Fort Bend ISD’s much re-ported “reduction in force” has affected 52 employees instead of the initial estimate of 450.

The district has been able to reduce the number of people on the original list for nonre-newal of contracts to 52 from 275, district spokeswoman Mary Ann Simpson said on

Monday. The list of 275 included 195

certified teaching positions and 80 certified non-teaching professional positions.

These employees have been placed in positions that have become available due to vacancies, resignations and retirements, Simpson said.

To address the district’s se-

rious financial challenges, the Board of Trustees approved a resolution declaring financial exigency at the March 8 regu-lar board meeting.

This action allowed the ad-ministration to move forward in implementing financial processes to best address a projected budget deficit of ap-proximately $20 million, and

develop a balanced budget for the 2010-2011 school year.

At a budget workshop on Monday, the administration presented a budget proposal, projecting a budget deficit of about $23 million, but more than $19 million will be ad-justed through reduction in payroll costs because of the reduction in force.

len Owen is challenged by in-cumbent Councilwoman Cyn-thia Lenton-Gary in the May 8 election.

Owen says he is running to continue his service to the city and community that he has served for some years prior to becoming mayor in 1994.

During his tenure as mayor he points out that he has “led the city in attracting millions of dollars of private business investment, public works in-frastructure improvements and park growth, hike and bike trails and provided for improved public safety with larger police and fire forces.”

All of the above, he said, is why “Missouri City is one of the safest cities in the nation and was also voted one of the top 100 cites in the nation to live in.”

“I have shown I can guide its growth while listening to the wisdom of those who have invested their lives, home and businesses here,“ said Owen, who has lived in Missouri City for 35 years with his wife of 42 years. Together they raised their three children in Missouri City.

Owen has seen “the city grow from a little over 20,000 when I was first elected on council to over 70,000 today. We have gained national rec-ognition and doesn’t come without having a great team of leaders and employees.

“The other thing I am most proud of is how we are begin-ning to attract major compa-nies that want to move their headquarters here. That brings new homebuyers, shoppers, businesses, employment, and quality of life. I am also very proud of the fact that we saved over 400 acres of green space, trees, water ways, and

a tremendous amenity in the Quail Valley Park.”

As for where Owen would like Missouri City to be 10 years from now, he said, he wants it to continue “being a very diverse and dynamic community. We need to con-tinue to attract businesses and commercial development, which will allow us to replace or at least lower property taxes with sales taxes in the future. We need to continue replac-ing an aging infrastructure and keep our public safety forces increased to keep up with an ever growing popula-tion, which in just another 10 years could be over 100,000 people.”

“I did not become mayor overnight. I served two years on a bond committee, five years on planning & zoning, eight years as a councilman, and now 16 as mayor. It is a learning process everyday and I am still learning.

“My reputation and 43 years as a banker provided me the opportunity to know many of the developers who are build-ing our city. I gained their respect and they responded by building a great place for

people to live and raise their families. Government needs to earn people’s respect and I think that humor sometimes helps people realize that we are far more alike than differ-ent.

“We are taxpaying citizens who have basically volun-teered to throw ourselves into the political arena on their be-half. We are their neighbors. I hope that after having given 29 years of my life to my fel-low citizens, that I have earned their confidence to continue serving them.” He and his wife are members of the First United Methodist Church in Missouri City.

Cynthia Lenton-Gary has been on city council for four years and is now campaigning to be mayor because she says citizens “deserve transpar-ency in government” and she wants a “revitalized city” and to “combat the issues that im-pede our economic growth.”

Even though Gary is a na-tive of Houston, she and her husband Everette (E.J.) Gary have lived in Missouri City for more than 25 years and raised

their three children in the city.

During her public school years, she excelled in aca-demics and has worked as an environmentalist, researcher, and forensic chemist and is now working as a professor of sociology.

Gary is a member of the Greater Houston Partnership, Alpha Kappa Alpha Sorority Inc., and several other com-munity organizations. She is also a member of the Foun-tain of Praise Church, where she and her husband joyfully serve in multiple ministries.

During her tenure on city council she said she is most proud of the Master Plan for Texas Parkway and Cart-wright Road Corridors, hav-ing voted against two of three city tax increases, hiring the city’s new police chief and for the second year having the “Congressional Quarter-ly recognize Missouri City as one of America’s safest.”

