In follow-up to the Planning Board meeting and meeting with Town staff for the subject project, we are
pleased to submit the enclosed minor revisions to the site plan materials. The following changes have been
made to the plans.
Clarification to FEMA Base Flood Elevation
The effective FEMA flood maps indicate that the 100-year base flood elevation (BFE) at the subject
property is at elevation 11 on the NGVD29 datum. However, the site plan provided for this project is on
the NAVD88 datum. On the previously submitted plan set the BFE was not converted to the NAVD88
datum, which is a change of approximately 0.7 feet. Therefore, the BFE of 11 on NGVD29 converts to
10.3 on NAVD88. FEMA rounds coastal flood plain elevations to the nearest foot. Therefore, the effective
BFE on the NAVD88 datum is 10. The BFE at elevation 10 on NAVD88 also correlates with the
preliminary FEMA flood maps issued in April 2017, which also identifies the BFE as elevation 10 on the
NAVD88 datum. The BFE has been corrected to elevation 10 on the plan set enclosed with this submission.
FEMA Floodway and Limit of Moderate Wave Action
At our meeting, Town staff requested that we review the flood maps to determine if the proposed
development falls within a floodway. On the FEMA flood maps, floodways are only defined within riverine
sections of the flood maps. In Yarmouth, the detailed study of the Royal River ends at the bridge under I-
295. The portion of the Royal River east of the bridge is considered a coastal flood zone, not a riverine
flood zone. Therefore, there is no defined floodway east of the bridge, which is where the project is located.
As such, the proposed development is not in a regulated floodway.
The preliminary flood maps identify a limit of moderate wave action (LiMWA) where waves are anticipated
to be less than 1.5 feet high landward of the LiMWA line. The proposed project is located approximately
3,500± feet landward of the LiMWA line, therefore, wave action is not considered to be a significant
concern at this location.
Fuel Tank
Following discussion with Town staff, the elevation of the fuel tank has been revised so that the bottom of
the tank will be no lower than the BFE at elevation 10. The tank will be anchored to a concrete pad to

prevent floatation. Following site plan approval, a floodproofing certification will be provided with the
Flood Hazard Development permit application, which is required for any project within the flood zone.
Clubhouse and Project Phasing
The clubhouse will likely not be constructed at the same time as the construction of the fuel tank system
and shed. Due to challenges with posting a performance guarantee for only a portion of an approved project,
the clubhouse and associated utilities are identified as Phase 2. As discussed with Town staff, separate
performance guarantees will be paid for Phase I and Phase 2 construction.
At this time, it is unknown if the clubhouse will be constructed within the one-year expiration of the site
plan approval. Therefore, the Applicant is respectfully requesting that the site plan approval be extended
for one additional year so it does not expire for two years to allow for enough time for construction of the
clubhouse as Phase 2.
As requested by the Town, sewer and water services have been provided to the clubhouse on the plans.
Requests for ability to serve have been sent to the Yarmouth Sewer and Water Districts. Copies are enclosed
with this submission. An internal grinder pump system installed within the clubhouse will be used to keep
the pump system above the BFE.
Shed
The shed will be constructed with its lowest finish floor at elevation 11, which is 1 foot above the BFE. If
and when the clubhouse is constructed as Phase 2, the shed will either be connected to the clubhouse or
moved a minimum of 50 feet away from the clubhouse.

Dear Mr. Gagnon,
Walsh Engineering Associates, Inc. (WEA) is requesting an “Ability to Serve” letter from the Yarmouth Water
District for the construction of a new 860± square foot clubhouse building at the Yarmouth Boat Yard located at 72
Lafayette Street in Yarmouth, Maine. The clubhouse will primarily be used seasonally by members of the Yarmouth
Boat Yard marina and will include one bathroom. The bathroom will function similar to a public restroom; therefore,
it is anticipated that the additional water demand will be approximately 325 GPD.
The water service to the new building will be provided by an underground ¾” line from the existing 6,500± square
foot building on the west side of the property. This building currently has both a domestic and fire service from
Lafayette Street. The new service to the clubhouse will be connected after the meter in the existing building.
A site plan is attached showing the existing and proposed buildings and water services.

SANIGRIND PRO • Part No. 014
TECHNICAL SPECIFICATIONS
The Sanigrind Pro is a 1 HP pump system used to install a complete bathroom up to 25 feet below the sewer line, or even up to 150 feet away from a soil stack. It incorporates a grinder system which is ideal for uncontrolled environments in both residential and
commercial applications (ie. rental unit, offices, warehouses, etc). The Sanigrind Pro is designed to handle sanitary products that may have been flushed down the toilet; such may consist of condoms, sanitary napkins, q-tips, dental floss, etc.
Discharges the waste through a 3⁄4" or 1" rigid pipe. A non-return valve is included on the discharge elbow assembly provided with the system. This elbow can be rotated 360 degrees depending on the discharge installation.
Has been designed with a 11⁄2" vent connection on the top of the lid. All plumbing codes require connection to a vent system. Please note that the vent system should be a two-way air vent as air needs to freely flow both ways. Note: The use of mechanical vents, air admittance valves or similar devices is not permitted.
This pump is designed to be connected to any conventional toilet with a bottom outlet (not supplied by Saniflo). Note that there should be a minimum 1⁄4" per foot gravity fall on the waste pipe coming from the toilet into the pump.
Will also discharge gray water from any sink, bath/shower, urinal and even a washing machine (indirect connection). The wastewater will drain into the system via two 2" inlets with built-in check valves on either side of the housing. Note that when adding a bathtub/shower, the base should be raised up by a minimum of 8" off the floor.
An easy access service panel is located on top of the pump. This will give you easy access to the electrical components such as the capacitor, microswitch, electronic board and membrane. For a full list of parts, please refer to the next page.
