BACKGROUND:Kerala has witnessed its worst flooding in more than 100 years due to unprecedented monsoon rains in August 2018. Over 483 people died and many missing cases reported. Over 850,000 people have been affected by the floods across many districts. The floods have led to the destruction of houses, crops and agricultural plots. The affected population had taken shelter in the neighboring schools and community halls then and now moved back to their homes. There has been structural damages to semi-pucca and kuchha shelters along with damage to household items (kitchen utensils, sanitary items) water pipes, electrical wires and fittings. Many shelters have also been completely washed away in landslides. Due to significant damage to shelter, households need to rebuild and repair their shelters and the Government is encouraging homes to be built or repaired with disaster resilient features. Though there is a talk on the necessity to rebuild Keralawith resilient features, the common man is not well educated on the topic

NEED AND JUSTIFICATIONAmong flood affected households, middle and lower middle class families were most affected and it is tougher for them to bounce back. UNDP and Malayala Manorama to join hands in creating awareness about the need to build back better.This category of people have less exposure and a mettle to research for options. They need to be made aware of the various resilient construction options and an exhibition cum awareness programme is the best way to reach out to them

PROJECT PLAN

Entire campaign was planned into two formats to reach out to maximum number of flood affected people in Kerala.

● FORMAT 1 – Road show

Mobile exhibition consisted of a 24 days roadshow across the 8 districts – Alappuzha, Thrissur, Idukki, Kottayam, Ernakulam, Wayanad, Pathanamthitta and Trivandrum

A branded canter van (Eicher) traversed the length and breadth of these 8 districts communicating the message the importance of rebuilding resilient Kerala.

The roadshow also created awareness about the static exhibition and encouraged people to visit the same in the following days

A crowd pulling MC was be part of the show, who attracted the crowd and shared all the details of the static exhibition and encouraged people to visit the static exhibition. Leaflets were distributed to all the viewers

Promo video was played at the venue – Video showing the flooded area and construction of houses and the selection of land to construct the house etc

The 24 days roadshow began on 7th January 2019 in Alappuzha district and culminated in Trivandrum on 6th February 2019

● FORMAT 2 - Static Exhibition

The static exhibitions were carried out as a 2 day ground event in each of the following 8 districts - Trivandrum, Pathanamthitta, Alappuzha, Kottayam, Idukki, Ernakulam, Thrissur and Wayanad

A total of 14 stalls were set up at the exhibition venue with 6 exhibit models and 8 stalls for other categories.

The 6 models exhibited were: RETR0 FITTING MODEL STILL HOUSE MODEL U SHAPED WALL HOUE MODEL TOILET FACILITY FOR HANDICAPED MODEL SOLAR PANEL MODEL WITH SEEWAGE CONNECTION & FENCING ETC WATER FLOW MODEL

A specific area of the venue was partitioned to conduct mason training

An LED wall was set up inside the exhibition area to play videos and other relevant promotional and educational matter

The first Static exhibition was organized in Alappuzha district on 10th and 11th January 2019.The campaign culminated in Trivandrum district with the final exhibition organized on 7th and 8th February 2019

The exhibition were visited by various categories of audience. MSW, BSW and architecture students visited the venues and found it very useful as they could relate to it in their course material. In most locations we have school students and teachers visiting the exhibition as it was very informative considering the fact that all were affected by the floods. Common public especially those who had lost their homes and businesses to the flood benefited out ofthis initiative. Other categories who visited included Architects, contractors, maisons, carpenters etc

● CONCLUSION

After the devastating floods that Kerala experienced in August 2018, there have been many initiatives to rebuild Kerala and the UNDP Surakshitha Keralam campaign was one of the most meaningful campaigns. The campaign fulfilled its objectives by reaching out to flood affected people in Kerala by setting by exhibitions in the affected localities itself. The roadshow reached out to over 4800 people across 96 key locations and static exhibition reached out to over 1664 people across 8 locations, giving a real life experience to see and learn about ways to rebuild resilient Kerala. Malayala Manorama supported the initiative by covering the events extensively and taking to communications to a much larger audience.