The issues that she be-lieves are impeding Missouri City’s economic growth and what she would do about that is become a more business friendly city and work to do business with qualifi ed resi-dents of this city. “We must be more aggressive in de-veloping business relations and providing the necessary incentives that make our city attractive to developers.”

As for revitalizing the city she would begin with the Texas Parkway Cartwright Corridors. She strongly sup-ports building a town center on the 42 acres just south of city hall and a service center,

which could include health care facilities, at the intersec-tion of Cartwright Road and Texas Parkway. She also sup-ports building an entertainment center near the existing tennis complex on Cartwright.

She said, “My vision is for Missouri City to be more ag-gressive in the area of eco-nomic development/revital-ization so that we can move our city toward decreasing or even eliminating property taxes and increasing property value. In addition to estab-lishing fi scal accountability and government transparency, working to remain one of the safest cities in the country is primary.”

By 2020 Lenton-Gary said she wants “Missouri City to be a model city for all cities of its size.”

She said she also sees com-muter rail being an integral part of revenue generation for our city. “I see the rail sys-tem being very positive for our environment by helping to remove vehicles from our streets.

“Having a state of the art eco-friendly park and ride station with retail facilities to accommodate our commuters can be benefi cial to our city tax base.”

She said her passion, com-passion and concern for the needs of all people and their

quality of life are personal at-tributes that will make her a successful mayor.

Gary said “I am dedicated to community, a fi ghter for families and an advocate for business and education. With many years of political ex-perience and community ad-vocacy, I am committed to working with the citizens, city personnel, public servants and business owners to make Mis-souri city the best municipal-ity (in Fort Bend County). I will continue to be accessible and responsive to all citizens of Missouri City at all times, before during and after elec-tion season.”

The Houston Business Journal has presented Mis-souri City with its 2010 Land-mark Award for “Community Impact” for the Quail Valley Parks Project, emphasizing the social, environmental and economic importance of the project to the City, Fort Bend County and the Houston area.

The award was announced on Tuesday, April 6 at the Journal’s 10th Annual Land-mark Awards banquet, which honored winners in 16 cat-egories for the functionality and beauty of their buildings and/or developments.

“The City’s goal to preserve this property and to maintain the original Quail Valley mas-ter plan – the fi rst of its kind

in Fort Bend County- was a community-wide project,” Mayor Allen Owen said.

Missouri City acquired the property for the parks proj-ect through eminent domain in June 2008 after long-time deterioration took a toll on the community and caused property values to decline. A 100-person citizen committee had studied its purchase and recommended to City Coun-cil to move forward.

Then 72 percent of voters from all areas of the City ap-proved a $17.5 million bond referendum to provide funds for the acquisition and im-provements.

The Quail Valley Hom-eowners Association also

contributed $150,000 to the project.

After acquiring the 390-acre property, the City im-mediately started working to make improvements, re-pairing several bridges that were considered safety haz-ards, mowing high grass and weeds, and replacing the ir-rigation systems on two 18-hole courses.

On July 4, 2008, the City re-opened the 18-hole La Quinta golf course to the public and the 18-hole El Dorado golf course, which was completely redeveloped, including drain-age improvements, reopened in November 2009.

a passive park; the develop-ment of the First Tee program, a national initiative for youth; the design and construction of a golf shop and banquet facil-ity, and a tennis and recreation center.

The progress on the Quail Valley parks property has had a positive impact in property values because of the City’s improvements to the area and at the same time it has in-creased parks and recreation green space by 50 percent.

Seven judges reviewed the applications for the Landmark Awards program.

“We are honored that experts in quality property preserva-tion, property development and green building initiatives recognized the importance of this project and the positive impact it has had on our com-munity,” Owen said.

The second Annual Family Kite Festival - An event pro-moting child abuse preven-tion in Fort Bend County, will be held on Sunday, April 18, from 1-4 p.m. at Seabourne Creek Park in Rosenberg.

A simultaneous launch of 479 kites will represent child abuse victims in Fort Bend.

Free activities include para-

chute kite races, child abuse prevention education, chil-dren’s activities, motorcycle display and kite exhibition. Free kites will be given to the fi rst 400 attendees.

two articles in, and already I need to make a correction. As a very kind reader (thank you) pointed out, my math needed to be checked in last month’s article on the cost of higher education.

