he tradition of liberal arts extends back to the ancient origins of universities. The “liberal arts” emphasize general knowledge and the development of general intellectual capacities

(such as reason and judgment) along with a stronger sense of values, ethics, global awareness, and civic engagement.

A liberal arts education is characterized by challenging encounters with important human issues that provide a broad exposure to many disciplines and learning strategies while focusing on in-depth study into one or two academic areas. Said in a different way, the liberal arts education seeks to prepare graduates to think broadly and critically and to be actively engaged in civic service and global citizenship.

Where Is Shepherd University?What Is Unique About the Location?

Shepherdstown: Shepherd University is located in Shepherdstown, West Virginia, the oldest town in the state. The campus is very close to the town center, offering students an easy walk to small shops, restaurants, galleries, theaters, and activities. Within 90 minutes of Washington, D.C., Shepherdstown is a sought after community for commuters and retirees, offering a high quality of life, a wide variety of cultural and heritage programs, natural beauty, and access to four-season recreation, all in a safe and friendly atmosphere.

Shepherdstown sits on the western banks of the Potomac River, on the border of West Virginia and Maryland, in an area known as the eastern panhandle. Rolling hills, historic farms and parks, small communities, and strong family values help the international student experience the “real America.” Local community members, many with extensive international experiences, open their homes to international students for meals, discussions, and small excursions.

The Shepherdstown Visitor Center maintains a dynamic website with current information on activities, cultural events, and special programs. One of the highlights of the year is the acclaimed Contemporary American Theater Festival (CATF) in July, premiering five new plays to international audiences.

Regional points of interest: Nearby sites of national importance are the Chesapeake and Ohio Canal National Park (a 185-mile hike and bike trail ending in Washington, D.C.), the Antietam Battlefield National Park (famous Civil War battle and historic site), the Appalachian Trail access (2,185-mile mountain hiking trail from Georgia to Maine), and Harpers Ferry (historic confluence of the Potomac and Shenandoah rivers).

How Do I Get to Campus?

Shepherd University has two campuses located in Shepherdstown and Martinsburg, West Virginia. Shepherdstown is the main campus with on-campus residence halls and instruction for most degree programs. Martinsburg is a satellite center that is home to the M.B.A. program and several specialized academic programs that largely serve the region’s professionals.

Shepherdstown lies about 90-minutes driving time from Washington, D.C., and Martinsburg lies about an additional 20 minutes west. The following applies to both campuses:

n Airports: Shepherdstown is within 75 minutes of three international airports: Baltimore-Washington Airpot (BWI), Dulles International Airport (IAD), and Reagan National Airport (DCA). Dulles International Airport is the preferred location for arriving international students and visitors.

n Public transportation: Rail transportation from Washington, D.C., is available with the MARC system, Brunswick Line, from Monday-Friday. Shepherdstown is best accessed from the Duffields Station, about 10-minute drive from campus. Martinsburg has a separate station, about 10-minute drive from the center.

n Driving: Washington, D.C., and Baltimore, Maryland are within 90-minutes driving time.

What is there to do in Shepherdstown and the surrounding region?

Shepherdstown has a very active and diverse schedule of programs, activities, festivals, art showings, and musical performances. For a full schedule, please visit the “Things to do” tab on the Visitor Center’s website (shepherdstown.info)—these are divided into arts, history, recreation, other, and events. Among the events are Appalachian Heritage Festival, Boo!Fest, Christmas in Shepherdstown, and the internationally renowned Contemporary American Theater Festival (CATF).

The region is well-known for its historic heritage. In colonial America, the region was developed for farming, basic industries, and river transportation. The family of George Washington, our first president, lived here as did other important leaders in that time. Following independence, the area was part of the nation’s westward expansion, and the Chesapeake and Ohio canal system along the Potomac River transported goods to and from the Chesapeake Bay. In the dark years of the Civil War, battles were fought in and around the area, one of the most famous occurring across the Potomac River outside Sharpsburg, Maryland. After the battle, Shepherdstown and many of the region’s communities served as hospitals. Today, visitors can get a glimpse into those days at the Antietam Battlefield National Monument and into a region that is famous for its restored towns, historic farms, rich Appalachian culture and music, and natural beauty.

