    FOREWORD

    Dear Friends and Colleagues LOC Media Officers,

    This document is a tool for press officers working with any organiser of a gymnastics world championship. It is both a set of regulations and a guide.

    As regulations it applies to press accreditation and the construction of press zones; it functions as a guide through the recommendations that come as a result of experiences gleaned over time.

    It was written to save you time, money, and to prevent uncomfortable situations. It was written to help you.

    And while countries, host cities, competition venues and working conditions vary from one competition to the next, the way in which we receive the press must remain consistent at all times.

    We work for the press, and not against it. We need it just as much as it needs us, and the FIG media attitude is a key to the success of our competitions.

    1. PRINCIPLES

    1.1. Accreditation means possessing of an Identity Card issued by the LOC and approved by the FIG, which allows the holder free access to all or parts of installations reserved for on-site media, as well as the right to access facilities and services offered by the LOC in the City hosting an FIG event.

    1.2. Only professional journalists and photographers holding an official and valid press card issued by recognized international press agencies, and official national or international Sports Journalists Associations will be accredited.

    1.3. Only professional journalists, editors and photographers operating for editorial purpose, or producing an item containing informative content exclusively will be accepted.

    1.3.1. Editorial use implies use by a media: agencies, newspapers, magazines, TV, Internet, including an extension within an existing multimedia-company (newspaper, magazine, TV, agency).

    1.3.2. Informative content implies editing of original information.

    1.4. The current FIG Media Rules apply for the official FIG events as per Appendix G.

    The FIG is a proud partner of AIPS since 1979.

    2. DEFINITIONS

    2.1. Journalist / Photographer Journalists / Photographers refer to a full time professional activity employed by agencies, newspapers, networks. This includes editors of the designated medias official website.

    2.1.1. Freelancers A freelance journalist or photographer is a full time professional editor or photographer, who is not employed by an agency or newspaper a self-employed professional.

    2.1.1.1. A freelance editor or photographer must provide written evidence that he / she operates on behalf of a clearly identified media.

    2.1.1.2. A freelance editor or photographer operating on his/her own account will no longer be accepted.

    2.2. Bloggers A website can apply for recognition and acceptance by FIG with the identity and status of an independent website, stand alone or multisport. Blogs are accepted as public journalism when they function integrated within a recognized journalistic media.

    2.2.1. A multisport (several or all sports) website should be recognized and registered as a real and full journalistic medium by its official national general journalists organization and/or their legal authorities ruling media affairs.

    2.2.2. Website specialist in gymnastics must be recognized by its national federation.

    2.2.3. Sites which function mainly as a pass- through-site for edited copy/paste-content cannot be recognized as a press medium.

    2.2.4. Fan-sites, sponsor-sites, promotional sites and event-linked sites cannot be recognized as a press medium.

    2.3. Representatives of the FIG Affiliated Unions & Federations For representatives of the FIG affiliated or associated unions & national federations, acting as media for their press & communication activities, the FIG will deliver limited credentials per federation. This includes the web editors.

    2.3.1. When requesting accreditation, the federation must submit by Fax / email an official document duly signed by its President or Secretary General, attesting in good faith to the position of the Media delegate(s).

    2.3.2. A double accreditation (press and delegation member) is not accepted.

    2.4. Sanctions Withdrawal The FIG may at any time and without notice refuse or withdraw accreditation on fair grounds.

    In case of sanctions issued by the FIG Media Commission, everyone has the opportunity to appeal to the FIG Secretary General, within 21 days from the notification of the sanction. For more details, please refer to the Appendix C, Sanctions Procedures.

    3. ACCREDITATIONS PROCESS

    3.1. Each request for accreditation must be registered on the media section of the FIG website. http://www.fedintgym.com/mediamanager/ Each request must receive approval from the FIG.

    3.1.1. The registration process starts approx. 10 months prior to the event.

    3.2. On a timely base, the FIG:

    confirms to the applicants the validity of the accreditation, investigates the validity of the application, rejects the application.

    The system generates an automatic message sent to each applicant.

    4. CATEGORIZATION

    4.1. The FIG uses IOC recognised abbreviations, colour and zones access, currently in force at most significant sports events the world over. Journalists will acknowledge eligibility with a universal identification structure and access.

