Don’t forget to make your Open Enrollment appointment for this month if you are wanng to look at your Medicare opons. I did have episode this month that involved the wire on my hair dryer breaking off at the base of dryer and having a flame shoot out at my wrist. Luckily I was able to unplug and didn’t get my clothes. I have a slight scar from burn but all is ok and the Ulta Store in Fairview Heights where I purchased it let me pick out any dryer in the store to replace it. That was fun. Now for the grand finale announcement….Drum Roll….The BRAND NEW 2016 DODGE MINI-VAN is ready in Kankakee, Illinois for me to pick up. I’m going to do that on October 11, 2016 and hope it is not snowing. We got this free from a IDOT grant last year. I can’t wait to drive it. Have A Good Month Porch Sale

September was an exciting month here and October is going to be even better! September brought a brand new food warmer for the kitchen. We are so proud of it; it is insulated so the outside is cool to touch. I just like to touch it when I walk by it, it feels good. We

received it by applying for a grant through AgeSmart. Thank you AgeSmart!! In that same grant we received a year’s worth of Meals on Wheels containers, reimbursement for the last year’s fuel and repairs for the Meals on Wheels van. What gifts!!!!! Then those Volunteer Booster Gals have been busy giving us new Fiesta Ware Mugs and handled Soup Bowls, they really complement our Fiesta dinnerware. They really brighten up the tables at lunch time. To use those melamine dishes, we also received new flatware from them. Thank you Booster Gals!!! I’ve been busy helping lots of folks with Liheap and Benefit Access applications. Don’t forget to make your Open Enrollment appointment for this month if you are wanting to look at your Medicare options. On July 30th they had 173 lbs. but 22 lbs. was trash for a total of 151 lbs. for a total of $49.83. This is great and we truly appreciate your hard work. Learn eight driving strategies to make you a safer driver. Did you know that if you spend $100 at a farmers' market, $62 goes back into the local economy, and $99 out of $100 stays in the state. If you spend $100 at a grocery store, only $25 stays here. So, where do you want your money to go? The Millstadt Farmers Market was started by Randy Eckert with co-managers Gary and Kathy Diedrich of Millstadt. The Market began on the Millstadt Township’s front lawn with growing Learning Garden. The Market is now located at the intersection of Washington and Jefferson (Mertz Lot). Presently they have 20 different vendors that are there on different weeks. The vendors include all seasonal produce as it ripens. There is a Vintage metal worker that offers everything from iron wheels to milk cans. A woodworker that has hand crafted wooden guns to wooden gum machines. A stand that offers fresh eggs, pecans and honey. There is even a Bakery stand for your all dog treat needs. A mobile store offers clothing, jewelry, shoes and baskets. If you hungry while shopping there is a Kettle Korn vendor that makes fresh product on site. The Market is open every Friday from 3:00 pm – 6:00 pm. If you want to taste real flavors, support family farmers, help protect the environment, nourish yourself, discover the variety in the spice of life, learn cooking tips and recipes, and just connect with your community and enjoy the season be sure to stop by on Friday evenings.

The Commodity Supplemental Food Program (CSFP) is a supplemental

food source for seniors age 60 and older who fall within 130% of the federal poverty guidelines—seniors may participate in this program while also receiving food assistance via food pantries, meals on wheels, and/or SNAP (food stamps). The Foodbank partners with an organization that elects to administer the CSFP boxes to qualified seniors. Millstadt Township Senior Services would receive a once a month free delivery of free boxes to be distributed to the seniors signed up for the program; each box contains about 16 shelf stable items, plus cheese. The program does require some administrative work including, application sign up and verification of seniors, maintenance of sign-in sheets, and re-certification of participants that may be conducted verbally every 6 months. If you are interested in signing up for this program and fit into the income guidelines below, please contact Patty Evansco at 46-3731 for an appointment.

The rare Monarch Butterfly makes it home on the Milkweed plants outside the Senior Center. The Monarchs are making their way to Mexico and looking for secure and nutritious places for their cacoons to burst open into a beautiful butterfly.

The Will Joe S. is on his way out and knows the end is near. His nurse, his wife, his daughter, son and best friend, are all with him. He asks for two witnesses to be present and a camcorder be in place to record his last wishes, and when all is ready he begins to speak. -My son, “Danny, I want you to take the St. Charles Houses.” -My daughter “Elizabeth, you take the offices over in the West end.” -My friend, “Dave, I want you to take the offices over in the City Centre.” -“Jan, my dear wife, please take all the residential buildings on the banks of the river.” The nurse and witnesses are blown away as they did not realize his extensive holdings, and as Joe slips away, the nurse says, Mrs. S., your husband must have been such, a hard working man to have accumulated all that property”. Jan replies, “Property? Nah, he just had a paper route!”