No excuses, I goofed and put in annual costs instead of semester costs. Higher edu-cation is expensive enough without my doubling the amounts!

The principles are still the same – there are a variety of choices in higher education and the cost varies consider-ably. Let me attempt to set the record straight.

According to informa-tion taken from www.colleg-eboard.com annual 2009 tu-ition at UT was $8,930, A&M $8,176, and Phoenix $11,937. Not counting room and board, travel and other similar ex-penses, four years tuition and fees would then be $35,720, $32,704 and $47,748, respec-tively.

Compare that to two years at Wharton County Junior College ($3,880) and two years at UHSSL ($10,800 for UHV programs, as an exam-ple), and the total would be $14,680. Staying at home and attending the UHS at Sugar Land or Cinco Ranch campus-es could save you anywhere from $18,000 to $33,000 in tuition and fees alone for a four-year degree based on this comparison.

But, as I said before, cost isn’t the only consideration. Making an informed decision is the key.

Choose wiselyThat might be a good segue

into a timely subject – the pro-cess of getting into college.

Things have changed over the years. Not too long ago, stu-dents generally applied only to colleges that they intended to go to (generally one or two). Today’s students are more often shoppers, applying to numerous colleges (generally four or fi ve on average).

But selecting a college is way too important to simply opt for the fi rst one to accept you, or for the best “deal.” Making sure a college is the best fi t is one of the most im-portant decisions you will ever make. Narrow your choices down to those that truly can meet your needs, apply early and follow up. Expect and demand service

Do not worry about being a pest – ask and ask again. Higher education institu-tions have employees whose sole responsibility is to an-swer your questions and help you. You’ve probably had bad service and good service in the “real” world, so don’t be surprised if you fi nd good and bad in higher education as well. If you do experience poor service, my suggestion is

to call back and ask for some-one else.

If you still aren’t satisfi ed, ask for the supervisor. That will generally get results. It is more than reasonable to expect service from student services.

Seek fi nancial assistanceThough many institutions

have high costs, most have generous fi nancial aid and scholarship programs.

Many miss out on (par-ticularly on non-need based) fi nancial assistance simply because they don’t ask. Pur-chasing an education vies with buying a home in terms of events in your life. Know what you are getting in return on investment and fi nd out what the “net” costs are.

This reminds me of a real life example. At another insti-tution, which was private and high cost, I oversaw fi nancial aid. I remember distinctly one young lady that enrolled. When I asked her if she was going to apply for fi nancial aid, she said no, that her par-ents did not want to share their fi nancial information and would just pay the bill.

Her senior year she came to me to tell me she was going to have to drop out, and when I inquired, found that her par-ents were selling part of the family farm just to stay afl oat, and they simply couldn’t af-ford to pay for college right then.

I had come to know her fa-ther personally, so I contacted him and told him about “spe-cial circumstances” in fi nan-cial aid lingo.

To make a long story a lit-tle shorter, I had to convince him that fi nancial aid was not charity, and to apply.

Renewal is especially evident in our gardens this year. After a 14 year hiatus from a hard freeze, we lost many plants outright. Other plants, your guess is as good as mine—no sign of life yet. Then add drought and Hurricane Ike.

So if you’ve lost plants, it may be time to take a fresh look at your garden. There’s nothing like attending a gar-den tour to stimulate your imagination and get ideas . . . and talking to people who love to garden and gaining some of their “know how” for the Texas Gulf Coast is in-valuable.

East Fort Bend is fortu-nate to have two upcoming tours: the Quail Valley Back-yard Tour on April 24 and the Sugar Land Garden Tour on May 8. So in a relatively short amount of time, you can visit, learn and photograph 17 var-ied gardens—many of which have been designed by the owners, who, in some, built every feature themselves.

As Sugar Land Tour Chair Coeta Presley stated, “You will not be disappointed in the beauty of these gardens.” And ditto that from Quail Valley.

The April 24th Quail Valley Backyard Tour is contained in a relatively small geographic area and the 8 gardens can be casually viewed within 2

to 3 hours. Its distinction is a canopy of mature trees with gardens that have been de-veloped over time . . . some restored within the past ten years. The fun thing is to ask a garden owner how the garden has morphed and why.