    4.2. In addition, the FIG uses its specific categorization ID.

    5. ACCESS ZONES

    Categorization & Zones access charts, please refer to the Appendix A. 5.1. The case of the World Gymnaestrada

    The World Gymnaestrada differs from other FIG competitions in that its popular content attracts the representatives of local newspapers and has a direct bearing on their number. There are few professional journalists; rather a large majority is local or regional correspondents.

    Consequently, our selection criteria must be adapted to these circumstances. A wider access is provided to the press hall to the greatest number of media representatives, whether professional journalists or not.

    5.1.1. Delegations members acting as Media representatives of their delegations. Since the FIG delivers only one single accreditation, those persons acting as Media representatives of their federation (ESF) will receive a press upgrade named Media Upgrade (here below), delivered on site, by the FIG Press Operations Officer.

    This upgrade card will allow accessing the Media facilities on site, except the opening and closing ceremonies.

    6. MEDIA POSITIONS ACCESS

    6.1. Media Pools A selection among the written press E EE EF and photographers EP EEP EFP will be made, allowing offering preferred working positions to the most important international, national and regional titles. The selection will be made by the FIG Media Operations Officer in cooperation with the LOC Media Officer.

    Priority will be given to :

    International News / Photo Agencies ; International newspapers & magazines; National and local newspapers and magazines designated by the LOC Media Officer.

    6.1.1 Media positions of the designated pool members in the Media Grandstand will be (identified by names) name tagged.

    6.1.2 Pools Photographers will wear a transferable bib / jacket. The number of the available bibs corresponds to the capacity of the photo positions.

    6.2. Training halls 6.2.1. Media are allowed in the designated training halls during the training days prior to the start of the competitions. These days include the Podium Training day(s). LOC will set up a designated Media Zone (11) in the training hall(s), to allow the journalists to follow the sessions without disturbing the gymnasts and the coaches. This zone will be located in the hall, close to the access path of the gymnasts, to make short interviews possible.

    6.2.2. These areas will be designated with the 11 displayed on the entrance (see illustrations on next page)

    6.2.3. The Training Hall is a restricted area. Journalists, photographers and TV crews must strictly remain in this designated Media Zone. Access must be limited and controlled in order to avoid an excessive influx of coaches, athletes, officials, etc. Provide outlets for ENG equipment.

    6.2.4. The training halls will be accessible during the official training days only. There will be no access during competitions days.

    6.3. Podium Training: All accredited media have free access to the FOP (Field of Play), during the official Podium Training sessions of all disciplines.

    6.4. FOP Field of Play 6.4.1. The FOP is a restricted area under the responsibility of the FIG TV

    Operations Officer.

    6.4.2. A temporary access card named FOP can be delivered to access the Field of Play. The FIG TV Operations Officer is the authority to deliver FOP cards. Such card remains the property of FIG. (see illustration).

    6.5. MZO - Mixed Zone 6.5.1. This card is delivered to allow delegation members not holding a media

    accreditation or a ESF card to escort their gymnasts to the Mixed Zone. 6.5.2. Holders of the MZO Card are allowed to escort their gymnasts in the

    athletes lane of the Mixed Zone. 6.5.3. Such card remains the property of FIG and is transferable. It is not valid

    without wearing the personal ID & Accreditation card.

    6.6. Farewell party / banquet For privacy reasons, access to the athletes and delegations' Farewell Party is not open to the Media, except the ENG crew of the HB.

    6.7. The case of the World Gymnaestrada 6.7.1. Media access to the venues It is understood worldwide that a holder of a media accreditation is allowed to access any media position in whatever the venue, without wearing additional card or ticket, except the opening and closing ceremonies (as per Olympic Games). 6.7.2. Opening & Closing Ceremonies: All E accredited people (except EP EEP EFP) must ask for a ticket (seat with a number). The LOC will deliver the exact number of tickets corresponding to the available number of seats with table. First come-first served. EP EEP EFP must use the photo positions on the floor level, or seats non occupied in the grandstand. EP EEP EFP are not allowed in the ES positions.

    EP EEP EFP will pay attention not to disturb the groups presentations and the HB production.

