All notices and surveys were provided in English and Spanish,and a Spanish interpreter was present at all meetings.

Long-Term Planning and RecoveryBelow is an explanation of how the region's method of distribution fosters long-term community recovery that is

forward-looking and focused on permanent restoration of infrastructure, housing and the local economy.

Due to the limited amount of Disaster Recovery CDBG funding available, the Method of Distribution focused on themost affected areas of the County. Discussion of the Commissioners and County Judge resulted in prioritizing theprojects by assisting the most affected areas first. Priority will be established to address the most urgent unmethousing needs and then infrastructure that will help alleviate future flooding impacts. Forward-looking, long-termrecovery will include a long range comprehensive master plan for the County which will identify flood and hazardresilient locations and construction standards for housing and housing related infrastructure and facilities. Long-termplanning projects will be based on principles of mitigation, future resiliency and permanent restoration and improvementof community assets.

Unmet Housing NeedsBelow is an explanation of how unmet housing needs will be addressed or how economic revitalization or infrastructure

activies will contribute to long-term recovery and restoration of housing in the most impacted and distressed areas.

Priority will be established to address the most urgent unmet housing needs first. Unmet housing needs will beaddressed by focusing on elevation, relocation, and restoration of LMl households with verified losses in the mostdistressed areas. Infrastructure activities will contribute to long-term recovery by improving the safety, resiliency andquality of community assets, which in turn will support future housing development in the County and long-termrecovery.

The County is allocating a portion of the funds to Deweyville ISD. Newton County feels that a good school leads to thecitizens wanting to stay in the community. By helping the school to rebuild, housing will be able to rebuild and grow.

The County is required to prepare a method of distribution between the eligible entities or projects. The GLO has

directed the County to use a direct allocation technique based on objective, verifiable data. The Method of Distribution

will identify how it meets benefiting 70% low-to-moderate persons requirement., supports minimum allocation amounts

that help ensure project feasibility, and provides an explanation of the distribution factors selected.

Affirmatively Furthering Fair Housing Statement

All subrecipients will certify that they will affirmatively further fair housing ("AFFH"} in their grant

agreements, and will receive GLO training and technical assistance in meeting their AFFH obligations. Additionally, all

project applications will undergo AFFH review by GLO before approval. Such review will include assessment of a

proposed project's area demography, socioeconomic characteristics, housing configuration and needs, educational,

transportation, and health care opportunities, environmental hazards or concerns, and all other factors material to the

AFFH determination. Applications should show that projects are likely to lessen area racial, ethnic, and low-income

concentrations, and/or promote affordable housing in low-poverty, nonminority areas in response to natural hazard

related impacts.

WHEREAS, in March, 2016, Newton County experienced floods that were declaredPresidential Disaster Areas; and

WHEREAS, as part of the declaration, the U.S. Department of Housing and UrbanDevelopment, (HUD) will provide funds to the State of Texas, through the Texas General Land Office(GLO) to be distributed to flood-affected areas to facilitate long-term recovery in the form ofCommunity Development Block Grant Disaster Recovery (CDBG-DR) funds; and

WHEREAS, Newton County is one of the HUD-identified "most-impacted areas," along withBrazoria, Fort Bend, Harris, and Montgomery Counties; and

WHEREAS, GLO's guidelines for the method of distribution for the $32,907,781 in CDBG-DRfunds requires Newton County to submit a resolution adopted by the Newton County Commissioners'Court authorizing submittal of the completed Method of Distribution form and worksheets related tothe Community Development Block Grant Disaster Recovery Program.

This past week wasan exciting time at the TexasLegislature. It was the finalweek for legislation filed bythe House to be heard on theHouse floor before being sentto the Senate. I was proud tolay out and pass three piecesof legislation; two that willmake some much needed im-provements to our criminaljustice system and one to pro-vide educational opportunitiesfor apprenticeship trainingprograms.

