• Based on secondary data;
• Losses of over $40 millionin five years;
• Almost every departmentof the government hadsuffered frauds;
• The perpetrators wereinsiders in 80 percent ofthe cases reported;

• 80 percent of therevenue was lost beforecrediting (skimming); andthe primary (61 percent)reason for the controlweaknesses was ‘notfollowing the prescribedchecks’.