    RT must use the TV positions as defined by the FIG TV Operations Officer.

    6.7.3. Group performances / Large groups: Media Towers or Media positions are available. Otherwise free access.

    6.7.4. National evenings: E EE EF - ENR must sit in the designated Media zones.

    EP EEP EFP must use the photo positions on the floor level, or non-occupied seats in the grandstand. EP EEP EFP are not allowed in the ES positions. RT must use the TV positions as defined by the FIG TV Manager.

    Two media positions must be clearly identified as FIG Media Editor at each ES working positions.

    At the World Gymnaestrada, the national evening's rehearsals are a No Go Zone!

    7. PRESS FACILITIES AT THE VENUE

    The Press facilities include all installations and infrastructure set up for the media on site. The FIG MEDIA RULES outline the elements that are necessary for the organisation and layout of media facilities.

    It is obvious that the overall conditions (space, organisational infrastructure, premises, technical facilities, time and available budget) will influence and guide the Local Press Officer in his / her decisions and actions.

    Special account should be taken of the fact that journalists who come from very distant time zones will be present and may desire to communicate at all hours of the day or night with their countries.

    7.1. Media Welcome Desk The Media Welcome Desk is the centre of the entire operation!

    It should be staffed at all times during the entire duration of the event. The number of staff on hand will vary according to schedules. The LOC Media Officer's Office should be close to the Media Welcome Desk.

    It should also be managed by multi languages persons and equipped with the appropriate material, in order

    to help the media in any way; to ensure the signing of the media and broadcaster declarations; to register late accreditations and take picture of the applicants.

    It is crucial that this desk is permanently in contact by phone and @ with the FIG Press Operations Officer, in order to react immediately to any crisis situation.

    The LOC Media Secretariat should pay particular attention to welcoming its guests.

    The staff should not only be in a position to supply any information regarding the competition (schedule, start lists, results, etc.) but also to reply to any questions relating to transportation (reservations, confirmations, flight tickets changes, relations with any official supplier for the event), methods of payment (relations with the official bank of the event or any other bank), hotel reservations, visas and passports (relations with the government authority or consulates).

    In addition, the Local Media Secretariat must be assisted by the competent persons able to ensure the perfect set up and working of telecommunications, transmissions networks and computing.

    7.1.1. Documentation When leaving the Media Welcome desk, journalists and photographers will receive from the LOC a Media Handbook produced by the LOC Media / Press Officer containing at least the following documents:

    The opening hours of the Main Press Centre;

    the official programme of the event with the detailed schedule of training and competitions;

    list of all FIG authorities present and of the FIG Media Staff, and details of how to contact them;

    a plan of the venue, including media reserved work areas and any restrictions;

    a programme of non-sporting events (briefings, Media conferences, official parties, receptions, important visits, etc.);

    a list of the participating countries and gymnasts (entry list), and details of how to contact them;

    any special schedules for transportation;

    a town map, a venue plan, a tourist programme, list of restaurants closing late.

    Adding any advertising material is prohibited without prior authorisation of the FIG.

    7.1.2. Longines Web CIS The LOC will give all media representatives a copy of a specific URL in order to connect with the server of the LONGINES WEB CIS (Commentator Information Service). This programme gives access to all start lists and live results

    Note: Since the introduction of this new service to the press, traditional CIS monitors are no longer installed on the Media Grandstand and the MPC.

    7.1.3. Internet access The LOC will give to all accredited media representatives the free wireless LAN to a specific Internet connection dedicated to the media only.

    7.2. The Main Press Centre MPC The MPC is the central work room for all accredited media. It should be situated close to the FOP and the Mixed Zone and will include a media transport hub with shuttle buses and a parking lot for press only.

    The Main Press Centre opens on the first day of training! It will include a cloakroom with adequate supervision, equipped with individual secured lockers for the personal property of journalists or photographers

    7.2.1. Opening hours The opening hours must be CLEARLY displayed in the MPC and distributed to each accredited media. Opening hours are normally fixed as follows:

    7.2.2. Size, seats, tables, equipment Size and technical requirements are outlined in the Appendix B.

    7.3. Photographers Work Room The LOC will designate a Photo Manager responsible of all photographers issues.

    Depending to the available space, an area could be exclusively reserved for servicing computer and photographic equipment. This may be located in separate but nearby premises and available to EP, EEP, ESP accredited people only.