This tour not only features some breathtaking beauty, but also provides insight into prac-tical matters such as drainage, storage, dog runs to how to upgrade a pool or living space to reinvigorate it. The All Pot-ted Up Garden sale is a bonus to add some zing for your gar-den and derives from many of the ideas in the gardens.

the beginning of a new leg-islative session, the City of Sugar Land adopts a legisla-tive agenda. The purpose of the agenda is to advise state representatives and senators of the city’s position on is-sues likely to come before the Legislature and to es-tablish an outline which the council, staff and others as-sisting in the legislative pro-cess can use to advance the city’s goals.

Just last week, the latest version of the agenda was adopted. Not surprisingly, it contains a number of issues which are unique to Sugar Land and even more issues which are applicable to cities in general. The city’s position on the role of homeowners associa-tions contained in the agenda was adopted for the fi rst time prior to the last legislative session. It recognizes the substantial role which hom-eowners associations play in maintaining the quality of life in our city. The agenda provides that the city will support the authority and role of homeowners associations and oppose any limitation on the functions which they were created to perform.

In recent years it has been a favorite theme of a number of state legislators to sup-press the role of homeowner associations in planned com-munities such as Sugar Land. When this councilmember was asked to testify before the Texas Senate Committee on Intergovernmental Rela-tions in a pre-legislative ses-

sion hearing on controlling the ability of associations to enforce the obligation of their members to pay maintenance assessments, the invitation was accepted immediately.

Following are excerpts from the testimony:

HOA’s provide their com-munities and the citizens of Sugar Land with greatly needed services which would otherwise have to be met out of public funds or simply not done.

Many of our city’s HOA’s maintain and operate parks, community events, swim-ming pools, street lighting, fencing, trash removal, and green belts which contribute not only to their own mem-bers’ quality of life, but to the entire City. They also pro-vide landscaping on a scale that a city budget could sim-ply not afford. In some cases they provide extra law en-forcement and patrol,which contributes to a lower crime rate.

Success requires the coop-eration of all property own-ers. No homeowner is ob-ligated to pay a maintenance assessment unless he has fi rst agreed to do so at the time that he purchases his home.

All of his neighbors have made the same commitment. Every property owner in a subdivision has the same ob-ligation.

All associations have some degree of trouble collecting their assessments. Without the ability to foreclose the lien which secures the pay-ment of the assessment, the ability of associations to provide their services would decline as the number of ho-meowners who refuse to pay grows. Nevertheless, those homeowners who refuse to pay will continue to benefi t from the services provided by the associations at the ex-pense of those homeowners who do comply with their obligations.

As a practical matter, ac-tual foreclosure of an asso-ciation’s lien happens rarely. The number of annual fore-closures as a fraction of the total number of homeowners who are obligated to pay as-sessments is minute.

If homeowners associa-tions cannot afford to main-tain their amenities and en-force their deed restrictions, all homeowners in the neigh-borhood, including those who do pay their assessments in a timely manner, will sustain additional losses in the value of their homes. The loss in the tax base will ultimately affect the ability of local governments and school dis-tricts to provide necessary services. The quality of life for many Texans will, in turn, deteriorate.

Tundra I’ve believed it’s the best truck being built. I like its power and style and the way it rides and drives. It’s rugged yet has fi nesse.

For the new 2010 models value has been enhanced by adding a standard and/or op-tional exterior and mechani-cal, safety and convenience features, which include a new 4.6-liter I-Force V8 engine. There are also two new op-tional packages available for the Tundra, which for 2010 comes in two trim levels rath-er than the previous three.

The SR5 grade has been discontinued and replaced by the SR5 option package avail-able on Tundra grade Regular, Double Cab and CrewMax models with either the V6 or a V8 engine. The SR5 pack-

age includes many of the fea-tures on the SR5 grade. The Tundra grade is available on Regular Cab with V6 and V8 engines, Double Cab V8 and CrewMax V8. The Limited is available on Double Cab and CrewMax V8.

The 4.6-liter V8 engine makes 310 horsepower and 327 lb.-ft. of torque and gets an estimated 15 miles to the gallon in city driving and 20 on the highway. The optional 5.7-liter I-FORCE V8 makes 381 horsepower and 401 lb.-ft. torque. Both engines use regu-lar unleaded and are mated to a six-speed automatic transmis-sion. Tundra owners may also opt for the 4.0-liter V6 engine, which makes 236 horsepower and 266 lb.-ft. torque.

