    NZ Business Owner Jailed For ArrangingArson

    A "deeply religious" Aucklandbusinessman arranged for his factoryo be burned down and then made an

    audacious bid for more than $3 millionrom his insurance company.

    Vijendra Naiker, 53, was jailed for 3years 9 months after being found guiltyat trial at Auckland District Court onounts of arson and dishonestly using a

    document for a pecuniary advantage.nsurance company IAG said thenvestigation of the fraudulent claim

    and a protracted court case had costhem more than $1.3m - one of the mostxpensive in its history.

    But no reparation order was made againstNaiker because of his limited means.n mid-2008, the owner and managing

    director of Sargam Foods Ltd found hisbusiness, producing snacks like samosasand quiches, facing nancial ruin.Progressive Industries, to which theompany supplied food, was also

    planning an audit after instigating newquality-control standards.You decided to burn down the

    premises," Judge David Sharp said.Naiker enlisted the help of a friend - truckdriver Rashikendron Reddy - who recruitedanother man to assist with the arson.Oliovaigafa Neru agreed to participateon the basis he was paid $500.The day before the re, Naiker showedhem around, pointing out alarms,ecurity cameras, where they should

     be paying out.Undeterred, Naiker lodged civil

     proceedings against the company withthe High Court.The nal gure he claimed they owedhim reached $3,820,710 and the matterhas been put on hold pending theresolution of the criminal charges.IAG's deputy general counsel SeamusDonegan described it as a "lengthy andexpensive" process.He said the amount of resources Naiker'sclaim consumed meant staff had to juggleit with legitimate claims from distressedChristchurch home owners affected by

    the earthquake.Mr Donegan explained custom

     be adequately managed in jail.

    Judge Sharp agreed the circumstandid not meet the threshold and reman Naiker in custody.He said it had been a "difcult assessmedealing with the jury foreman issue he stood by his decision.The appeal will likely be heard eanext year.

    Refugees Have Right To Shelter - DirectoFor Immigration, Nemani Vuniwaqa

    Fiji has an obligation to house refugeesunder the 1951 Convention on Refugeesigned in 1972, says Director formmigration, Nemani Vuniwaqa.

    Mr Vuniwaqa said the Convention setsbenchmark on how every signatoryhould facilitate any refugee or asylumeeker in any country.Fiji as a sovereign state and hashe prerogative in abiding by these

    Conventions and to deal with asylumeekers or refugees. However, if Fijihose not to abide by these Conventionshen it can be regarded as a country that

    doesn’t fulll or does not observe humanights issues,” Mr Vuniwaqa said.

    Fiji had 17 declared refugees; three haveeen relocated to New Zealand and one

    o France while 13 others are in theountry. These people have undergoneefugee status determination process toe declared refugees.

    These people are from Afghanistan,Somalia, Pakistan, Nigeria, Ghana,Congo, Russia and Tunisia.These groups of people have the right tohelter, food and also just for their basic

    necessity needs,” he said.According to Mr Vuniwaqa the United

     Nations High Commissioner forRefugees (UNHCR) assists the refugeesin terms of funds, monthly allowances.He said they also liaised with the

    Immigration department to ensure thatthese groups of people were cared for.“They are not living in accommodation

     provided for by the state or thedepartment but they are fending forthemselves by allowances that are givento them.”He conrmed that an asylum seekerfrom Afghanistan had been repatriatedafter his claims were not veried by theUNHCR.Mr Vuniwaqa said many of these asylumseekers and refugees had been running toFiji because they feared for their safety.

    “Not all that has made claims have beenclassied as refugees. Some were stillin their asylum seekers stages and have

     been removed because their claims havenot been veried that is they may havegiven false claims.”He also conrmed they were in the

     process of facilitating these refugeeswith refugee passports. At this stage,he said the refugees have only beenidentied with refugee ID cards.

    He said if some met the requiremeof gaining citizenship, they could aapply. Even some, he said had gFijian citizenship after meeting

    requirements.“This is something employers too whave to accept the fact that they willcoming with those refugees ID’s for them to be accepted. What we nto accept is the fact that it would b

     brain gain for Fiji; the level of experand skills that these refugees will cowith.”Mr Vuniwaqa however said threfugees needed to get through ot

     processes before they would be eligito also work while being here arefugee.

    “As a way forward what Governmneeds to do is put in place policies ahow we can accommodate and how can facilitate if there’s a mass arrof refugees or boat people or asylseekers into the country.“We have to put in place how we accommodate them in terms of resourcmedical care, education. These

     policies need to be put in place in orfor us to move forward as a nation.”

    Revenue Aspect Of 2016 Budget Still Being FinalisedWhile budgets for most of the Ministrieshave been nalised for 2016, someother processes are still being nalisedncluding revenue aspects.

    Mr Sayed-Khaiyum said normally whenpeaking of budget, people only know

    about expenditure and how much eachministry was getting.But there is another aspect which isevenue,” he said.

    He said it was important to note whatkind of revenue would be generated and

    how Government will get the revenueand through what policies.