    Bigger lockers will be available for photographers. They will be allocated on a first come-first serve basis against a deposit.

    For TRA AER - ACRO and World Gymnaestrada, no Photographers Work Room is required.

    7.4. Photo Download Area Such an area should be created at the FOP level, close to the Photo positions, to allow photographers to connect their laptops and to download the files. This area must be secured.

    7.5. Photo Positions At floor level, access for photographers should be on various sides of the podium. A strong, stable barrier should separate photographers from the competition area. Ensure that photographers are able to work on raised platforms / walkway. All platforms must be strong and stable.

    7.5.1. Technical Monopods only are allowed (no tripods).

    Ensure that the media entrance does not involve a long walk from the car park/bus drop off point.

    The use of flash is strictly forbidden.

    If possible full data about the lighting to be used at the event should be made available to the media before their arrival at the event. The light should be all of one type or source i.e. daylight (colour temperature 5200 degrees Kelvin) or tungsten (colour temperature 3200 degrees Kelvin).

    Any natural daylight from windows or the roof should be covered, blacked out !

    An absolute minimum requirement for photographers at FIG events is a level of 1500 lux (horizontal reading).

    Please note that the disciplines of Trampoline & Tumbling require high level of light to be photographed successfully. The minimum level needs to be increases to at least 1800 Iux. The lighting is agreed by all parties before podium training commences and once agreed upon, it must not be altered during training or competition.

    In accordance with FIG regulations, podium training must take place in full competition light.

    7.5.2. Medal ceremonies All pool photographers are allowed to access to the FOP for the medals ceremonies.

    Medal ceremonies need to be structured to that TV cameramen & photographers can obtain images without being obstructed by officials, flowers, etc.

    Camera angles should be created facing the ceremony and also in line with the position of gymnasts facing the flags. After the National Anthems gymnasts should be instructed to pose together on the podium for a short photo call.

    The FIG Press Operations Officer must be informed regarding the protocol of the awards ceremonies. Coordination must be fixed with the hostesses present on the floor.

    7.5.3. Remote cameras All remote cameras must meet strict safety requirements. The Photo Manager will inspect all remote cameras and refuse any request that does not meet safety and FIG TC Presidents requirements. Remote cameras must be set up 2 hours prior to the competition start and can be accessed at the end of the competition only.

    7.5.4. Catwalk Access to the Catwalk is NOT under the responsibility of the FIG. Any request from media must be forwarded to the LOC, the only authority to make the decision to allow or not this access. Catwalk access is an issue that needs very careful consideration as it comes with the risk of serious accidents for competitors, and officials on the FOP. Incidences have happened when objects were dropped or knocked from the gantries during major events. Sports that do allow access keep it to a limited number of photographers and under strict rules and supervision. Proof of public liability insurance is essential (usually a minimum of 5 million).

    7.5.5. Behaviour In Gymnastics, photographers are closer to competitors than in many sports. Since great concentration is needed in our sport, photographers should bear this in mind and avoid excessive noise and movement. Quietness is especially important during routines on apparatus such as the beam and vault where gymnasts need to focus on the apparatus. The use of cell phones is prohibited on floor level. If necessary for work, it could be tolerated on silent mode only.

    In short, the following points should be noted:

    Do not move when gymnasts are performing!

    Do not interrupt competitors, coaches or officials during the competition or distract them for picture taking!

    Do not leave equipment lying around as it obstructs the movement of gymnasts, officials, the public or colleagues!

    Do not block another photographer's sightline when she/he was in position before you!

    Do not stand in the way of spectators, officials or obstruct TV! The LOC Photo Manager will issue a specific document with some guidelines for photographers, since their number will vary from one event to another and in some

    cases they might be on the inexperienced in working in this capacity. Photographers need to be informed on how to dress and method of working ie from a kneeling position where ever possible in order not to block sightlines of colleagues outside the barrier, not working between the judges table, not standing in front of the FIG positions or in TV camera areas, no access to no go zones etc. 7.5.6. Rights to sell pictures Selling or giving photos to gymnasts and / or their friends, families, fans or coaches is an additional, secondary activity, similar to a business.