There are three Tundra wheelbases: 126.8 inches for Regular Cab/standard bed models; 145.7 inches for Regular Cab/long bed, double Cab/standard bed and Crew-Max models and 164.6 inch-es for Double Cab/long bed models.

Front suspension is a double A-arm with coil-over spring shocks, and the rear suspension uses staggered shocks mount-ed outboard of the springs to improve the dampening effi -ciency. A front-mounted steer-ing rack enhances steering feel and response.

The Tundra rides on 18x8 inch wheels with 255/70 R18 tires. The Limited model gets standard 18x8 inch alumi-num alloy wheels with wider 275/65 R18 tires and can be outfi tted with 20-inch alloy wheels. The standard four-

wheel disc brakes use large ventilated rotors and four pis-ton calipers. Rear rotors use two-piston calipers.

Anti-lock brakes are stan-dard along with electronic brake force distribution and brake assist. The Tundra’s ve-hicle stability control system is also standard equipment on every model and enhances traction on or off-road.

An available tow pack-age on all I-Force V8 models increases towing capability signifi cantly – up to 10,800 pounds depending on the model and drivetrain. The tow package also upgrades Tun-dra’s cooling and electrical systems and a power steering fl uid cooler is added.

Tundra offers high levels of user technology which include the available Bluetooth cell phone compatibility, high-end JBL audio system and an op-tional navigation system with integrated wide-screen rear backup camera. All Tundra-grade models come standard with dual-zone manual cli-mate control system, AM/FM/MP3/CD with satellite radio capability, an auxiliary input and six speakers. The four-spoke steering wheel features standard audio controls in the Limited grade.

Tundras are full-sized trucks that come in numerous con-fi gurations. The Tundra 4x2 regular cab two-door with the V6 engine retails for $23,455 while the Tundra CrewMax Limited 4x2 with the 5.7-liter V8 retails for $39,395. Tun-dras with all wheel drive start at $27,705.

This is the best silly movie I’ve seen in a long time. I laughed more than most peo-ple in the theatre, so maybe I liked this fi lm due to my in-sanity.

I was on a date with Mo-nique H. to see “Date Night” so I guess I know a thing or two about Date Night.

The name of the movie comes from the routine of go-ing on a “date” to get away from the kids in order to keep the spark in a marriage. Not that I need such a spark.

But Phil and Claire Foster (Steve Carell and Tina Fey) have become a “boring mar-ried couple from New Jersey” who go into Manhattan to eat at a trendy restaurant, The Claw.

Their marriage has become dull and they are trying to make the best of it in spite of being too tired when they get home from work to have much time for each other.

They do not have reser-vations at The Claw so they “take” the reservations of the Triplehorns.

Bad idea; some really tough gangster-type guys with twitchy trigger fi ngers are looking for the Triplehorns and mistakenly conclude that our cute little couple form Jersey are the blackmailing Triplehorns.

We all know that Steve Carell and Tina Fey are the darlings of America and the current King and Queen of Comedy TV so how could they ever be involved in any-thing as sinister as bad guys with guns?

If you believe the previous sentence, then you will laugh

as much as I did. Carell and Fey get into one mess after an-other in their attempts to right the situation and of course they just did the hole deeper and funnier.

Claire is convinced that they are about to get “whacked off.” Phil is equally insightful when he quickly concludes that when a bad guy tilts the pistol sideways while aiming that such a move is a prelude to a “kill shot.”

And they end up in a crazy car-chase scene while driving an Audi R8 sports car which is the same car that Tony Stark (Iron Man) drives and I’m pretty sure it’s the same car that the Lord wants me to have.

I liked everyone and ev-erything about this impracti-cal and ridiculous plot. Even the bad guys were charming. One of the thugs (Armstrong) is Jimmi Simpson who played an unbalanced, pleasant misfi t in the TV series “It’s Always Sunny in Philadelphia.”

The cast was awesome: William Fitchner, Taraji P. Henson, Mila Kunis, James Franco, Ray “I Always Wanted to be a Gangster” Liotta, and the shirtless and very chiseled Mark Wahlberg.