    Mr Sayed-Khaiyum said most of theMinistries had their budgets set butsome of them needed to be nalised afteranother round of consultations.Furthermore, Mr Sayed-Khaiyumsaid following the Budget Forum onSaturday, there were a couple of issueswhich went around but needed to bediscussed specically with the groups indetail.“This is because some people makegeneral comments that we should do this

     but how do you do it. So we need morespecic details,” he said.

    Business Community Gathers ToContribute To National Budget

    n bid to deliver an effective nationalbudget, the Government provided themembers of the business communityhe opportunity to put forward their

    ubmissions from their various sectors.Faith organisations, trade unions andNGOs were also present at the 2015Budget Forum held at the Grand PacicHotel in Suva.The 2015 National Budget will bedelivered on November 6. The Ministerof Finance and Acting Prime MinisterAiyaz Sayed-Khaiyum said:At the end of the day, it is Government’s

    prerogative to determine the budget.But we want to be able to determine a

    budget which has as much participationas possible from all the various sectors

    within our society.”The forum was organised in a mannerwhere members from the same sectorswere teamed to bring forth discussionshrough presentations.

    Mr Sayed-Khaiyum said through themethod of the forum, members andGovernment would then be able see theypes of issues faced in the economy.

    Past IssuesThrough the past forum sessions, therehave been a number of issues that theMinister for Finance highlighted.

    He said: “I think in the budgetormulations we normally nd asa ministry is that there is always aompeting interest.We also have on the other hand a number

    of issues where some NGOs may have aparticular interest in terms of advocating

    a particular area in the economy and theydo not necessarily have a face-to-facedialogue with the others.“We have the consumer rights people

    also. They will also have a generaloverview of nancial services – maybe ofhow the construction industry operates.”Mr Sayed-Khaiyum added: “Faith-

     based organisations, for example, wesometimes on a weekly basis, get writtensubmissions to give them a waiver onduties.“Some faith-based organisation hasdecided they have some donor inAustralia, NZ or USA and they aresending some furniture down for theirschool in Ba – and we want a concession.“There are discretionary powers that the

    minister has to waive that duty. But wewant to be consistent about that.”He explained sometimes the analysisthat may be done by Fiji Revenue andCustoms Authority or Ministry ofFinance ofcials may be a bit skewed.“Therefore, we want general rules aboutit. Maybe the person writing up the briefdoes go to a particular denomination ofchurch and they may recommend givingthe waiver.“But when another denomination sendsin their application, they may say don’t

    give the waiver because we need to notlose any revenue from tariffs.”Mr Sayed-Khaiyum said these were thekind of constant issues that they hadfaced in the past.“There are some wider issues that wewould love to get your input on as we

    mentioned last year,” he deliberated.“For example when we are genertalking about nance there is a gap awe identied last year that we needset up a venture nance company we still want to do that. We hope to hfrom the nancial sector and privsector on that.”PurposeThe Budget Forum serves as a platfoto raise concerns and contribute to

    wider good for the economy.Mr Sayed-Khaiyum said: “The whidea is hearing your feedback. We awant to be able to get you to talk to eother and hear from each other aswhat are those interests and have a beunderstanding.”

    The Fiji Sugar Corporation is expectedo open its Sugar of Fiji Packaging Plantn Lautoka soon.

    And Prime Minister and Ministerfor Sugar Voreqe Bainimarama willofciate the opening which has cost FSCn access of $2 million.

    FSC executive chairman, Abdul Khan,aid it is all part of their strategy that will

    value add and also enhance the brandof Fijian sugar for the new packagingwhich is the Sugar of Fiji.“It is basically packing it into retailpackages which we will be selling intoFiji, the region and the niche markets ofAustralia and New Zealand,” he said.“What used to happen in the past wasmerchants would buy it in 50kg and25kg bags and then they would rell itnto one and two kilograms.

    “So that is what we are doing nowo actually package it as one and two

    kilograms and four kilograms, and thenput in to cartons.“Then send it across to the merchants toell so they don’t have to worry aboutepackaging it.”

    Mr Khan added they will still pack the25kg and the 50kg bags.“Because if someone is at a function,hey may be better off buying the 25kg

    bags or a 50kg bags rather than buying aone or two kg bags,” he said.He said at the moment the entiremachine and is going through trials withpackaging and they were making sure

    everything runs well.“If everything goes well then we should

    expect it to open within weeks from nowwe should be able to start basically doingit in a big way,” he said.StafngMr Khan said initially they are lookingat about eight to ten people.“We have advertised in the papers so thatit gives everybody an opportunity thatwe ensure that we get the best people for

    the job,” he said.That will grow as we grow that marketand as we grow the whole operation.“If we are looking at for example thelocal market then it won’t be that faraway from 10 to 12 people but once weget it operating for a 24/7 basis then allwe will increase our numbers to suit it.”Next shipmentFSC is expected to send the fourthconsignment of sugar as export next

    month.“We are supposed to send one

     November so basically when everythgoes well, will do that,” he said.