    However, many photographers today publish their own books through online publishers, or create books using publishing software. Such books, whether they exist in print or online, are seen by the FIG as editorial publications, similar in nature to any other published book, and selling or distributing them is not banned.

    A calendar, however, is not considered an editorial publication.

    Legal advice sought by photographers groups suggests that the law regards this as reasonable and that anyone who abuses an image, having been in possession of said terms and conditions, becomes responsible and liable not the photographer. Photographers cannot be expected to be responsible for orphan works (ie those that have been stolen and had their copyright, terms and conditions etc stripped off).

    7.6. Press Grandstands (Press Gallery / Press Tribune) The Press grandstands are available for the following media categories only: ES- ESF EE ENR. The entire section (Tribunes) should be set up with a free dedicated Wi-Fi Internet access. The LOC will provide 2 categories of press grandstands:

    fully equipped, or

    seats only. The size and technical requirements are outlined in the Appendix B. Press grandstands are separated and secured from the public and other dedicated seating areas because journalists often leave their places of work momentarily, leaving behind their material, in order to get flash quotes in the mixed zone.

    Each row and place must be identified with the names of the media and the respective journalists.

    7.6.1. Fully equipped grandstands This category of press grandstand will be provided and set up with tables, seat, power and LAN Internet access and will be allocated to the following category of media as a priority:

    Journalists who have requested a full equipped position with their accreditation;

    Deadline reporters, international written press providing immediate (24 hours) news coverage, major WNPA (World News Press Agencies); major international titles;

    Other E if seats are available.

    Reminder for the LOC Press Officer!

    Always reserve 2-3 positions in fully equipped section for the late arrival of major publications.

    Display the seating plan in the press hall.

    Identify working positions by name, and arrange them according to linguistic or editorial groups when attributing positions.

    Be sure that nothing obstructs the journalists sightline (crane camera, IRCOS camera), or inform them early on.

    Remind the journalists that no external demonstrations (clapping, cheering, whistling, flags) will be not tolerated in the press tribunes. An eviction will follow the first warning.

    7.7. The Mixed Zone The Mixed Zone has become the second most important media hub, after the Press Tribune. It is a good reason to designate a Mixed Zone Manager to take care of this area.

    Due to the modifications of the journalists expectations, media representatives spend more and more time in the Mixed Zone. This fact affects the layout of the Mixed Zone, which must be equipped with appropriate space, tables, desks, allowing the journalists to interview the gymnasts. The idea of the Mixed Zone is to offer all media a privileged place in which they can witness gymnasts' reactions immediately following the competition.

    7.7.1. Organization The LOC Press Officer is responsible for the management of the International Mixed Zone in close co-operation with the FIG TV Operations Officer.

    The Mixed Zone must be situated at the immediate exit from the Competition Area also being the same path that the athletes use to return to their locker rooms.

    When leaving the Competition Hall (generally after the Awards Ceremony), the gymnasts must be lead through the Mixed Zone under the STRICT control of the Security, subject to doping control requirements.

    Note: The doping control sign in comes prior the Mixed Zone.

    7.7.2. Working Order The Mixed Zone must be separated into 4 different sections:

    a) On the FOP, at the MZO entrance:

    1- Flash interview positions

    a) on the FOP (HB, RTs).

    b) In the MZO:

    2- Television section (HB and RTs);

    3- Written Press section (E-ESF-EE);

    4- Common section (ENR-EP-ESP-EEP).

    7.7.3. Lay-out The parts 2-3-4 here above must be clearly separated and identified on the floor.

    The LOC Press Officer must pay attention to the branding / backdrop that must be placed facing the cameras. The lay out must be approved by the FIG TV Operations Officer before the competition.

    7.7.4. Translations In order to help journalists to take quotes and reactions from gymnasts, the LOC Press Officer must designate volunteers who can translate Russian, Chinese, and Japanese, into English.

    This means to create a pool of translators who will be identifiable by language using a badge or distinctive sign.

    An audio system could be set up to allow all journalists to listen to the translations.

