Synopsis:

The Statewide Conference on Local Bridges’ Steering Committee instructed the Training and Communication Subcommittee to focus on forming an effective partnership among NYSDOT, local highway officials, and the Cornell Local Roads Program to identify training and communication opportunities which will strengthen or clarify technical, administrative and procedural linkages among the state’s bridge partners. To attain this, the Subcommittee, which comprises a cross-section of local, state, federal, consultant and academic professionals, has surveyed the local bridge community and has identified areas where training can help local bridge owners manage and maintain their structures. The Subcommittee update will discuss yesterday’s training sessions and where the Subcommittee is headed in the coming year.

About the Presenter:

Rohit Dagli is the Project Engineer in the Design Bureau of the Office of Structures,at NYSDOT. Rohit has been with the Bridge Design Bureau since joining the Department in 1987. He graduated from L. D. College of Engineering, India with a Bachelor of Engineering in Civil Engineering in 1979. Since joining the Bridge Design Bureau, Rohit has designed a variety of bridges including arch, truss, steel, concrete, and precast structures. Rohit is also actively involved in training activities in the Office of Structures and has been assigned to coordinate training for the Statewide Local Bridge Conference. Synopsis:

The presentation will include an update on the Local Programs Bureau, Federal Aid Section and Procedures for Locally Administered Federal Aid Projects (PLAFAP) highlighting major changes. The presentation also includes activities underway by FHWA in their oversight role and a list of new or revised Contract Provisions for federal aid projects.

About the Presenters:

Diane Kenneally, is the Director of the Local Programs Bureau at NYSDOT which administers State and Federal Aid programs available to municipalities, non-governmental organizations and other State Agencies. These programs include State Aid Programs: CHIPS, Multi-modal Program and Member Items as well as Federal Aid guidance for the Safe Routes to School (SRTS) Program, Transportation Enhancement Program (TEP) and the Procedures for Locally Administered Federal Aid Projects Manual.

Diane began her career at NYSDOT as a construction inspector working summers during college. She joined NYSDOT as a Junior Engineer in the Design Services Bureau, designing and developing highway and bridge projects, eventually leading a design squad for 3 years. Diane has worked as an Assistant to a number of Executives including the Chief Engineer and Director of Operations. She led the Local Projects Team that developed the NYSDOT Procedures for Locally Administered Federal Aid Projects Manual.

Diane has a B.S. in Civil Engineering from Rensselaer Polytechnic Institute and a B.S. in Physics from the State University College at Oneonta. Since 1996, she has been an adjunct lecturer teaching Highway Engineering at Rensselaer Polytechnic Institute. Ken Rupert received his BS degree in Civil Engineering from Union College in 1987 and is a licensed Professional Engineer in NY. Ken joined the New York State Department of Transportation in 1989 after working for an Engineering firm specializing in Land Development and Urban Planning. Ken worked in the Design Services Bureau of the Office of Design at NYSDOT for over 18 years starting out as a Junior Engineer and ended his association with Design as the Rail Design Squad Supervisor. Ken began working in the Local Programs

Accounting Terms and their Definitions

FHWA Definition NYSDOT Definition Active Project

A project which has had federal billing activity within the past 12 months.

A project which has recent paperwork, even if no vouchers have been filed in the past 12 months.

Inactive Project

A project which does not have any billing activity for 12 months or more.

“What is an inactive project?”

De-obligate

Release of excess funds on previously active projects that are currently inactive. If additional eligible costs are identified, a modification can be made to reinstate funding. No STIP action is required.

Removing funds from a project?

Withdraw

Release of funds on projects with little or no expenditure activity since Federal authorization. This action removes all Federal authorization to perform the work and revokes all Federal participation in a project. The funds and obligation authority are released to be used on other projects. Therefore, costs may not be incurred on this project until the project is placed back on the STIP and it is re-authorized by FHWA.

The same as de-obligate?

