    SPECIAL INTERESTPhenylacetic Acid as the New Chemical Compound of Choice for the Production of Synthetic Drugs

    During April of 2009, two clandestine drug laboratories used for the production of synthetic drugs weredismantled in Apatzingan [19.0833 -102.3500] and Ziracuaretiro [19.4167 -101.9167], Michoacan. Fromthese labs, nearly five and a half metric tons of phenylacetic acid were seized.

    Since the beginning of 2009, Mexican cartels have been using phenylacetic acid, known as afa, in place ofpseudoephedrine to produce synthetic drugs. The importation and exportation of big quantities ofphenylacetic acid is approved by the Mexican Department of Health under a regulation that was signed on23 April 1998. This regulation allows a maximum quantity of 20 to 50 kilograms for domestic trade,importation and/or exportation. Phenylacetic acid is also included in the list of regulated substances by

    the Federal Commission for the Protection against Sanitary Risk (COFEPRIS). However, it does not haveset restrictions or control measures such as those set for pseudoephedrine.

    Members of La Familia Michoacana (main producer of synthetic drugs) who were recently arrestedtestified that the group obtains shipments of phenylacetic acid from Holland, Bulgaria, and China. ThePGR has also detected import shipments of phenylacetic acid from the U.S.

    The National Institute for Migration (INM) Commissioner, Cecilia Romero Castillo, stated that a newidentification card that is to be issued by the Mexican Federal Government will speed up the migratoryflow between Mexico and United States and will make the work of the INM easier.

    Comment: The reason why this card will speed up the migratory flow was not stated. It was reported thatall Mexican nationals of all ages to include undocumented persons living in the U.S. will receive thiscard. Also discussed in this article were trends regarding immigration reductions as a result of the

    economy.

    ORGANIZED CRIME AND DRUG TRAFFICKINGDead Body Found in Salvador Escalante, Michoacan28 August 2009

    On 28 August 2009, at 0200 hours, the dead body of Juan Garcia Martinez, 54, was found in the plaza of

    the Salvador Escalante municipality of Michoacan. Garcia was kidnapped days earlier from a gas stationin the same town. His body had visible signs of torture and his hands and feet were tied together. He hadalso been shot in the face two times.

    Police Station Attacked in Lerdo, Durango31 August 2009

    An armed group attacked the Municipal Public Security facility in Ciudad Lerdo [25.3333 -103.5333],Durango, after the jail keeper refused to let an inmate out at the request of the gunmen. This prompted

    the gunmen to open fire on the building. Police then issued a red alert and were aided by military andfederal forces operating in the area. As a result, five of the attackers were arrested by authorities. Twovehicles were also seized from them to include a green Toyota and a sand-colored Ford.

    Police and Gunmen Exchange Fire in Ramos Arizpe, Coahuila31 August 2009

    Gunmen shot and killed a man at the horse race track in Ramos Arizpe [25.5500 -100.9666], Coahuila,and then fled the scene. Police officers responding to this report then caught up with the men along the

    Los Pinos highway which resulted in a shootout between the two groups. As a consequence of the attack,two of the aggressors were wounded. Later, police reported that they recovered shell casings from thescene to include .38 caliber, .45 caliber, .222 caliber, and 5.7x28mm police killer rounds.

    Comment: The .222 caliber is likely a mistake referring to .223 caliber rounds. The .223 is the standardcaliber version of the NATO 5.56x45mm round.

    Taxi Drivers Involved with Drug Trafficking Network in Cancun, Quintana Roo28 August 2009

    The Andres Quintana Roo taxi drivers union that once represented, unity, strength and financial stability,is now part of the dark world of drug smuggling. According to an internal report, the taxi drivers unionhas been penetrated by Los Zetas of the Gulf Cartel. This infiltration was made in part to compete withthe drug trafficking in the area by the Los Pelones Cartel of the Beltran Leyva Organization.

