FESTIVALS AND SPORT EVENTS STREAM

Festivals & Sport Events Goals

Festivals and sport events play an important role in city-building and can have a tremendous impact on community development, volunteerism and civic pride. They also play a critical role in helping to engage citizens in the arts, culture and sport. Bringing residents together to celebrate their city supports a sense of place and well-being. The City of Brampton’s Festivals and Sport Events (FSE) Stream has been established to provide support for festivals and sport events that take place in Brampton. The goals of the Festivals Stream are to:

build pride and community spirit among Brampton residents

celebrate Brampton's cultural diversity

increase opportunities for community engagement

engage new audiences in events (for example, families and newcomers) The goals of the Sport Events Stream are to:

support the hosting of sport events that have the potential to generate economic and tourism benefits in the City of Brampton

support the hosting of sport events that provide a valuable sport development opportunity for Brampton-based athletes, coaches and officials

support the hosting of sport events that offer an opportunity to engage spectators and build community pride

Festivals Stream

The Festivals Stream supports two categories of events:

"New” Festivals - festivals that are either in their first year or are requesting City

of Brampton Community Grant Program funding for the first time regardless of how long the festival has existed.

"Established” Festivals - festivals that have received City of Brampton Community Grant Program funding for at least one (1) year, must be consecutive years of funding.

In both cases, the festival, rather than the organization, is being referred to.

A. Objectives

The objectives of the Festivals Stream are to support festivals that:

are responsive to community demographics and interests

are reflective of the community’s diversity

draw participants from outside Brampton’s municipal borders

have a positive economic impact on the local economy

demonstrate social responsibility

are welcoming to all Brampton residents

instill a sense of civic pride among Brampton residents

B. Priority Funding Areas

Priority will be given to festivals that:

celebrate community identity – the diversity of our residents and their customs

instill a sense of civic pride by recognizing achievements of our local organizations and residents

engage the community to actively participate in strengthening the community

offer participants a unique experience not duplicated by other organizations and

their declared activities

C. Who Can Apply - Eligibility Criteria

Applications for consideration under the FSE Stream will be accepted for projects that are scheduled to take place in Brampton and from Brampton-based (defined as having a permanent address in the City of Brampton) and are from:

A non-profit organization* which is a not-for-profit corporation;

A non-profit organization* which is an unincorporated association of individuals

provided that two (2) or more of the organization’s named directors or officers

execute the grant application and the City’s grant agreement personally or;

A charitable organization which is registered as a charity under the Income Tax

Act of Canada and which provides acceptable evidence of a valid charitable

registration number issued by Canada Revenue Agency.

*as defined by the Income Tax Act of Canada

Important Note:

An application that is submitted in collaboration with two or more organizations is

permitted when at least one organization is deemed eligible. The eligible organization of

the collaboration shall be the lead applicant and will accept all responsibilities and

obligations for any approved grant funding and be the signatory on all funding

agreements.

D. Who Can Not Apply - Ineligibility Criteria

Applications for consideration under the FSE Stream will not be accepted from:

for-profit organizations including commercial or entertainment ventures individual persons organization based outside of the City of Brampton government agencies political groups including election campaigns agencies, boards or commissions of the federal or provincial governments municipalities and municipal entities

public or private schools, post-secondary institutions, including colleges and universities

political groups, organizations organizations or individuals that are currently in default of a previous provincial

government grant or other provincial funding religious organizations* organizations that are in any way indebted to the City organizations deemed to be not in good standing such as; involved in litigation

with the City or its affiliated agencies organizations that the City determines to be under the jurisdiction of another

municipality, the Region of Peel, the Federal Government, the Provincial Government and/or demonstrates a better alignment with another grant funding organization participating in the Consortium of Peel Funders.

organizations or their representatives registered on the City of Brampton’s Lobbyist Registry, either as a Lobbyist or for giving a gift to a City employee or Member of Council regarding the Project for which they are seeking a support through the Community Grant Program.

City employees, members of Council or any other City project

*Religious organizations are permitted to apply only if they can demonstrate clear boundaries between religious content and public programing in both the submitted proposal and budget, and all other eligible criteria is met. Grants can not be used for religious programming or projects focused on a religion.

E. General Funding Provisions

1. Applicants may submit up to a maximum of one (1) application per calendar year

to the FSE Stream – Festivals Stream.

2. "New festivals" (as previously defined) will be eligible for funding for up to 50% of eligible expenses to a maximum of $12,500.

3. "Established festivals" (as previously defined) will be eligible for funding for up to

50% of eligible expenses to a maximum of $65,000.

4. Applicants must demonstrate other sources of funding including grants, sponsorships, donations, etc. As part of the FSE Stream, organizations are encouraged to work with the Community Grants Advisor to increase other sources of funding and decrease reliance on City of Brampton support.

