DENNIS RICH/DEMOCRATCitizens Against Spousal Abuse volunteer Brenda Gardner takes abreak from answering phone calls on Friday at CASA's domesticabuse shelter. Gardner logs some 1,600 volunteer hours per year,often serving as the first point of contact for callers to the shelter'scrisis hotline.
For many womenseeking shelter throughCitizens Against SpousalAbuse, Brenda Gardneris their first point of con-tact.
Now in her seventhyear as a volunteer,Gardner’s calm de-meanor and friendlyvoice can help defusecrises for callers toCASA’s hotline — thefirst step for womenseeking to escape an abu-sive situation.
“She is the bright,cheery voice that answersour phones. Whether itbe for vendors, donors,colleagues or crisis hot-line callers, she is the onethat greets them all, andshe is often the first per-son many of our victimstalk to. She has an amaz-ing ability to calm themdown and find out ex-actly what is going on.Plus, she knows our of-fice staff so well sheknows the appropriatestaff member to directthem to,” said CASA Ex-ecutive Director LoriHaney.
Gardner, who logsabout 32 hours per week,said she enjoys workingwith CASA and is glad tobe the calming voice forwomen and families in acrisis situation.
Having lost her sightbecause of a degenerativeeye condition she was di-agnosed with in herteens, Gardner volun-teered for a number ofyears through ShelteredWorkshop and has earnedan associate’s degree inpsychology from StateFair Community College.
She said she has neverbeen content to let her
blindness keep her frombeing active and “justtrying to help my com-munity however I can.”
“I really love what Ido. I love talking on thephone and saying hello tothe women and just beingable to help. Sometimes Iwish I could do more andbe more involved, but Iam happy with what Ihave,” Gardner said.
Haney said that Gard-ner’s personality and atti-tude also help boostmorale with co-workers,who deal with high-stresssituations.
“What she does for usas a volunteer is so help-ful, but her attitude iskind of infectious. Weare all pretty attached toher. She doesn’t ask formuch and doesn’t com-plain, and is always herefor us when we needher,” Haney said.
Gardner’s assistance,which amounts to about1,600 volunteer hours peryear, also helps satisfylocal matching contribu-tion requirements forstate, federal and privategrants that help fundCASA’s overall mission.
“I wouldn’t want tothink about where wewould be without her,”Haney said.
Gardner said she keepsher work and personallife separate and makes ita point not to bring thestress of her work homewith her.
“When I get home Ilike to listen to the radioor the TV. Plus I havetwo cats, and they cankeep me pretty busy. Ijust like to stay on themove all the time,” Gard-ner said.

(NAPS)—While allocating the funds needed to rebuild or replace defi-cient bridges is a significant challenge for the nation, discovering new waysto do more for America’s bridge infrastructure with fewer resources is thechallenge—and an opportunity—for those who design, engineer and buildbridges. That’s especially true considering that more than one in four bridgesin America is structurally deficient or functionally obsolete.
“Bridges are first and foremost socioeconomic lifelines, vital to our eco-nomic health,” said Ted Zoli, national technical director for bridges at HNTBCorporation, an employee-owned infrastructure firm. “They bring peopleand goods together and if theyfail, we fail. It’s necessary that wesee bridges for what they are: adurable investment in ourfuture.”
According to a recent surveyby Kelton Research, a majority ofAmericans believe most U.S.bridges are in poor condition andnearly three-quarters think theyare not inspected as often andthoroughly as they should be.
“It’s true much of the nation’sbridge infrastructure—built inthe middle of the last century aspublic works projects or as statehighways expanded and theInterstate Highway System wasconstructed—is reaching the endof its anticipated life,” Zoli said. “However, the vast majority of these struc-tures remain sound and they undergo regular inspections to maintain safe-ty.”
While Americans tend to underestimate the average life span of a bridge(36 years versus the actual 50 to 75 years), a majority agrees that mostbridges are safe (65 percent). Concern, however, runs higher in rural areas,as 50 percent assume the bulk of the nation’s bridges are unsafe versus 33percent in more populated areas. More rural Americans also worry that mostbridges are in poor condition.
One of the biggest problems facing the nation’s bridges is how to pay forthe repair and the replacement of deficient structures, as well as the routineinspection and maintenance of bridges. Traditional state and federal gas taxrevenue is in steep decline due to the increased fuel efficiency of vehicleswhile departments of transportation are facing severe budget cuts. “We needto leverage new and improved ways of identifying and financing in-frastructure, as well as to develop new strategies to design and deliverbridges more efficiently,” Zoli said.
Many Americans agree. Nearly half said in the future they would preferto pay for the maintenance of existing bridges and construction of new onesthrough more tolls rather than higher sales taxes, higher gas taxes or higherproperty taxes.
“Bridges help define our sense of place, enhance our quality of life andcontribute to our economic vitality. Preserving, protecting and improvingthem are investments worth making,” Zoli added.
