First Quarter 2018 Social Weather Survey:
Net satisfaction rating of the Duterte National Administration

Social Weather Stations
The First Quarter 2018 Social Weather Survey, done on March 23-27, 2018, found 69% of adult
Filipinos satisfied, 18% neither satisfied nor dissatisfied, and 11% dissatisfied with the general
performance of the current National Administration, for a net satisfaction rating of very good +58
(% satisfied minus % dissatisfied) – a 12-point decline and one grade down from the record-high excellent
+70 (79% satisfied, 9% dissatisfied) in December 2017 [Chart 1; Table 1].
Excellent in Mindanao; Very Good in Metro Manila, Balance Luzon and Visayas
The 12-point decline in the Duterte Administration’s general net satisfaction rating between
December 2017 and March 2018 was due to declines in the net satisfaction scores in Balance Luzon,
Mindanao, and Metro Manila, combined with a steady score in the Visayas.
The National Administration’s net satisfaction rating in the Visayas has been at very good +57 for
the past three quarters, from September 2017 to March 2018 [Chart 2; Table 2].
It stayed excellent in Mindanao, at +72 in March 2018, although down by 15 points from the
record-high +87 in December 2017.
It stayed very good in Balance Luzon, at +50 in March 2018, although down by 17 points from the
record-high +67 in December 2017.

However, it fell by one grade from excellent to very good in Metro Manila, at +58 in March 2018,
down by 13 points from the record-high +71 in December.
Very Good in all classes; Excellent among college graduates
Net satisfaction with the National Administration stayed very good in classes ABC, at +56 in
March 2018, although down by 6 points from +62 in December 2017 [Chart 3; Table 3].
It also stayed very good in class E, at +54 in March 2018, although down by 12 points from +66
in December 2017.
However, it fell by one grade from excellent to very good in class D or the masa, at +58 in March
2018, down by 13 points from the record-high +71 in December 2017.
By socio-demographics, the National Administration's net satisfaction rating score stayed excellent
among college graduates, hardly moving from +74 in December 2017 to +72 in March 2018.
It stayed very good but had double-digit declines among women (from +68 to +55), and among
elementary graduates (from +68 to +56).
However, it fell by one grade from excellent to very good among men (from +73 to +60), among
the 25-34 year olds (from +72 to +62), among 35-44 year olds (from +79 to +47), among non-elementary
graduates (from +71 to +59), and among high school graduates (from +70 to +54).
The SWS terminology for net satisfaction ratings is as follows: +70 and above, “excellent”; +50
to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to –29,
“poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”. SWS considers the
movement from one classification to another as either an "upgrade" or "downgrade”.
Excellent on 1, Very Good on 6, Good on 11, and Moderate on 1, and Neutral on 1 subject
Out of 20 specific performance subjects rated, the Duterte Administration's net satisfaction ratings
were excellent on 1 subject, very good on 6 subjects, good on 11 subjects, moderate on 1 subject, and
neutral on 1 subject. SWS calls this its Governance Report Card [Tables 4 and 5].
The net satisfaction rating of the National Administration was excellent on Helping victims of
disasters (+75) [Chart 4].
It was very good on: Helping the poor (+68), Reconstructing Marawi City (+63), Building and
maintenance of public works (+62), Promoting the welfare of OFWs (+59), Fighting terrorism (+58), and
Protecting human rights (+54) [Charts 5 to 10].
It was good on: Eradicating graft and corruption (+46), Ensuring an efficient public
transportation system (+41), Telling the truth to the people (+41), Reconciling with Muslim rebels (+41),

