ORDINARY MEETING
MINUTES
1. ATTENDANCE:
His Worship the Mayor, Cr G R Williamson (Chairperson), Crs A J Camm, M J Bella, L G
Bonaventura, K J Casey, J F Englert, R C Gee, F A Mann, A R Paton and R D Walker were in
attendance at the commencement of the meeting. Also present was Mr A Knight (Acting Chief
Executive Officer) and Mrs M Iliffe (Minute Secretary).
Cr Williamson acknowledged the Yuwibara people, the traditional owners of the land on which
we meet and paid his respects to their Elders past and present.
The meeting commenced at 10.00 am.

5. CONDOLENCES:
The Mayor expressed Council's condolences to the family and friends of Jean Bourke for her
recent passing. Jean was a stalwart of the QCWA, RSL and the Red Cross in our community
and will be missed.

The Mayor expressed Council's condolences to the family and friends on the recent passing of
Gordon Noscov. Gordon was a Councillor appointed to the Pioneer Shire Council in 1993 and
was elected to the first amalgamated Council of Mackay City and Pioneer Shire Councils in
1994 and served through to March 2004.
The Mayor expressed Council's condolences to the family and friends on the recent passing of
Robert Horder. Robert was a staff member of Mackay Regional Council and worked as an
arborist in the Parks Program and lived up to Council's corporate values every day.
The Mayor expressed Council's condolences to the family and friends on the recent passing of
Rowena Trieve. Rowena was a much-loved member of the Australian South Sea Islander
community, a tireless advocate for the Australian South Sea Islander community and lead the
recognition back in the 1990's for recognition of the Australian South Sea Islanders as a
cultural community. Rowena was awarded an OAM in 2003 for her services to the Australian
South Sea Islander community.
Cr Mann expressed condolences to Trudy Crowley's family and friends on her recent passing.
Trudy was and advocate and she raised awareness in our region of the signs of Ovarian cancer
and health post diagnosis.

8. BUSINESS ARISING OUT OF MINUTES OF PREVIOUS MEETING:
Item 11.12 - Request to Change Development Approval - Change of Conditions Relating to a
Consent Approval for Licensed Tavern - 72 Pacific Esplanade, Slade Point - (5-74-06167 &
DA-2001-55/A) was not on today's.
The report was deferred at the Ordinary Meeting dated 22 August 2018 to the Ordinary
Meeting of 12 September 2018 to allow additional information to be gathered.

The Mayor advised this report was not on today's agenda and deferred to the Director of
Development Services (DDS) for an update.
DDS advised the report was not finalised in time to meet the deadlines for today's agenda. The
necessary files are archived and not all the archive files have arrived from Townsville to allow
the necessary comparison to occur as was requested by the Councillors. Once these files are
received the necessary report will be completed and he is aiming for the report to be tabled on
the Ordinary Meeting Agenda for 26 September 2018. He advised updated information has
been received from the applicant which will be incorporated into the report for consideration by
Council.
The Mayor advised every effort should be made to table this report on the Ordinary Meeting
Agenda of 26 September 2018.
Cr Englert queried if the comparison could be provided in a simple table format for ease of
comparison. He is looking forward to seeing the consultation received from the applicant and
under the conditions of the others what consultation was undertaken.
DDS advised this information will be provided to Councillors in a table format.
Cr Mann advised the applicant has contacted her and advised they are under pressure from
Liquor Licencing and has been given a timeframe for this application to be finalised.

Officer's Recommendation
THAT the Office of the Mayor and Chief Executive Officers Monthly Report for

The Acting Chief Executive Officer (A/CEO) spoke to his report and provided an overview and
highlights of the Office of the Mayor and CEO Monthly Report for September 2018. He noted
that the dry weather is not good for the agricultural sector but very good for the major projects
with limited disruption and they are on track for completion.
The Mayor advised in relation to the QANTAS bid Mackay is still in the running and are still
waiting for advice. Mackay has gone from a one in nine chance to a two in a nine chance of
being awarded the QANTAS Regional Flight Academy tender.
Cr Bella congratulated the A/CEO on his statement about the capital projects and recognition of
the impacts on the agriculture sector of drought conditions.

To present to Council information and outcomes resulting from attendance at the 2018 Future
Cities, Smart Communities Summit by Cr May, Cr Mann and Cr Englert.
Background/Discussion
Council at its Ordinary Council Meeting of 24 April 2018 authorised the attendance of Cr May
and Cr Mann and at its Ordinary Council Meeting of 13 June 2018 authorised the attendance of
Cr Englert to attend the LGAQ Future Cities Smart Communities Summit in Cairns. Below
listed details are presented as a result of attendance at this conference.

economic, social, environmental and political. Looking at future proofing our communities

Molly Steer – Straws Really do suck. Speaking and advocating for banning plastic straws in our
community. Molly has gone about setting up the Straw No More program. Seeking Councils
support to take up the challenge of banning plastic straws in our Council area. Every day, 500
million plastic straws are used and JCU is the first straw free university in Australia. Molly
challenged all Councils to ban straws.

