PREFACE

This report summarizes the experience that resulted from the organization and execution of the “Regional Training Workshop and demonstrations project development on Ecosystem-based management of Oceans and Coasts on the Lima Convention”. The Workshop was organized and implemented by the Secretariat of the Permanent Commission of the South Pacific (CPPS) with the Technical and Financial support of the United Nations Environment Program (UNEP).

CPPS is an Intergovernmental Organization that hosts the Executive Secretariat of the Regional Seas Program (RSP) of UNEP for the Southeast Pacific.

I. INTRODUCTION

The content of this Report covers the preparation and implementation of the Workshop “Regional Training Workshop and demonstrations project development on Ecosystem-based management of Oceans and Coasts on the Lima Convention” (Lima, Peru October 14th-18th 2013).

The Workshop was part of a set of 3 consecutive events designed to provide decision makers and planners across relevant sectors from the governments of the Lima Convention Region (Panama, Colombia, Ecuador, Peru and Chile) with tools and skills to develop and implement ecosystem-based approaches for coastal management.

These 3 events were: (i) a 2 day workshop on Governance in order to introduce the basic concepts and frameworks of Governance and Governability and the Ecosystem Based Management tools, (ii) a Field visit to a Marine Protected Area in Peru were a successful story of applied governance was implemented and several lessons learned were discussed previous to the EBM Workshop and (iii) the above mentioned Regional Training Workshop.

This document discusses the organization of the Workshop and previous activities carried out by the General Secretariat of CPPS in close coordination with the five participating countries and their designated participants to the workshop. In particular this encompassed the selection of the five national Case Studies and the information collected to be used during the workshop.

A brief description of the previous Governance Workshop and the Field Visit is included in the report followed by the description of the pre-work session and the Regional Workshop.

The main subject of this report is the description of the work carried out in plenary sessions and working groups with the support of the training instructors based on the UNEP publication “Taking steps towards marine and Coastal Ecosystem-based Management – An Introductory Guide (UNEP 2011)”

Finally a group of six annexes are included: the SSFA Agreement and five annexes (in Spanish) which represent the results of the workshop including the Case Studies documents, the power point presentations and photographs of the workshop activities.

II. ORGANIZATION OF THE WORKSHOP

UNEP-CPPS Small Scale Funding Agreement

This Workshop was carried out under the Small Scale Funding Agreement signed between UNEP and CPPS on June 5th 2013. The Objective and activities to be developed under this Agreement are detailed in the document UNEP/SSFA/DEPI/2012/FMEB-MCE/032 in Annex (1)

CPPS Secretariat Coordination with UNEP

Coordination between CPPS and UNEP started in mid June 2013 to follow up on the selection of the training instructors and the preparation of the training material for the workshop.

The venue (Peru) and date for the workshop (October 14th to 18th) were selected in mid July and a first proposal of training instructors from the region were proposed by CPPS by the end of July.

Several telecom coordination meetings were carried out between the CPPS Secretariat (Hector Soldi, Marcelo Nilo) and UNEP (Ole Vestegaard, Alberto Pacheco) during August and September 2013. Issues such as material for the workshop and role of instructors where discussed.

A Spanish version of the UNEP publication “Taking steps towards marine and Coastal Ecosystem-based Management – An Introductory Guide (UNEP 2011)” was provided by UNEP to CPPS in September and it was distributed to the selected participants of the workshop.

CPPS Secretariat coordination with member states

According to the provisions of the Agreement the CPPS Secretariat began the coordination process of this Workshop in early July 2013 by informing their member states of the UNEP-CPPS Agreement and requesting the selection of a Case Study for each state as well as a multidisciplinary team of 3 planners and decision makers associated with each Case Study.

A Spanish version of the UNEP publication “Taking steps towards marine and Coastal Ecosystem-based Management – An Introductory Guide (UNEP 2011)” was provided by UNEP to CPPS in September and it was distributed to the selected participants of the workshop.

According to the Agreement a Spanish version of the Agenda for the Workshop was prepared by the CPPS Secretariat (Annex 2) and distributed to participants. This information (including reading material) and the Scope and Objectives of the Workshop (Annex 3) were socialized with member states and participants in the CPPS web page and via regular communications.

Meetings and teleconferences were carried out with member states to coordinate the logistical information and technical documentation for the workshop as well as the Case Studies data prepared by each group.

