Deeper Split In SODELPA PartyA new row within SODELPA hasmerged and showed a deeper split inhe party.

A letter has been received by the party

laiming that the Vanua of Rewa “isdeeply hurt and disappointed by theowardly and lowly aspersions” cast on

Opposition leader Ro Teimumu Kepa.Ro Teimumu is the Roko Tui Dreketi,paramount chief of Rewa Province andBurebasaga Confederacy.The letter refers to the board inquiry,now underway, into a condential reportritical of Ro Teimumu’s leadership and

governance in the Opposition Ofceand the ve SODELPA MPs who calledfor the inquiry led by lawyer MoseseBulitavu.

The board chairperson Anare Jaleonrmed he had received the letter butaid he could not comment on it.

The author of the letter is Jese Sikivou,SODELPA’s Media & Liaison Ofcerand Private Secretary to Ro Teimumu.But he said he was writing in hisraditional role not as party ofcial.

The letter said: “We have come to apoint, where weight and considerationare being accorded to cowardly unsignedallegations of Gauna Vinaka (report), asouted from pillar to post in the public

defects which is a very common problem.She adds about 150 children are sawaiting surgery.Finucan says these doctors took lefrom work and raised money to volunteer work in Fiji.This is the team’s second visit to Fiji as tdid similar surgeries in Lautoka last year.

Prime Minister Voreqe Bainimarama andhis British counterpart, David Cameron,have agreed to address the challengesof the modern global environment

tampering of sales data, which are not inthe company's books of records.FRCA assumed that earnings from thisregisters were allegedly pocketed by thesupermarket owners.The offences included understating VATsales, overstating zero-rated supplies,overstating exports, undeclared VATon employee fringe benets that weresubject to VAT, undeclared VAT onindemnity payments received frominsurance companies, overstating VATon expenses and purchases and noVAT adjustments on private or exemptexpenses. As a result, FRCA is currently

carrying out inspections and routaudits on all VAT registered persons."This exercise is for complianverications. While FRCA is puttingefforts to turn around all VAT refundsa timely basis to assist businesses c

ows, these fraudulent claims and ndeclaration cause unnecessary delaysThe authority is concerned with soemployers claiming 100 per cent of employers FNPF deduction insteadthe 50 per cent allowable deduction."Under the Tax Administration Decrit is a serious offence to provide fainformation to FRCA. New Global Bond

The Fijian Government has successfullyxecuted a new global bond of US$200

million (FJ$435 million) after settlingarly the existing US$250 million

FJ$543 million) bond taken up in 2011.The Minister for Finance, Aiyaz Sayed-Khaiyum, conrmed this had beenachieved with the lowest ever coupon onnterest rate of 6.625 percent payable on

a bond in Fiji in the international bondmarket.He said: “In value terms, this wouldmean the interest cost on the new bondwould be approximately FJ$100m lowern total over the next ve years thanhe last bond, given the bond value andnterest rate.”

The announcement was made inParliament followed by a pressonference.

The country is expected to greatlybenet from this bond issued throughnotable savings by paying the currentUS$250 million bond early.The Parliament had been informedn a closed session in August that

Government planned to repay early thexisting US$250 million which was duen March 2016, with a new bond issue of

a lower amount of US$200 million.t was also told the balance of US$50

million (FJ$108 million) was to beunded through funds saved in the US$inking fund that the Government hadstablished as prudent nance managers.

The closed Parliament session in Augusthad created much uproar particularly byhe Opposition.

However, Mr Sayed-Khaiyum,tressed this had been critical because

Government had intended to offer to buyback the bonds from the existing bondholders.As a result, it was critical the internationalmarket was not alerted on the matter asmarket speculation would then haveaffected the deal and compromised Fiji’sposition.As a result, US$243.15 million (FJ$529million) of the current bond holdershave agreed to sell their 2011 notes backo Fiji, Mr Sayed-Khaiyum conrmed.Buying back meant that we could not

alert the market otherwise we wouldbe subject to market speculation andherefore higher pricing and we would

have been a price taker,” he said.Thus, he stated, the closed session was

necessary.Mr Sayed-Khaiyum said the outstanding

tender result of 97.25 per cent successrate was one of the highest success ratesachieved for a sovereign bond in the pastfew years for similar tender offers of buy

back in the market.Global Bond BackgroundA bond is a debt investment in whichan investor loans money to an entity(typically sovereigns, state-ownedenterprises, nancial institutions andcorporates) which borrows the fundsfor a dened period of time at a xedinterest rate.

At the end of the dened period of time(tenor of the bond), the funds will berepaid to the bond investors.Fiji’s rst international bond wasraised in September 2006 by the SDLGovernment with a sum of US$150million (FJ$326 million) which was tomature in September 2011.This was taken at an interest rate of6.875 per cent.The Bainimarama Government then, inSeptember 2011, raised a US$250 millionve year global bond to pay off the rst

bond and this was due in March 2016.This bond had a higher coupon rate ofnine per cent, a reection of the turbulentand volatile market conditions when Fijirenanced the US$150 million bond in2011.Mr Sayed-Khaiyum pointed out thiswas at a time when the global marketwas faced with a growing debt crisis inmost of the advanced economies such as

Greece, Ireland, Spain and others.“The new coupon rate of 6.625 perceneven lower than the 6.875 per cent ofrst bond issue by the SDL Governmeven when Fiji had supposedly a sligh

better credit rating,” he said.“This means there is signicadditional cost savings of renancthe current bond with the coupon of nine per cent to the new bond witcoupon rate of 6.625 per cent.”What this means for Fiji?So what this basically means for

is that we do not have to pay the n percent coupon rate anymore on amount.This results in an approximate saviof just below FJ$9 million, Mr SayKhaiyum conrmed.He said the initial projection had bthat Government would save a minimof approximately FJ$5 million, but twere able to save $9 million.“What this also means is that our dfalls by US$43.15 million or FJmillion, now instead of March 2016,”

said.“The way this happens is that we raising only US$200 million insteadUS$250 million which was the amoof debt through the bonds before new issue of bonds.“This reduction in debt means that debt to GDP ratio will be lower approximately another one per centhe end of 2015.”

ABATTOIRS in Fiji do not meetnternational standard of systematic

preventive approach to food safetyrom biological, chemical, and physical

hazards in production processes, saysnternational Trade Centre project ofcerITC) Wayne Lilo.

Mr Lilo said the international standardknown as Hazard Analysis CriticalControl Point (HACCP) dictated thequality of food exports in the world.Mr Lilo said the system required meatso be refrigerated straight after slaughter

which a lot of abattoirs in the countryailed to do.

"The HACCP system is a system thatis put in specic procedures within thefood production system so that it meetsthe international food standard," he said.

"Our local abattoirs do not meet thesestandards for a couple of reasons and themost important is refrigeration becauseall carcass needs to be slaughtered,inspected and refrigerated right away."Here in Fiji the carcass goes from theslaughter house to a delivery house andwill only reach a refrigerator once itreaches the butcher which is very lateconsidering that this may take an averageof four hours."

Mr Lilo said spoilage started right aan animal was slaughtered."Under the standard meat deliveshould be done so in vehicles with c