Clarification: NYSDOT’s Project Management and Accounting Bureau generate Q-40 Tier I reports on a monthly basis. These show all projects with an unexpended balance over $500,000, and that have not had expenditures within the past 12 months. The projects on this list are distributed to the RPPMs for comment as to why the project should be considered active. If no comments are received or do not support keeping the excess funds on the inactive projects, then projects are either de-obligated (if active in the past) or withdrawn (if no federal billing activity has occurred since authorization). Note: advancing a project that has been withdrawn is not allowed and Section 1.9b waivers for costs incurred prior to Federal authorization will not automatically be granted based on unawareness of the project status.

Project Funds Management Background A National Project Funds Management (PFM) Review was conducted on unexpended obligations on Federal-aid highway projects with extended inactivity. Federal Highway Administration (FHWA) defines an inactive project as a project for which no expenditures have been charged against federal funds for the past 12 months. The report, prepared by the Office of the Inspector General (OIG), was issued in March of 1999 and included three recommendations to reduce inactive obligations: • Develop a threshold project amount for use in a performance goal • Reengineer FMIS reports to facilitation better project funds management • Encourage Divisions to work with States to adopt appropriate best practices for PFM

Since then FHWA has placed more emphasis upon the efficient use and management of Federal funds by promoting best practices, innovative financing, and better PFM. The New York Division encourages better project funds management through the timely release of excess obligations and release of funds on inactive projects. Presently NYSDOT, in accordance with FHWA’s PFM initiative, reviews various FMIS reports that detail inactive federal-aid (FA) projects with no expenditure activity. NYSDOT determines if the FA funds and obligational authority (OA) on these inactive projects should be released. This is based on input NYSDOT receives from their Regional and program offices. After reviewing this input, NYSDOT decides (often with input from FHWA) if the federal funds should be withdrawn or de-obligated. De-obligation is the release of funds on previously active projects that are currently inactive. If additional eligible costs are later received, NYSDOT can submit a modification through FMIS to reinstate funding, as long as the funding and OA is still available. When a project has little to no expenditure activity, it may be withdrawn. To withdraw a project, FHWA is revoking all federal participation in a project. The project is removed from the federal books and can not be re-authorized without being placed back on the STIP. The FHWA Division office oversees this activity, which is also monitored by FHWA on a national basis. NY Division Activities for FFY 2008 The New York Division will continue to actively promote and monitor PFM efforts by NYSDOT. The ultimate performance goal is to reduce the unexpended balance of all inactive projects in New York to less than 5% of NY’s total apportionment. It is currently around 13%. Preliminary Engineering – 10 year limit In addition to assisting NYSDOT with PFM, the NY Division is monitoring Federal-aid preliminary engineering (PE) projects to ensure that they result in ROW acquisition or a construction project. In accordance with 23 CFR 630.112(c)(2), the project must go to right-of-way acquisition or construction by the close of the tenth fiscal year following the fiscal year of authorization. Otherwise, NYSDOT must return the Federal funds expended on the PE project. An exception can be granted if NYSDOT submits a properly supported extension of time, and FHWA approves this request. The justification must be both reasonable and beyond NYSDOT’s control. Changing political priorities, manpower shortages or Transportation budgets are not acceptable justifications.

Mr. Butler has been employed by Stantec for 18 years and currently holds the position of Project Manager. Synopsis: This presentation will provide an update of FHWA activities during the past year. During 2007- 08, the Federal Highway Administration’s (FHWA) New York Division conducted a study of steel fabrication Quality Control and Quality Assurance practices of a select group of local bridge owners, on federal-aided bridge projects. Findings and recommendations from that study will be presented. Other issues of local, State and National importance will also be presented including a brief discussion of recently passed Federal legislation which will impact the National Bridge Inspection Standards and the Federal Highway Bridge Program. About the Presenter:

Mr. Dubin earned his Bachelor of Science in Civil Engineering from the University of Buffalo. During his career he has served as Bridge Engineer for the City of Buffalo; Traffic Engineer for Erie County and was a bridge inspection Team Leader with Foit-Albert Associates. Currently, Mr. Dubin is a Structural Engineer with the New York Division of the Federal Highway Administration. Mr. Dubin is a Licensed Professional Engineer in New York State.