Selection of national case studies

By August 2013 all 5 member states had selected their Case Studies as follows:

- Chile: Case Study of the area “ Reserva Marina Isla Choros y Damas” - Colombia: Case Study “Plan de Manejo Integrado en Gualpi-Iscuandé . - Ecuador: Case Study “Cantón Puerto López como modelo para Manejo con Enfoque

- Panamá: Case Study “ Proyecto Piloto del Archipiélago de Las Perlas” - Perú: Case Study “Bahía de Sechura, Departamento de Piura”.

A Guideline for documenting each Case Study using the template provided by UNEP and adapted to the region needs by CPPS was prepared and distributed (Annex 4) so that the basic information needed to follow up he step by step procedure for and EBM approach could be followed in a systematic way for all case studies.

Logistical arrangements for the workshop

Upon the signature of the Agreement UNEP provided a first installment of fund to CPPS in order to make logistical arrangements for the Workshop. Airline tickets and hotel reservations were made for the selected dates (October 14th to 18th 2013). Logistical coordination were also made for the field trip by visiting the site, contacting local authorities of the Marine Protected Area (Paracas) and coordinating a visit to a local plant for treatment o fishmeal debris. Hotel and transportation for the field trip was also arranged.

Selection of training instructors

CPPS in coordination with UNEP selected the training instructors for the Workshop. Two Spanish speaking instructors from the region were selected by CPPS (Mr. Emilio Ochoa from Ecuador and Antonio Bernales from Peru). UNEP selected an instructor familiar with the EBM Introductory Guide (Andy Hooten).

III. REGIONAL TRAINNING WORKSHOP

As previously stated this Regional Workshop was designed to be part of a series of 3 activities: (i) A Governance Workshop, (ii) a Field Visit to a Marine Protected Areas in Peru and (i) The Regional EBM Workshop. A brief discussion of each activity previous to the Regional Workshop follows:

Governance Workshop

The Governance Workshop was organized by the CPPS Secretariat as part of its yearly capacity building program to enhance skill of local planning and decision making officials working on Integrated Coastal Zone Management (ICZM) in each member state. Since this issue was closely related to the Regional Workshop on EBM it was decided to make both events back to back with the same participants in order to expose them to the critical issues of Governance in the Coastal Areas.

This Workshop took place in Lima on October 10th and 11th. It was given by Dr. Stephen Olsen (Rhode Island) and Emilio Ochoa (Ecuador). Mr. Ochoa was also hired to help as an instructor for the Regional Workshop so that the basic concepts of governance were also discussed and applied during the latter Workshop Case Studies.

Field visit to the National Marine Protected Area of Paracas

After the Governance Workshop a field visit was organized to visit a Marine Protected Area (MPA) called Paracas 270 km south of Lima. This visit took place on October 12th and 13th and was used as a case study of Governance for a coastal area due to a very successful course of action that took place in 2007 to reverse a severe case of pollution of the bay of Paracas by fishmeal plant emission of effluents and other small scale fisheries practices. This was a typical bay affected by the pressures of several anthropogenic activities such as artisanal and industrial fisheries, aquaculture, industry, tourism and increasing coastal population and housing.

The government and all stakeholders decided to form a Committee to address the severe problems within the bay. After 2 years of difficult but productive negotiations (Governance) all stakeholders agreed to a set of measures to clean up the bay and establish a set of standards and monitoring to keep the bay clean. This in turn helped recover the tourism industry as well as the artisanal and aquaculture activities.

The lessons learned from this case were presented to the participants of the workshop by visiting the industrial plants and discussing with the main actors that guided the Committee to solve the problems of the bay.

Pre-work session of Regional Workshop

A pre-work session was conducted on October 14th between the training instructors and CPPS personnel in order to review the agenda and material for the workshop. Based on the Objective stated on the Agreement and on further communications with UNEP regarding the expected

results of the Workshop the agenda was adapted to the Regional needs. It was decided that CPPS will present an introduction of the role of UNEP and CPPS within the context of the EBM approach and the expected results of this Workshop.

It was decided that the first day of the workshop will be used to introduce the EBM concept and to present all 5 Case Studies in order to identify the specific problems arising from each case and hence define the way forward for the next 3 days.

It was further decided that the working procedure for the Workshop will consist on plenary sessions to present the theory provided within the UNEP Manual (step by step) and working groups dynamics to analyze how to apply such concepts for each Case Study. This will provide participants an opportunity to focus on their specific case and how to follow the UNEP Manual process and also discuss all 5 Case Studies by presentations of the working groups. This procedure proved to be very effective during the Workshop allowing the sharing of lessons learned from each participant.