Fulfilling commitments in international treaties (+40), Fighting crimes (+40), Having good relations with
the UN and other important international organizations (+37), Reconciling with communist rebels (+37),
Foreign relations (+36), Defending the country's territorial rights (+36), and Defending Philippine
sovereignty in the West Philippine Sea (+34) [Charts 11 to 18].
It was moderate on Ensuring that no family will ever be hungry (+22) [Chart 19].
It was neutral on Fighting inflation (+6) [Chart 20].
National Administration’s net rating improves on 2 subjects, declines on 3, steady on 15 others
The March 2018 survey found the National Administration’s net satisfaction rating up by at least
one grade on 2 specific subjects, down by one grade on 3 specific subjects, and steady on 15 others,
compared to when they were last surveyed.
The National Administration’s net rating rose by two grades to a new record-high excellent +75
on Helping victims of disasters, up by 33 points from the good +42 in March 2017. This surpassed the
previous record of excellent +73 in August 2012.
It rose by one grade to very good +54 on Protecting human rights, up by 9 points from the good
+45 in December 2017.
It stayed very good on four specific subjects.
The new record-high very good +68 on Helping the poor was 2 points above the very good +66 in
December 2007. This surpassed the previous record of very good +67 in September 2017.
The very good +62 on Building and maintenance of public works was 3 points above the very good
+59 in December 2017.
The very good +59 on Promoting the welfare of OFWs was 3 points below the very good +62 in
September 2016.
The very good +58 on Fighting terrorism was 9 points below the very good +67 in December
2017.
However, it declined by one grade to very good +63 on Reconstructing Marawi City, down by 7
points from the excellent +70 in September 2017.
It stayed good on eight specific subjects.
The good +46 on Eradicating graft and corruption was 4 points above the good +42 in December
2017.
The good +41 on Ensuring an efficient public transportation system was 1 point below the good
+42 in December 2017.

The good +41 on Telling the truth to the people was 6 points below the good +47 in December
2017.
The good +41 on Reconciling with Muslim rebels was 7 points below the good +48 in December
2017.
The good +40 on Fighting crimes was 3 points below the good +43 in December 2017.
The good +37 on Reconciling with communist rebels was 6 points below the good +43 in
December 2017.
The good +36 on Defending the country's territorial rights was 10 points below the good +46 in
December 2017. This is the lowest in almost two years, since the moderate +28 in April 2016.
However, it fell by one grade to good +36 on Foreign relations, down by 19 points from the very
good +55 in December 2017. This is the lowest in almost two years, since the good +36 in April 2016.
The National Administration’s net rating stayed moderate on Ensuring that no family will ever be
hungry, although down by 11 points from +33 in December 2017 to +22 in March 2018. This is similar
to the moderate +22 in March 2017.
However, it fell by one grade to neutral +6 on Fighting inflation, down by 18 points from the
moderate +24 in December 2017. This is the lowest in almost two years, since the neutral -3 in April
2016.
The subjects on Fulfilling commitments in international treaties, Having good relations with the
UN and other important international organizations, and Defending Philippine sovereignty in the West
Philippine Sea were surveyed for the first time by SWS.
Survey background
The March 2018 Social Weather Survey was conducted from March 23-27, 2018 using face-to-
face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance
Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each
for Metro Manila, Balance Luzon, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population
projections for 2018 to obtain the national estimates.
The Social Weather Survey items on public satisfaction with the general performance of the
National Administration, and its performance on specific subjects, are non-commissioned. These items
were included on SWS's own initiative and released as a public service.

The satisfaction rating of the general performance of the National Administration is based on a
single question, and is not an average of answers to separate questions on specific subjects. The general
rating is repeated every quarter, whereas only a core of the specific subject-ratings are repeated. Subjects
are included or excluded depending on their contemporary salience.
The survey question on public satisfaction with the overall performance of the national
administration is as follows: “Sa pangkalahatan, gaano po kayo nasisiyahan o hindi nasisiyahan sa
kasalukuyang administrasyong nasyonal? Kayo po ba ay LUBOS NA NASISIYAHAN, MEDYO
NASISIYAHAN, HINDI TIYAK KUNG NASISIYAHAN O HINDI, MEDYO HINDI NASISIYAHAN, o
LUBOS NA HINDI NASISIYAHAN? [On the overall, how satisfied or dissatisfied are you with the present
national administration? Are you VERY SATISFIED, SOMEWHAT SATISFIED, UNDECIDED IF
SATISFIED OR NOT, SOMEWHAT DISSATISFIED, or VERY DISSATISFIED?]”