And I mean Wahlberg did not wear a shirt in 6-7 scenes; he never broke a smile and was hilarious.

All of this must be credited to an outstanding script by

Josh Klausner and the direc-tion by Boy Wonder Shawn Levy.

Get out of the house and take somebody on a date to see this fun movie.

FILM REVIEW: DATE NIGHT

To the Editor: As a Missouri City resident, I have three top priorities in

mind when I go to the polls in the next few weeks to elect some new City Council members and a Mayor.

First, I would like to see a person elected who has no set agenda but has as his/her fi rst priority the greater good of the residents of entire city of Missouri City. For too long, the City Council has been drawn to divisive issues. The City Council seems to thrive on controversy and set agendas without much deviation. We need to stop thinking about what will bring us favor in the Fort Bend and Houston communities and start thinking about and focusing on what is going to improve the quality of life for Missouri City residents.

Second, I would very much like to see fi scal conservatives in offi ce. As a City, we are spending too much and going in too many directions. Missouri City has fi nancial problems because our City staff and City Council are trying to please too many people. We have no overall direction and no purpose, like a new company. Public Safety needs to be a top priority, not just an afterthought in our budget. What is more important than the safety of our families in our homes? We need Council Members and a Mayor who are determined to fi x our budget problems.

Third, we need new ideas for commercial development. Whatever our direction was in the past is not working. We don’t have the simple amenities that are found in every com-munity in the U.S. We don’t have a hospital, a movie theatre, and very few commercial offi ce buildings. Why not? I’m not sure what it is that we lack in this area but we haven’t found the answer as of yet. We defi nitely need some new ideas.

I think every Missouri City voter needs to vote according to who will best serve our community as a whole. Howard Moline Missouri City

Believe me, his pride was more important to him than money, but he wanted his daughter to fi nish college. You guessed it. They quali-fi ed for full fi nancial assis-tance, and she was able to fi nish.

The sad part was that they would have qualifi ed for fi -nancial assistance all four years, and with the amount he paid out of his pocket, he may very well not have had to sell part of the farm.

Financial aid is not char-ity but rather a return on your taxes that you have earned.

As a matter of fact, Dr. Bindal has performed several “fi rst in Fort Bend” procedures at Methodist Sugar Land Hospital. In 2008, Dr. Bindal performed the fi rst-ever brain

surgery in Fort Bend and in 2009 conducted the county’s fi rst spinal tumor removal and fi rst stereotactic brain biopsy at Methodist Sugar Land Hospital.

Administrators, directors and staff at Memorial Hermann Sugar Land Hospital recently ga thered to ce lebra te a milestone in their quest to be the best. It turns out the hospital attained 100 percent in all 30 measures of clinical excellence set by the Memorial Hermann Healthcare System.

The Sugar Land hospital is the first in the Memorial Hermann system to attain perfection in these important measures of quality care. The measures, reported monthly by each hospital, include national quality standards considered to be the best practices to improve patient outcomes.

“This milestone is evidence of our staff and medical staff’s ongoing vigilance to assure safe and quality patient care,” said Jim Brown, CEO, Memorial Hermann Sugar Land. “We are extremely proud of our performance on these publicly-reportable quality metrics and believe that our community can place great confi dence in our ability to provide high-quality care.”

Ann Asnaashari, R.N., the hospital’s director of healthcare improvement, added, “It takes an extraordinary team effort each and every day to reach 100 percent on appropriate care and documentation requirements.”

Twenty-five of the 30 measures focus on improving care related to acute myocardial infarction or AMI (heart attack), heart failure, pneumonia and surgical care. These clinical areas are designated as national health care priorities by the Centers for Medicare & Medicaid Services (CMS), which is part of the U.S.

Department of Health & Human Services, and by the Joint Commission, an independent nonprofit, standards-setting and accredi t ing body in healthcare.

L a s t y e a r , M e m o r i a l Hermann Sugar Land received the Texas Health Care Quality Improvement Achievement Award from the TMF® Health Quality Institute in recognition of its achievements in the 25 core measures.

“At Memorial Hermann we go beyond the 25 core measures with four additional safety measures, plus one more that includes participation in the World Health Organization’s surgical safety checklist,” said Asnaashari. “All employees are evaluated on these 30 clinical excellence measures.”