About the Presenter: George Doucette is the Regional Design Engineer in Region 3 of the New York State Department of Transportation. George graduated from Syracuse University in 1985 with a Bachelor of Science in Civil Engineer. He began his career with NYSDOT as a highway designer in Region 4. Since 1989, he has worked in various positions in Region 3 including eleven years as a consultant project manager and highway design team leader. The presentation will begin with a brief history of the bridge and the conditions that led to a structural red flag in 2007 and a local State of Emergency. The presentation will continue with an outline of how the red flag was removed and the coordination that occurred between the local and state governments to address the problem in a timely manner.

About the Presenters: Wendell R. Buckman, is a Project Engineer and licensed Professional Engineer with Barton & in Syracuse, New York. He has 7 years of experience in bridge design and construction. He has been involved with various aspects of bridge design including superstructure design, substructure design, hydraulic analysis, scour calculations, deterioration mapping of structural members, condition analysis of existing structural components, and Level 1 Load Ratings. George Wethey was approved as the Cayuga County Superintendent of Highways on April 26, 2005. The Cayuga County Highway Department is responsible for 516 miles of county roads and 42 county bridges. Prior to his appointment as superintendent, George began working at the Highway Department in 1989 as a Sr. Engineering Technician and then later was promoted to the General Highway Foreman. George received an AAS from SUNY Alfred in Civil Engineering Technology. He is a lifelong resident of Cayuga County and resides in Throop, NY.

Synopsis: In this presentation, Don reviews the process of consultant selection used by the City of Syracuse for Locally Administered Federal Aid Projects. He will discuss how engineering firms are canvassed for Expressions of Interest (EOI) for a project and the expected format and content of the EOI. Don will then review the make-up of the EOI review committee, how the reviews are conducted and how the most qualified firm is selected. The remainder of the presentation will discuss the six criteria used in evaluating the EOI’s including their relative weights used in the scoring. Each criteria will be discussed separately and examples of responses that resulted in firms being given a lower rating for that particular criteria will be reviewed. In summary, the City believes it has a selection process that works well for the City, is fair to consulting firms and is in keeping with the parameters of the Locally Administered Federal Aid Projects Manual. Don will also offer a thought for consultants to keep in mind when preparing Expressions of Interest.

About the Presenter: Don Spies has been employed by the City of Syracuse as a Facilities Engineer within the Department of Engineering for the past two and one-half years. He has been involved in the consultant selection process for five Locally Administered Federal Aid Projects in the City of Syracuse. He is currently a project administrator for four Transportation Improvement Projects. In addition, he is the Stormwater Manager for the City and responsible for review of all SWPPP Reports for projects within the City and within the Three Mile Limit of the boundary of the City.

Prior to joining the Department of Engineering, Don spent nearly thirty years employed by various consulting engineering firms within the State of New York. During that time Don was involved in numerous design projects including bridge replacement/rehabilitation projects.

Synopsis: C&S Engineers designed and provided construction inspection for the replacement of the CR7 Jamesville Road Bridge over Butternut Creek for the Onondaga County Department of Transportation. The project also included 600 meters of approach road improvements. The project’s location is an important transportation link, connecting Interstate Route 481, NYS Route 173, Woodchuck Hill Road, Rock Cut Road, as well as the Hanson Aggregates quarry. Keeping the 10,000 vehicles per day moving through a tight space, while simultaneously finding room to construct the detour, and the replacement bridge and road, was a considerable challenge. Also squeezed into the narrow highway corridor were telephone, fiber optic, gas lines, and a sanitary force main – eight utility owners in all. Additionally, Hanson Aggregates required access to a pump house, slurry line, and settlement basins for maintenance activities. The pump house is located adjacent to the bridge, as is a dam, which presented right-of-way issues. In spite of these challenges encountered during both design and construction, the project was completed successfully. Today a new bridge and improved highway section with turning lane exists where the old facility used to be, while surrounding countryside, utilities, properties, structures, and stream remain unscathed.

