Final Report of the Program Area Review Team for Ward 10 December 8, 2015 RECOMMENDATIONS The Ward 10 Program Area Review Team recommends: 1. That Orde Street Junior Public School be converted from a JK to Grade 6 school to a JK to Grade 8 school, retaining Grade 7 effective September 2016 and Grade 8 effective September 2017. 2. That the name of Orde Street Junior Public School be updated to Orde Street Public School effective September 2016 to reflect its new grade configuration. 3. That an Orde Street Public School intermediate attendance area be created that follows the Orde Street Public School junior attendance area. 4. That the Jesse Ketchum Junior & Senior Public School intermediate attendance area be amended to include the entirety of the Huron Street Junior Public School junior attendance area. This will eliminate the occurrence of the Huron Street Junior Public School attendance boundary being split between two senior attendance areas. 5. That the King Edward Junior & Senior Public School intermediate attendance area be amended to include the entirety of the Kensington Community School junior attendance area. 6. That the Grade 7 and 8 English track at Lord Lansdowne Junior & Senior Public School be phased out effective 2016. This would enable the current Grade 7 students to continue to Grade 8 at Lord Lansdowne Junior & Senior PS without transitioning to a new school for one year. Effective September 1, 2016, Grade 7 students living within the amended boundary will attend King Edward Junior & Senior Public School. 7. Final Report of the Program Area Review Team for Ward 10

December 8, 2015 RECOMMENDATIONS The Ward 10 Program Area Review Team recommends:

BACKGROUND

When French Immersion was introduced into Lord Lansdowne Jr & Sr PS and the program expanded, the enrolment at Lord Lansdowne Jr & Sr PS began approaching the school’s capacity. In response to the impeding accommodation pressure, the direction of the Central Accommodation Team was to establish a Local Feasibility Team to review all area schools with the intent of developing a comprehensive long-term accommodation strategy for Lord Lansdowne Jr & Sr PS and other schools in the area. The Local Feasibility Team recommended that a Program Area Review Team be formed to examine potential accommodation solutions. On November 12, 2014 the Board of Trustees approved the recommendations of the Program Area Review Team to relocate JK to Grade 6 regular (English) track students from Lord Lansdowne Jr & Sr PS to Kensington CS effective September 2015 and that the existing junior attendance boundary for Kensington CS be amended effective 1 September 2015 to include the existing Lord Lansdowne Jr & Sr PS junior attendance boundary. The PART also recommended that the Extended French Program at Lord Lansdowne Jr & Sr PS be phased out of the school and into King Edward Jr & Sr PS effective September 2016. The decision made on November 12, 2015 addressed immediate pressures in the area, but the PART wished to continue to address other issues in the community. The PART reconvened in March 2015 to address the following:

• The remaining English track students at Lord Lansdowne Jr & Sr PS (Grade 7 and 8 students);

• The request from the Orde St Jr PS community to extend their grade range to include Grade 7 and Grade 8;

• The potential to expand the French Immersion program at Lord Lansdowne Jr & Sr PS; and,

• Junior attendance areas that are currently split between two Intermediate attendance areas.

As of October 31, 2014, Lord Lansdowne Jr & Sr PS (Ministry Rated Capacity = 476 pupil places) was operating at 75% utilization with a total enrolment of 355 students (Appendix A). The enrolment total includes the following programs: JK – Gr. 6 (Reg) = 78 students Gr. 7-8 (Reg) = 77 students Gr. 7-8 (FE) = 51 students SK – Gr. 3 (FI) = 149 students (note that this program is growing through the grades and added a Grade 4 in 2015, will add a Grade 5 in 2016, Grade 6 in 2017, Grade 7 in 2018, Grade 8 in 2019) The early French Immersion program expanded to Grade 4 in September 2015. The program accepts two SK classes each September and is estimated to accept approximately 50 students each year. Full implementation (SK to Grade 8) will occur in September 2019. With the current two entry SK classes (which began in 2012), by 2024 the school is projected to reach an enrolment of 386 with a utilization rate of 81%.

