Family First Prevention Services Act (FFPSA) - Prevention
• Title IV-E funding shift tied to focus of keeping children in family-like settings whenever possible
• Provides for 12 months discrete services for children at imminent risk of entering foster care and their families:• Mental health treatment• Substance abuse treatment and prevention• Parent skill building, and individual and family
counseling• Services must be evidence-based, trauma-

FFPSA Congregate Care
• Only settings that federal financing will reimburse after the first two weeks a child has been in care:• Qualified Residential Treatment Program (QRTP)• Placement setting supporting pregnant or
parenting teens• Supervised independent living for 18 year-olds• Residential care and support services to children
and youth who are at-risk of sex trafficking• Licensed residential family-based substance abuse
treatment facility (12 months only)

Qualified Residential Treatment Program (QRTPs)
• Must be licensed and accredited by an HHS approved organization• CARF, COA or Joint Commission, possibly others
• Have a trauma-informed treatment model• Facilitate and document family involvement
and outreach• Provide at least 6 months post-discharge
family-based aftercare support• Registered or licensed nursing staff and other
licensed clinical staff, onsite consistent with the treatment model and available 24/7

Becoming a QRTP• Strategic decision• Designation from the state – new licensing
category• Some states weighing costs / benefits of
creating this new category
• Accreditation ≠ QRTP, but is a requirement• Time requirements should not be under-
estimated

accredited • Oct. 1, 2021 in Texas (some states are today!)
• Need time to select an accrediting body• Implementation of standards • Thousands of organizations trying to
become accredited at the same time• Accrediting bodies only have so much