About the Presenters: Paul Hood became the Bridge Supervisor for Onondaga County in January of 2003. He has successfully completed 5 LAFA bridge projects and numerous local bridge projects during his tenure. Jim Craig became the Department Manager for the Bridge Design Group at C&S Companies in January 2007. He received his Bachelor of Science degree in Civil Engineering from the University of Buffalo. Jim has been a design engineer/project manager on numerous LAFA, local and NYSDOT bridge projects over the past 12 years.

Robert Buerkle is a New York State licensed Professional Engineer. Robert graduated from Broome Community College in 1983 with an Associate Degree in Civil Engineering Technology. Robert began his career in 1983 with NYSDOT as an Engineering Technician working in the Region 3 Bridge Design Unit from 1983 to 1987. He spent the next two years employed as an estimator for a Heavy Construction Contractor before being hired as an Engineer with the Cortland County Highway Department 1989, eventually being appointed as Highway Engineering Supervisor in 1995. Robert was appointed County Deputy Superintendent of Highways in 2004. Robert’s responsibilities include the engineering design and management of all Department capital projects as well as overall management of the County Airport. Robert has over 20 years of Highway Bridge and Culvert design, construction and project management experience, including providing cost-effective solutions to all flagged bridge situations on the County Highway System.

Synopsis: This presentation summarizes the ten year history that Cattaraugus County has had with a temporary modular bridge system. Purchased in part with FEMA monies, the County has deployed the bridge five times in the last ten years. The County has erected the structure three times with its own forces and twice has incorporated the structure into locally administered federal aid projects where it was erected by contractor forces under County supervision. The bridge is currently being used as a temporary replacement structure for Ashford Bridge #53 over the Buffalo & Pittsburgh Railroad. The decision making process to use the bridge and the construction of the structure at the Ashford site is highlighted.

About the Presenter:

William Fox graduated from The Citadel, The Military College of South Carolina with a Bachelor of Science in Civil Engineering in 1989. Mr. Fox has been with Cattaraugus County since 1998 serving as the county’s Senior Civil Engineer. Prior to coming to Cattaraugus County, Mr. Fox began his career in 1989 working as a consultant for a Rochester, NY based firm, then in 1995 he joined Mid-Atlantic consulting firm located in Raleigh, NC. As a consultant, he has been involved in the design and development of highway, bridge, wetland restoration, recreation trail and building projects. He has acted as a structural engineer for bridges in New York, North Carolina, South Carolina, Virginia and Georgia. His building experience has ranged from private homes, office buildings, public schools and universities to working on the Pentagon’s refurbishing project. His duties include administering the county’s federal aid program, performing in-house designs for county-funded capital and maintenance projects and administering the code compliance program for county-owned buildings.

“Concrete Repair: a Restorative Approach” Over the past quarter century, widespread use of prestressed and precast concrete for rehabilitation and replacement of existing bridges, walls and other structures has brought to the forefront an increasing emphasis on concrete repairs. With the aging of structures and the increased emphasis on historic preservation and restoration, there has been a significant shift in the management of concrete structures towards proactive testing of concrete structures using both destructive and non-destructive methods. This testing better defines limits and scope of deterioration, helping to quantify the extent of preventative maintenance required which can significantly reduce rates of deterioration and extend the life of concrete structures. This presentation will focus on the non-destructive concrete testing techniques available; illustrate a comparison of crack repair methods, including a detailed discussion on crack repair, and present project examples.