    Gulf Cartel Controlled Huimanguillo, Tabasco28 August 2009

    The Tabasco General Prosecutor's Office filed charges against 18 individuals from Huimanguillo[17.8500 -93.3833], Tabasco, who were detained for granting protection to organized crime groups, inparticular, to a Los Zetas cell operating in the area. The State Procurator noted that the subjects werecharged with aggravated association offenses and were transferred at noon on 27 August 2009, to theCenter for Social Rehabilitation of the State (CRESET). Those taken were three look-outs (halcones), 14members of the Preventive Police (SPP), and an official from Huimanguillo City Council. All of theseindiviudals allegedly worked directly for the Gulf Cartel and received monthly payments ranging from$(MXN) 3,000 to 20,000 depending on the rank they had in their respective agencies.

    Soldiers from the 2nd Military Zone responding toan anonymous complaint detained Sergio VEGADuran aka El Silver, 41, at a residence in theXicotencatl Leyva neighborhood of Tijuana[32.5333 -117.0167], Baja California. After being

    arrested, VEGA Duran confessed to being involvedwith a marijuana smuggling scheme in which hewould transport approximately 120 kilogramsweekly to the U.S. by hiding it in the tires ofvehicles. He also confessed that he worked for anindividual that he knew only as El Chaquin.

    At the time of his arrest, he had in his possessionclose to $(USD) 100,000 in cash, $(USD) 100,000 worth of jewelry, and weapons to include:

    1 rifle

    1 submachine gun (1) .45 caliber semi-automatic pistol (1) .40 caliber semi-automatic pistol

    (1) 38 super 3 magazines

    90 or more live rounds

    During 2009, PGR elements are reporting that they have seized about $(USD) 160 million worth of cashand goods from organized crime groups. Of this amount, $(USD) 60 million was in cash.     Federal Police Officers Arrest Three Alleged Members of La Familia Michoacana in Lazaro

    Federal police officers arrested three alleged members of La Familia Michoacana along the LazaroCardenas/La Mira highway in Michoacan. Even though they were armed, they allowed police to arrestthem without resistance. The individuals were identified as:

    Andres SANTOS Abarca, aka La Rana, 20, from Acapulco, Guerrero. Alleged hitmen andinformant for La Familia Michoacana. He confessed that he participated in the murders of 12police officers on 13 July 2009. He works under a cell managed by Rafael HERNANDEZHarrison, aka La Cuchara. HERNANDEZ was arrested on 01 August 2009.

    Jose Omar RODRIGUEZ Colin, aka El Orejon, 18, from Mina, Michoacan. Alleged informant. Alejandro ZOLEDA Quezada, 32, from Mira, Michoacan. Alleged drug dealer in La Mira,

    Michoacan.Seized from these individuals were the following items:

    Authorities Find Narco List on Hitmen in China, Nuevo Leon31 August 2009

    Two alleged Los Zeta members identified as Juan ngel RODRGUEZ Ostegun, 25, aka El Conejo akaL-35, and Jos Luis RODRGUEZ Lozano, 18, aka El Junior, were detained while driving a stolen redDodge Ram 1550 with Texas plates (number unknown). These men are believed to be responsible for anattack that occurred on 30 August 2009 at around 0430 hours, at in the intersection of Bernardo Reyesand Bicentennial streets [25.6954 -99.2402], in the municipality of China, Nuevo Leon. This attack leftGeorgina Mojars Gonzlez, 38, and Concepcin Gonzlez Camacho, 55, dead and six others injured.Seized from the stolen Dodge Ram were the following items:

    1 Narco list that included the names China Municipal Police officials that provide protectionand information to members of organized crime

    INSTABILITY/CIVIL UNRESTEight Youths Gunned Down in Navolato, Sinaloa - 30 August 2009

    A group of young people meeting up at one of Navolato [24.7672 -107.6944], Sinaloas popular weekendspots was attacked by an armed group of 10 men wielding rifles. According to authorities, the incidentoccurred on 29 August 2009, during the evening and resulted in the deaths of six male and two females.

    SOUTH AMERICAFormer Colombian Army Colonel Charged with Murder and Cocaine Possession28 August 2009

    Colonel (Retired) Bayron Carvajal, was convicted on 28 August 2009, for themurder of 10 policemen and an informant in Jamund [3.2639 -76.5444], Colombia,and sentenced to 54 years in prison. He is also charged with taking 13 kilograms ofcocaine seized by the Army in rural Jamund, southern area of Valle del Cauca. It isbelieved that he took it in an attempt to return it to its original owner.
