What Tree Wardens can do for TreesRaise awareness of the “value” of our trees / Work with the BillericayTown Council & the Basildon Borough Council Tree Officers /Check the TPO status of mature trees around our town that could beat risk and request a TPO where necessary / Identify and respond toPlanning Applications that have a direct impact on important trees.Encourage tree planting schemes. Be aware of threats to trees in yourlocal neighbourhood. Give talks to young folk in schools to highlightthe value of trees and more besides Tree Wardens are a voluntary roleand we welcome newcomers to our fold. Dear Sirs,I collected some red sacks from Billericay library

on Wednesday and was quite astounded to find

these were no longer in the rolls but packed in

plastic bags? Seems counter productive to

me...the first item placed in my recycling bag was

the plastic bag it came in! As consumers we are

being asked to reduce our plastic intake but I am

finding more and more I am having to recycle the

unnecessary plastic manufacturers / suppliers

are wrapping round items. Please can you

explain why these sacks are now supplied in a

plastic bag which is of no use for anything else?

Reply from Basildon waste management

We have changed the quantity of the sacks in each

pack to 26 and the manufacturer uses a different

machine to produce them and it packages them in a

plastic packet Whilst not ideal, the packaging is made

from recycled plastic and it can be recycled in with your

pink sack.

We will work with all future orders to try to reduce the

amount of plastic used where possible and where not

possible always ensure that the maximum amount of

recycled plastic is used.

Dear Editor,FRITH WOODIn the last issue of The Resident it was statedthat the building contractor would bechallenging the decision not to allowconstruction work in Frith Wood because it didnot believe it was an Ancient Woodland. Frith Wood is first mentioned by name in theyear 1280 (Inquisitiones ad quod damnum)and the name itself comes from the OldEnglish (Anglo-Saxon) word fyrhth meaning‘forest’. A descriptive place name of this sort,given the location, would indicate a very earlynaming by the East Saxons circa mid to latefifth century.

According to new research (2018) by Just Group, one in three peopleover the age of 45 believe they will have to sell their home in order toafford care fees. Care fees in the UK currently cost an average of

£29,270 per year for residential, or £39,300 per year if nursing is required.

Lake Meadows is a great place to enjoy in all seasons,providing exercise and wellbeing benefits for us all. As thepark recovers from one of the wettest springs and hottest

summers for decades, autumn sends its golden colours tocheer us before winter arrives. At the 13 September meeting of Basildon Council’s Strategic Planning andInfrastructure Committee it became clear, barring any unforeseeninterventions, just what Billericay can finally expect in the Local Plan,

unless we all make a last stand to improve it. As we have previously reportedthere will be;• 2,700 houses at the expense

of hundreds of acres ofirreplaceable Green Beltopen land

• Around a 25% increase in theBillericay population – that’s25% more commuters, morecars, more school children,more shoppers and morepeople looking for healthfacilities or somewhere topark

• A £60M so called ‘ReliefRoad’ with no clearly definedbenef i t s o ther thansupporting development andwith undocumented adverseeffects on traffic in other partsof the town; money that couldbe better used to improveBillericay and the widerBorough

• No guarantees of improvedinfrastructure to sustainthe proposed level ofdevelopment

We strongly oppose thisexcessive level of developmentand the irreversible damage itwill do to our historic town.

Whilst we appreciate the needfor more housing, this farexceeds our local needs, andwith local house prices runningat a ratio of over 10 timesaverage earnings these houseswill be unaffordable to most

residents, especially first timebuyers and young families whodesperately need somewhere tolive. It is a fallacy that morehouses means cheaper houses.

Furthermore, with keyinfrastructure already atbreaking point today, such astrain capacity, car parking,primary education and healthfacilities, the significant increasein the population is going tomake living in Billericay moredifficult for existing as well asnew residents. It will adverselyaffect everyone in Billericay, notjust those living next to one ofthe new developments.

Before Billericay is concretedover forever, we call uponresidents to voice their concernsvia the Regulation 19 PublicConsultation on the soundnessof the Plan, which we expect tostart fairly soon after BasildonCouncil’s 18th October meeting.We must ensure, in this lastchance for ordinary residents toquestion this bad plan, that weclearly demonstrate the strengthand depth of opposition andinfluence what we hope will be abetter outcome when it goesbefore the Government’sPlanning Inspector early nextyear. Remember, that unlikeprevious Consultations, theresponses to this one go to thePlanning Inspector not localcouncil officers.

Soundness covers 4 key areas;

• Has the plan been positivelyprepared?

• Is it justified and based uponreal evidence?

• Will it be effective indelivering what it sets out to?

• Is it consistent with nationalpolicy?

As soon as we know how ourcouncil is to operate theConsultation process, we willprovide as much informationas possible to help BDRAmembers and residents acrossthe town to send in their ownresponses. As well as deliveringan explanatory leaflet to everyhousehold, we will be holding a

LOCAL PLAN UPDATEDrop-In Event on Saturday 27October from 10.00am in theReading Rooms on BillericayHigh Street.

In addition, BDRA will besubmitting its own response tothe Consultation, prepared withthe help of our professionalconsultants. This will bedesignated as representingthe views of the entire BDRAmembership, which currentlyruns to over 4,400 households,around 10,000 people andclose to one third of the localpopulation. We recognise,however, that not every membermay support our views and wewill be providing the facility toopt out of being associated withBDRA’s consultation response.Full details on this will beprovided in November’sResident and on our website.

Time is running out for ourbeloved town. We call upon allconcerned residents to join usand to make their voices heard.