About the Presenter: Joseph Logan graduated with a Bachelor's Degree in Mechanical Engineering in 1979 and a Master's Degree in Structural Engineering in 1980 from Cornell University. After working on bridge and building design projects for Parsons Brinckerhoff for two years in McLean, Virginia, and working for Erdman Anthony and Associates in Rochester, New York for 18 years, he joined Fisher Associates in 1999. He is a licensed professional engineer in New York and Massachusetts, and is currently the Structures Department Manager for the firm. Although he is chiefly in charge of bridge design projects, he has designed many other types of structures including subway tunnels for the Pittsburgh and Buffalo light rail projects, tunnels and shafts for the Rochester Combined Sewer Overflow Abatement Project (CSOAP), and numerous building and parking garage projects. He has also developed the non-destructive concrete testing service area for the company, and is currently providing restoration expertise for parking structures. He is a member of ASCE and Western New York Chapter of ABCD where he was president from 1994-1995 and 2002-2003.

Synopsis: In August 2005 the NYSDOT awarded a 30 month contract for the replacement of the Steel Arch bridge over Hoxie Gorge in Cortland County New York. This is the highest vertical drop bridge in the NYSDOT Region 3. The three (3) span Steel Arch structure was replaced with a four (4) span Concrete and Steel Girder structure. This is a slide presentation of that construction project.

About the Presenter: Charles Brooks has worked 38 years with the Construction Group and 19 years as a construction Job Manager. He was the Job Manager for this project. His familiarity with this project is from Constructability Reviews during design and routine project management oversight visits during the construction phase. Synopsis:

The Corbett bridge is a single lane suspension bridge over the East Branch of the Delaware River serving the rural community of Corbett, NY. This unique bridge has a main span of 170’ and was designed and constructed in 1926 by the famous J. A. Roebling & Sons Company. The deck and stiffening truss were originally constructed of timber, but were replaced in 1945 with a steel open grid deck and a steel stiffening truss. The steel lattice towers and 2” diameter wire rope main cables date from the original construction. The bridge is one of two suspension bridges in the state to be added to the National Register of Historic Places according to the 2002 Historic Bridge Inventory prepared by the NYSDOT and the FHWA. As the result of a load rating analysis and condition assessment performed by Modjeski & Masters in 2004, a number of significant structural deficiencies were identified on the bridge. Most notable among these was the corroded anchorage hardware for the main cables. During the field inspection, it was found that portions of the anchorage hardware U-bolts were submerged as a result of seasonal fluctuations in the river level. Over nearly 80 years of extreme weathering, corrosion had reduced the original 2¾” diameter U-bolts to a diameter of approximately 2” – a section loss of almost 50%. An analysis of the stiffening truss also revealed that a number of the truss diagonals were not adequate for the specified live load because of the inherently low buckling load of single angle members – a fact that had been overlooked in previous load ratings of the structure. Due to the owner’s objective to maintain the bridge’s current 8-ton posting, a rehabilitation program was developed to address the required structural repairs and to perform maintenance related upgrades. The program consisted of repainting the superstructure (including removing the existing lead based paint), repairing deteriorated substructure concrete, strengthening of compression - buckled stiffening truss members, replacing the main cable anchorage hardware and improving drainage in the vicinity of the main cable anchorages. Construction of the project was completed in December 2006. The presentation will provide an overview of the rehabilitation program, with a detailed discussion of the removal and replacement of the anchorage hardware and other structural repairs.

