    Se Oates, 23, is the guitar-ist and vocalist or Challenger, ametal band ormed earlier thisspring. Se and his our band-mateslead vocalist yler Jirci-tano, lead guitarist Cody Fowler,drummer Nate Hockman, andbassist Alex Swoordwill playin ront o a paying audienceor the rst time on September13that Sweet Carolines in Win-chester.

    Oates and Hockman are theounding members o the bandand the two remaining originals;ater a ew auditions and alsestarts with bass players and gui-tarists, the current lineup soundsgood and eels good and its whatweve been looking or, says Sein a phone interview.Te bandtook their moniker rom the titleo exas metal band MemphisMay Fires third LP, Challenger.We really identiy with thoseguys and what theyre doing, saysSe. Were really excited to start

    A short drive (or decent walk)across town is Island Delights, apopular spot or up and comingbands like Gallows Bound, whowill take the stage tonight at 7.Rob Shultz, the drummer (ortunder-skin player) or the banddescribes their music as outlawpunk bluegrass and ater givingtheir record Empty Flask, EmptyHeart a listen, Id agree that thisis indeed an apt description owhat theyre playing. Te album,released earlier this month, is anaggressive yet melodic collectionhighlighted by vocal and guitar

    wo major companies are expand-ing their acilities in Frederick Coun-ty, which will add a total o 420 jobsto the areas employment pool.

    Winchester-Frederick Countywon the competition against Florida

    or the Navy Federal Credit Unionsdecision to invest some o their mil-lions in the local project.

    Its a antastic company-a Fortune500-were pleased that FrederickCounty is part o that. Its great inthese economic times and that it addsmore jobs or us is great as well, saidPatrick Barker, Winchester-Freder-

    ick County Economic DevelopmentCommission executive director, onAug. 21.

    Te worlds largest credit unionis listed as one o Fortunes 100 bestcompanies to work or which alsoadds to it attractiveness to localworkers. It already employs about500 at its location on Security Drive.

    With this expansion, the worldslargest credit union, created in 1933and headquartered in Fairax Coun-ty, is able to construct an additionalacility on its undeveloped propertyadjacent to the current operationand it will become one o FrederickCountys largest employers. Con-struction is expected to start withinthe month and take about a year, ac-cording to corporate sources.

    Tis project strikes home on di-erent levels. When a company in-

    vests here, its very desirable, butwhen they re-invest, it means more-that we responded so well, saidBarker.

    Positions at the expanded contactcenter are expected to be memberservice representatives, security,management, work station analystand human resources positions.

    All o this speaks well or this areaand its desirability, and so it makessense that another company, M&HPlastics, is also expanding in Freder-ick County.

    Barker went on to explain thatthe unction o the EDC is two-old,to retain the companies we alreadyhave, and to be the rst stop or mid-to large-size companies looking to

    locate or the rst time.What gets us on the radar gen-

    erally is location and workorce, hesaid.

    Barker also noted that the orecaston the employment ront or 2012or the Winchester/Frederick Countyarea was very positive.

    Its (the two companies expand-ing) been a great investment in ashort amount o time. He addedthat it would be great i there werea crystal ball to be able to predicthow many other companies will beexpanding or locating here, but un-ortunately, there isnt one. He ended

    As summer winds down to itsconclusion, voters who may havespent the last ew months trying toignore the never-ending politicalcombat between Mitt Romney andBarack Obama will nd it muchmore dicult to do so over the nextew weeks. Next week Republicanswill gather in ampa, Florida ortheir national convention to nomi-nate Mitt Romney or President, aswell as his new and controversialrunning mate Paul Ryan. Aterthe Labor Day holiday weekend,the Democrats will descend onCharlotte, North Carolina or their

    convention, as the incumbent ac-cepts his partys nomination or asecond term.

    Political conventions, once thestage o backroom dealings andthe proverbial smoke-lled roomsare now less than suspenseul inmost circumstances. B oth conven-tions will undoubtedly re up theirrespective political bases, while inall likelihood only deepening the

    sense o dissatisaction among swingvoters. In addition to be highly

    partisan, these conventions are alsovery dicult to ignore or voterswho enjoy watching network televi-sion in the evenings.

    It is not hard to predict the basicmessages o both conventions. TeRepublicans in ampa will spendseveral nights decrying the currentstate o Americas economy, warning

    viewers about massive decits, andplacing the blame squarely at theeet o President Obama. Te ol-lowing week will likely see Demo-crats pointing to what they see asObamas achievements, while spend-ing much o their primetime slotspainting Mitt Romney as a man tooout o touch with average Americansto be trusted.

    Nevertheless, while modern po-litical conventions are not ne cessar-ily lled with suspense over who willbe nominated, they do give opportu-nities or both candidates to speak tolarge television audiences and alsogive rising stars the chance to shine.

