Sub: Provisional Speed certificate for operation of bogie rail wagon type 'BRN 22.9' up to maximum speed of 65 Kmph.

1.0 Bogie Rail wagon type 'BRN22.9' for bulk transportation of steel Sheet and coils has been designed and developed by RDSO as per drawing no. WD-09053-S-02 Alt. nil to run up to maximum speed of 75Kmph in empty and loaded condition. The wagon design incorporates CASNUB-22 HS Bogie, worn wheel profile to RDSO drawing no. WD-88021 Alt-04, Non­transition CBC and single pipe graduated release Air Brakes. The leading particulars of the wagon have been shown in RDSO drawing no. WD-09053-S-02 Alt. nil.

2.0 Based on the design features, it is certified that BRN22.9 wagon as per RDSO drawing no. WD-09053-S-02 All. nil with axle load of 5.83t in empty condition may be permitted to run up to maximum permiSSible speed of 65Kmph in empty and loaded condition over Indian Railway, subject to the following conditions:-

2.1 . Track

2.1.1 The track shall be to a minimum standard of 52Kg. rail (gOUTS) on sleepers with M+7 density and minimum depth of ballast cushion below sleeper of 250 mm, which may consists

of at least 100 mm clean and the rest in caked up condition on compact and stable formation.- Maximum permissible Speed up to 65Kmph for loaded and empty condition.

2.1 .2 The track shall be to a minimum standard of 52Kg. rail (72UTS) on sleepers with M+ 7 density and minimum depth of ballast cushion below sleeper of 200 mm, which may consists of at least 75 mm clean and the rest in caked up condition on compact and stable formation.­Maximum permissible Speed up to 60Kmph for loaded condition and 65Kmph empty condition.

2.1.3 The track shall be to a minimum standard of 90 R rails on sleeper with M+4 density and minimum depth of ballast cushion below sleeper of 200 mm, which may consists of at least 75 mm clean and the rest in caked up condition, on compacted and stable formation. Maximum permissible Speed up to 30Kmph for loaded condition and 65Kmph empty condition.

2.1.4 Whichever condition warrant on account of corrosion on rail/weld collar, wear of rail, cupping in the welds necessary precautions should be taken for fish plating ~oggle fish plating of the raiVweld.

2.1.5 Zonal Railways may impose such further restrictions of speed as deemed fit, based on the age and condition of track and the extent of rail fracture/weld failures/defect generation rate occurring in the sections.

2.1.6 The maximum permissible speed on curves shall be decided on . the basis of the existing provision of the Indian Railways Permanent Way Manual second reprint-2004.

2.1.7 For track maintained to lower standard than that mentioned abcve, the Chief Engineer concerned shall decide the lower maximum permissible speed on the basis of maintenance condition. In this connection, Railway Board's leiter No. 65IWOO/SRl26 dated 19/20.10.66 may be seen. When the Chief Engineer considers that the road bed is not compacted or there is improper drainage, he may suitably restrict the maximum permissible speed depending upon the local conditions. This shall be applicable to loaded as well as empty wagons.

2.2 Bridges

2.2.1 The clearance refers to bridges with standard design of girders, slabs, pipe culverts, piers and abutments etc. issued by ROSO for BGML, RBG and MBG-1987 standard loadings. However, the bearing of span 76.2 m. (clear) designed for BGML standard loading as per ROSO's drawing no. BA-11154 shall be strengthened by providing two additional anchor bolts.

2.2.2 Superstructures & bearing of non-standard span including Arches and sub-structures of all bridges are shall be examined under the direction of Chief Bridge Engineer concerned and certified safe with respect to current Indian Railway standard codes with up-Io-date correclion slips ..

2.2.3 The clearance is subject to Ihe following parameters of BRN22.9t wagon:-

(i) Maximum axle load (empty) = 5.83 I

(ii) Maximum axle load (loaded) = 22.9 t

(iii) Track loading density (gross) = 6.25 tim

(iv) Maximum breaking force = 10% of axle load

(v) C.G. height from rail level (empty) = 806 mm

(vi) C.G. height from rail level (loaded) = 1257.6 mm

2.2.11 In loaded condition, BGML, RBG & MBG span of 63.0m & 78.8m (both effective) shall be prohibited to 50 kmph.

2.2.12 For double headed operation, track on bridges and approaches of BGML spans 53.0m and 78.8m (both effective) shall be strengthened or modified in such a way so as to allow for dispersion of longitudinal force as per clause 2.8.3.2 of IRS Bridge Rules. In case where dispersion cannot be allowed as per clause 2.8.3.2 such as due to provision of SEJ in bridges etc., the bridge superstructure including bearings and sub-structure shall be

. checked for longitudinal force without dispersion and certified safe by the Chief Bridge Engineer concerned.

2.2.4 Zonal Railways shall certify the adequacy of existing bridges for permitting rolling stock based on physical condition of bridges. Bridges shall be kept under observation as considered necessary by the Chief Bridge Engineer of the Railway.

2.2.5 Location of bridges on which speed restrictions have been imposed shall .be notified by the Railways and incorporated in the working timetable.

2.2.6 The directives of Railway Board for operation of CC+4+2t axle load 21.82t communicated vide Railway Board letter No. 2004/CE-II/TS/2 dated 04-05-2005 shall be followed.

2.2.7 Other restrictions are applicable as nientioned in relevant speed certificates of hauling single/multiple locomotives issued by RDSO.

2.3 ' Signalling

2.3.1 Provision of GR. SR, SEM & all extant instructions issued from time to time shall be complied with.

2.3.2 While running through a station, the speed of the train shall be restricted to the maximum penmissible speed as per standard of interlocking provided at the station.

2.4 . Rolling Stock

2.4.1 Before commencement of the movement of BRN22.9 wagon, CME of the concerned Railway shall certify the track worthiness and safety of the rolling stock.

2.4.2 Locomotive should have dynamic brakes in proper working order and as for as possible. DynamiC brakes may be used for controlling the speed.

2.5 General

2.5.1 All the permanent and temporary speed restrictions in force and those that may be imposed from time to time due to track, bridges curves signalling and inter-locking etc. shall be observed.

2.5.2 For placemenVmovement of wagon on any private or assisted siding, the Chief Engineer of the concerned Railways shall be referred to.

2.5.3 The design of the wagon does not infringe chapter IV (A), of Indian Railways Schedule of Dimensions 1676 mm Gauge (8G) Revised, 2004 as shown in diagram 1 D.

2.5.4 This speed certificate is provisional only and is valid for 5 years from the date of issue of this certificate.