Projections indicate that while the approved changes to Lord Lansdowne Jr & Sr PS will solve the accommodation issues at the site, there is insufficient space to allow for the growth of the French Immersion program beyond the two SK cohorts that are currently accepted in order to address the number of applications that are received every year. The site is 2.3 acres and the addition of portables to the site would negatively impact the play area(s). Beginning in March 2015, the reconvened Program Area Review Team examined potential accommodation solutions to enable an expanded French Immersion program at Lord Lansdowne Jr & Sr PS to address the program demand. The PART also examined the future of the Grade 7 and 8 regular (English) track program at Lord Lansdowne Jr & Sr PS and the ideal school location for these students, as PART members had expressed interest in relocating the students to join a larger Grade 7-8 cohort. Consecutive to the analysis of expanding the French Immersion program at Lord Lansdowne Jr & Sr PS, the school community at Orde Street Jr PS requested that the school’s grade range be expanded from JK-Grade 6 to JK-Grade 8. The reconvened PART has consisted of 4 working meetings and one public meeting held to inform the community of the PART recommendations. • There is currently sufficient space to accommodate the existing French Immersion program at Lord Lansdowne Jr & Sr PS;

• There is currently insufficient space to accommodate an expanded French Immersion program at Lord Lansdowne Jr & Sr PS;

• That sufficient classroom space exists to accommodate the Lord Lansdowne Jr & Sr PS English and French Immersion Grade 7-8 students at King Edward Jr & Sr PS; and,

• That sufficient classroom space exists to accommodate the addition of Grade 7 and 8 at Orde St Jr PS.

SUMMARY OF FINDINGS There was strong support among the Committee members to relocate the Lord Lansdowne Jr & Sr PS regular track Grade 7-8 program to King Edward Jr & Sr PS and redraw the King Edward Jr & Sr PS intermediate attendance boundary to include the existing Lord Lansdowne Jr & Sr PS intermediate attendance boundary (less the Orde St portion). The committee recommended that the move be phased as to allow current students to graduate from Lord Lansdowne Jr & Sr PS and to prevent students from attending a new school for one year only. There was also strong support among the Committee members to have the Lord Lansdowne Jr & Sr PS French Immersion track feed into King Edward Jr & Sr PS at Grade 7. This would allow the Lord Lansdowne Jr & Sr PS French Immersion Grade 7 and 8 students to join the larger cohort of French Immersion students currently at King Edward Jr & Sr PS. Relocating the Lord Lansdowne Jr & Sr PS French Immersion and English regular track Grade 7-8 students will create a French Immersion Centre at Lord Lansdowne Jr & Sr PS from SK to Grade 6, where instruction will take place in French only.

There are no capital costs associated with relocating the Grade 7 and 8 students from Lord Lansdowne Jr & Sr PS to King Edward Jr & Sr PS. There was strong support among the Committee members to expand the grade range of Orde St Jr PS from a JK-Grade 6 school to a JK-Grade 8 school. The Orde St Jr PS community is in support of the grade range change and sees the change as an opportunity to reduce the transitions and dispersals as Grade 6 students continue on to Grade 7 at different schools. The Orde St Jr PS parents have requested the installation of lockers to support their incoming Grade 7 and 8 students. The PART also made recommendations with the intent to remove split attendance boundaries. There are a number of junior attendance areas that are currently split at the intermediate level and that the PART recommends to reconcile:

• The Huron St Jr PS attendance area split at the intermediate level between Jesse Ketchum Jr & Sr PS and Lord Lansdowne Jr& Sr PS; and,

• The Kensington CS attendance area split at the intermediate level between Lord Lansdowne Jr& Sr PS, King Edward Jr& Sr PS, and Ryerson CS.

The PART recommends that the Jesse Ketchum Jr & Sr PS intermediate boundary be adjusted to include entirety of the Huron St Jr PS junior attendance area. The PART also recommends that the King Edward Jr & Sr intermediate boundary be expanded to include the entirety of the Kensington CS junior attendance area. Both these boundary expansions will have extremely minimal impact on the surrounding schools. The Program Area Review Team is in support of all the above recommendations and is in support of implementation for the 2016-17 school year. A map showing the existing and proposed attendance areas is attached in Appendix B.
