President Dole did not wish to hetho presiding officer, but would iimiiinato the former t, Mr.

V. C. Wilder. It would be a com-pliment that gentleman had earnedby his past services aud abilities as apresiding officer.

Minister Hatch seconded thoamendment, which then passed.

Mr. Wilder iu taking tho chairthanked tho Councils for the honor,but would have preferred to see thePresident coutinue in tho chair.

Miuister Smith moved thnt theLaws of tho Provisional Govornmoutbo printed, indexed and bound.Carried.

Minister Hatch moved the follow-ing resolution:

"Whereas a recent mail hasbrought the painful news of the assassination of His Excellency M.Caruot, tho President of tho Repub-lic of Franco.

"Do it resolved that tho Executiveand Advisory Councils of tho Ho

Cublic of Hawaii, miudful of thecareer and unsullied name

of the illustrious mau whoso un-timely death has thrown all Franceinto mourning, hereby express theirdeep sorrow for the inestimable losswhich tho Government of Frauceaud its people have suffered, andtheir detestation of the dastardlycrime which has been committednot ouly against Franco, but alsoagainst civilization.

"Do it further resolved that thisresolution be spread upon the miu- -

utes of this body and that a copybe forwarded to the President oftho Republic of France."

Mr. Emmoluth opposed tho pas-sage of tho resolution, consideringthat Col. Sopor had received all thecompensation to which ho was en-

President Dole regarded tho pro-posed action as very appropriate. Itwould do honor to the whole force.Tho readiness, vigilance aud disci-pline which tho force had beenunder, and tho constant watchfulness of tho Colonel commanding,had doubtless in a largo measureproduced the peaceful solution oftho situation. Thov miiriit congratulate themselves on having passedthrough tho trying 18 months patwithout bloodshed. If there hadbeen an attack made upon the Gov-ernment in that period, tho Colonelwoidd have been ready to meet it.Therefore, ho felt that ho was asdeserving of recognition as if he hadbeen called upon to face actual war-fare.

munication with the coast of NorthAmerica was reintroduced, not having passed its final stages under thoProvisional Government.

ing shape. Tacoma is now,

and has been for several years,

the shipping point for a vastamount of products of NorthWestern Washington. Rail-

roads from points east of themountains connect the greatwheat oroduciner district ofWalla Walla Valley with tide

water and the promoters of thenew line anticipate a largebusiness in Washington pro-

ducts between these points.

Wc understand the Canadianand Australian line gets this

business now by means nf a

transport between Tacoma and

Vancouver, and the idea of theGreat Northern is to securethe business without the extrahandling of freight Washing-

ton is a great state, rivaling

Minnesota in the productionof wheat and giving to the peo-

ple of the northwest fruits

more luscious than California

can grow. If a line of steamersfrom Tacoma to Yokohamacalling here could be made to

pay it would certainly be a

good thing for Hawaii. Every

vessel that docks here meansmoney to the merchants; themore vessels, the. more money,and it is the same in any citywith a harbor. Some yearsago a city on Paget Sound gotmost of its business throughthe fact of its being the port ofentry for the Sound. As timepassed other towns sprung upand developed into cities oflarger and stronger growththan the other, and they werein time made sub-por- ts of en-

try. From that time until to-

day it has been a case of the"survival of the fittest." Thefirst town with its $300,xxcustom house and gloriousclimate has sunk into insigni-ficance; vessels which formerlyentered and cleared there gofurther up Sound and the tradehas eone with it. So it hasbeen here on the Islands. La-hain- a

is to-da-y commerciallydead; hundreds of people herecan remember counting 200vessels in the harbor at onetime. Is money as plentiful inHonolulu as when the harborwas full of whaleships? It is

easy to note the change which

have taken place since thedays when the shipping at La-hai- na

was larger than it is to-

day. It is as easy, then, tocalculate the benefits to be de-

rived from additional lines ofsteamers into Honolulu.