About the Presenters: Blaise Blabac is a Project Engineer with Modjeski & Masters in Poughkeepsie, NY. Blaise graduated from the University at Buffalo, receiving a Bachelor of Science in Civil Engineering in 1996 and a Master of Science in 1998. He has ten years of experience in bridge design and is a licensed Professional Engineer in New York, California and Virginia. Blaise has been with Modjeski & Masters for five years where he has been involved in the design and rehabilitation of numerous bridges throughout upstate New York and the New York metro area. For this project, Blaise was responsible for the load rating of the existing structure and the design of the structural repairs, including the design of the structural lifting system used to replace the main cable anchorage hardware. Wayne Reynolds was appointed Commissioner of Public Works for Delaware County in January of 1991. For the year preceding that he served as Senior Civil Engineer for the County. Before that he worked for McFarland Johnson Engineers in Binghamton, NY as a highway engineer for 12 years. He is a native of Delaware County and attended high school in Andes, NY. He graduated from Clarkson College in 1978 with a BS degree in Civil and Environmental Engineering. The presentation uses the recently updated publication (Fundamentals of Bridge Maintenance and Inspection) to discuss condition assessment as it relates to bridge maintenance, preventive maintenance treatments, repair strategies, and modern practices.

This manual is intended as a handy reference for cyclical preventive-maintenance and corrective preventive maintenance activities applicable to state and local bridges.

The objectives behind the manual are: 1) an education on bridge anatomy and those elements requiring periodic inspection, 2) familiarization with the difference between elements functioning as designed and those that are not, 3) identifying maintenance activities that can keep elements functioning as designed for longer periods, and 4) providing repair and rehabilitation options to return elements exhibiting severe deterioration to serviceable condition. A secondary goal is to provide guidance for bridge owners in responding to structural or safety citations (commonly called flags) resulting from inspections.

The presentation will also summarize current research studies, synthesis projects, working groups, conferences, initiatives, and scan tours of interest to the bridge maintenance practitioner.

Synopsis: Steel bridges generally deteriorate in areas that with some fairly simple maintenance repairs can extend the service life of the structure. These areas would include the girder ends, floorbeam connections, and gusseted connections to name a few. The presentation will showcase steel repairs that have been done in NYS and familiarize Local Bridge owners and bridge professionals with issues associated with completing steel repairs. It will review the process from flagging to repair, the requirements to complete steel repairs and associated costs using readily available materials and common steel repair methods. These repairs were made by crews from two different DOT Regions. These repairs have not only remedied bridge inspection “flags” but will extend the useful service life of these structures.

About the Presenters: John Picard is presently the Regional Bridge Maintenance Engineer for the NYSDOT, Region 5 (Buffalo) and is responsible for 866 State bridges in the four county Western NY area. Prior to accepting the Bridge Maintenance position in 2004, he worked for over 20 years in Region 4 (Rochester) Structures Group as bridge designer, load rating engineer, and bridge design squad leader working on numerous bridge rehabilitation and bridge replacement projects. John is a 1983 graduate of the Clarkson College of Technology and holds a Bachelor of Science degree in Civil and Environmental Engineering. Doug Rose has been with DOT since 1985 and is currently the Regional Bridge Maintenance Engineer for Region One in Schenectady. He is responsible for the Bridge Maintenance Program for the 835 DOT maintained bridges in Region One. DOT bridge maintenance work is performed by 6 crews located in 5 facilities across the Region. Prior to coming to Maintenance, Doug was a Regional Structures Engineer and Bridge Management Engineer in two DOT Regions. He has a Bachelor’s Degree in Civil Engineering from Worcester Polytechnic Institute.

Synopsis: The NYSDOT performs a myriad of tasks to maintain the states highway and bridge system. These tasks include the need skills such as equipment operation as well as “hands – on trade type” skills to provide a safe and efficient transportation system for those who live in and travel through New York. The NYSDOT has an excellent program for training our staff and the staff of other municipalities on the operation of vehicles and equipment used in highway maintenance. This presentation will describe the steps we are currently taking at DOT to develop and deliver a “hands – on skills” training program to our Transportation Maintenance Division. It focuses on “trades” type of skills such as carpentry, masonry and welding to name a few. Hopefully by the end of this presentation you will have some ideas to take back to your municipality to enhance the training program there or will be able to provide us with feedback on some of the things you are currently doing, successes and / or failures that would help us along with ours. We are willing to share our strategies to enhance the skills and operations of our partners in highway and bridge maintenance.