DID YOU SIGN IN?

Knowing who is at lunch at the Center is important for a number of reasons. First of all it’s good to keep track so if someone isn’t there for a few days we can contact them to make sure everything is ok. Second, when you sign in and are registered we are able to submit your name to receive our grant money to help pay for the meals. A way to look at it is that if you aren’t registered and signed in we can’t send a bill for your lunch to the Area Agency on Aging.

Illinois Driver’s License Or Identification Process News Since late June, applicants visiting Driver Services offices are no longer issued a new permanent driver’s license (DL) or identification card (ID) at the end of the process. Instead, they leave the office with a temporary, secure paper document, which is valid for 45 days and will serve as their DL/ID for driving purposes and proof of identification. In addition, the employee will return your old DL/ID card back to you after punching a hole in it. For purposes of air travel, the U.S. Department of Homeland Security (DHS) states it will accept the temporary document in conjunction with the old DL/ID to board an aircraft until the permanent card arrives in the mail. Meanwhile, your information will be sent to a centralized, secure facility in Illinois. After fraud checks have been conducted to ensure your identity, a higher quality, more secure DL/DI will be printed and sent via U.S. mail within 15 business days to your address.

SHIP Corner Millstadt Township Senior Center is a sponsoring agency for Senior Health Insurance Program help and we recently received our 2016 updated Manual. During the coming months I will be sharing with you some information that I feel is important and informational. Organization and Administration of the SHIP Program: SHIP was initiated in July of 1988 by the Illinois Department of Insurance in response to the needs of Illinois’ senior citizens regarding their health insurance. In April of 2013, under Executive Order by the Governor, SHIP was transferred to the Illinois Department on Aging. The organizational structure of SHIP consists of: • The Illinois Department on Aging, which provides initial training, continuing education and ongoing support of SHIP counselors; • The sponsoring organization (Millstadt Township Senior Services), which provides coordinators, office space and office support services; • The coordinator (Patty Evansco), who is responsible for the administrative aspects of the SHIP program, which include publicizing SHIP services, recruiting volunteers, scheduling counseling sessions and responding to counselors’ needs; and • Counselor Patty Evansco meets with clients individually to provide objective information about health insurance, advocacy assistance, or referral if appropriate. The state is divided geographically into four separate SHIP regions: Cook County, Northern Illinois, Central Illinois and Southern Illinois. Within each region, counselors are organized in to units that serve a specific geographic area, usually designated by counties.

National Popcorn Popping Month Penn and Teller could learn a trick or two from the magic of popcorn. Take a small hard kernel of popping corn, add some heat, and it pops into a fluffy edible

white flower. The magic and fascination of

popcorn has been around for a long time. The oldest ears of popcorn found

in the Bat Cave in New Mexico date to about 5,600 years ago. The size of the

ears varied from smaller than a penny to about 2 inches long. Guess what, the

kernels still popped. Now, the average American enjoys about 68 quarts of popcorn a year. Popcorn first appeared in seed catalogs around 1880. It became one of the few affordable treats during the depression and WWII. The U.S. leads the world in popcorn production with Illinois and Missouri among the states leading in the production.

Using an air popper, pop the popcorn into a large bowl. Place butter in microwave-safe dish and melt (1 minute on high). Pour melted butter over popcorn. Quickly add Parmesan and thyme. Stir well to coat.

Clothing Donations Is it time to clean-out closets to make room for those Christmas gifts you know you’ll be getting? Clothing items may be donated to the Senior Center Thrift Store located on the second floor of the Community Center. Gently used clothing items are also for sale. Donations for items are requested to support Senior Center activities and the Meals on Wheels program. Remember your clothing items may also be donated to the collection box at the IGA parking lot will add to the proceeds IGA collects and donates to the Senior Center. With the help of your donations 20,000 meals were served to Seniors in Millstadt Township last year.

Millstadt Village News At the August 15, 2016, Village Board Meeting, Resolution 16-06, for a $208,000 loan from the First National Bank of Waterloo for real-estate purchased at 400 South Jefferson Street was approved. The property was purchased from Handy Feed and approved at the June 6, 2016 Village Board Meeting. The Village Board approved Resolution 16-07, at the same meeting, for Millstadt Land Management, Inc., doing business as Ott’s Tavern, Inc. Resolution 16-07 will provide more than $500,000 in TIF funding to rehab Ott’s Tavern.

Open Enrollment Q: When is Medicare Open Enrollment for 2017 coverage? A: For 2017 Medicare coverage, open enrollment is from October 15 to December 7. During this annual enrollment period you can make changes to various aspects of your coverage.

You can switch from Original Medicare to Medicare Advantage, or vice versa.