House Bill 3147 enti-tles a person to obtain the ex-punction of any informationthat identifies the person wtiowas arrested solely as a re-sult of identifying informationthat was inaccurate due to aclerical error or mistakenidentity. Many people believeif they are released afterbeing mistakenly arrestedand the charges weredropped or dismissed withoutany court date being set thatthey no longer have an arrestrecord; even in cases of mis-taken arrest the damagingdocuments are not automati-cally removed. This bill seeksto expedite the process ofhaving these records ex-punged, so the innocent citi-zens who have beenwrongfully arrested can moveforward with their lives, freefrom fear of a tarnishedrecord for a crime they did notcommit.

House Bill 3705 per-mits juvenile justice agenciesto jointly create and maintaina juvenile justice informationsystem. Currently, 250 Texascounties and the Texas Juve-nile Department are using theJuvenile Case ManagementSystem, which provides userswith access to real-time infor-mation regarding childrenwithin the juvenile justice sys-tem. This bill seeks to ad-dress the way system is beingused in ways that may ex-ceed the current authority topermit the use of the systemby private juvenile facilities,which makes informationsharing more efficient.

Summary of Public Comments Received during Public Comment Period

Public Hearing - Dewevville High School, June 15, 2017. 5:30 p.m.

At the Public Hearing held in Deweyville, there were 37 attendees. Three of the attendees hadcomments, as follows:

1. When Newton County gets the money, who will distribute the money?

Response: The County will decide on eligible projects and the money will be used to fundthese projects.

2. Pastor from Bon Wier: Church was damaged. A lot of people still out of their homes.Once you get the distribution, let everyone know how it works. Make sure everyone istreated fairly in the distribution of funds.

Response: Newton County will keep the citizens informed through our website,www.co.newton.tx.us. and through the local media.

3. President of Board of Trustees for Deweyville ISO: Deweyville ISO is requesting a portionof these funds. Property values have gone down. They need the money to get the newfacility started. FEMA will pay 75%, but they still need the rest. He has a hard time askingfor a bond from devastated people. The school is a large employer and 60% of theemployees were affected. He agrees that 70% of the funds should go to helping theresidents, but the school takes care of the kids, and the kids helped out during the flood.Temporary buildings are currently in use that are not sustainable. Why was DeweyvilleISO not included in the survey?

Response: Deweyville ISO was not included on the Citizen Participation Survey becausethe survey was designed to receive responses for general areas of need such as housingand infrastructure.

Public Hearing - Newton County Courthouse. June 29. 2017. 5:30 p.m.

At the Public Hearing held in Newton, there were 54 attendees. Nine of the attendees hadcomments, as follows:

1. Burkeville Area: Attendee lives on FM 1414, near Yellow Bayou. Has lived thereapproximately 14 years, and for the past three years, SRA held water back at the dam toolong. He had 3 foot of water in his house, and FEMA helped with repairs. The waterwaysare full of debris. Need to clean out creeks, bayous, and clean the banks so there is goodflow, especially on Yellow Bayou, Big Cow Creek, and Little Cow Creek.

Response: Clearing the waterways would be very expensive. This project could beproposed to the Corp of Engineers and other organizations for assistance.

2. Deweyville Area: Attendee had the following questions/statements: A ballpark time ofwhen the application process will begin? Need to increase income caps to help morepeople. There are lots of levees around Deweyville and most were washed away. Thisissue need to be address. Sand Pit Road had a big levee that was blown out and allowsthe water to flood that area.

Response: Homeowner applications may be available the beginning of next year.

3. Bon Wier Area: Attendee agreed that streams needed to be cleaned out. CR 2002flooded again last week in the rains. Don't just hand out money, people will misuse. Getcontractors to give discounts, use people on probation to work to help with labor. Moneyneeds to stay in the County.

Response: Funds will not be directly handed out to citizens. The money will be used tofund projects approved by the County.

4. Attendee wants to know what the Floodplain Manager's job is. People were not given atax break after the floods. Who will be doing the surveys and gathering information for thehousing projects?

