    Readers o Joe Bageants Rain-bow Pie: A Redneck Memoir(2011) will laugh as their bloodburns. Born in nearby West Vir-ginia, Bageant (1946-2011) was abrilliant storyteller and historian.Displaced by a shiting economy,his amily was orced o their landand moved to Winchester where

    young Joe ound sanctuary in theHadley school library. Aterserving in the navy Bageant at-tended college on the GI Bill andthen worked his way into the mid-dle class, returning to Winchester30 years later with a changed per-spective.

    In 2004 Bageant ound his voice(and his audience) on the internet.His web editor, Ken Smith, wrotethat Te central subject o Joeswriting was the class system in theUnited States, and the tens o mil-lions o whites ignored by coastalliberals in New York, Washington,

    San Francisco, and Los Angeles.Lauded in Australia, Britain, and

    Italy, Rainbow Pie: A RedneckMemoir is Bageants second book;the rst, Deer Hunting with Jesus:Dispatches rom Americas ClassWar, was published in 2007 (andapparently spurred a visit rom theimes o London to the Obama

    The Frederick County Sheris Oce is investigating and burglary and

    larceny that occurred at 112 Mill Race Drive on September 19, 2012.

    The resident reported returning home rom work in the late aternoon to

    nd that unknown suspect(s) had entered the residence and removed a

    cordless phone, as well as a 19 Vizio fatscreen TV. Other items in the

    residence had been rummaged through, but not taken.

    A look at the toss-up stakes: POTUS 20

    o say that much has changedin the month since our last up-date on the Presidential electionwould be a dramatic understate-ment, to say the least. At the endo September the race looked tobe headed toward a convincingwin or President Barack Obama,on the momentum o a well-ex-ecuted convention and the dis-covery o a video in which ormerMassachusetts Governor MittRomney described 47 percent oAmericans as not taking personalresponsibility or their lives. Onthe eve o the Presidential de-

    bates, Romney needed somethingdramatic to happen to change thetrajectory o the race. Instead owaiting or external orces, Gov-ernor Romney himsel made that

    dramatic change happen. In whateven many Democrats admit wasone o the most lop-sided de-bates in history, Governor Rom-ney crushed President Obama inpolls o swing voters who tunedin. So sub-par and seeminglyapathetic was President Obamasperormance on the October 3rddebate that his lead has vanishedin national polls, many o whichnow show Governor Romneynarrowly ahead.

    Here in Virginia, in particular,the eect o the debate has beensignicant. Along with Ohio, Vir-ginia is likely the most importantstate in the electoral college orboth sides. It is a must-win or

    Romney and a state that seemedto be leaning more and moretowards the President in Sep-tember. Since the debate, bothpolling and anecdotal evidence

    rom both campaigns paints avery dierent picture, as Gover-

    nor Romney now looks to be theslight avorite to carry the OldDominion.

    However, President Obamaslead seems to be much moresolidied in Ohio. And indeed,while Virginia remains very im-portant in both campaigns cal-culus, it is the Buckeye State thatwill almost certainly decide thewinner o this election. With na-tional polling mostly showing aliterally dead-even race, the deci-sion will come down to two sac-

    rosanct but contradictory ruleso politics.

    Te rst is that in a Presidentialelection, a tie in October usuallygoes to the challenger becauselate deciding voters oten breakagainst an incumbent that theyhave had our years to decide tosupport. Tis rule would indi-cate that once Governor Rom-ney meets a certain standard andpasses a certain threshold, hewill go on to win, perhaps by asignicant amount. Tis is whathappened in 1980, when a superbdebate perormance by Ronald

    Learning to Get Alon

    As they head into the electionseason, the Middletown towncouncil, all members but two ap-pointed during the last year toreplace resigning members, andthe appointed mayor are learn-ing to get along with each otherand with town employees. Mosto the meeting this week centeredaround various roles, and what todo to improve morale.

    Councilor ripp Chewning not-ed that there is a distinct percep-tion o poor morale among townemployees. Councilor Mark Davisseconded Councilor Chewning,saying that poor morale is a re-curring problem. Councilor Da-

    vis suggested that the mayor andcouncilors have a meeting withthe heads o the departments totry to get to the bottom o theestering problems. He proposeda structured, acilitated meetingwith a prewritten list o grievanc-es. Part o the problem, CouncilorDavis believes, is a lack o trust othe council and mayor.