You can also switch from one Medicare Advantage plan to another, or from one Medicare Part D (prescription drug) plan to another.

And if you didn’t enroll in a Medicare Part D plan when you were first eligible, you can do so during the general open enrollment, although a late enrollment penalty may apply.

If you want to enroll in a Medicare Advantage plan, you must meet some basic criteria.

You must be enrolled in Medicare Part A and B. You must live in the plan’s service area. You cannot have End-Stage Renal Disease (some exceptions

apply). Is auto-renewal available? If you’re already enrolled in a Medicare Part D prescription plan or a Medicare Advantage Plan and you don’t want to make changes to your coverage for 2017, you don’t need to do anything during open enrollment, assuming your current plan will still be available in 2017. If your plan is being discontinued and isn’t eligible for renewal, you will receive a non-renewal notice from your carrier prior to open enrollment. If you don’t, it means you can keep your plan without doing anything during open enrollment. But be aware that your benefits and premium could be changing for 2017. So even if you’re confident that you want to keep your current coverage for the coming year, it’s important to make sure you understand any changes that may apply, and that you’ve double checked to make sure that your current plan is still the best available option. The available plans and what they cover changes from one year to the next, so even if the plan you have now was the best option when you shopped last year, it’s important to verify that again before you lock yourself in for another year. Changing Medicare Advantage coverage after the AEP Between January 1 and February 14 each year, if you are enrolled in a Medicare Advantage plan, you can leave your plan and return to original Medicare. You cannot switch to another Advantage plan unless you have a circumstance that affords you a Special Enrollment Period. After you leave your plan, you will have until February 14 to enroll in a Part D plan that will begin the first day of the following month that you enroll. Enrolling in Original Medicare If you didn’t sign up for Medicare A and B when you were first eligible, you have a chance to do so each year from January 1 to March 31, with coverage effective July 1. You may be subject to a late enrollment penalty however. For Medicare Part B, the penalty is an additional 10 percent of the premium for each 12 month period that you were eligible but not enrolled. 2017 Medicare coverage changes Changes to be aware of for 2017 include:

Medicare recipients reaching the donut hole will benefit from better prescription drug discounts. The gap in prescription drug coverage (the donut hole) starts when someone reaches the initial coverage limit ($3,700 in 2017), and ends when they have spent $4,950. Prior to 2011, Medicare Part D enrollees paid the full cost of their medications while in

the donut hole. But the ACA has been steadily closing the donut hole, and it will be fully closed by 2020. At that point, enrollees will pay just 25 percent of the cost of their drugs all the way up to the catastrophic coverage threshold. For 2017, while in the donut hole, enrollees will pay 40 percent of the cost of brand name drugs (down

from 45 percent in 2016) and 51 percent of the cost of generic drugs (down from 58 percent in 2016). The Medicare Part D deductible will be $400 in 2017.

Medicare Part B premiums will increase for those who didn’t see an increase in 2016. In 2015, most Medicare Part B enrollees paid $104.90/month for their Part B premium, although enrollees with income above $85,000 had higher premiums. For 70 percent of Part B enrollees, their premiums are deducted from their Social Security checks, and net Social Security checks cannot decrease from one year to the next. Since there was no cost of living adjustment (COLA) for Social Security in 2016, Part B premiums couldn’t increase for those enrollees (otherwise it would have resulted in a smaller net Social Security check, which is prohibited by law). But Part B costs increased, which meant premiums needed to increase for the rest of the enrollees. Ultimately, Part B premiums ended up at $121.80/month for enrollees whose premiums are not deducted from their Social Security checks, and for people who are new to Medicare in 2016. But 70 percent of enrollees are still paying $104.90/month (high-income enrollees pay additional premiums). For 2017, there’s expected to be a COLA for Social Security, so the $121.80/month Medicare Part B is expected to apply to all enrollees, with higher premiums for high income enrollees.

Medicare Advantage plans continue to see changes. While healthcare reform is slowly reducing rebates paid to Medicare Advantage plans, these plans continue to be popular. 30 percent of Medicare recipients were enrolled in a Medicare Advantage plan in 2015 – a significant increase from the enrollment total in 2009 when the ACA was signed into law. Most people will continue to have dozens of Medicare Advantage plans as well as Part D plans available to them. However, these providers can change the coverage options they offer from year to year so it’s important to stay up-to-date.

Most Medicare beneficiaries should have received their Annual Notice of Change (ANOC) and Evidence of Coverage (EOC) from their existing Medicare Advantage and Medicare Part D plan providers by Sept. 30. CMS will make information available to the public on Medicare.gov in October. The Medicare website is also a tremendous asset for individuals with questions about Medicare rules, timelines, Medicare Part D, etc. It’s important to carefully review the information sent to you by your plan provider, since this will cover any possible changes. For example, increasing co-pays, changes to drug formularies or changes to treatment coverage. Once open enrollment gets underway, you can make changes that reflect your current health coverage needs.

