DEFINITION OF NG911

3

• NG911 is an Internet Protocol (IP) based system that allows digital information (e.g., voice, photos, videos, and text messages) to flow seamlessly from the public, through the 911 network, and on to the 911 call-taker, dispatcher and first responders. Major components of NG911 include the following: – Procedures - Processes and policies for handling 911 voice, text,

images, and video from multiple devices and applications. – Databases - Data relating to the 911 caller’s whereabouts and/or data

associated with the caller. – Spatial Routing - Accurate routing and dispatch of 911 calls based

upon a caller’s longitude and latitude coordinates. – i3 Architecture - IP based 911 system functionality from call

origination through call completion. – ESInet - The IP network that is the supporting infrastructure for system

solutions.

STRATEGIC PLANNING

WORKSHOP

8

• Work in partnership with Florida counties

to promote the deployment of advanced

9-1-1 systems statewide and champion

educational opportunities to the 9-1-1

community in support of the delivery of

exceptional 9-1-1 services to the residents

and visitors of the State of Florida

Existing E9-1-1 Board Mission Statement

9

10

Developing Your Vision

10

• Purpose of a vision statement:

– To support a shared idea of the Board’s

direction

• A successful vision statement outlines lofty

but achievable emergency

communications goals supported by

internal and external stakeholders

11

Process

11

• Step 1: Define what you do as an output

– What outcome are we trying to achieve?

• Step 2: Define what unique twist we bring to the above

outcome

– What makes Florida unique?

• Step 3: Apply some high-level quantification

– Use broad metrics (“every citizen and visitor”)

• Step 4: Add relatable, human, ‘real world’ aspects

– What does the future look like?

12

Example of Vision Statements

12

• Kansas:

– The Council’s vision is to develop, coordinate, and integrate the foundation for an evolved, fully-functional "Next Generation 9-1-1” system that responds anytime, anywhere, from any device in order to realize the full potential for 9-1-1 to provide public access to emergency services, enable interoperability between systems, protect human life, preserve property, and maintain public safety.