5. Funds may only be used for the approved event as outlined in the original

application and the City of Brampton may cancel funding in cases where the project/activity, venue or date changes without consultation with City staff.

8. Funding in a previous year does not guarantee future funding.

F. Eligible Expenses

The following list details the categories of expenses (or expenditures) that are eligible for funding under the FSE Stream:

rental of audio-visual presentation equipment (screens, projectors, etc.)

technical/installation support fees

crating and transportation of works of art

exhibit, installation or performance venue rent or booth fee or storefront

project marketing and promotional expenses

art supplies to a maximum of $500

officials (referees, timekeepers, etc.)

police/security

facility (venue) rental costs

City permits/road closures

City labour costs for deliver/tear-down/set-up of City equipment

port-o-lets

garbage cans

tents, staging

picnic tables, folding tables, chairs etc.

décor (flowers, linens, dishes, etc)

entertainment (artists, DJs, musicians, speakers, emcees, etc.)

project refreshments - for attendees only (does not apply to contracted vendors

providing food for sale)

G. Ineligible Expenses

The following list details the categories of expenses (or expenditures) that are ineligible for funding under the FSE Stream:

presentation costs including framing, display structures, mounting and installation hardware and supplies and construction of structural elements specific to an installation

expenses associated with alcohol (including expenses related to the sale of alcohol), legalized substances or tobacco

financial support for specific artists or artist collectives expenses not related to the project, exhibit, installation or performance any type or form of capital purchase or acquisition – i.e. computer printers, sound

systems, display easels, musical instruments, dance shoes, trophies, awards, uniforms, etc.

wages or fees related to organizational operations

fundraising or capital campaign projects or events are specifically not eligible for funding under the FSE Stream

programming and projects that take place outside of Brampton HST all types of Insurances (organization and project based) financial support of specific teams or individuals any paid personnel involved with the planning or delivery of the sport event; staff wages, fees or honorariums any paid personnel involved with the planning or delivery of the project any expenses associated with food/beverage and/other food based purchases

during the pre-planning of the project activities considered to be part of the organization’s general operation and are

not directly related to the delivery of the project religious and/or politically partisan activities trade shows, trade fairs and consumer shows fireworks conferences, seminars, clinics, training, symposiums, banquets, award banquets,

contests, professional development projects rallies and demonstrations fundraising events (exceptions are pre-approved grandfathered) and capital

campaigns private events that are not open and inclusive to the general public, including but

not limited to; club member events for families and friends, club membership recruitment, ticketed events, etc.

political events activities that are not in compliance with all federal and provincial laws and

regulations, all municipal by-laws, and any other orders, rules and by-laws related to beverage and/other food based purchases during the pre-planning of the any aspect of the activity

reimbursements of travel and accommodation expenses for an organization’s

members or for a third party to participate in an event

Important Note:

Applications that have any expense item(s) for which the eligibility is not clearly outlined

will be deemed ineligible. Applicants will not be contacted to verify expenses.

H. How to Apply - Application Process and Timelines

1. The call for applications for the Festivals Stream and Sport Events Steam of the

FSE Stream will open on Wednesday, November 15, 2017. Applications must be submitted by Monday, January 15, 2018 by 4:30 pm.

2. A second call for applications is scheduled to open in March 2018 depending on available funds.

3. Please refer to the Community Grant Program Handbook (CGP Handbook) for

detailed program timelines.

4. All potential applicants that meet the eligibility criteria as identified in Section C should consult the Community Grant Program Handbook to fully understand the funding application process, required documents and key dates.

I. Evaluation of Applications

1. Applications to the FSE Stream will be assessed by an "Evaluation Panel"

comprised of City of Brampton staff and community stakeholders with subject matter expertise. Only applications being recommended for funding will be brought forward for Council approval.

2. Applications will be assessed based on the merit of the project relative to the

stated goal and objectives of the FSE Stream and the funding priority areas (Refer to Section B of this document), the budget and the planned level of citizen engagement as per the criteria identified in Section J "Evaluation Criteria".

3. The determinations of the "Evaluation Panel" are considered as a "final" decision.

4. Feedback on the application evaluation will be provided upon request by the Advisor. Feedback will be provided by appointment only.

J. Evaluation Criteria

1. In addition to meeting the mandatory eligibility requirements, applications will be

reviewed and evaluated based on a consistent set of criteria. A point scoring system will be used to document the evaluation based on a total maximum score of 100 points.

2. An application must score a minimum of 70 points to be considered for funding. A

score of 70 points is not a guarantee of funding. 3. New Festivals The following criteria will be considered when reviewing

applications for funding:

Festival Merit – up to a total of 40 points

Is the festival unique within Brampton, one-of-a-kind, and new to the City of Brampton?