    Mr Khan said they intend to do nis actually work with suppliers make sure that they don’t just send shipment and they end up overloadintheir storage.This was because of the decent amoof storage available in Lautoka.He said they are working with themnd out what are the best tonnes.“At the moment we have a ship scheduin the middle of November. This will be our forth shipment in the yearHe said the packaging will happen

    He was driving the 717 bus in a slowmoving queue of Auckland trafc whenhe passenger's st struck him on the left

    Canada's Population Getting OlderMore than 1 out of every 6 people inCanada over age 64 in JulyFor the rst time ever, there are nowmore people in Canada age 65 and overhan there are under age 15, according to

    Statistics Canada.The data agency said Tuesday thatCanada's population sat at 35,851,800t the start of July, a gure that hasncreased by 308,100 or 0.9 in the past

    year. That's the smallest annual increasen 17 years, but still the largest pace of

    growth seen in any G7 nation.Much of growth came in the form ofpeople coming from other countries, asmigration accounted for 60.8 per centof the population growth. The rest wasnatural population growth, as people

    lready in Canada had children.Aging populationCanada met a milestone that demographershave seen coming for a long time. In theyear ended in July, the population ofpeople 65 and older is now larger than thenumber of children under 15.There were 5,780,900 Canadians 65nd older on July 1. That compares ton under-15 population of 5,749,400.n percentage terms, 16.1 per cent of

    Canadians were in the 65-and-overgroup in July, with under-15s accountingor just 16 per cent of the population.

    The cohort of people 65 and up isn't justarge in absolute terms, but their ranks

    are growing faster than the rest of us,too. The population growth rate for theover-64 set increased by 3.5 per centduring the year, four times faster than the

     population at large.

    That pace of growth has increased everyyear since 2011, the data agency said.But by international standards, Canada's

     population of 65-and-overs is stillrelatively small, and lower than any otherG7 nation. In Japan, for example, 26 percent of the population is over age 64.The bulge of aging baby boomersisn't increasing evenly across Canada,however. Provincially, New Brunswickhad the highest proportion of over-64s,at 19 per cent of the province's total

     population. Conversely, the lowest

     proportion in Canada was in Nunavut,at 3.7 per cent. Of the provinces, Albertahad the lowest proportion at 11.6 per cent.

     Nationally, there were 1.01 seniors forevery child in Canada under age 15 inJuly. The ratio was highest in Nova Scotiaat 1.35 and lowest in Nunavut at 0.12.Across all age groups, four provinces aremaking up a bigger and bigger share ofCanada's total population. In July, 86.3 percent of people in Canada lived in Ontario,Quebec, British Columbia and Alberta.That breaks down as follows:Ontario, 38.5 per cent.

    Fast And Furious Star's Daughter MeadowSues Porsche Over Deadly 2013 Car Crash

    The daughter of late actor Paul Walker,who died in the ery crash of a Porscheports car in California two years ago,

    has led a wrongful death lawsuit againsthe car company.

    Meadow Walker, 16, claimed in theomplaint the automaker skimped onafety features for the vehicle whichould have either prevented the crashntirely or at least kept Walker alive,ourt records show.

    Paul Walker was a passenger in the 2005Porsche Carrera GT driven by RogerRodas, who lost control of the vehiclebefore it hit a power pole and burstnto ames north-west of Los Angeles,

    killing both men.The lawsuit said Porsche knew the carmodel had a "history of instability andontrol issues" and added that the seat

    belts were designed such that in a crash,he shoulder belt anchor would be pulled

    along with the rear engine compartmentwhile the seat anchor would remain inplace.This snapped Walker's torso back withhousands of pounds of force, thereby

    breaking his ribs and pelvis, atteninghis seat and trapping him in a supine

     position, where he remained alive untilthe vehicle erupted into ames oneminute and 20 seconds later," the lingsaid."Absent these defects in the PorscheCarrera GT, Paul Walker would be alivetoday," the complaint added, citing theseat belt design and other issues.A lengthy investigation by the LosAngeles County Sheriff's Departmentand California Patrol found the car wastravelling at 151 kilometres per hour.

    The same investigation concluded it wspeed and not mechanical problems tcaused the crash.Porsche could not be immediatreached for comment, but attorneys the German car company said in Athat Rodas was to blame for the crfollowing a lawsuit led by his widagainst the company's North Ameriunit last year.Attorneys for the company had tdenied the car had any defects.

    be in charge. They need structure andules—or they start to feel insecure.

    But there may be an even bigger problem: It lacks integrity when we saywe are going to do something hard, thendon’t do it. Our children will behave

    like we do, especially as they grow intoteenagers and adults. When they facea challenge, do we want them to telleveryone that they are going to do thehard thing, then pretend like they neversaid they would do it? Of course not,

     but we can only expect them to have asmuch integrity (and commitment, andcourage) as we have.Fortunately, there are much moreeffective ways to deal with our children’sundesirable behavior. Here’s a step-by-step plan.1. Make a list of the privileges your kids

    enjoy regularly, and would miss if theylost. These could be TV time, dessert,lessons or athletic practices, rides toschool when they can take the businstead, etc.2. Pick something that you can easilyenforce—one standard, predictableconsequence. Perhaps your pre-teendaughter is glued to her phone, or yourson particularly loves watching sportson TV, or you already have a time-outroutine that is working.3. Decide what battles you are going to