Recreational activities are four-season. Running, biking, hiking, boating (and river sports), caves and geocaching, snowshoeing, and cross-country skiing are all within easy reach of Shepherdstown. Mountain climbing, white-water rafting and kayaking, and downhill skiing are within a few hours’ drive and are often part of weekend excursions during the school year.

What is the climate in Shepherdstown?

Shepherdstown’s climate is considered mild with four distinct seasons.

It receives 96 cm (38 in) of rain per year, which is slightly more than the U.S. average of 94 cm (37 in). Snowfall is 63 cm (25 in), which is also the average across the United States. The number of days with any measurable precipitation is 111.

The average July high is around 30° Celsius (87° Fahrenheit) degrees. The average January low is -6° Celsius (22° Fahrenheit). January, February, and March are the coldest months; spring and fall are spectacularly beautiful; and the summer months are hot, but not overly so. There is ample sunshine year round.

Recommended clothing

Students coming from either very warm or very cold climates will need to purchase additional clothing. This can be done quite easily after arrival. Buildings in town and on campus are climate-controlled, making living and studying comfortable year-round.

High quality faculty

More than 87 percent of faculty have earned the Ph.D. or terminal degree, are active in research and publication, and are respected specialists in their academic fields. Many are internationally known artists, research scientists, and educators, and several sit on national and international advisory councils.

Small class sizes

With a total student population of 4,500. The overall student to faculty ratio is 16:1. Faculty members quickly know their students’ names and are very accessible for assistance, follow-up discussions, research support, and general encouragement.

Ability to customize the educational experience

The strong liberal arts foundation, close proximity to the Washington, D.C., region, and departmental support for internships combine to enhance the degree program and provide an edge in a competitive job market or in graduate school applications. Two recent international student examples are:

Siriki Diabate: Combined political science degree with leadership in the political science honorary and the International Student Union to coordinate the visits of two West African ambassadors for lectures, cultural programs, and potential educational partnerships. His vision is to enter the diplomatic corps.

Raphael Capelli: Worked and interned as a student assistant in Division of Student Affairs while excelling academically in business. Won regional competitions for both marketing and entrepreneurship. His vision is to return to Brazil for a successful business career.

Proximity to the Washington, D.C.metropolitan area

The university is located in eastern West Virginia on the Potomac River and the state’s border with Maryland. It is within 90 minutes of the Washington, D.C., and Baltimore, Maryland, metropolitan areas and the three international airports that support them. Academic programs, internships, and excursions utilize this close proximity to broaden educational courses and programs.

Quality of life

Shepherdstown is the oldest town in West Virginia and is well-known for its exceptional quality of life. Within commuting distance of Washington, D.C., the small town atmosphere is safe, inviting, and a great opportunity for international students to experience “heartland” America. The surrounding region is noted for its rich culture, history, arts, strong family values, and four-season recreation and sports.

n Mass Communications: Concentrations in digital filmmaking, media studies, new media, and strategic communication. Department has its own film studio, offering students experience in all aspects of production.

Once the enrollment deposit has been received, immigration documents (e.g., form I-20 or DS-2019) will be prepared and sent to the agent for follow-up delivery to the student. With these documents will be some additional information, particularly for on-campus residence, meal plans, and campus life. In regard to on-campus residence, we strongly recommend the student live in the apartments, which offer year-round housing and in-unit kitchen to cover the breaks.

In addition, the recruited student and agent will be informed by email about Orientation Step 1: Registration and Advisement, which may be accomplished in person on campus or by proxy. Orientation Step 1 is a structured program for important information, advisement, and registration for the initial term of study. In some cases, it involves diagnostic testing for course placement. International students residing outside the United States are strongly encouraged to request Advisement and Registration by proxy, both for efficiency and access to the greatest possible choice in course selection.

