Cleveland Community College is pleased to announce the 25th Annual Cleveland County Fire & Rescue College, November 8, 9, and 10, 2019.

The purpose of this Fire & Rescue College is to make quality training possible for all dedicated fre and rescue personnel. Eforts will be made to accommodate maximum participation in the course of your choice. Your reservation will be based on the prompt return of your registration form and applicable fees. Registration forms received without payment will be returned to the sender. If your frst choice is flled, your second choice will be assigned on your registration form.

Refund requests should be made to 704-669-4193 on or before November 1, 2019. Refunds will not be granted after November 2, 2019.

Minimum Age Requirements: Participants must be at least 16 yrs. old.

Fire & Rescue College Fees North Carolina Fire, Rescue, & Law Enforcement Participants: $20 Fire College fee per person (this fee applies to ALL attendees) Additional Class Fees: See class descriptions. Out-of-state and those not fee-waived: • $70 per class if class is 1-24 hrs. • $125 per class if class is 25-50 hrs. • Plus $20 Fire College fee

Registration fees are subject to change without prior notifcation.

Special Notes Certain classes require the signature of the department chief for participation. EXPERIENCE AS A JUNIOR FIREFIGHTER WILL NOT QUALIFY THE STUDENT FOR THESE CLASSES.

Some classes require additional fees, which must be included with the registration form. Additional fees can be found in the class description. Online booklets can be found at www.cccfretraining.com.

Students may enroll for multiple classes as long as the class schedules do not confict or overlap. All classes must be listed on the registration form (located in the back of the brochure). Only one $20 per person Fire & Rescue College fee is required for the weekend, regardless of the number of classes you take.

Certifcate Information Students attending 80% of the class hours will be awarded a certifcate of participation. Attendance will be taken twice each day. Certifcates for classes will be mailed to students upon completion of class.

Review and explain basic elements of pump operations including priming, lift, drafting, pumping from a hydrant, setting engine pressure and calculating friction loss. This certifcation-related course is designed to educate driver/operators responsible for the operation of fre department pumping apparatus. Concepts covered include: inspection of engine, chassis, pump, and drive systems, preventive maintenance, operational testing, and annual service testing procedures.

The course also includes an overview of methods used for documentation of preventive maintenance and testing. This Pumps Maintenance & Testing (Chapter 05) course is part of the Pumps Certifcation Program approved by the NC Fire and Rescue Commission for ofering as of July 1, 2017. DRIVER OPERATOR CERTIFICATION CLASSES (DOCC) SECTION-5: MOBILE WATER SUPPLY (16 HOURS)-FIP3650 Dates: Saturday, 9:00 AM - 6:00 PM;

Sunday, 8:00 AM - 5:00 PM

This certifcation-related course is designed to educate fre apparatus drivers who are responsible for operating apparatus designed primarily for picking up, transporting and delivering water to fre emergency scenes. This Mobile Water Supply (Chapter 10) course presents general principles of operating apparatus equipped with various water dumping systems, with application of those principles.

This course includes an overview of safe maneuvering, accident prevention, fll site and dump site operations, as well as relay operation procedures. This is a NC Fire and Rescue Commission certifcation course approved for ofering as of July 1, 2017. This course should be ofered consistent with the most current Commission guidelines. Contact the Ofce of State Fire Marshal (OSFM) for details.

HAZARDOUS MATERIALS CERTIFICATION CLASSES (HMCC) SECTION-6: HAZARDOUS MATERIALS LEVEL I RESPONDER (38 HOURS)-FIP3351 Dates: Thursday - Sunday,

8:30 AM – 7:00 PM This course meets OSFM’s training requirement for the Hazardous Materials Level I Responder credential. Course content includes lecture and practice activities needed to perform the following tasks safely and efectively: 1. Implement standard operating procedures in the current edition of the DOT Emergency Response Guidebook. 2. Analyze a hazardous materials/WMD incident. 3. Plan an initial response to a hazardous materials/WMD incident. 4. Implement the planned response for a hazardous materials/WMD incident. 5. Evaluate the progress of actions taken at a hazardous materials/WMD incident.

This course is a new specialty branching from Level I Responder. All currently certifed HazMat Awareness and Operations personnel are eligible for this class. This course will expose the Hazardous Materials Level I Responder to the knowledge and skills needed to perform air monitoring and sampling to include the following tasks: 1. Plan the air monitoring and sampling activities. 2. Implement the air monitoring and sampling activities as specifed in the incident action plan

Identify the diferent types of construction and reactions during a fre situation. The hazards associated with each type of construction will also be covered.

Identify emergency medical procedures frefghters might encounter and how to rapidly assess and intervene in the following types of emergencies: cardiac arrest, airway obstruction, burn treatment, drug overdose or poisonings. Practices for infection control and self-protection will also be covered. American Heart Association Healthcare Provider (CPR) Certifcation will be provided. For students wishing CPR Certifcation, bring $5.00 for card.