    Mayor Charles H. Harbaugh IVsuggested that the meeting couldbe an avenue or rolling out a newpersonnel manual that is beingdrated. Councilor Davis coun-tered that the meeting take placebeore nalizing the manual, sothat any eedback could be imple-mented in the manual. Te mayorrequested that the meeting be puton the agenda or the next work

    session.Te council also had a lengthy

    discussion about the role o themayor and members o coun-cil. Tere is a concern that thecouncil needs more leadershipon all issue beore the council.Te council is looking or leader-ship rom the mayor. Tere is anaddition concern that things arebeing approved or done withoutinput rom the council. Coun-cilor Chewning emphasized thatthe council must be apprised oaction items beore they are taken,either by the mayor or individualcouncilors.

    Another note o concern regardsthe act that the town is relying onits ormer attorney, Stephen But-ler, or legal guidance based on aconversation between CouncilorJohn Copeland. However, no onehas been able to reach Mr. Butler.Te council agreed that the rela-tionship needs to be reduced to

    writing. A new policy also needsto be drated on the parameters owho can contact the attorney andwhen; there is concern that priorattorney ees were incurred or in-correct reasons.

    Te town is clariying its policyregarding the issuance o businesspermits. In the uture, large cor-porations with a business recordwill need to estimate rst yearrevenue in order to get a permit.In the case o the Dollar General,the store only paid the standard

    $30 ee, and will paysales tax in January.

    13th annual Timbrook Food and Toy Drive underway

    For the 13th consecutive year, the Ricky Timbrook Food/Toy Drivewill provide less fortunate families in Winchester with gifts and meals

    around the holidays. The drive has been held every year since Ricky

    Timbrook was killed in the line of duty in 1999.The Department of Social Services provides the list of families who

    will benet from the annual drive and this year 35 families will re-

    ceive donations. Toys are being collected for children who are 18 andunder. Monetary donations are also being accepted. Those wishing

    to make a monetary donation can make checks payable to the RickyTimbrook Memorial Foundation. Checks can be dropped off or mailed

    to the Winchester Police Department. The drive also includes non-perishable food items. The items will be delivered to the families on

    December 15th.Collection boxes have been placed in 10 locations throughout Win-

    Supplemental Security Income

    (SSI) benets for nearly 62 mil-

    lion Americans will increase

    1.7 percent in 2013, the Social

    Security Administration an-

    nounced today.

    The 1.7 percent cost-of-liv-

    ing adjustment (COLA) will

    begin with benets that more

    than 56 million Social Security

    beneciaries receive in January

    2013. Increased payments to

    more than 8 million SSI bene-

    ciaries will begin on December31, 2012.

    Some other changes that

    take effect in January of each

    year are based on the increase

    in average wages. Based on

    that increase, the maximum

    amount of earnings subject to

    the Social Security tax (tax-

    able maximum) will increase

    to $113,700 from $110,100.

    Of the estimated 163 million

    workers who will pay Social

    Security taxes in 2013, nearly

    10 million will pay higher taxes

    as a result of the increase in

    the taxable maximum.Information about Medicare

    changes for 2013, when an-

    nounced, will be available at

    www.Medicare.gov. For some

    beneciaries, their Social Secu-

    rity increase may be partially or

    completely offset by increases

    in Medicare premiums.

    As the chilly autumn eveningscontinue to get a little chillierhere in Frederick County witheach passing week, the local highschool ootball picture is com-ing into clearer ocus. wo othe countys teams hold winningrecords and their hopes are stillhigh, while two others soldier onthrough a dicult season. With

    just a ew weeks let in the regularseason, it looks more and morelike the decisive battle or supe-riority in Frederick County willbe the clash between Millbrook

    and Sherando high schools inthe last game o the year.

    James Wood high school hada much-needed bye last week,

    coming o six straight losses. Aparticularly dicult deeat cameon October 5th when the Colo-nels went to Stephens City andwere soundly deeated by theirrivals at Sherando, 50-14. At 1-6, Wood will look to nish theseason strong, though the taskwill be dicult as they still haveMillbrook, Handley, and Fauqui-er let on their 2012 schedule.

    Te Handley Judges, a youngteam with a good deal o prom-ise in their uture, are also strug-gling this year. In the last gameo September, Handley deeatedWashington 27-7 and improvedto their record to 2-3. Te last

    two weeks have dealt severeblows to their seasons hopes,however. A blowout loss againstKettle Run (34-0) and a bitter

    loss at their homecoming to She-rando (21-0) have dropped theJudges to 2-5. With both Mill-brook and Skyline still to play,Handley ans may want to lookto the uture.

    Te Sherando Warriors start-ed their season o in a very badway, with 3 losses in their rstour games. Since then, Sheran-do has dramatically improved onboth sides o the ball and havewon their last three games by acombined score o 121-21. At 4-3 the Warriors ace three straightdicult match-ups, in LibertySkyline and Millbrook.