Also, after the enrollment deposit has been received, the student will receive a series of emails to help further organize the student’s preparations for arrival. We will copy the agent on these emails. Please refer to the section on “After admission has been granted” (see page 23) for the topics. The timing for sending these out and some of the specific information will vary according to the starting semester, but in general the intent is to maintain contact with the student and help the student have a smooth arrival and initial experience at Shepherd.

n Medical health insurance is required while enrolled. This is an individual responsibility. In some cases the student’s family may be able to arrange for insurance in the home country that meets basic immigration requirements and can be used in the United States. This is acceptable and the student must bring proof of coverage to present upon arrival.

n Immunization record is an important item that must accompany the student’s medical history (Health Status Review form, see page 23). In general, we require current TB test and immunizations for MMR (mumps, measles, and rubella) and spinal meningitis. Since this is sometimes difficult to obtain, we recommend the family consult their family physician early.

n Credit card: In general, a credit card will not be available to the student through the local banks. Debit cards, checks, wire transfers, and other normal banking services will be available, though. Therefore, if a credit card is desired, the recommendation is for the student to bring a credit card linked to a home country bank, ensuring ahead that it will be acceptable in the United States.

n Driver’s license: Students who are already licensed in the home country should bring their driver’s license and an international driver’s permit with them. This will allow them to temporarily operate a car in the United States and will help when applying for a state driver’s license.

n Immigration-related documents: Please advise the student to carefully gather and safeguard all immigration-related documents for the United States. Increasingly the Department of Homeland Security is asking for additional documents and for previously issued forms. Keeping these in a single organizer will be very helpful.

n Credit card: In general, a credit card will not be available to the student through the local banks. Debit cards, checks, wire transfers, and other normal banking services will be available, though. Therefore, if a credit card is desired, the recommendation is for the student to bring a credit card linked to a home country bank, ensuring ahead that it will be acceptable in the United States.

n Driver’s license: Students who are already licensed in the home country should bring their driver’s license and an international driver’s permit with them. This will allow them to temporarily operate a car in the United States and will help when applying for a state driver’s license.

n Immigration-related documents: Please advise the student to carefully gather and safeguard all immigration-related documents for the United States. Increasingly the Department of Homeland Security is asking for additional documents and for previously issued forms. Keeping these in a single organizer will be very helpful.

n Off-campus housing: Units are readily available, but rental costs vary widely. The university cannot assist with locating and securing off-campus housing, but we suggest the student research Craigslist Martinsburg or Craigslist Shepherdstown as starting points. Leases are an individual responsibility, so the student is well-advised to consult with international student affairs on the content and expectations. Application Deadlines

Undergraduate admission

Although there is rolling admission for undergraduate study, admissions are primarily set for the fall term. In some cases, including those for transferring students, admissions are both available and recommended for the spring term. Summer admissions are generally not recommended for new international students because of the limited course selection and on-campus support.

Graduate admission

There is rolling admission (if space is available) into graduate studies, but the student should understand the potential difficulties with sequential courses should the initial enrollment be other than in the fall term.

Financial AidFinancial aid for international students at Shepherd University is available, but limited. A student may apply along with the application for admission or later during the degree program. The most favorable chances for an award are when initially applying for admission, but the student should also know that some financial aid is reserved for undergraduate students in their sophomore, junior, and senior years and graduate students in their second or final years.

Undergraduate Students

The Office of Financial Aid is the central office awarding financial aid to undergraduate students. International applicants should request assistance from the International Admissions team. Available to international students are merit, honors, and athletic scholarships.

Honors Program: The honors program accepts top students, offers them on-campus housing in the honors community, and provides them with a range of enhanced programs, activities, and conference events. Those completing the honors program earn their bachelor’s degrees with University Honors Designation. Students may enter the honors program in the freshman year or subsequently as honors scholars.

