futian District Liu Zhiyong, chairman of Hongxin Entrepreneur Incubator Li Qiang, CEO of Yunchuangzhigu Science Co. Li Zhen, and representa- tives from Tencent, Baidu, Ping An, artificial intelligence (AI) companies and universities. On the same day, 14 small and micro enterprises signed agree- ments to settle in the innovation center, which means 100 percent occupancy for phase one project of the center. The enterprises specialize in different segmentations of the AI industry, including intelligent robots, intelligent office, intelligent logistics, intelligent firefighting system and smart health. According to experts, it’s expected that three to five unicorn companies worth more than US$1 billion in the field of artificial intelligence will be incubated on this platform, which will represent the artificial intel- ligence enterprise cluster in Futian. They will work together with the gov- ernment to create a national bench- mark of mass entrepreneurship and Futian maps out blueprint for AI industry FUTIAN has beefed up its support for local enterprises by increasing industrial development special funds to 2 billion yuan (US$312.31 mil- lion), according to a launch event held May 30, Shenzhen Economic Daily reported. The move aims to nurture a growth engine for emerging industries and improve the accuracy and efficiency of financial support. In order to pro- mote the newly revised policies for the special funds, the district will host more than 100 lectures this year, which are expected to benefit 10,000 enterprises. According to the revised policies released by the district, the special funds mainly cover nine areas, namely investment promotion, headquarters economy, financial industry, initial public offerings, modern service industry the advanced manufacturing industry, technological innovation, cultural industry and the develop- ment of business associations. In addition, the policies also des- ignate specific measures for certain industries and fields, encompass- ing a total of 140 articles and 280 items in architectural and decorative design, supply chain, the professional service industry, financial technology, the fashion industry, new generation artificial intelligence, low-cost space in Huaqiangbei, private funds and bonds. Over the past three years, Futian has handled a total of 7,765 appli- cations and allocated special fund- ing totaling 2.134 billion yuan. The revised policies have further simpli- fied the application procedure by shortening the processing time from three months to one month. Meanwhile, the district has broad- ened the scope of supporting proj- ects and strengthened the backing in introducing major leading enterprises and projects in a bid to realize the marketization and diversification of financial support. Through the support of special funding for industrial development, Futian’s economy has maintained strong momentum and is developing along a healthy trajectory. At present, the number of commer- cial entities registered in the district is 410,000, including three of the world’s Fortune 500 companies, 13 China Fortune 500 companies, 85 listed companies and 379 companies that are headquartered in the district. About 80 percent of Shenzhen’s financial institutions and 70 percent of the national logistics headquarters are based in Futian. The Futian Science and Technology Association signed an agreement with Shenzhen SEG One City to build the Futian•Skyland Future Science and Technology Museum, and Southern University of Science and Technology signed a framework agreement with Shenzhen SEG One City Co. to build a scientific and technological achieve- ments demonstration center. Futian•Skyland Future Science and Technology Museum was given the mantle of “Shenzhen Science Educa- tion Base” by the Shenzhen Science and Technology Association and called a “Shenzhen Child-Friendly Practice Base” by the Shenzhen Working Com- mittee on Children and Women. As a special science and technology museum designated by Futian District, Futian•Skyland Future Science and Technology Museum will serve as a demonstration of science and a vol- unteer service station to the public. Due to limited capacity, the museum will be open to the public but requires advanced reservations. Citizens will be able to experience many multimedia interactive contents, immersive light and shadow interaction, artificial intel- ligence, VR and MR technology. During the meeting, the Futian Development and Reform Bureau introduced the construction plan for Shenzhen-Hong Kong Technology and Innovation Special Cooperation Zone, the development plan for the transfor- mation and upgrading of the free trade zone, and other relevant policies. The meeting also heard an overview of the current development situation and sug- gestions of Hong Kong companies in the Futian Free Trade Zone (FTZ). Innovation initiative FUTIAN will further boost its efforts to implement the mass entrepreneurship and innovation initiative, a new growth strategy introduced by the government to bolster growth as China enters a “new normal” phase of slower growth. But those busi- nesses are not allowed to rent out the space at a price higher than 50 percent of the average price of their operated property, thus creating a highly cost-effective industry space for small and micro startups. In terms of the self-used proper- ties of innovative enterprises, Futian will also subsidize 60 percent of rent, which will greatly reduce the enter- prises’ operating costs and encourage more quality enterprises to settle in the Shangbu area.
