Fourth Quarter 2018 Social Weather Survey:

Net satisfaction rating of the National Administration at “Very Good” +66

“Excellent” on 2 subjects; “Very Good” on 6, “Good” on 7, “Moderate” on 2

“Excellent” in Mindanao; “Very Good” in Balance Luzon, Visayas and Metro Manila

Social Weather Stations

The Fourth Quarter 2018 Social Weather Survey, done on December 16-19, 2018, found 76% of

adult Filipinos satisfied, 15% neither satisfied nor dissatisfied, and 9% dissatisfied with the general

performance of the current National Administration, for a net satisfaction rating of +66

(% satisfied minus % dissatisfied), classified by SWS as very good.

This is a 16-point increase from the very good +50 (65% satisfied, 15% dissatisfied) in September

2018 [Chart 1; Table 1].

The SWS terminology for net satisfaction ratings is as follows: +70 and above, “excellent”; +50

to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29,

“poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”. SWS considers the

movement from one classification to another as either an "upgrade" or "downgrade”.

“Excellent” on 2 subjects; “Very Good” on 6, “Good” on 7, “Moderate” on 2

Out of 17 specific performance subjects rated, the Duterte Administration's net satisfaction ratings

were excellent on 2 subjects, very good on 6 subjects, good on 7 subjects, and moderate on 2 subjects.

SWS calls this its Governance Report Card [Tables 2 and 3].

The net satisfaction rating of the National Administration was excellent on: Promoting women's

rights (+71) and Building and maintenance of public works (+70) [Charts 2 to 3].

It was very good on: Helping the poor (+68), Protecting human rights (+62), Reconstructing

Marawi City (+60), Fighting terrorism (+55), Transparency in government activities (+54), and Deciding

quickly (+50) [Charts 4 to 9].

It was good on: Fighting crimes (+44), Reconciling with Muslim rebels (+43), Eradicating graft

and corruption (+42), Defending Philippine sovereignty in the West PH Sea (+40), Reconciling with

communist rebels (+39), Fulfilling commitments in international treaties (+39), and Foreign relations

(+38) [Charts 10 to 16].

It was moderate on: Ensuring that no family will ever be hungry (+28) and Fighting inflation (+14)

[Charts 17 to 18].

The satisfaction rating of the general performance of the National Administration is based on a

single question, and is not an average of answers to separate questions on specific subjects. The general

rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects

are included or excluded depending on their contemporary salience.

The Fourth Quarter 2018 Social Weather Survey figures on satisfaction rating of the National

Administration, overall and on specific subjects, were first reported at the 2019 SWS Survey Review on

February 1, 2019.

“Excellent” in Mindanao; “Very Good” in Balance Luzon, Visayas and Metro Manila

The National Administration’s net satisfaction rating rose by one grade in all areas.

It rose from very good to excellent in Mindanao, up by 8 points from +67 in September 2018 to

+75 in December 2018 [Chart 19; Table 4].

It rose from good to very good in the Visayas, up by 21 points from +42 in September to +63 in

December.

It rose from good to very good in Metro Manila, up by 20 points from +40 in September to +60 in

December.

It also rose from good to very good in Balance Luzon, up by 17 points from +48 in September to

+65 in December.

“Very Good” in both urban and rural areas

Urban net satisfaction with the National Administration rose from good to very good, up by 23

points from +45 in September 2018 to +68 in December 2018.

Rural net satisfaction remained very good, up by 11 points from +54 in September to +65 in

December.

“Excellent” in classes ABC and E; “Very Good” in class D

Net satisfaction with the National Administration rose by two grades from good to excellent in

class ABC, up by 25 points from +47 in September 2018 to +72 in December 2018 [Chart 3; Tables 5

and 6].

It also rose by two grades from good to excellent in class E, up by 21 points from +49 in September

to +70 in December.

It stayed very good in class D or the masa, up by 15 points from +50 in September to +65 in

December.

By socio-demographics, upgrades in the National Administration's net satisfaction rating from

September 2018 to December 2018 occurred among 25-34 years old (up from very good +53 to excellent

+71), among 55 years old and above (up from good +47 to very good +63), and among college graduates

(up from very good +52 to excellent +73).

National Administration’s net rating improves on 5 subjects, steady on 12

The December 2018 survey found the National Administration’s net satisfaction rating up by one

grade on 5 specific subjects, and steady on 12 others, compared to when they were last surveyed.

The National Administration’s net rating rose by one grade from very good to excellent on

Promoting women's rights, up by 19 points from +52 in June 2018 to +71 in December 2018.

It also rose from very good to excellent on Building and maintenance of public works, up by 4

points from +66 in September to +70 in December.

It rose by one grade from good to very good on Deciding quickly, up by 17 points from +33 in

June to +50 in December.

It also rose from good to very good on Transparency in government activities, up by 11 points

from +43 in June to +54 in December.

It rose by one grade from neutral to moderate on Fighting inflation, up by 6 points from +8 in

September to +14 in December.

The National Administration’s net rating stayed very good on four specific subjects.

It stayed very good on Protecting human rights, up by 8 points from +54 in September to +62 in

December.

It stayed very good on Helping the poor, up 5 points from +63 in September to +68 in December.

It stayed very good on Reconstructing Marawi City, up 2 points from +58 in September to +60 in

December.

It also stayed very good on Fighting terrorism, up 2 points from +53 in September to +55 in

December.

The National Administration’s net rating stayed good on seven specific subjects.

It stayed good on Eradicating graft and corruption, up by 4 points from +38 in September to +42

in December.

It stayed good on Reconciling with Muslim rebels, up by 2 points from +41 in September to +43

in December.

It stayed good on Fighting crimes, up by 1 point from +43 in September to +44 in December.

It stayed good on Defending Philippine sovereignty in the West PH Sea, up by 1 point from +39

in September to +40 in December.

It stayed good on Fulfilling commitments in international treaties, although down by 1 point from

+40 in September to +39 in December.

Survey background

The December 2018 Social Weather Survey was conducted from December 16-19, 2018 using

face-to-face interviews of 1,440 adults (18 years old and above) nationwide: 360 each in Balance Luzon,

Metro Manila, the Visayas, and Mindanao (sampling error margins of ±2.6% for national percentages, and

±5% each for Balance Luzon, Metro Manila, the Visayas, and Mindanao).

The area estimates were weighted by the Philippine Statistics Authority medium-population

projections for 2018 to obtain the national estimates.

The quarterly Social Weather Survey items on public satisfaction with the general performance of

the National Administration, and its performance on specific subjects, are non-commissioned. These items

are included on SWS's own initiative and released as a public service.

The survey question on public satisfaction with the overall performance of the national

administration is as follows: “Sa pangkalahatan, gaano po kayo nasisiyahan o hindi nasisiyahan sa

kasalukuyang administrasyong nasyonal? Kayo po ba ay LUBOS NA NASISIYAHAN, MEDYO

NASISIYAHAN, HINDI TIYAK KUNG NASISIYAHAN O HINDI, MEDYO HINDI NASISIYAHAN, o
