Authorities Recover the Bodies of Six Murder Victims in San Vicente Chicoloapan, Mexico State –
09 September 2011
On 09 September 2011, authorities recovered the bodies of six male
murder victims from a residence identified as being located in Lot 2 on
Real de Viñedo Street in [19.409773,-98.889381] San Vicente
Chicoloapan, Mexico State. The victims in question were all reported
as being drug dealers.

Authorities Recover Three Murder Victims in Tlalnepantla, Mexico State – 11 September 2011
On 09 September 2011, authorities recovered
the bodies of three murder victims from an area
known as Cola de Caballo in Tlalnepantla
[19.539084,-99.193211], Mexico State. All of
the victims in question had been shot in the
head, were bound at the feet, and appear to have
been tortured before being killed. No shell
casings were found in the area which leads
police to believe that the victims were killed in a
separate location and dropped at the site which they were found. At this point, none of the now deceased
individuals have been identified, but they are all estimated to be between the ages of 25 and 30.

OAXACA Authorities Arrest Los Zetas Leaders in La Reforma, Oaxaca – 01 September 2011
On 09 September 2011, authorities arrested two Los Zetas operators
that were identified as the first and second in command of the Oaxaca
Plaza. The arrests in question were carried out in Reforma
[17.075903,-96.714549], Oxaca. According to the authorities, the
individual identified as the first-in-command of this Plaza formally
served as a Prison Warden and State Police Officer. This individual is

also responsible for drug trafficking activities, organizing kidnappings, charging extortion fees, and has
been known to rape his female lookouts. At this point, the names of the now arrested individuals have not

Proposed Bill Will Allow Authorities to Use Weapons Seized from Drug Cartels – 11 September
2011
The Mexican government is considering a initiating a reform to Article
88 that would allow weapons seized from organized crime operators to be
used by federal, state, and local authorities. Since the inception of the
Calderon administration, the number of weapons seized by authorities
increased by 1,603% when compared to the previous administration
(5,216 weapons seized in previous administration versus 83,613 seized
during current administration). This same percentage represents an
annual increase of 152%. Those states noted as having the highest
quantities of weapons seizures include Michoacán, Baja California, Tamaulipas, Chihuahua and Coahuila.

On 07 September 2011, authorities responded to an anonymous tip regarding a residence being utilized as
a drug lab in the Montecarlo sector of Tijuana [32.5336-117.0182], Baja California. Once at the site, two
individuals identified as Sinaloa cartel operators Jesús N, and Melina N, were arrested. Those items
seized from these individuals were reported as follows:

On 06 September 2011, an anonymous citizen’s tip regarding armed individuals prompted soldiers
assigned to the 6th
Military Zone to carry out an operation in Piedras Negras [28.697816,-100.524559],
Coahuila; the sister city of Eagle Pass, Texas. Once at the scene, soldiers arrested six men and one
woman. Those items seized from these individuals were reported as follows:

Soldiers conducting routine patrols noted multiple vehicles covered with brush in the vicinity of the El
Progreso communal lands in Altamira [22.4023,-97.936678], Tamaulipas. While searching the area,
soldiers also discovered a narco camp. Those items seized from the area included:

Soldiers Seize Over 700 Kilograms of Marijuana in Díaz Ordaz, Tamaulipas – 10 September 2011
Soldiers conducting routine patrols recently found 85 packages of marijuana that were hidden underneath
brush in the Venecia village of Díaz Ordaz [26.225063,-98.589935], Tamaulipas. The total weight of the

SAN LUIS POTOSÍ Federal Police Seize Nearly 800 Kilograms of Marijuana from Bus in San Luis Potosí – 08
September 2011
Federal Police conducting random vehicle inspections stopped a passenger bus traveling along Federal
Highway 57 (Mexico-Piedras Negras Highway) in San Luis Potosí. After scanning this vehicle, police
noted irregularities, which prompted them to utilize the second scan system known as the a Z-Backscatter
Van (ZBV). During this time, it was discovered that 794.4 kilograms of marijuana had been hidden
within secret compartments of this bus. Those individuals arrested in conjunction with this seizure were
identified as:

Federal Police Capture Four Los Zetas Operators in Zacatecas, Zacatecas – 11 September 2011
On 10 September 2011, Federal Police arrested four Los Zetas operators from a safe house utilized to
process and package drugs in the Miguel Hidalgo neighborhood [22.765102,-102.600117] of Zacatecas,
Zacatecas. Those individuals now in police custody were identified as:
Armando BARRÓN Martínez, 29, responsible for aquiring communications equipment
José Luis MEDELLÍN García aka El Güero, 30, responsible for guarding the safe house
Jesús TORRES Ramírez aka El Chuy, 18, packaged and distributed drug shipments to sell
throughout the city
Jonathan "N", 17, packaged and distributed drug shipments to sell throughout the city
Those items seized from the now detained individuals included:

6,125 doses of crack cocaine
4,078 doses of cocaine in powder form
14 sealers
7 scales

CENTRAL AMERICA Drug Prosecutor’s Office Dismantles Drug Trafficking Network in Panama – 10 September 2011
On 05 September 2011, the Drug Prosecutor’s Office
dismantled a drug trafficking network that operated throughout
Panama. In total, 80 individuals were arrested during this
operation. Of these individuals, 40 have been charged with
money laundering.
The network was led by Panamanian National José Indalecio
PARRA Marmolejo (who also operated under the name of
Samuel Parra García and was recently arrested). According to
authorities, Parra Marmolejo owned a fleet of 25 container vehicles that were utilized to ship drugs. He
also owned a farm in Río Congo in the district of La Chorrera west of Panama City, Panama. Seized
during this operation were unspecified quantity of weapons and ammunition.

Authorities Dismantle Money Laundering Ring That Operating in Guatemala and Panama – 12
September 2011
An investigation targeting a money laundering operation was initiated
in Guatemala in March of 2010. During the course of the
investigation, authorities realized that drug traffickers were contracting
Guatemalan and foreign nationals to transport sums just under $10,000
to Panama. Once in Panama, those individuals transporting the cash
were allowed to stay at a hotel for anywhere from 2 to 6 days. In
exchange, their airfare, hotel, and a small fee was given to them. It is
estimated that over the course of the last year and a half, more than $(USD) 10 million have been moved
from Guatemala to Panama in this manner. Guatemalan authorities have also implicated some 21 real
estate businesses for their involvement in the network.
In light of these investigations, 14 individuals from San Miguel Petapa, Villa Nueva, Mixco, Antigua
Guatemala, Amatitlán, Zona 18, and Chimaltenango, Guatemala have been arrested. And just a few days
ago, the Panamanian Drug Prosecutor’s Office arrested two Guatemalan nationals accused of money
laundering at the Tocumen International Airport [9.066892,-79.387153] in Panama City, Panama.

Nicaraguan Authorities Seize 263 Kilograms of Cocaine near the Corn Island in Nicaragua – 12
September 2011
On 09 September 2011 at 2300 hours,
Marines seized a fast boat filled with
263 kilograms of cocaine that had been
abandoned near Corn Island [12.1668-
83.0410], Nicaragua. According to
authorities, the fast boat most likely
departed from Colombia, and was
manned by 5 individuals who managed
to escape. Those items seized from the
interior of the boat, in addition to the
cocaine, were reported as:
8 empty gasoline barrels
5 full gasoline barrels
It was also noted that the vessel seized had the capacity to carry up to 1.5 metric tons of drugs.