Nick Giuretto, Australian Digital Commerce Association aims to encourage the responsible
adoption of blockchain technology by industry and government.

current market value $400 Billion dollars. Blockchain is the underlying technology that

Planning Brisbane game gave community members the opportunity to house a 1000 people in

Conclusion
Attendance at the Summit was very beneficial. This enabled Councillors to hear first-hand the
exciting initiatives that are being worked on around Australia and overseas. If Council doesn’t
take up the challenge of investigating how we can improve our regional Council area to
embrace technology and innovation and apply this in our approach to customer service,
provision of services, planning, fleet management, urban design and data analytics we will be
left behind. Things are moving very fast in this space and to be competitive as a region we
need to make sure we are keeping pace with what is the new norm. Digital Transformation is
here now.

Cr Mann provided an overview of the conference and the opportunities of networking and
viewing the different technologies that are available.
Cr Bonaventura thanked the Councillors for their report and was very interested in their notes
taken from the founder and CEO of Jadu, Mr Suraji Kika. He believes Mackay Regional
Council is heading in the right direction with the implementation of the Shared Services Centre.

11.3 2018 NORTHERN ALLIANCE OF COUNCILS CONFERENCE - POST

2018 Northern Alliance of Councils Inc Conference by Cr Kevin Casey and Cr Ross Walker.
Background/Discussion
Council at its meeting of 25 July 2018 authorised the attendance of Cr Kevin Casey and Cr
Ross Walker to the inaugural 2018 Northern Alliance of Councils Inc Conference. Below are

details resulting from their attendance at this Conference, including comments from the
attending Councillors on various presentations.
• Conference Name - 2018 Northern Alliance of Councils Conference
• Conference Purpose - brings together a range of guest speakers conveying new
perspectives and ideas on matters of importance to local government and its
stakeholders.
• Council Attendees - Crs Kevin Casey and Ross Walker
• Dates - 21, 22 and 23 August 2018
• Venue - Tyto Conference and Event Centre and the Royal Hotel, Ingham, Queensland
• Conference Information - presentations will be forwarded to Councillors when
available from the conference facilitators. There were several insightful presentations
and below are a few comments:
o Natalie White from DLGRM
▪Four Mayors and One Councillor have been suspended so far;
▪Councillor training available in September 2018;
▪The new Code of Conduct to be introduced in late 2018;
▪New Councillor Conduct Tribunal;
▪Review into Local Government grants with result in a simpler model;
▪There were $970M grants for 2017/2018; and
▪44 Councils are in a high or moderate level of unsustainability.
o Peter Raffles and Col Dwyer from JCU
▪They gave an insightful presentation on empowering the North and an
outline in forming a new State.
▪They compared the political representation of Northern Australia to that
of the Northern Territory and Tasmania e.g. Tasmania has 17 reps in
Canberra and NQ has 7 despite NQ having more than double the
population and a much larger GDP. One Senator for 40,000 people in
Tasmania and one for 240,000 people in NQ. A comparable situation
with the Northern Territory. They also maintain we need a North
Queensland Institute.
o Michael Anthonisz from QTC
▪Michael presented the QTC overview of how the economy was going for
Queensland. Many graphs and figures were provided and below is a
quick summary:-
• At present Economic growth is sustainable with all signs such as
population and jobs growth on the upward trend although wages
growth is stable to low.
• Regional property prices are stable although household debt is
the 3th highest in the world because of the slow/low wages
movement.
• Investment spending is trending upwards for infrastructure
projects across the state.

• He stated that at this stage interest rates would remain steady for
the foreseeable future.
o Evocities, Cr Kevin Mack - Mayor of Albury Council in NSW
▪It is basically a core campaign aimed at changing the perception of life in
a regional city and encouraging people {from the big cities} to live work
and invest in an Evocity.
▪His talk was on the power of regional cities working together. Evocities
{Energy, Vision and Opportunity} is a group of 7 cities in Western NSW
working together to encourage families to move west. State Government
gave $300,000 to get the initiative off the ground and it appears to be
working well and it something we could learn a lot from and explore this
model further.
o Professor Alan Dale
▪Alan spoke about climate change with temperature minimums and
maximums both going up and rainfall patterns changing to less frequent
but much more damaging events. He also spoke about energy
transformation and his order of priority was security, affordability and
transition.
o Andrew Griffith from Andrew Griffith Enterprises
▪Andrew spoke about attracting small and big business to our regions
{business destinations} and he mentioned several web sites to have a
look at.
▪He also spoke about “hipsters” who are the sole person operations who
are very mobile and work on the internet.
▪He posed the question as to whether small business was dying or not?
What he did say was that more and more business was moving away
from shop fronts and offices and are working from home offices with
their computers and internet. He himself runs a large business from home
and he has 24 staff who also work from their own homes. With the
advent of computers mobile phones and the internet your office is where
you plug in your computer, so you don’t see them but they are still there
and possibly there are more than we think.

