FRAMEWORK FOR VALIDATING THE TWELVE (12) or THIRTY-SIX MONTHS SEA- GOING SERVICE 1. Overview This assessment framework is based on the University of Cebu – METC, Shipboard Training Office POLICY & PROCEDURE FOR VALIDATING STUDENT CADETS’ TWELVE (12) MONTHS OR THIRTY-SIX (36) MONTHS SEAGOING SERVICE (STO-SPM-001-05). The framework specifies the purpose, format, content and the Grading System. These Assessments are used to validate the twelve (12) or thirty-six months’ sea-going service of the cadets/students who are applying for the CHED Required Certificate of Validation, Assessment and Approval of Cadets Sea-going Service. 1.1 Purpose of Assessment The main purpose of assessment is to, Validate the contents of the following Documentary Evidence accomplished and submitted by Cadets/Students: 1.2 Onboard Training Record Book 1.3 Training Record Book Journal 1.4 On Board Training Workbook 1.2 Scope The Assessment and Framework will be use only for returning Cadets/Student, that apply for Certificate of Validation, Assessment and Approval of their twelve (12) or thirty-six months’ sea-going service and will be only at University of Cebu-Maritime Education and Training Center. 2. The framework does not provide information on how the cadets/students should cover the content of the Administration (MARINA) Board Examination. 3. Nature of the Assessment The Validation, Assessment and Approval of their twelve (12) or thirty-six months’ sea-going service, is part of the Commission on Higher Education requirements under CMO 20 s2014 section 10 (Validation of Sea-Going Service) The theoretical assessment part of the validation process is based on the STCW 2010 nineteen for DECK (BSMT) and 17 for Engine (BSMARE) competencies. The theoretical part of the assessment will be securely administered using an automated computer base program which will allow the candidate to select the competency and number of competencies he/she would take for a particular schedule, with no human intervention. SEAGOING SERVICE (STO-SPM-001-05). The framework specifies the purpose, format, content and the

Grading System.

These Assessments are used to validate the twelve (12) or thirty-six months’ sea-going service of the

cadets/students who are applying for the CHED Required Certificate of Validation, Assessment and

Approval of Cadets Sea-going Service.

1.1 Purpose of Assessment The main purpose of assessment is to, Validate the contents of the following Documentary Evidence

accomplished and submitted by Cadets/Students:

1.3 Training Record Book Journal

1.4 On Board Training Workbook

1.2 Scope The Assessment and Framework will be use only for returning Cadets/Student, that apply for Certificate of

Validation, Assessment and Approval of their twelve (12) or thirty-six months’ sea-going service and will

be only at University of Cebu-Maritime Education and Training Center.

2. What is an Assessment Framework? The purpose of the test framework is to provide the documentation to guide both the Assessor and the

candidate on the entire validation process. It is being made available for the reasons of openness

and transparency it is not to be use to guide teaching and learning as well as for formative assessment.

The framework includes a theoretical assessment on the nineteen (19) competencies for BSMT and

seventeen (17) competencies for BSMARE, Oral Interview for validation of the accomplished task on the

Onboard Training Book, Sea Projects and On the Duties and Responsibilities of the Officer of the Watch.

By providing all of this information in a single document, the assessment framework answers questions

about what the assessment will cover, and how, in a clear and concise manner. The framework does not

provide information on how the cadets/students should cover the content of the Administration

(MARINA) Board Examination.

3. Nature of the Assessment The Validation, Assessment and Approval of their twelve (12) or thirty-six months’ sea-going service, is

part of the Commission on Higher Education requirements under CMO 20 s2014 section 10 (Validation

of Sea-Going Service)

The theoretical assessment part of the validation process is based on the STCW 2010 nineteen for DECK

(BSMT) and 17 for Engine (BSMARE) competencies.

The theoretical part of the assessment will be securely administered using an automated computer base

program which will allow the candidate to select the competency and number of competencies he/she

would take for a particular schedule, with no human intervention.

The oral interview part of the validation process will be administered on a dedicated interview room,

and will be based on task completed in the training record book and Sea Projects and will using this

process below:

3.1 During the briefing the cadet’s/students candidate will be given an access to the assessment

booklet guide file (Candidate Assessment Guide), this guide contents the all the possible oral

assessment questions/instructions/scenarios of the entire oral interview, with the

Performance Criteria, Behavior and Standards to serve as a guide for the cadet’s/students

candidates how to pass the Oral Interview;

3.2 After the briefing the cadet’s/students will scheduled for Oral Interview;

3.3 During the Oral interview, the assessor will be using a test package which contents only

three (3) questions per function, two question will be dedicated to Competency 1 and 2 and

random selection on the remaining competency question.

4. Assessment format The theoretical assessment format, is as per the Shipboard Training Office Policy and Procedure shown

on the table below:

NOTE: Cadet’s/Students candidate shall pass first, all the 19 for BSMT & 17 for BSMARE before the

average rating will be computed.

5. Grade Transmutation for Oral Interview: Each Questions will be given Ten (10) points when successfully answer within the performance

standard, the over-all score of the candidate is divided by the maximum possible points the

candidate can get (sum of all score for all for each function). Sample transmutation for

assessment is shown below.

A. Maximum points = Total number of questions x 10 (3x30) =30 points

B. Number of questions successfully answered is 3 (3x5) = 30 points

C. RATING =B/A (30/30 x 100) = 100%

FAILURE STATE:

The candidate will be automatically rated “NOT YET COMPETENT” when the rating will be

below 75%.

RE-SIT

Re-sit will be given to the candidate as per STO policy on re-assessment, if he/she fails on one

function only

Student Cadet’s BS Final grade will be from the 60% of Computer Based Assessment grade plus 40% of

Panel interview grade.

Example: Average CB Assessment Rating 100% (60%) 60%

Panel Interview Score 100% (40%) 50%

FINAL ST raining Grade 100%

Passing Grade is as per UCMETC QSS is 75% final BS. Grade.

All passers will be issued a "Certificate of Validation, Assessment and Approval" of the cadets/s

of the cadets' TRB and twelve or Thirty-Six (36) months seagoing service to the registrar

Remediation

In case Cadet’s/Students candidate cannot get the required grade of 75%, he or she will be given

appropriate task (Computer Based Module, Library Readings Modules and appropriate task to complete

including pre-assessment)

After Cadet’s/Student candidate have completed remedial activity and passed all the remedial

assessment modules he or she can apply for re-assessment.