    7.7.5. Quotes In the Mixed Zone, we recommend to set up a small Editing point equipped with a computer to allow the quote runners to register and send the quotes to FIG and LOC editors.

    All quotes taken by the LOC media staff must be sent to the FIG editors and printed / distributed electronically in the MPC.

    7.8. The case of the World Gymnaestrada It is understood worldwide that a holder of a media accreditation is allowed to access any media positions in whatever the venue, without wearing additional card or ticket, except the opening and closing ceremonies (as per Olympic Games).

    Each hall will have its own press space. The concept is to construct a "tower" or "cube" capable of accommodating LOC technical support on ground level (light, sound, announcer, etc.) and media on the upper platform. This structure will also provide a space for publicity. This Press tower is secured and has wireless internet connection access.

    Important: Be sure that nothing obstructs the journalists or photographers sightline (cables, posts, panels, ads).

    7.8.1. Opening & Closing Ceremonies: E EE EF - ENR people must ask for a seat ticket. The LOC will deliver the exact number of tickets depending on the number of available seat with table. First come-first served.

    EP-EEP-EFP must use the photos positions on the floor level, or seats non occupied in the grandstand. Photographers are not allowed in the E EE EF positions.

    RT must use the TV positions as defined by the FIG TV Operations Officer.

    7.8.2. Groups performances / Large groups: Media Towers or Media positions are available. Otherwise free access.

    7.8.3. National evenings: E EE EF - ENR must sit in the designated Media zones.

    EP EEP - EFP must use the photos positions on the floor level, or non-occupied seats in the grandstand. Photographers are not allowed in the ES positions.

    RT must use the TV positions as defined by the FIG TV Manager.

    FIG Media & LOC Media positions (2 each) must be clearly identified as ES working positions. LOC media partners may also have their positions identified.

    8. PRESS CONFERENCES

    8.1. Principles Since journalists clearly declared that the Mixed Zone will be their priority for individual interviews, medallists press conferences are no longer compulsory.

    However, a press conference room is still required for special cases. It is up to the LOC to hold a medallists press conference with regards to tradition, or sponsors expectations, for example.

    Only if a press conference is planned, federations are responsible for the proper and timely appearance of the medallists. Any federation that does not ensure the appearance of their athletes as stated above is fined for each infraction, according to the Technical Regulations (Regn. 4.11.14.) 8.2. Opening / Closing Press Conferences. An Opening or Closing Press Conference is optional.

    The Opening Press Conference is an opportunity for the FIG and the LOC to welcome the local media, local, national sponsors, to present the facilities and equipment and to give all recommendations.

    The President of the LOC and the President of the FIG or his / her designate must be present. Sponsors and / or LOC partners may attend and briefly present their contribution / awards.

    The conference is generally concluded with a cocktail function hosted by the LOC / Sponsors.

    8.3. Requested Press Conferences Upon request, the LOC, the FIG, or any participating federations may ask to hold a press conference. A schedule / calendar must be clearly displayed in the press room.

    8.4. Technical / Reminder If a conference is planned, it should take place in an area near the MPC. This area must be equipped with a sound system and a simultaneous translation system, or translators provided by the LOC.

    Great care should be taken in the following:

    On the floor / stage: To identify participants.

    A backdrop is compulsory. It must be checked and approved by the FIG.

    Placement of cameras and photographers at the rear.

    Selection of a moderator,

    Selection of languages.

    Audio recording of the conference.

    To announce the duration / number of questions,

    Check with colleagues about asking the first question.

    9. FIG MEDIA FACILITIES AT THE VENUE

    From the day of arrival of the FIG Media staff and until the last day of competitions, the LOC must provide the following facilities:

    9.1. FIG Media Work Room This room must be located, if possible, in or close to the MPC, to the LOC Media Officer's room and the Media Welcome Desk, in order to answer immediately to any request coming from the press.

    The LOC must provide the following equipment in the FIG Media Work Room:

    Important: The Security Dpt must be aware that the FIG Media personnel could access at any time (INCLUDING DURING THE NIGHT) to the FIG Television Operations Room.

    9.4. Volunteer The Organising Committee is kindly requested to provide one volunteer, who will be at the FIG Media teams disposal during training and competition days.