Response: The Floodplain office can explain their duties in full. Property appraisals arethe duty of the Newton Appraisal District.

5. When can the citizens get questions answered, since questions were answered atDeweyville meeting? Can the 70% for housing include repair and rebuilding? When willthe new floodplain maps be available? What is the income cap for LMI?

Response: The low to moderate income caps or income limits are established by theU.S. Department of Housing and Urban Development (HUD) which is based on householdincome and family size. The 2017 Newton County LMI income limits are the following:

6. Do we already have numbers for the 70/30 allocation?

Response: The proposed allocation is in the Method of Distribution.

7. President of the DISD Board of Trustees: Thank you to the Commissioners Court forallocating $5,000,000 to DISD.

8. Attendee wanted to let the people know that her heart goes out to the people in the flood.She was not affected directly. Hopes all works out for everyone.

9. Representative James White - GLO briefs him on the progress of the grant. Explainedthe role of the Texas Legislature and explained he does not vote on any of this money.

10. Comment/Question via email: "I have a home that was flooded, it is not our primaryhome, but it was being used as a rental. FEMA could not help us, but we were able tosecure a SBA loan for repairs. The issue I have with our current situation is that SBA sentout an inspector, he did a good job looking over the property, but he came up with a figureto do the repairs that seemed to be sufficient, but as the contractor got into the project, wehave had to go over the loan amount. I was wondering if any of the grant money wouldbe available for the amount exceeding the loan fund amount."

Response: The grant funds cannot be used for reimbursement for repairs alreadycompleted.

Summary of comments received on citizen surveys and by mail:

Six comments submitted via the surveys and one in a letter (see attached) were inreference to debris in creeks and rivers. This topic is addressed above under the Newtonmeeting comments, number 1.

Many comments that roads and culverts need to be fixed.

Response: A portion of the funds allocated for non-housing will be used for infrastructure.The projects have not yet been developed.

- The remainder of the comments were emphasizing that many citizens' homes are notlivable and need rebuilding or repaired.

Response: The funds allocated for housing will be used for housing related projects. Theprojects have not yet been developed.

In a letter attached (2nd attachment), the citizen wants to make sure funds are utilized inNewton County and that the citizens be kept informed.

Response: The allocated funds must be used in Newton County, and HUD and GLOguidelines will be followed. Newton County will keep the citizens informed through ourwebsite, www.co.newton.tx-us. and through the local media.

Good Afternoon,

I would like to begin by saying thank you to our County Judge, Mr. Paul Price for putting this meeting

together and giving us an opportunity to weigh in on the usage of the Community Development Block

Grant. My name is Raquel Foster and I and a resident of the Belgrade Community in Bon Wier. I also

serve as a Board Member of the South East Texas Disaster Recovery Group (SETDRG) but I am standing

before you today to speak as a resident of Newton County.

Often times In disasters, those who are not affected by it directly don't realize the impact that

something as unexpected as this flood will have on you. Hopefully, today I can give you a brief picture of

one of the many faces of those who loss so much through this disaster. In March of 2016, my family was

impacted by the flood in ways that we could never have imagined. It has affected us mentally as well as

financially. Not only did we lose mementos that can never be replaced, we lost years of work that we

put into our home, we lost property, we lost our savings repairing the damage to our home, we have

gone into debt and one year later we are still putting the pieces back together again.

Past history, nationwide, has shown that CD8G funds tend to funnel everywhere except to the needs of

the affected and to the reasons that the grant was funded for in the beginning. It is my hope and my

prayer, that those who are in charge of overseeing this grant will be fiscally responsible and accountable

to the people of Newton County.

My request today is that the people of Newton County will be kept updated with the process and the

progression of this grant. Please do not overlook the unmet needs that this flood has created

throughout our county. Also, a couple of questions, how will the affected be determined? What is the

timeline of the process? How will the people of the county be kept informed? Let us work together to

rebuild, repair and restore what was destroyed by this disaster.

I thank you for taking the time to hear our concerns and requests. I look forward to further

communication and updates within the near future.
