THe CoNfereNCeThe 2nd Cyprus Natural Gas Conference aims to present to an international audience the prospects and development with regards to the hydrocarbon discoveries in the Eco-nomic Exclusive Zone of Cyprus and their impact on the Eastern Mediterranean region. This is a region that has and will be experiencing ground-braking transformations in the years to follow and Cyprus can play a pivotal role in its emergence as one of the most significant energy suppliers worldwide. The conference will evaluate the prospects for further development of the natural gas sector in the sub-region of the Eastern Mediterra-nean and concentrate on recent geopolitical, trade and intra-region gas exploration and infrastructure challenges for gas that may impact the security of gas supply to Europe and globally. For two days, the 2nd Cyprus Natural Gas Conference will become the gathering and discussion point for senior executives and companies operating in the en-ergy sector and more specifically for natural gas companies, investors, decision makers, policy makers, regulators, government representatives, consultants, energy and related development project managers, technology providers, banks and financial institutions, legal experts, entrepreneurs and academic and research institutions.

iNTroDUCTioN The completion of the second bidding round in Cyprus and the signing of contracts with the successful bidders, signify the beginning for further large scale exploration and gas discoveries in the Cypriot EEZ. Cyprus awarded exploration licenses on offshore blocks 2, 3, 9, and 11 to Total SA (FP) and a joint venture between Eni SpA (ENI) and Korea Gas Corporation (KOGAS). All of the these blocks are very strategi-cally located, lying north and north-east of block 12, where Noble Energy already has won the license to drill. The appraisal drilling by Noble later this year to ascertain the size and quality (and commercial potential) of the Aphrodite discovery will be vi-tally important. Furthermore, Cyprus’s newly elected government, amidst the shock that has shaken the foundations of the island’s economy, is called to, first, imple-ment a plan in order to form strategic partnerships with all its neighbors and become the energy modulator in the area and second, to take all necessary measures in or-der to eliminate the uncertainty and regain the reliability of potential investors in the island. The Eastern Mediterranean certainly has the prospects to emerge as one of the most promising energy regions worldwide. The Southeastern frontier of Europe however, is a turbulent area characterized by political and economic instability and maritime border issues. Cyprus and neighboring Lebanon, Syria and Israel, have the potential, not only to become self sufficient in energy, but to become suppliers of oil and natural gas for the European and Asian markets. Turkey has and will continue to demand a share of the “hidden treasure” and its role will certainly be decisive, since it can affect the Greek and Cypriot plans.

Energy-related projects can be instrumental in Greece’s effort to repair its image, re-acquire a leading regional role, increase its influence and accumulate ‘diplomatic capital’. Whereas Greece is, for the time being, a secondary player in the Eastern Mediterranean energy game (Cyprus and Israel being the central ones), the discovery of hydrocarbons in Greece’s maritime zones may transform Greece into a more active play-er. The key factor here -and this goes well beyond the energy sector, but energy is currently the most tangible area of cooperation- is the strategic rapprochement between Greece, Cyprus and Israel, which is expected to continue despite the expected improvement of relations between Is-rael and Turkey. Those three countries are faced with a security equation that has a number of known variables but also multiple unknown ones. Dr Ouki has overseen and executed assignments for the planning and development of local gas monetization projects and in support of LNG and cross-border gas pipeline projects. He earned his Ph.D. in En-ergy, Environmental and Mineral Economics at the Pennsylvania State University (1996). The topic of his dissertation was “Natural Gas Projects in the Developing World: an Empirical Evalua-tion of Merits, Obstacles and Risks”. He studied for his M.A. and B.A. in Economics, Finance and Psychology at the Hebrew University of Jerusalem. During the past 24 years, Dr. Amit Mor has specialized in energy and environmental finance and economics. He served as a consultant to governments, financial organizations, public and private companies in the fields of natural gas, petroleum, electricity and renewable energy. During the 1990’s he worked for eight years as a consultant at the World Bank in Washington D.C., and specialized in the finance of natural gas and energy projects, as well as in reform planning of energy and environmental policies of de-veloping countries. During the 1980s he served as an assistant to the Israeli Minister of Energy and Infrastructure and as a chief economist in the Economic Planning Authority in the Ministry of Economic Planning. During the past decade Dr. Amit Mor and Eco Energy worked intensively on issues concerning the development of the Eastern Mediterranean and Israeli gas sector. Dr. Amit Mor also lead the team that prepared the Energy Master Plan for the State of Israel and participated in the World Bank team that prepared the Energy Sector Review for the Palestinian Authority. Constantinos Xichilos, Deputy Director, Energy Service, Ministry of Commerce Industry and Tourism, CyprusConstantinos Xichilos has been employed for 34 years in the Energy Service of the Ministry of Commerce Industry and Tourism, currently holding the position of Deputy Director of the Energy Service. Over the years, his duties have covered a wide range of energy issues. Mr. Xichilos was involved in the formulation and implementation of energy conservation programmes for all sectors of the economy (industrial, commercial, residential) and the development of Renewable Energy Sources in Cyprus. He participated in the accession negotiations of Cyprus to the European Union for the Chapter of Energy and acted as co-ordinator for the harmonisation of national legislation with the Acquis Communittaire on Energy issues. He was also the national coordinator of Cyprus to the Concerted Action for the energy performance building directive (EPBD) under the Intelligent Energy for Europe programme and the coordinator of the team for the implementation of the legislation for the energy certification of buildings in Cyprus. Mr. Xichilos received his MSc in Engineering Management from Frederick University in Cyprus and a BSc in Mechanical Engineering from the Central London Polytechnic. He holds a diploma in Mechanical Engineering from the Higher Technical Institute in Cyprus. He is married and has two children.