Are festival activities innovative, new and exciting? Does the festival demonstrate new partnerships? Does the festival celebrate the diversity of the City? Organizational Capacity – up to a total of 40 points Does the application demonstrate the applicant team’s experience, expertise

and achievements in festival planning? Is the proposed budget both reasonable and realistic in terms of the proposed

festival and does the budget demonstrate efficient use of resources? Is there an festival plan and does it address all required festival components? Is the marketing and promotion plan succinct and effective? Does the application clearly outline sources of additional funding including

grants, donations, sponsorships and support from other levels of government?

Community Outcomes – up to a total of 20 points Is the festival inclusive of all members of the City? Is the festival free of charge or cost to all residents of the City? If a venue is involved, is it physically accessible and barrier-free? Are community members provided with an opportunity to contribute to the

festival in a voluntary capacity? Does the festival instill a sense of pride among residents? Does the festival demonstrate social responsibility? For example, increase

awareness of social issues or support community initiatives such as food banks.

Is there a plan for any programming/activities to take place before or after the

festival?

4. Established Festivals The following criteria will be considered when reviewing applications for funding:

Is the festival unique and one-of-a-kind within Brampton? Are there components of the festival that are new and innovative? Does the applicant clearly outline sources of additional funding including

grants, donations, sponsorships and support from other levels of government?

Does the festival demonstrate a broader appeal to residents and attendees

from beyond Brampton municipal boundaries?

Do community partnerships support the festival? Are other organizations active participants in the delivery of the festival?

Organizational Capacity – up to a total of 40 points Does the application demonstrate the team’s experience, expertise and

achievements in festival planning? Is the proposed budget both reasonable and realistic in terms of the proposed

festival? Does the budget demonstrate efficient use of resources? Is there a plan to measure the success of the festival? What are the key

performance measures?

Is the marketing and promotion plan succinct and effective? Does the application clearly outline sources of additional funding including

grants, donations, sponsorships and support from other levels of government?

Community Outcomes – up to a total of 20 points Is the event inclusive of all members of the City? Is the festival free of cost for all members of the community? K. Evaluation Timing

Please refer to the Community Grant Program Handbook for detailed program

timelines.

L. Notice of Application Status

Brampton City Council must approve all recommended FSE Stream applications

prior to notification. Applicants will be notified by email regarding the final status of their application.

M. Agreement

All funding recipients must sign a Community Grant Program agreement that

includes details regarding reporting, indemnity, accountability, insurance and disclosure of conflict. Agreements must be signed in-person with the Community Grants Advisor.

Approved funds will not be paid out until funding from other sources is

established (usually by letter of intent).

Successful applicants will receive funds by Electronic Funds Transfer to the bank account of the recipient noted in the application form.

90% of approved funding will be provided initially with 10% of approved funding

held back and released only upon receipt of the final report, budget statements and receipts to the satisfaction of the program administrator. The City of Brampton reserves the right to request bank statements for the project period and/or reviewed financial statements.

All approved events and associated spending must be completed in the calendar

year the funds are awarded. Any unspent funds must be returned to the City of Brampton and may not be carried over to subsequent calendar years.

Funding from any other City of Brampton sources will be deducted from the awarded amount.

In the case of an event cancellation, repayment of the entire amount of funding issued by the City of Brampton will be required.

Applicants are responsible for keeping expense receipts to account for all project

costs.

Recipients will be provided with City of Brampton logo files and guidelines for mandatory recognition of FSE Stream support.

N. Final Report Requirements

1. A mandatory requirement of the FSE Stream is that each fund recipient is

required to submit a Project Close-Out Report" within sixty (60) days after the completion of the event.

2. The "Project Close-Out Report" must include the following: a) a description of the event b) a description of the results or outcomes of the event c) a final project budget (template provided) including a complete and itemized

listing of all costs/expenses incurred supported with either original receipts or copies of all receipts

The City of Brampton reserves the right to request bank statements for the funding period and/or reviewed financial statements of the applicant. "Project Close-Out Reports" that do not include these required components will impact future funding opportunities for the applicant. Report templates will be made available to as part of the CGP Handbook as well as on the Community Grant page at http://www.brampton.ca/EN/City-Hall/grants/Pages/Welcome.aspx The City of Brampton encourages all recipients of support from the Fund to include

photos, videos, anecdotes, project samples, etc. with their final report. Please ensure

individuals appearing in photos or videos sign a photo release form so that images and

clips may be shared on brampton.ca and social media. A photo/video release form is

available in the CGP Handbook or on the Community Grant page on brampton.ca.