This course will cover the proper use of communications equipment, and the procedures for receiving any type of alarm. It will also provide an understanding of policies and procedures concerning the ordering and transmitting of multiple alarms, and the action to be taken upon receipt of these signals.

Objectives related to fre behavior for Level I and Level II Certifcation. This class includes visual demonstrations of fre behavior concepts. This course is much more than the traditional fre behavior classes.

Students will be presented with the types and applications of hoses, nozzles, adaptors and tools carried on pumpers. Correct applications will be included as well as information needed to conduct annual hose testing.

This class will cover the elements of agricultural machinery rescue incidents. Pre-planning, site surveys, incident plans, and size-up will also be covered. Design features of various pieces of farm equipment will be discussed. Upon completion, the RT will have practical skills for correctly gaining access to and stabilizing the environment, the machinery, and the patient; as well as packaging and removing the patient from an agricultural rescue incident. It is recommended students bring appropriate PPE to any TR class. This includes boots, gloves, weather-appropriate clothing, eye protection, etc. Old clothing is recommended as you will get dirty!

This certifcation-related block course will present the Technical Rescuer with the knowledge, skills, and abilities to satisfy the requirements of Chapter Nineteen (Machinery) of National Fire Protection Association (NFPA) 1006: Standard for Technical Rescue Professional Qualifcations. In addition, this course covers agricultural-related emergencies and how to mitigate those responses. Using local demographics, student will identify issues and plan priorities for the life safety education programs and will create a marketing plan designed to increase awareness in their community. Educators will discuss suggestions for working with elected ofcials to reduce injury, death and property damage. Participants will create a developmentally appropriate training program for their agency and compile education materials to supplement the new program. Participants will identify the training needs for Fire and Life Safety Educators within their organization, based on NFPA 1035, and will discuss methods to track customer satisfaction and success of the program. Participants will discuss methods to recruit, coordinate and train volunteer educators. Using local data, students will establish the types of fre and life safety problems occurring in their community and then develop a budget to use in completing a grant proposal. Students will have the opportunity to write a grant proposal that can be submitted to a grantor at the end of the class. Students should bring fre and injury loss statistics from their local areas and ideas for their grant proposal. The goal is for students to complete a grant application that is ready to submit for possible funding.

Students will participate in fre safety lessons and teach a safety lesson plan that they can use at their own department. This class will review the latest information and factors which go into the make-up of the public protection rating of cities and fre districts. The system continues to evaluate three major categories of fre suppression: Fire Department, Emergency Communications, and Water Supply. The class will cover various types of rural water supply with no hydrants from ponds, rivers, creeks, or other static points and how to move the water from the source to the fre. The course also includes the Community Risk Section that recognizes community eforts to reduce losses through fre prevention, public fre safety, and fre investigation.

This class will provide students with advanced skills in the art of the structural fre attack. Students should be prepared to train on fres in Class A and Class B burn building settings. Students must be experienced frefghters with successful completion of all the NFPA required 1403 classes, and must have their chief’s authorization.

Must meet minimum age requirements (18 years of age or older), and not a current high school student. NFPA 1403 guidelines will be followed including facial hair guidelines.

This class will also include evolutions inside the Drager Phase I Flashover Simulator.

Equipment needed: Students need to provide full PPE with SCBA and one spare cylinder. SCBA bottle must have current hydro-test date.

This class will cover the insight into paperwork and other issues facing today’s fre departments. There will be a heavy emphasis on benefts from the State Firemen’s Association, the Firemen’s and Rescue Squad Worker’s Pension Fund, the PSOB, Worker’s Compensation and the State of NC. Packets outlining the procedure to follow in case of a line of duty death will be provided as well. This class is designed to be benefcial to all frefghters and is packed full of good information. This class is designed for the rural fre department frefghter as a supplement to his/her regular training program as outlined in NFPA pamphlet 1001. It’s for both the frefghter with little experience and the frefghter with experience in wildland fres, who are not full-time wildland frefghters and are limited to small initial attack units.

SECTION-79: WILDLAND RED CARD TRAINING BLOCK (45 HOURS) Dates: Wednesday – Sunday,

8:00 AM - 6:00 PM This block course combines content for the three courses needed to complete Wildland Red Card Certifcation training: Wildland Fire Human Factors, Wildland Firefghter Training, and Wildland Fire Behavior. To become Red Card certifed, students must also complete NIMS 100 and NIMS 700, and complete a Work Capacity Test administered by the NC Forest Service. This course must be taught to National Wildfre Coordinating Group (NWCG) standards, to include course management, course content, prerequisites, and instructor qualifcations (NWCG References: L-180, S-130, and S-190). SECTION-84: BASIC ENGINE COMPANY OPERATIONS (17 HOURS) Dates: Friday, 7:00 PM - 10:00 PM;

This class covers engine company operations, various duties, procedures, personnel assignments, and operations at structural fres. Introduction to methods for personnel accountability, assignments, tactical priorities, and frst due and subsequent arriving engine companies will be conducted using various student and group activities. Size-up for the attack team, equipment for each frefghter, tactical assignments, water supply options, hose, nozzle, ventilation considerations, and stream selection are some of the topics covered in class and through actual hands-on instruction. Firefghter safety, primary search, tool assignments, and tactical priorities are covered. The engine company RIT team assignments will also be covered in this class.