He conducts research in Turkey and Cyprus, writing policy-focused reports on Turkish policy, Turkey’s immediate region and the factors that mitigate or increase the risk of armed conflict. His area of expertise includes Turkey’s domestic politics and economics, Turkish Islam, the situation of the Kurds, Turkey’s membership negotiations with the European Union, Turkey’s role in the Middle East, the Cyprus dispute and the Turkic World. Hugh has lived, researched and written about Turkey, the Middle East and Central Asia for nearly three decades. Prior to his current position, he was a staff corre-spondent for The Wall Street Journal in the broader Middle East for a decade until 2005. He also worked as the Turkey & Central Asia Correspondent for The Independent (1990–1997) and as the Iran & Middle East correspondent for Reuters (1984–1989). He has lectured widely, including at London's Royal Academy of Arts and the Smithsonian Institution in Washington, D.C. He is fluent in English, French and Turkish and conversant in Arabic, Persian and Dutch. He received a B.A. in Oriental Studies (Persian and Arabic) from Oxford University.

Dr. Sneh retired at the rank of Brigadier-General, in December 1987. Sneh led the first secret negotiations between Israel and the PLO 1988-1989. He served as a Member of Knesset (Israeli Parlia-ment) 1992-2008 and as Minister of Health 1994-1996. He was appointed Deputy Minister of Defense 1999-2001 and Minister of Transportation 2001-2002. He also served as Chairman of Knesset sub-committee on Defense Planning and Policy 2003-2006 and as Deputy Minis-ter of Defense 2006-2007. He is a medical doctor, specialist in internal medicine. He gradu-ated from the Tel Aviv University medical school. He was research fellow at the Water Reed Army Medical Center, Washington DC during 1983-1984. He is the author of two books "Responsibility" published in 1996 and "Navigating Perilous Waters" published in 2002, on Israel strategy for peace and security.

Then, in 2007 he got the post-graduate degree in Business Administration (MBA) in Cyprus College. He is a member of the Cyprus Scientific & Technical Chamber (ETEK), the Institution of Electrical Engineers- MIEE (UK) and other professional bodies. From January until July of 1978 he was employed by MECHEL Contractors, in Cyprus and Saudi Arabia. Since August 1978, he was em-ployed by the Electricity Authority of Cyprus (EAC) at various posts, such as Assistant Shift Engineer, Shift Charge Engineer, Project Engineer, Senior Electrical Maintenance Engineer, Assistant Station Manager and subsequently Generation Operation and Maintenance Man-ager where he served until the 31st of January 2010. In addition, during the last three years of his service with EAC he was the Coordinator of the Natural Gas Project Team of EAC. As from the 2nd of February 2010 he undertook the duties of Chairman of the Cyprus Energy Regulatory Authority.

Koenig was confirmed as Ambassador to the Republic of Cyprus on August 2, 2012. A career member of the Senior Foreign Service, class of Minister-Counselor, he previously served as Political Advisor to the Commander of the Allied Joint Force Command in Naples from August 2009 to May 2012. From 2006 to 2009, he served as Chargé d’Affaires ad interim and Deputy Chief of Mission at the U.S. Embassy in Berlin. From 2003 to 2006, Mr. Koenig was Deputy Permanent Representative and Deputy Chief of Mission at the U.S. Mission to NATO. From 2000 to 2003, he was Principal Officer at the U.S. Consulate General in Thessaloniki, Greece. Other overseas assignments include posts at the U.S. Embassies in Athens, Nicosia, Jakarta, and Manila.