Regional Workshop

Plenary Sessions and Working Groups

The Regional Workshop was carried out between October 15th and 18th following the Agenda of Annex 2. The first day CPPS made a presentation on UNEP principles and UNEP capacity building works related to EBM Oceans and coasts as well as UNEP Marine & Coastal Strategy planned to be implemented via the Regional Seas Program and the Global Plan of Action (GPA). The types of UNEP capacity building activities were presented emphasizing those related to EBM using the publications on thematic areas. Special attention was brought to the Manual “Taking steps toward Marine and Coastal EBM” and its new preliminary Spanish version. The core elements of the Manual were mentioned and the concept of ecosystem services was presented. One sector policy vs. cross sector Ecosystem Approach to Marine Management was discussed and several cases were presented with help from instructors.

Workshop Presentations

After this introduction, CPPS presented the scope, objectives and expected outputs (Annex 3) of the Workshop followed by the 5 presentations of the case studies from Panamá, Colombia, Ecuador, Peru and Chile (Annex 5). The cases provided a very interesting variety of projects some in execution some in their inception ranging from the tropical mangrove region of Panamá and Colombia to the transitional area of Ecuador and as far as the dry and deserted regions of Peru and Chile. These case studies presentations set the topic for the discussions of the following days and were used as the basic information for the discussions of the working groups on the EBM topics covered in the UNEP Manual.

During the 3 days following the presentation and case studies the instructors followed the structure of the agenda (Annex 2) emphasizing the application of each of the Core elements (connections, EBP perspective, cumulative impacts, managing multiple objectives and learning and adapting). For each of the core elements there was an initial discussion by the instructors in plenary followed by an analysis of each working group as to the application of such element to their case study. Afterwards each working group presented the results of their analysis in plenary and this gave ample space for discussion, lessons learned and clarification of concepts and how to apply them to each case study.

This process was found to be extremely useful because it created a very dynamic participative scheme with all working groups interacting with the instructors and between groups so that all benefited from the discussions and presentations.

The Workshop material used during the 4 day sessions (presentations and photographs) are included as Annex 6.

One session was devoted to the presentation and discussion of Marine Spatial Planning. CPPS presented the EBM Tools web page and an introduction to Marine Spatial Planning concepts followed up by examples using cartography for planning the use of marine and coastal areas.

The last session of the Workshop was used to wrap up the discussions and prepare a set of conclusion and recommendations. All participants concluded that the Workshop and previous field trip had been an excellent opportunity to analyze the EBM approach to their marine and coastal case studies and asked CPPS to follow up on these types of capacity building initiatives in the future.

Conclusions and Recommendations

A general conclusion that emerges from the Workshop was that the topic of EBM in general and its application towards marine and coastal management in particular is a new approach that has not been previously used in the region. Participants appreciated the opportunity to work together with fellow nationals from different sectors and analyze a coastal area problem in a cross sectorial way using the tools provided by the UNEP Introductory Guide. This experience proved to be extremely useful, especially when presenting the Case Studies from each country and debating all the different cases with the help of the instructors.

Even thought the UNEP Guideline was a useful tool for the workshop it was evident that it has to be adapted to the regional realities. From this workshop we conclude that there should be a CPPS Guideline for EBM for our region that can be prepared using the UNEP Guidelines as a basis and making good use of the 5 Case Studies presented in the Lima Workshop.

All participants appreciated the opportunity to work in an interdisciplinary atmosphere since the workshop convened specialists from different fields of work: fisheries, environmentalists, lawmakers, engineers, economists, university professors, oceanographers, biologists among

others. This provided a fruitful exchange of views as to the EBM approach between participants and instructors.

As far as recommendations the group of participants asked CPPS the following:

(i) To prepare a Manual of EBM for the Southeast Pacific Region based on the UNEP Manual and using the Case Studies presented at the Workshop.

(ii) To create a Forum for future discussion of Marine and Coastal EBM issues between participants and CPPS in order to exchange information and follow up on the evolution of each case study. The forum has already been created and all information from the Workshop and other technical publications and other references are being shared.

(iii) Participants recommended that CPPS should organize a capacity building program in EBM to marine and coastal areas in partnership with local universities. One pilot program can be developed in one country in the form of a postgraduate extracurricular course to be available to regular students and government officials. CPPS could provide a certification process for those who complete such course.