This class is a must for the new structural frefghter or ofcer that has limited experience in the feld and would like to have a more efective role on the fre ground.

Class size will be limited to the frst 30 students. This class will involve live burns. Must be at least 18 years of age and not a current high school student. NFPA 1403 guidelines will be followed including facial hair guidelines.

Note: Class begins at 7:00 PM on Friday night. This class requires chief’s signature on registration and Chief’s Afrmation Form.

Pre-requisite: Experienced frefghters only (3 years minimum). Experience as a junior frefghter will not be accepted.

Equipment needed: Full turn-out gear required, SCBA and one extra bottle. SCBA bottles must have current hydro-test date.

FIREFIGHTER/RESCUE SKILLS CLASSES (FFRS) SECTION-85: SMALL AIRCRAFT CRASH RESCUE (ARFF) (14 HOURS) Dates: Saturday, 9:00 AM - 5:00 PM

Sunday, 8:00 AM - 4:00 PM

This class will consist of classroom and hands-on training on the fre ground. On the frst day, a three-hour block of lecture will cover the aircraft rescue and frefghting in a broader view. The second three-hour block will focus on general aviation aircraft and the hazards, as this is the type of aircraft structural frefghters are most likely to face. Day two will begin on the training ground, where students will get an up-close look at a small general aviation aircraft. We will cover the approach to the aircraft and rescue concerns. Students will get the opportunity to remove victims from the cabin several diferent ways. We will discuss stabilizing the aircraft, as well as securing the aircraft with a proper shutdown. We will then progress into a live burn where students will apply what they have learned to control an aviation incident. This class will utilize CCC’s ARFF Training Aircraft!

Equipment needed: Full turn-out gear and SCBA with one spare cylinder. SCBA cylinders must have current hydro date.

Whether your department has a truck company or not, this class will teach skills that every frefghter must be able to perform to have a successful outcome on the fre ground. Every fre needs Truck Company skills performed. Skills to be covered include: ventilating peaked and fat roofs, horizontal ventilation, forcing doors, saw use, primary searches, searching with water cans, vent/enter/search, and ground ladder placement.

Equipment needed: Full turn-out gear and SCBA with one spare cylinder. SCBA cylinders must have current hydro date. Students need to be Firefghter I certifed (minimum).

SECTION-87: VENT, ENTER, AND SEARCH (14 HOURS) Dates: Saturday, 9:00 AM - 5:00 PM;

This class will be a complete overview of the outside vent position. This position is deployed from one of the frst arriving units. They can relay critical information to the operating force about the rear or sides of the fre building. If the outside vent is properly equipped, they can provide coordinated horizontal ventilation for the fre-attack crew. The seasoned frefghter can use size-up to identify and access (Vent Enter Search) target areas for search that may be difcult to fnd or are blocked by fre from the inside. This class will provide information about performing the outside vent position and practice applying the skills to be successful. The class is lecture and hands-on and assumes interior frefghting certifcation.

Students will enhance their knowledge of what volunteers are looking for, how to recruit them, and how to retain them. They will also learn how to prepare your department to better handle your membership and training needs to retain both new and seasoned members. This class will expose the positive and negative impacts for both Volunteer Fire and Rescue/EMS Departments and their volunteers.

SECTION-89: THE RECOGNITION OF THE OCCULT FOR THE FIRST RESPONDER (12 HOURS) Dates: Saturday, 9:00 AM - 5:00 PM;

This class is designed to educate frst responders in the area of the occult and terrorism. It will attempt to dispel myths and misunderstanding often created by the media including Hollywood. During the frst half of the class, the instructor will defne and discuss the diferences of Satanism, Witchcraft and Hispanic/Mexican folk magic. Because of the growing concern of gangs and hate groups, special attention will be given to Hispanic drug cartels and their deceiving practices of religious traditions and rituals that appear to be Catholic in nature. Illustrations of the “narco satins”, including Santa Muerta who is the saint of death, will be shown to enlighten the frst responder with a better understanding of the misuse of Catholic saints.

This block of instruction is unique and valuable and encompasses over 25 years of law enforcement training for both instructors. No recording devices or cameras will be allowed in the classroom. This is not a class in religion.

This training is to be used in the orientation of Chaplains in providing pastoral care and counseling to fellow frefghters and their families, and to provide comfort and resource information to victims of fre, crime, medical emergencies and natural/ manmade disasters. This training will help you gain an understanding of what a Fire (Emergency Services) Chaplain’s expectations are and we will discuss what the duties and responsibilities are for your department.