    Millbrook, a team greatly im-

    proved rom last year, started othe year very strongly at 3-1, be-ore dropping two games to Fau-quier and Skyline. Last week, thePioneers travelled to Brentsvilleand dropped the igers 49-6 toimprove their record to 4-3.

    While Handley and JamesWood remain on Millbrooksschedule and will have an eecton the outcome o their season,it is obvious that the nal weeko the year could see a criticaland ery showdown between theSherando Warriors and the Mill-brook Pioneers. Both now standat 4-3. Te Warriors have, onpaper, a more dicult road overthe next two weeks with Libertyand Skyline. However, local oot-ball ans should circle November

    VA STAR awards $5,000 grant to Frederick

    public schools to launch new technology in

    Frederick County Public Schools has been selected to recei

    $5,000 through the Frederick County Educational Foundation to

    the VA STAR (Student Training and Refurbishment) program. The

    collaborative effort involving Virginias Secretaries of Educationogy as well as the state Departments of Education and Genera

    is administered through Prince William County Public Schools a

    Education Foundation.

    VA STAR Coordinator Chuck Drake and SPARK Educatpartner Sharon Henry formally presented the $5,000 grant to Fre

    Educational Foundation Executive Director Mary Nordman during

    County School Boards meeting on October 18. Nordman says,

    ing no computer at home. Students who are eligible to enter therefurbished computers can earn additional entries by participatin

    the computers.

    With the 2013 General Assem-bly session kicking o as soon aslie returns to some version onormalcy ater the general elec-tion and holiday seasons, its

    time to stop playing avorites andspending through the tax code,according to these unlikely philo-sophical allies.

    So ar, legislators have led ahandul o tax-preerence-relatedbills or the session starting Jan.9, including one that would doleout tax credits to small business-es hiring Virginia college grads.

    You can come out with taxcredits with all these great inten-tions, but the undamental act is,they distort the playing eld, saidMark Daugherty, chairman o theVirginia Federation o ea PartyPatriots.

    Its sweetheart deals and cred-its or things like job creation andresearch that creates an unevenooting, said Scott Drenkard,economist with the nonpartisanWashington, D.C.-based axFoundation.

    Delegate Scott Surovell, D-Fairax, who has criticized what

    he calls corporate welare in Vir-ginia, spoke along similar lines.

    It doesnt make any dier-

    ence in terms o budget whetheryoure writing a check or takinga tax credit, said Surovell. Teeect on the budget is the same.Te problem with a tax credit isthat the public has no idea wherethe money is going.

    Te Legislature has been on atax-credit enacting spree dur-

    ing the past ve years, said Surov-ell, mentioning the 2012 bee-hive

    tax credit legislation that nowgrants beekeepers $200 per newbeehive created.

    And with Virginias good-or-business reputation, theres noneed to perpetuate all thesecredits, he argued.

    A November 2011 study by theinvestigative arm o the GeneralAssembly the Joint LegislativeAudit and Review Commission raised Surovells concerns. In2008, the state doled out nearly asmuch in tax preerences $12.5billion as it reaped in total rev-enue $14.3 billion with noconsistent process to measure

    You want to be really thought-ul about that, because we donthave an unlimited opportunity todo that. Because on the ip sideo that, we have to be paying orschools, roads, our inrastructure

    and social programs to make Vir-ginia also a great state.

    So, whats a Legislature thathands out tax preerences likecandy to do?

    Daugherty and Drenkard said

    the state needs a simpler taxcode with ewer deductions anda broader revenue base.

    Surovell suggested a three-pronged approach.

    First o, lawmakers needs tomake public the name o everyperson claiming a tax credit, asiderom the Virginia earned incometax credit that has been in placeor years, Surovell said. Next, ev-

    ery tax credit should be subjectto re-enactment every two years.And nally, tax credits need setobjectives and be reviewed on aregular basis, he said.

    Anytime the government isputting money in the hands o pri-vate parties like this or what areusually economic developmentreasons we ought to be lookingat whether or not these kinds oappropriations are creating good,long-term economic activity andnot sort o just a short-term ashin the pan, Surovell said.

    On October 18, 2012, at approximately 6 am the FredeSheriffs Ofce responded to the 200 block of Monastery

    for a report of a shooting. Upon arriving at the residence, thported having an altercation with two white males at his fro

    owner advised that one subject was armed with a shotgun weapon. The owner of the residence also red his weapon

    then realized that his 17 year old son had been fatally wcalled the Frederick County Emergency Dispatch Center.

    The suspects at the front door are described as white appeared to be in their twenties. Suspect number 1 st

    mately 511 tall with a beard and moustache. He wabrown jacket, blue jeans, and a baseball cap. Suspect 2

    hair, moustache, beard, and was wearing a toboggan, bluboots.