    The volunteers will support the FIG Media staff with various administration / technical work. It is advised to choose persons with a background and interest in communications, fluency in English and computer friendliness.

    10. CONCLUSION

    This FIG Media Rules 2014 sets the general framework of a media management on site competitions. It is obvious that the physical setting, the space available, the location will impact on these basic rules.

    He also belongs to the Head of Media Operations of the LOC to provide solutions, keeping in mind that the quality of care, working conditions and the distribution of information are among the priorities.

    SANCTION PROCEDURES

    PREAMBLE The area of Media, Press and Broadcast has grown over the years and FIG is doing its best to operate in a business-like manner and so has created guidelines, rules and operating procedures. The Media Rules are updated regularly.

    The ever increasing experience of the FIG in the media accreditation process requires a more sustained vigilance in order to respect these rules.

    This document aims to:

    Identify infractions and review their sources and consequences ;

    Draw up the procedure to implement appropriate sanctions against the offenders.

    Introduce the principle of an appeal.

    FIG is very happy with the positive relationships we have with the press and media professionals. We should keep in mind that fraudsters constitute a very small part of the media population and that FIG measures are intended to protect the rights and working conditions of those who do abide by the rules.

    This process should prevent arbitrary action.

    1. Types of Offences and Infractions

    We should differentiate more serious cases from minor offences. Even if reported cases are rare, a whistle-blowing procedure as well as a sanction procedure have been developed.

    Based on the experience gathered so far, the most common infringements are as follows:

    Photographers trading photographs online for their personal use ;

    Litigious editorial content;

    Unacceptable behaviour on working sites;

    Filming by ENR crew or bloggers in the competition hall;

    Abusive wording on press cards;

    Infringements of FIG Statutes;

    Infringements of guidelines issued by professional bodies of sports journalism. Offences witnessed by the FIG Press Operations Officer will be handled according to the here below procedures.

    A proven wrongdoing reported by a bona fide third party shall also be investigated.

    2. Investigation Procedure

    a. Once a complaint is reported it will be investigated by the FIG press staff. Facts and pertinent documents and any other helpful material are gathered for review.

    b. After a review of the information by the FIG Press Officer, a decision on further steps will be taken. These may include speaking with the offender, discussions with others if needed to confirm facts. A written a report is established. It reports the facts and circumstances of the incident or violation. It shall mention the prior warnings, if any. This report shall also advise a proposed sanction.

    3. Sanctions.

    The degree of sanction shall depend on the seriousness of the violation and whether it is a repeated offence. There are 3 steps in the sanction process:

    The verbal warning;

    The written warning;

    The report filed with the Media Commission.

    The FIG Press Operations Officer or the Media Commission may penalize as follows:

    Withdraw the accreditation card;

    Withdraw the accreditation card and order the eviction from the site for the remainder of the competition;

    Suspend accreditation for period up to one year;

    Suspend accreditation extended to other disciplines;

    Suspend accreditation for the entire cycle.

    The violator will be notified in writing for all written warnings and sanctions. A copy of sanctions shall be sent to the AIPS Secretary General and the IOC Media Commission will be notified of any suspensions for the cycle.

    If accreditations are withdrawn during a competitive event, the Organizing Committee must be informed and security alerted.

    1. Appeal

    An appeal can be made against a sanction taken by the FIG Press Operations Officer. This must be in writing to the FIG Secretary General within 24 hours of the sanction. The decision of the FIG Secretary General is final.

    In case of sanctions issued by the FIG Media Commission the appeal may be launched within 21 days to the FIG Secretary General.

    MEDIA DECLARATION FOR E CATEGORIES

    By requesting accreditation, applicants accept the terms and conditions as stated below. Applicants will sign the declaration upon their arrival at the Media Welcome Desk onsite. Applicants for HB and RT accreditation will read and sign a separate declaration.

    The conditions below correspond to recommendations given by the International Sport Press Association (AIPS).

    A. General Rules

    1. Accreditation is granted for editorial purposes only.

    2. Applicants must provide proof bona fide of the media they represent.

    3. Freelancers or self-employed journalists without professional press card are required to provide proof of an explicit editorial assignment for an identified media.