Sport Events Stream

A. Objectives

The objectives of the Sport Events Stream are to support the funding of events that:

Support Brampton-based or Brampton-aligned sport organizations

Have the potential to generate a positive economic and tourism impact in the City of Brampton

Provide valuable sport development opportunities for Brampton-based athletes, coaches and officials

Identify a legacy component to the City of Brampton, for example volunteer training, a piece of sporting equipment, etc.

B. Who Can Apply – Eligibility Criteria

Applications for consideration under the Sports Events Stream will be accepted from Brampton-based* or Brampton-aligned sport organizations for sports events scheduled to take place in Brampton.

*defined as having a permanent address in the City of Brampton.

C. Who Can Not Apply - Ineligibility Criteria

Applications for consideration under the FSE Stream will not be accepted from:

- multiday

- attracts participants from greater than 40 km one-way

- includes more than 10 room-nights (number of rooms x nights)

Measurable Economic and Tourism Impact – up to 50 points

Economic Impact Assessments will be used to measure the change in economic activity resulting from hosting the sport event in the City of Brampton. There are three main factors that are considered when assessing local impact in addition to some secondary factors:

The proposed event takes place over multiple days. The event attracts participants from greater than 40km (one way) to the event

venue. The event includes overnight stays in City of Brampton

commercial/institutional accommodations (minimum of 10 room nights).

The event is being hosted in City of Brampton owned facilities.

The event has an opportunity to grow

The event will garner media attention from local outlets. Applicants may be required to complete a Sport Tourism Economic Assessment Model (STEAM) report, both pre and post event. The City of Brampton STEAM Workbook and measurement tool are available to applicants through the Coordinator of Sport Tourism for the City of Brampton. Community Impact – up to 20 points

Applicant demonstrates a valuable sport development opportunity for

Brampton based athletes, coaches and officials.

Event builds Brampton’s profile and reputation as a premier sport destination

The event offers opportunities for the public to participate as spectators.

The event includes innovative programming to support/increase community engagement and participation in the event and/or sport.

There is a well-defined legacy plan. The event aligns with the goals and objectives of the Sports Event Stream. The event supports local partnerships.

Organizational Capacity – up to 30 points

Does the application demonstrate experience, expertise and achievements in sport tourism event planning and execution?

Is the proposed budget both reasonable and realistic in terms of the proposed

event and does the budget demonstrate efficient use of resources?

Does the application clearly outline sources of additional funding including grants, donations, sponsorships and support from other levels of government?

Is there a marketing and promotion plan for the event?

J. Evaluation Timing

Please refer to the Community Grant Program Handbook for detailed program

timelines.

K. Notice of Application Status

Brampton City Council must approve all recommended FSE Stream applications

prior to notification.

Applicants will be notified by email regarding the final status of their application.

L. Agreement

All fund recipients must sign a Community Grant Program agreement that

includes details regarding reporting, indemnity, accountability, insurance and disclosure of conflict. Agreements must be signed in-person with the Advisor.

Approved funds will not be paid out until funding from other sources is

established (usually by letter of intent).

Successful applicants will receive funds by electronic transfer to the bank account of the recipient noted in the application form.

90% of approved funding will be provided initially with 10% of approved funding

held back and released only upon receipt of the final report, budget statements and receipts to the satisfaction of the program administrator. The City of Brampton reserves the right to request bank statements for the project period and/or reviewed financial statements.

Funding from any other City of Brampton sources (including Mayor, Council

Members) will be deducted from the awarded amount.

All approved events and associated spending must take in the calendar year the funds are awarded. Any unspent funds must be returned to the City of Brampton and may not be carried over to subsequent calendar years.

In the case of an event cancellation, repayment of the entire amount of funding

issued by the City of Brampton will be required.

Recipients will be provided with City of Brampton logo files and guidelines for mandatory recognition of FSE Stream support.

M. Final Report Requirements

1. A mandatory requirement of the FSE Stream is that each fund recipient is

required to submit a Project Close-Out Report" within sixty (60) days after the completion of the event.

2. The "Project Close-Out Report" must include the following:

a) a description of the event b) a description of the results or outcomes of the event c) a final project budget (template provided) including a complete and itemized

listing of all costs/expenses incurred supported with either original receipts or copies of all receipts

3. Post-event STEAM report

The City of Brampton reserves the right to request bank statements for the funding period and/or reviewed financial statements of the applicant. "Project Close-Out Reports" that do not include these required components will impact future funding opportunities for the applicant. The City of Brampton encourages all recipients of support from the Fund to include photos, videos, anecdotes, project samples, etc. with their final report. Please ensure individuals appearing in photos or videos sign a photo release form so that images and clips may be shared on brampton.ca and social media. A photo/video release form is available in the CGP Handbook or on the Community Grant page on brampton.ca.
