contractors and suppliers in the sewer, water,
utility, and underground industry. UCA is

As this year comes to end and we look forward into
the New Year, let’s recap the past quarter.
UCA celebrated its 60th Anniversary at the Annual
Holiday Party on November 17th at the Eaglewood
Resort & Spa in Itasca. A special thanks to the
Events committee and staff for a wonderful party
and a job well done! It was a fun filled evening with
a live band and excellent food enjoyed by over 200
members and guests. Thank you to our entertain-
ment sponsors for helping celebrate this special
occasion (OSCO Oil, Ogletree Deakins, Ozinga,
A.T.M. Aggregate Logistics and Core & Main).
It has been a busy couple of months for the associa-
tion. On October 25th UCA was a sponsor of and
attended the prevailing wage seminar hosted by
IIIFFC and local 150 in Downers Grove. Over 200
public body officials were registered and participat-
ed. Speakers included: Melissa Binetti, IIIFFC
Counsel; Michael Duffee, Partner at Thompson
Coburn LLP; Frank Manzo IV, Illinois Economic
Policy Institute (ILEPI) Policy Director; Josh We-
ger, III FFC Policy Director; and Leah Bartelt, As-
sistant Attorney General at the Illinois Attorney
General’s Public Access Bureau. Mid-America Re-
gional Bargaining Association (MARBA) Executive
Director, Aaron Janik, started the event by explain-
ing that prevailing wage policy is an area where
labor and management work together cohesively.
He also introduced Melissa Binetti, who gave an
overview of the Illinois Prevailing Wage Act
(PWA), and Mike Duffee who spoke from a man-
agement-perspective. Michael Duffee spoke about
the PWA from a management perspective highlight-
ing aspects of the law that “every contractor should
know while Frank Manzo IV of ILEPI gave a
presentation on the economic benefits of prevailing
wage. Josh Weger discussed the advantages of Re-
sponsible Bidder Ordinances (RBOs), which estab-
lish objective criteria to help ensure public bodies’
contract with “high road” contractors with Leah
Bartelt discussing the Illinois Freedom of Infor-
mation Act.
Legislatively, UCA is always busy overseeing the
numerous pieces of legislation presented in Spring-
field, IL to better protect the underground industry.
This includes lobbying for sustained pay as you go
annual capital spending programs to meet the needs
of updating and maintaining the state infrastructure.
Some of our activities include:
-Attending the Illinois Coalition for Infrastructure
Renewal, Legislative Banquet on Monday, Novem-
ber 13th.
-Attending the Illinois Construction Industry Com-
mittee (ICIC) quarterly meeting on November 6th.
-The Transportation for IL Coalition (TFIC) dinner
meeting with Key Legislators advocating for Infra-
structure Capital Program renewal on November 6th
in Springfield.
-Sponsoring and attending TFIC’s Annual Meeting
in Springfield on No-
vember 7th.
-Attending and / or
sponsoring numerous
state and local gov-
ernment political
fundraisers advocat-
ing on behalf of UCA
members.
-Working with other
associations to build
support for or against
legislation that would impact UCA member firms.
UCA will continue to champion legislative causes
that affect our industry both alone and when partner-
ing with our lobbyists, other Associations and Labor
Organizations. Additionally, UCA needs all of its
members to sponsor and / or attend the 4th Annual
Legislative Reception, hosted by Mike Piraino at
Medinah CC on February 22nd, 2018. Registration is
open. Be sure to support this event. It is our oppor-
tunity to get in front of local, state, and federal legis-
lators to hear our concerns directly! It is an im-
portant election year and the goal for the UCA PAC
is $50,000. If every member contributed a minimum
of $250 we would reach that goal annually.
Be sure to check out UCA’s website and social me-
dia outlets (Facebook, Twitter, LinkedIn and Insta-
gram) for information on UCA and the industry. We
are asking for you to take & share photos of infra-
structure needs you see on a daily basis. Whether it
is on your job site or driving under a crumbling
bridge on your way to work, please tag @UCAofIL
and @TFICIllinois in the photos & mention where
they are located.
UCA will continue to host exceptional events. The
2018 Annual Convention is in Hawaii. If you are not
able to attend, please consider supporting through