About the Presenter: Dwayne Palen has been with DOT since 1989 and currently serves as a Project Assistant for the Transportation Maintenance Division, Bridge Maintenance Section. His duties include the development and delivery of a statewide Transportation Maintenance Skills Training program and the supervision of 4 "Skills Trainers" who assist with the development and delivery. Prior to his current position, Dwayne has also worked in the Highway Maintenance, Tree and Vegetation, and Bridge Maintenance Departments within DOT.

Synopsis: On August 1, 2007, the I-35W Interstate highway bridge over the Mississippi River in Minneapolis, Minnesota, experienced a failure in the superstructure of the steel deck truss. Physical examination of the recovered bridge structure showed that some gusset plates were fractured. Examination of the design methodology used at the time was found to be sound. Although no problems were identified with the design methodology used for the bridge, the investigation discovered that some gusset plates on the main trusses of the bridge were undersized. Accordingly, NYSDOT put in place an implementation plan to address FHWA recommendations regarding “Load-carrying Capacity Considerations of Gusset Plates in Non-load path redundant Steel Truss Bridges”. On January 15, 2008 FHWA issued a Technical Advisory that made three recommendations covering: new or replaced non- load-path-redundant steel truss bridges, future recalculations of load capacity on existing non- load-path-redundant steel truss bridges, and reviewing previous load ratings of gusset plates on bridges subjected to significant changes in stress levels. In my presentation I will address FHWA recommendations and NYSDOT’s response to the Minnesota tragedy.

About the Presenter:

Wahid Albert is a graduate Civil Engineer from SUNY – Buffalo, class of 1984. He has been working for New York State Department of Transportation in Albany for 24 years. Presently he serves as the Assistant Director of the Bridge Design Bureau and chairman of the Department’s Bridge Design Committee. Wahid is responsible for providing technical guidance to bridge designers and conceptual review of all contract plans produced in the office. Presently he is in charge of the Department’s efforts in developing analytical processes and MathCad tools for both LRFD design of gusset plates and LFD analysis of existing gusset plates. He has been personally analyzing gussets, including overseeing some in-house finite analysis work, and has prepared designs for emergency repairs for some of the gussets. Wahid’s other experience with the Department includes Highway Design, Consultant Management, Structures Design, and Load rating and overloads Permits.

This presentation, (based on Inspection Handbook for Common Deterioration of Prestressed Concrete Box-Beams) addresses conditions of deterioration commonly found in adjacent box beam structures, where only the bottom beam surfaces are visible. Numerous photographs of many underside conditions are presented, and for each are given possible causes, help in evaluation of seriousness represented, suggestions concerning possible engineering evaluation required, and suggested remedies or repairs. Additionally, this presentation, (based on PCI MNL-37-06) will review the processes and procedures normally followed to reach informed decisions regarding repair options, including engineering considerations related to individual defects.

About the Presenter:

Carl Buchman is a part time independent Consultant to the precast concrete industry; organizations served include the National Precast Concrete Association (serving as Senior Technical Consultant and Instructor for several courses), PCI, the Precast Concrete Association of New York (serving as Executive Director since 1/1/2001), and the Spancrete Manufacturers Association. Carl graduated from Princeton University in 1955 with a Bachelor of Science Degree in Civil Engineering, and after 3 years in the Navy Civil Engineer Corps, graduated in 1959 from the Massachusetts Institute of Technology with a Master of Science in Building Engineering and Construction. He has worked as a Plant Engineer for Capital Prestress, Jacksonville,FL; Production Manager for Maule Industries, Miami, FL; Sales Engineer for Blakeslee Prestress, New Haven, CT; Sales Manager for Spancrete Northeast, Rochester, NY; General Manager for Universal Prestress, Plympton, MA; and Vice President and General Manager for Oldcastle Precast, Manchester, NY. In the course of his career, he has designed and built two new precast/prestressed concrete plants. He is a licensed professional engineer in New York.