o Ken Verness - All Things Waste
▪He spoke about his serious concerns with the current State Government
and LGAQ policy in relation to their waste strategy. The new levy will
be introduced on 4 March 2019 and will have serious effects on Regional
Councils.
▪The container refund scheme will affect Councils finances.
▪The introduction of Zero waste to landfill is too quick and there will
need to be a freight subsidy to regional areas. Regional waste hubs to be
set up at a cost of $1.2 billion according to the State Government
o Jan Chase, Project Manager for Northern Australis Infrastructure Fund
▪We have the presentation paper but the briefing we had from the CEO
Laurie Walker on 24th August at Council was much more in depth and
far better.
▪In our opinion many Western Councils will have difficulty accessing
funding as they are not sustainable or viable at this time.

Cr Casey provided an overview of the conference that was very well attended with Councils
from Rockhampton right up to Cook Town and out West. He advised the guest speakers were
well received and the presentation from Evocities has now been provide to Councillors for their
information.
Cr Bonaventura advised the guest speaker, Ken Verness from All Things Waste, was
noteworthy as he raised the point that the waste levy will have serious effects on regional
councils. He also seemed to indicate that the building of a regional waste hub at an estimated
cost of $1.2 billion in an attempt to introduce zero waste to landfill had not been thought
through, especially in relation to transport costs. Cr Bonaventura advised he agreed with both
of Ken's points and looks forward to the Mayor putting forward Mackay Regional Council's
case at this year's Annual LGAQ Conference regarding waste.

Cr Mann queried if an attendance comparison from this year's Senior Expo to last year could be
provided.
The Director of Community and Client Services (DCCS) advised the attendance was almost
double that of last year and will take the request on notice for the exact numbers. There was
additional space available this year with more stallholders and a bus available for regional areas
to collect residents who would have been otherwise unable to attend.
Cr Camm queried if the Draft Reconciliation Action Plan forwarded to Reconciliation Australia
was provided to the Councillors.
DCCS advised this was reviewed by Councillors who had expressed interest in reviewing this,
being Cr Mann and Cr Gee.
Cr Camm queried if the Draft Reconciliation Acton Plan could be circulated to all Councillors.
The Mayor advised this would occur.
Cr Bonaventura queried which library did the two injuries to children occur at and is there a
strategy to reduce this type of injury.
The A/CEO advised both incidents occurred at the Dudley Denny City Library outdoor
playground area. The library staff are constantly monitoring this area and are very diligent in
managing this and believe there is everything in place to reduce this type of incident.
Cr Englert advised he raised the question on last month's report in relation to the active member
numbers which were consistently showing 12 members and no hours allocated to the group. As
a result of an audit this month's report is showing other groups with zero active members.
There are no hours allocated to Campwin Beach and Midge Point with two active members at
each. He requested if the same audit could be carried out on those two groups and if there are
not active groups, which require six active volunteers. He queried if Council should only be
reporting on the active groups and through the chair of the LDMG request a plan for the groups
that are not active.
The Mayor advised he would follow these queries up with the SES Unit Strategic Direction
Group.
Cr Camm commented further in relation to Cr Englert's query if it would be more appropriate
for the LDMG to understand what the capability is of the rural fire presence in those
communities if it is not the SES who would attend.

The Small Museums Conference is being hosted by the Maranoa Regional Council and is
supported by Museums and Galleries Queensland. This year's theme is Yesterday, Today and
Tomorrow and will include visits to historical locations in and around Roma.

Resource Implications
The total cost will be approximately $1,500 per attendee including conference registration,
travel, accommodation and meals. These costs will be borne by the Councillors' budget within
the Office of the Mayor and CEO.

Mackay Regional Council (MRC) has a process of reviewing policies to ensure that they are
relevant and up to date. The process involves a review by the responsible program manager,
circulation to the management team for consultation and final submission to the Strategy,
Leadership & Performance Team (SLPT) for endorsement, prior to presenting to Council for
adoption.
Council policies are required to be formally adopted by Council. They provide direction to
achieve a strategic objective based on legislative requirements or service provision. Policies
are to be reviewed when required or after three years

The Backflow Prevention Policy is being rescinded as it was identified by the Water & Waste

As part of the review process consultation has been undertaken with relevant stakeholders
including the responsible program manager, members of the management team and SLPT.

3,000+km Message Stick Walk from Bamaga in Queensland to Canberra for Parliament to
consider a treaty with indigenous Australians. Alwyn thanked the Mackay community for their
support of his walk and for providing him with some items to assist him on his walk. Mackay
has been the only local government area to extend a welcome to him on his journey so far.
Cr Bella advised he attended a function at the Sarina RSL and there was discussion about the
future of the RSL.
