Corridor Ceiling and Lighting, Exterior Panel Replacement and Masonry Repairs at M.W. Errickson School to the lowest responsive and responsible bidder, Apex Enterprises of Union, 2254 Rt. 33 Neptune City, New Jersey 07753 in the amount of $2,700, for a total award of $196,700.

Partial Flooring Replacement at J.J. Catena School to the lowest responsive and responsible bidder, Best Value Rugs and Carpet, 334 US Highway 22, Green Brook, NJ 08812 in the amount of $12,945, for a total award of $23,793.

TRANSFER OF CURRENT YEAR SURPLUS TO RESERVE

11. WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and

WHEREAS, the Freehold Township Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and

WHEREAS, the Freehold Township Board of Education has determined that an amount not to exceed $400,000 is available for such purpose of transfer, and WHEREAS, the Freehold Township Board of Education wishes to deposit anticipated current year surplus into a Maintenance Reserve account at year end, and

WHEREAS, the Freehold Township Board of Education has determined that an amount not to exceed $160,000 is available for such purpose of transfer;

NOW THEREFORE BE IT RESOLVED by the Freehold Township Board of Education that it hereby authorizes the district’s School Business Administrator to make these transfers consistent with all applicable laws and regulations.

TRAVEL AND RELATED EXPENSES

12. The Superintendent recommends approval of travel and related expense reimbursements in accordance with N.J.A.C. 6A:23B as follows:

We certify that as of June 28, 2011 the Board of Education has expended $13,186.86 for approved travel for staff and Board members for 2010/2011. The Board of Education had established a maximum expenditure for travel at $150,000 on March 1, 2011.

MCVSD AGREEMENT

13. The Superintendent recommends approval of the inter-local agreement with the Monmouth County Vocational School District for the Freehold Township Board of Education to provide lunch services to the Biotechnology High School for the 2011/2012 school year.

FREEHOLD BORO AGREEMENT

14. The Superintendent recommends approval of the inter-local agreement with the Freehold Boro to provide classroom space to their kindergarten class at the West Freehold School, as well as providing related arts, and transportation to and from the Boro.

The Superintendent recommends that the board approve the attached resolution approving the form and authorizing the execution and delivery of a lease and agreement with the Monmouth County Improvement Authority to finance the acquisition of certain capital equipment which will be leased by the Monmouth County Improvement Authority to the Township of Freehold Board of Education; approving the form and authorizing the execution and delivery of a letter of representation in connection with the issuance and delivery of the Monmouth County Improvement Authority’s Capital Equipment Pooled Lease Revenue Bonds, series 2011 and authorizing the school business administrator to do all other things deemed necessary or advisable in connection with the issuance, sale and delivery of such bonds.