MILLSTADT WALK AND JOGGING PATH UPDATED The Village of Millstadt recently announced that the

“updated” walk and

jogging path is

complete. Mayor

Mike Todd said the

path was made

possible by a

$30,000 grant he

had received

through St. Clair County Board Chairman Mark

Kern and $15,000 grant from Metro East Parks.

With this funding they were able to put a layer of

asphalt surface on the entire path.

Walkers and runners will find Millstadt City Park a

great place where the walk path take visitors

through charming neighborhoods and a beautiful

park.

The mile plus path at circles between Parkview

and Kalbfleish drives and is perhaps one of the

most beautiful places in the city for a morning run

or walk. Wrapping around a well-maintained pool,

tennis courts and ball diamonds,

the path travels underneath

century-old, moss-draped oak

trees. Millstadt Park is also

flanked by some of the city’s most

beautiful homes and there are

plenty of benches along the route.

Services Available Meals on Wheels One of the Center’s most important programs, the Meals on Wheels program provides daily meals to people who have difficulty getting out of the house and/or cooking for themselves. Not only are we able to supply necessary food, but the driver delivering the meal is able to ascertain how the client is getting along and share some companionship. We have a number of folks dedicated to providing these services. They give freely of their time and energy to deliver the meals, make contact with the recipient and report back to the Center. The majority of the “regular” drivers volunteer one day per week and most have said it is highly rewarding for them. Lunch Program Lunch is served Monday through Friday at 12 noon. You must be 60 years of age or older to qualify for this program. It is appreciated that if you want lunch you call the center by 3:00 pm in order to sign up for lunch on the following day. When you come in you may sign yourself up for the next day. If you like, you may sign up for the entire week or month. If you know that you can not make it and you have signed up, please call and let us know that you will not be here and tell us when you will be back for lunch. Question: Is it illegal to laminate your Social Security card? Answer: No, it is not illegal, but we discourage it. It’s best not to laminate your card. Laminated cards make it difficult — sometimes even impossible — to detect important security features and an employer may refuse to accept them. The Social Security Act requires the Commissioner of Social Security to issue cards that cannot be counterfeited. We incorporate many features that protect the card’s integrity. Answer: You can get your personal Social Security Statement online by using your my Social Security account. If you don’t yet have an account, you can easily create one. Your online Statement gives you secure and convenient access to your earnings records. It also shows estimates for retirement, disability, and survivors benefits you and your family may be eligible for. To set up or use your account to get your online Social Security Statement, go to www.socialsecurity.gov/myaccount. We also mail Statements to workers attaining ages 25, 30, 35, 40, 45, 50, 55, 60 and older three months prior to their birthday if they don’t receive Social Security benefits and don’t have a my Social Security account.

Question: I know you need to have limited resources to receive Supplemental Security Income (SSI). But what is considered a resource? Answer: Resources are things you own that you can use for support. They include cash, real estate, personal belongings, bank accounts, stocks, and bonds. To be eligible for SSI a person must have no more than $2,000 in countable resources. A married couple must have no more than $3,000 in countable resources. If you own resources over the SSI limit, you may be able to get SSI benefits while trying to sell the resources. Not all of your resources count toward the SSI resource limit. For example: The home you live in and the land it's on do not count. Your personal effects and household goods do not count. Life insurance policies may not count, depending on their value. Your car usually does not count. Burial plots for you and members of your immediate family do not count. Up to $1,500 in burial funds for you and up to $1,500 in burial funds for your spouse may not count. If you are blind or have a disability, some items may not count if you plan to use them to work or earn extra income.

Question: I need to make changes to my Medicare prescription drug coverage. When can I do that? Answer: Open season for Medicare Part D prescription drug coverage runs from October 15 to December 7. The Medicare Part D prescription drug program is available to all Medicare beneficiaries. Joining a Medicare prescription drug plan is voluntary and participants pay an additional monthly premium. If you are considering changing your plan, you might want to revisit the Application for Extra Help with Medicare Prescription Drug Plan Costs. If you have limited resources and income, you may also be eligible for Extra Help to pay monthly premiums, annual deductibles, and prescription co-payments. Extra Help is estimated to be worth about $4,000 per year. Question: I have medical coverage through my employer. Do I have to take Medicare Part B? Answer: You are not required to take Medicare Part B if you are covered by a group healthcare plan based on either your own active employment or the active employment of a spouse. When your coverage or the active employment ends, you may contact the Social Security Administration to request a special enrollment for Medicare Part B. We will need to verify your coverage through your employer in order for you to be eligible for a special enrollment.