    4. Official accreditation is personal and non-transferable. Priority will always be given to international wire agencies, international, supra-national, national and local publications as well as FIG-recognised specialised media.

    5. The use of cell phones is prohibited on the field of play.

    6. Interviews inside the field of play during a competition are strictly prohibited.

    7. Ostentatious or demonstrative behaviour or the bearing of flags or banners of any kind is prohibited in the Press Zones.

    B. Photographers

    1. Photographers do everything in their power to protect the copyright of their images and inform all their clients of the limits of usage in the terms and conditions they supply. Abusive reproduction will be sanctioned.

    2. All personal / commercial use other than editorial is prohibited.

    3. It is understood by all photographers and their clients that without prior consent by a gymnast or his (her) representative, commercial use of photographs depicting said gymnast is prohibited.

    4. Publication of sequences in excess of 5 images/second is prohibited, all platforms included.

    5. Photographers representing FIG affiliated federations (EFP) are on exclusive assignment and may not hold any other mandate or engage in commercial activity.

    6. Representatives of internet websites and similar platforms will note that the accumulation of EE and EEP accreditation is prohibited. EE accreditation holders will not have clearance for photo positions.

    C. Final Remarks

    1. The FIG reserves the right to levy sanctions in cases of non-compliance with the aforesaid rules.

    2. Non-compliance with one or more of the rules may result in the immediate withdrawal of accreditation. 3. An appeal can be made against a sanction taken by the FIG Press Operations Officer. This must be in

    writing to the FIG Secretary General within 24 hours of the sanction. The decision of the FIG Secretary General is final.

    BROADCASTER DECLARATION for RT and ENR

    1. RIGHTS

    a. BROADCASTER is aware and accepts that the national broadcasting rights for the territory hosting the FIG event belong to the Host Broadcaster (HB).

    b. BROADCASTER is aware and accepts that all international broadcasting rights are the property of the FIG.

    2. PICTURES

    a. BROADCASTER confirms that all pictures recorded at the event will be used for his own use, and to strictly follow the agreement between BROADCASTER and HB.

    b. BROADCASTER confirms that the pictures will be used exclusively on television. Extension to an Internet or any electronic or digital platforms use, such as Internet websites, blogs or channels, smartphones, tablets, is subjected to a separate agreement.

    c. BROADCASTER confirms not to sell or make available any pictures to third parties.

    It will be up to a court to determine what damages would be appropriate in case of a violation of the terms set out in points 1 and 2 of this declaration.

    3. GENERAL

    a. During the event, BROADCASTER confirms to strictly abide by the directions received from the FIG, the Local Organising Committee and the Host Broadcaster.

    b. BROADCASTER understands and accepts that the FIG is the highest authority at this event and that in case of any disputes between the HB, the LOC or any other party, FIG has the final say.

    c. BROADCASTER accepts to strictly respect the limits to zone access as shown on his accreditation and on the floor (No Go Zone).

    d. ENR holders can only access to the Media Working Room, Press Conference Room, Mixed Zone (rear positions) and to the floor on the day of Podium training only.

    e. BROADCASTER is aware that his accreditation will be withdrawn without warning, should he be in a zone not allowed by his accreditation. If access is given to the FOP the same applies. Should a cameraman not respect the No Go Zones in the FOP or hinder the HB, FIG Rights holders, Judges or competitors or not respect a minimum distance of 2 meters between the camera and the competitors, the accreditation will be withdrawn and not replaced.

    f. This Agreement shall be governed by and construed in all respects in accordance with the Laws of Switzerland.

    g. All disputes arising out of or in connection with this Agreement, including disputes on its conclusion, binding effect, amendment and termination shall be resolved, to the exclusion of the courts (except for an application for an injunction or similar remedy which may be made to a court of competent jurisdiction) by a three-person Arbitral Tribunal in accordance with the Court of Arbitration of Sport in force at that time, one arbitrator to be appointed by each of the parties and the third (President) by the CAS.

    h. The proceedings shall be conducted in English and shall take place in Lausanne. The decision of the Arbitral Tribunal shall be final and binding on the parties.

    i. BROADCASTER confirms that the person signing this Agreement is a duly authorised representative of the BROADCASTER and, fully empowered to sign and execute this Agreement.
