R4: Yes. With the employee data collected during the first year of the contract, thevendor must guarantee they have an adequate size run to ensure employees areprovided a uniform when visiting the service center during the second year of thecontract.

Q5: Will there be oversize charges?

R5: Yes, sizes not listed on the price sheet will be considered "special order" andmust be approved by Metra prior to processing.

Q6: Can a female were a male item?

R6: The uniform is required to fit the employee within standards, regardless of thegender type.

Q7: How do we handle request for uniform size the manufacturer does not make?

R7: The vendor is required to carry the sizes detailed in the IFB.

Q8: Do we have to carry odd sizes as well on male pants?

Re: Employees must be fitted properly, which may include odd sizes.

Q9: Beginning 2nd year, will everyone be required to have the 2nd trouser option, orwill this be just optional?

R9: This will be optional.

Q1 0: On the mock neck turtleneck description, it says a "fold collar-mock style" doesthis mean it is actually a turtleneck? Mocks do not have the extra material thatfold over.

R10: No.

Q1 1 : Parka - Under V Subsection O page 13. Says there will be a "yellow parkaw/removable zip-out jacket". But under Vl the part that lists all uniform items withspecifications there is no description of this parka. The only description thatcomes up is for the other jacket. Is this removable zip-out jacket part of the bid?

R1 1 : The Yellow Parka w/removable zip-out jacket has been removed from the IFB.

Q12: An example of an online order, a Metra employee places an order for a shirt thatrequires 1st name embroidery, employee has gained weight or lost weight andthe shirt does not fit when they get it. Whose financial responsibility is it, thevendor or the Metra employee? These cost would entail a new shirt. Or if ithappens on a pant which wrong Iength is ordered item would have to be sentback on whose expense?

R12: We expect timely deliveries of all orders, which will avoid size issues from thetime of order to the time of delivery. If the wrong size is ordered, the employeeshould be able to return the item to the service center in exchange for the correctitem. Items with personalized embroidery (name of agent) will be replaced at theemployees' expense. There should be no charge if the size of the pants, or anyother non-personalized embroidered item, is a "normally stocked item" - this willbe determined by Metra; if it's not a "normally stocked item" then it should beexchanged at the employee's expense. If any item was shipped incorrectly bythe vendor, the cost of returning the item and sending a replacement will be atthe vendor's expense.

Q13: For approved alterations, adjusting trouser waist, what does this entail?

R13: Alterations made to the waist to properly fit the employee should be consideredregular/normal alterations. Special alterations that requires approval are Iisted inthe IFB.

Q14: Special alterations: if an employee formerly got approved for a special alterationon an item, do they still have to get permission when requesting same alterationfor future orders?

R14: In the first year of the contract, if there is a cost associated with the alterations itmust first be approved. In the succeeding years, the employee must factor thatcost into their annual allowance.

Q15: Will online orders be allowed to request special alterations or waist adjustment?Or will special alterations only be allowed when ordering at the service center?

R15: If the employee is ordering the same exact item (size and special alteration) froma previous year, then yes. Special alterations shall only be allowed at the servicecenter to ensure correct fitting.

Q16: Will there be a set standard as to how uniforms should be worn? We offen time

get employees that like to wear pants tight, were the pockets are pulling or theshirts look too tight. Are we allowed to make the judgment, fit with theexperience we have in uniforms?

R16: Yes, there is a set standard as to how uniforms should be worn.

Q17: Customer example: we get a Metra employee that likes to wear their items fitted.They get fitted on a pants and to our judgment the pants looks good, but thecustomer insists they want to get the pants altered in the waist for a more snug

fit. Are we allowed to decline the customer's request because in our eyes it Iooksgood?

R17: Metra will make the final decision of whether a uniform falls within Metra'sstandards.

Q18: I have a WBE vendor that I would like to use for this opportunity (uniforms) butshe is not Iisted in the Department of Transportation's Database. She has beencertified by the City of Chicago as well as the Women's Business EnterpriseNational Council (WBENC). Can you tell me what information we should submitso her participation can be counted towards the DBE goal?

R18: In order for a firm to receive DBE credit, the Prime or sub-contractor must beDBE certified.

Q1 9: Can we use a company with DBE certification to set up the website portal to fitMetra's reporting needs and count it to fulfill the DBE?

R19: In order for the Prime Contractor to receive credit for DBE participation, the workperformed by the DBE must fit within the scope of work of the current contract.Metra's Contract Exhibit 1-L, Contract Performance (Section IV, Letter F-1)states the following:

F. Metra counts expenditures to a DBE toward DBE goals only if the DBE isperforming a commercially useful function on this Contract.

1. A DBE performs a commercially useful function when it is responsible forexecution of the work of the contract and is carrying out its responsibilitiesby actually performing, managing, and supervising the work involved. To performa commercially useful function, the DBE must also be responsible, with respectto materials and supplies used on the contract, for negotiating price, determiningquality and quantity, ordering the material, and installing (where applicable) andpaying for the material itself. To determine whether a DBE is performing acommercially useful function, Metra must evaluate the amount of worksubcontracted, industry practices, whether the amount the firm is to be paid underthe contract is commensurate with the work it is actually performing and the DBEcredit claimed for its performance of work, and other relevant factors.

Q20: Is there a time length required as to how many years a DBE has to have been inservice to be counted as a valid DBE for this Bid's needs?