    Lets not orget, whatever ones cur-rent opinion o President Obama

    his speech at the 2004 DemocraticConvention launched his nationalpolitical career and was widelypraised even by many Republicans atthe time.

    Te Republicans in ampa havechosen their own rising star to givethe keynote address. New JerseyGovernor Chris Christie, amous orhis plain-spoken bluntness and hisbattles with public sector unions,will undoubtedly seize the oppor-tunity to cement his place in the

    tives, Ryans budgets is loathed bya Democratic base that has beenharder to energize this year. Swing

    voters seem lukewarm at best toRyan and Romneys prescriptions tox entitlement programs, and Ryancould use his convention speech tohelp explain his views and preemptthe inevitable Democratic attacks.

    Needless to say, Mitt Romney hasa great deal o work to do in ampawhen he takes the podium. No onedoubts his abilities as businessman,but he is acing an incumbent whois highly vulnerable and yet he hasailed to close the deal and time isquickly running out. His speechin ampa, ollowed by the closelywatched debates represent his bestopportunity to dene himsel beoreswing voters go to the polls.

    Meanwhile, the Democraticconvention in Charlotte will likelystand in stark contrast to the gather-

    ing our years ago in Denver. EvenPresident Obamas supporters admitthat this campaign has taken quitea toll on the Presidents image.Nevertheless, in addition to somepositive deenses o Obamas recordexpect the Democratic conventionto be a non-stop bombardment othe Republican ticket. With a verynarrow, but remarkably stable lead

    in most national polls going into theall the Obama campaign is unlikelyto change course rom the negativeattacks that have done a great deal odamage to Mitt Romneys standingamong swing voters.

    Unlike the Republican conven-tion, which will not eature ormerPresident George W Bush, the Dem-ocrats will be gladly handing thepodium over to the last Democratto stand or reelection as President:Bill Clinton. Despite the remainingbruises between the Clintons andObamas rom their 2008 primarybattle, there is perhaps no otherperson the Democrats should beas excited to have speaking at theirconvention. In an election over thecompeting economic views o bothparties, Bill Clinton is a Democratwho knows how to win.

    Vice-President Biden, recentlydogged yet again by some verycontroversial comments here in

    Virginia, will likely reprise his role asthe campaigns chie attacker in his

    speech. While Biden is sometimesundoubtedly a liability to Obamascampaigns with his legendaryslips o the tongue, he is still quitecapable at connecting with swing

    voters in his own unique way. Ando course, the President himsel willstep to the podium last o all themajor contenders this year to deliverone o the most important speecheso his career. His eloquence, marredquite a bit by the negative turn thiscampaing has taken, is still quite a

    ormidable orce. Make no mistake,while the bar or Obama is high andwords alone will not win this elec-tion, Democrats have reason to ex-pect quite a perormance. Love himor hate him, Barack Obama is easilyone o the most talented politiciansin todays world.

    care law. Average basic premiums or Medicare prescription drug plansare projected to remain constant in 2013, Health and Human ServicesSecretary (HHS) Kathleen Sebelius announced today. Te average 2013monthly premium or basic prescription drug coverage is expected to be$30. Average premiums or 2012 were projected to be $30 and ultimatelyaveraged $29.67. At the same time, since the law was enacted, seniors andpeople with disabilities have saved $3.9 billion on prescription drugs asthe Aordable Care Act began closing the donut hole coverage gap.Premiums are holding steady and, thanks to the health care law, millionso people with Medicare are saving an average o over $600 each year ontheir prescription drugs, said Secretary Sebelius.odays projection or the average premium or 2013 is based on bids sub-mitted by drug and health plans or basic coverage during the 2013 ben-et year, and calculated by the Centers or Medicare & Medicaid Services(CMS) Oce o the Actuary.Te upcoming annual enrollment period -- which begins Oct. 15 andends Dec. 7, 2012 allows people with Medicare, their amilies and theircaregivers to choose their plans or next year by comparing their currentcoverage and quality ratings to other plan oerings. Tis year, peoplewith Medicare received a 50 percent discount on covered brand namedrugs and 14 percent coverage o generic drugs in the donut hole. In 2013,Medicare Part Ds coverage o brand name drugs will begin to increase,meaning that people with Medicare will receive a total o 52.5 percent othe cost o brand name drugs (a 50 percent discount and an additional 2.5percent in coverage) and coverage or 21 percent o the cost o genericdrugs in the donut hole.

    1/4 c. shredded cheddar cheese

    1/4 c. chopped onion10 oz. can Hungry Jack biscuits

    Preheat oven to 375 degrees. In frying pan, brown beef and onion;

    drain. Stir in sauce and simmer while preparing crust. Separate

    dough into 10 biscuits. Place in ungreased 13x9 inch pan. Press

    together over bottom and 1 inch up sides to form crust. Spread hot

    meat over dough; sprinkle with cheese. Bake for 15-20 minutes

    until crust is golden brown.
