RISKREDUCTION

Objective of the FIA AIS

Installersthat minimise the levels of risk to themselves

also minimise the risk to their customersand vice versa

Installers that minimise risk will be moresoundly-based from a commercial viewpoint

andthey will ask the pertinent questions of their

suppliers in order to use their productscorrectly.

BENEFITS TO INSTALLERS AND SUPPLIERS

For clients and their consultants, thoseinstallers that seek to minimise risk will tend to

employ competent persons in a professionalmanner - emphasising rather than undermining

their competence.

Installers committed to the “reduction of risk”will be careful not to over-commit and will have

a good understanding of the requirements of thevarious standards they are asked to work to.

BENEFITS TO CLIENTS AND CONSULTANTS

Obtaining FIA AIS Approval

• a current, documented Health & Safety policy or• equivalent "statement of intent";• evidence of safe working practices:

• Risk Assessment and Method Statements;• pre- and post-project;

• a Personal Protective Equipment register;• a continuous improvement programme;• a continuous staff training provision;• access to the AIS Tools;• a current Technical Library containing, at least:

• BS 6701 and BIP 0007;• BS EN 50174 series;• BS EN 50310;• BS EN 50173 series;

•a test equipment calibration register;•a test cord (and test fixtures) register.

PART 1 ASSESSMENT

• a current Technical Library containing:• BS 7718 (withdrawn, but currently useful);• all current FIA TSDs.

PART 2 ASSESSMENT

Not necessary for ECA-ITEC Approved Installers

Approval is awarded to the Installervia a nominated QualifyingSupervisor who is deemed

responsible for the ongoing safety, quality and technical aspects of the

work performed by the Installer.

QUALIFYING SUPERVISOR

Operating FIA AIS Approval

Following the completion of the initial assessment, continued approval requires the submission to the FIA

AIS Directorate of one Installation Risk ReductionProfile (IRRP) per quarter.

The size of the project covered by the IRRP isunimportant and no commercial details are contained

within the IRRP

However, any renewal audit undertaken by the FIA willbe based on a selection of the submitted IRRPs

Approval is awarded to the Installervia a nominated QualifyingSupervisor who is deemed

responsible for the ongoing safety, quality and technical aspects of the

work performed by the Installer.

QUALIFYING SUPERVISOR

The primary contact of the AIS and shall be present during the initialassessment process, any subsequent reviews and any on-site inspections

Qualifications will be reviewed as part of the assessment process (copiesof all revelant qualifications shall be submitted to the FIA).

THE IRRP

The FIA AIS

Where the appropriate step to minimise risk have beenapplied there is nothing to do except "tick the box".

Where measures have not been applied to recogniseand minimise risk (for any reason including failureswithin the customers specification) then additionalinformation is required to indicate what steps weretaken to advise the customer.

There is no standard format for any supportinginformation. This minimises the administration work ofthe installer in order to meet the needs of the scheme.

Costs of FIA AIS Approval

Based on a years trading, FIA Approved Installer status therefore costs less than £7 per day -

not a great deal to ensure that an installer is operating to recognised risk-management processes

INITIAL APPLICATION FEES

The administration of and assessment of the basicapproval detailed above costs £450.00 (excluding VAT)

This one-off fee is non-returnable if an application fails

Not necessary for ECA-ITEC Approved Installers

APPLICATION COMPLETION FEES - YEAR 1

Following successful assessment a completion fee ischarged to cover the first years approval. This fee isdependent on Corporate status as follows:• Corporate A: £200.00 (excluding VAT);• Corporate B: £500.00 (excluding VAT);• Corporate C: £900.00 (excluding VAT).

FULL APPROVAL FEES - YEARS 2+

This fee is dependent on Corporate status as follows:• Corporate A: £200.00 (excluding VAT);• Corporate B: £500.00 (excluding VAT);• Corporate C: £900.00 (excluding VAT).

AUDIT FEES

At end of each of the first three years (prior to renewalfor the following year) an audit is undertaken at a

charge of £300 (excluding VAT).

After the first three years an audit is only undertakenevery three years at a charge of £300 (excluding VAT).

The intrinsic value of any AIS results from an improvement in working practices and reductions in risk-based costse.g. over-runs, litigation etc.

GETTING THEM TO SPECIFY AIS

The commercial advantageof the AIS

depends upon the number of customers/consultants

demanding it!

The value of the AISdepends upon the

number of Approved Installers The value of the AISdepends upon the

usefulness of the AIS Tools

“It is a requirement of this technical specification that the installation and testing of optical fibre cabling isundertaken by an FIA Approved Installer (a full list is available at www.fia-online.co.uk).

This requirement seeks to minimise contractual risk by using a supplier employing experienced, competent andqualified staff using recognised techniques in accordance with published standards and applying suitably calibrated

test and inspection equipment.”

FIA AIS - IRRPThe FIA AIS - linking to national standards

What is the most common question that the FIA Technical Directorate getsasked after an installation has gone “wrong”

QUESTION

“What do the standards say about …………...” ANSWER

Following the completion of the initial assessment, continued approval requires the submissionto the FIA AIS Directorate of one IRRP per month.

THE IRRP (INSTALLATION RISK REDUCTION PROFILE)

The IRRP is an information pack based upon the simple completion of the applicable ticklists:• 23 task-specific ticklists covering hundreds of risk elements in total

• clearly not all the elements are applicable to each installation.• details how identified risks have been managed and/or mitigated.

The IRRP serves to remind installers that the installation standards have something to say aboutmost common installation problems - whoever has caused them!

“There is hardly anything in the world that someone cannot make a little worse and sell a little cheaper, and the people who consider price alone are that person’s lawful prey.

It is unwise to pay too much, but it is also unwise to pay too little. When you pay too much, you lose a littlemoney, that is all. When you pay too little, you sometimes lose everything because the thing you bought is

incapable of doing the thing you bought it to do.The common law of business balance prohibits paying a little and getting a lot .... it can’t be done. If you

deal with the lowest bidder it is well to add something for the risk you run. And if you do that you will haveenough to pay for something better.”