Student Athletes: Shepherd University is a Division II school, offering a range of sports in which students play and represent the university in regional and national competition. Student athletes accepted onto the teams have the opportunity for athletic scholarships. Men’s sports include baseball, basketball, football, golf, soccer, and tennis. Women’s sports include basketball, cheerleading, lacrosse, softball, soccer, tennis, and volleyball. Interested students should contact the respective head coach.

Resident Advisor (RA): An often overlooked opportunity for financial aid is employment as a RA in one of the residence halls. This is a responsible position that comes with room and board. After living on campus in the first year, students interested in applying should contact the residence hall director or the director of resident life.

Graduate Students

Assistantship: The primary financial aid at the graduate level is in the form of an assistantship. This can focus on teaching, research, or general administration; however, the choice is usually prescribed by the specific program. Application for an assistantship must be submitted along with the application for admission and should be preceded by research in how the student’s degree program or specific academic interests match the position or a faculty member’s research focus.

Admission Q & AHow do credits get transferred?

Students desiring to transfer post-secondary course credits to Shepherd for inclusion in their new degree programs must provide an official, full course-by-course evaluation by an approved academic credential evaluation service with their application for admission. This will be sent on to the Office of Registrar to determine transfer credit equivalences.

Transfer credits should appear on the university’s student database by the time of arrival. Transfer credits can be reviewed when meeting with the academic advisor before initially registering for classes.

A student having questions about the evaluation of transfer credits can discuss these with their academic advisor. For that discussion, it would be helpful to have the relevant course syllabus or catalog description translated into English.

How long will it take to receive an admission decision?

The time it takes to get an admission decision is based on how quickly all required documents are received at either the Office of Admissions or Office of Graduate Studies. The best way to ensure that an international application is completed as quickly as possible is to have the student apply online and then send all related and supporting documents directly to:

After admission has been granted, what are the next steps?

Step 1: Pay the matriculation depositThe decision granting admission will be sent to both the student and the agent, requesting the student to confirm the intention to study at Shepherd University by paying the matriculation fee of $100 online at www.shepherdinfo.org/quickpay.

Once the matriculation deposit has been made, the student will begin receiving various information emails to assist with preparations.

Informational Email Series: As noted above, the student will begin receiving a series of information emails to help organize and better prepare the student for arriving and studying at Shepherd University. The main topics covered are:

On-campus Housing and Meal Plan: Shepherd University offers several on-campus housing options and meal plans. These include single gender floors, single or shared rooms, and meal plans that offer tailored options for various dietary restrictions. This time may involve some initial diagnostic testing to determine the best placement level for the courses in that term. While this may appear to be an added burden, its purposes

are (1) to lay out the most efficient academic plan for degree completion and (2) to help the student be as successful as possible in the initial semester when so much is new and potentially unfamiliar.

Step 6: Pay tuition and feesThe tuition and fee schedule is generally set by credit hour. A course is usually three credit hours, although some may be less, others more, and still others variable, depending on the expectations. In addition, some courses, especially in the sciences, have additional laboratory or special fees above the tuition rate. First term of enrollment

When the applicant has been accepted for admission, has obtained a student visa for study at Shepherd, has enrolled in an academic semester as a full-time student, has fully paid the required tuition and enrollment fees, and has maintained full-time enrollment to the next instructional day following the final date upon which a student can

totally withdraw and qualify for a 50 percent refund, the student shall qualify as a “referred international student.”

In the first academic term in which an international student has fully qualified as a referred international student, the initial portion of the total commission fee for the recruitment of that student shall be payable. Payment will be submitted within 30 days to the address and/or account indicated by the agent at the time of billing. The invoice should contain all the names of the agent’s referred international students in their first term of enrollment and shall attest that the agent or agency has not had any form of direct financial relationship with any listed student. Second term of enrollment
