Pres. Bill E. went over several. Jiggs stated that on April 27th the state CC will have an Accident Management seminar with
Slider in Sioux Falls.
There being no further business or discussions, Jiggs motioned to adjourn with all in favor. Thanks to all for the great food that was
shared. We had 42 in attendance.

The 1-8-19 RU ABATE general membership meeting was called to order by Pres. Bill E. Pledge of Allegiance was led by Sgt. at
Arms, Frankie. Group prayer was led by CMA Barbie.

MINUTES—Minutes of Dec. meeting had no additions or corrections. Phil motioned to accept and Wayne seconded. Motion
passed.

OFFICER REPORTS
Pres. Bill E. stated that it is a new year again. Thanks for coming and for all the great food. Thanks to the new officers and the
long term that are continuing another term. We need to work hard at educating people about ABATE and what we do.
Vice Pres. Bill H. also thanked those who filled the officer positions. Our goal should be to reach out for new members.
Treasurer Tina gave the dollar reports. Bob W. motioned to accept and Nate seconded. Motion passed.
Sec. handed out mail, newsletters, and thank you's from Auggie. Hope to see a lot of you at Legislative Days in Pierre.
LRC rep., Craig shared information on vehicle titles in other states.
Membership Sec. Rachel shared Karline's information of 46 affiliates and 388 members.
Sgt. at Arms, Frankie had nothing to report.
STANDING COMMITTEE REPORTS
PR Sandie is gone.
Road Captain Nate, shared information on the Snow or Shine Poker Run. It will be posted.
Newsletter Editor Ginny, shared information on the one page calendar with information updates that will be sent out monthly.

MRF report by Jiggs had him share information on Congress getting started.
Membership Drive had Steve share information on a weekend he set up at BH Harley.

Halloween Party will be chaired by Hilary and Karline.
Jiggs stated that there will be no Safety Seminar for 2019.
OLD BUSINESS
Website is to be voted on. Second reading was done by Pres. Bill E. Jiggs motioned to move forward with the web site. Bob W.
seconded. Motion passed. Check out the new RU ABATE website.
Toy Ball was questioned by Susan as to if it will happen. Pres. Bill E. stated that the board is looking at other options. Bill H.
shared ideas.
NEW BUSINESS
BHAB's meet Jan 14th at 6:30 pm.
Member of the Year will be announced at Legislative Days.
Jiggs asked for approval of $828.69 for a gun that will be raffled off for the Conference Funds. Bob W. motioned to allow for the
purchase for the raffle. Phil seconded. Motion passed. Jiggs also shared information on a gold supporter card that can also be
used as a fund raiser. It will be called the Freedom Fighter membership. Discussion was had. Bob W. motioned that RU ABATE
do this. Phil seconded. Motion passed.
Wayne shared information to membership on a BBC class as was done last spring. Is there interest from the group to do it. Yes!
Wayne will do more checking on this.

Chaplain’s Corner
A little background on the ABATE
Chaplain’s position and the Chaplain’s
corner. In September of 2001 right after
the Twin Towers incident, Bill Muldoon
was the President of Rushmore ABATE.
He with the approval of his board asked
Sunshine and myself to be the Chaplains
for ABATE and we were honored to say
yes. In the beginning Sunshine and I
would take turns writing the monthly
articles as our schedules and the word
we heard from the Lord dictated. We had
different styles and some folks liked her
articles and some liked mine. Fast for-
ward 17 years. As her illness progressed
it seemed I would write more of the arti-
cles and now we are at the point it is just
me. As I was going through some of
Sunshine’s papers the other day, this
writing jumped out at me. She evidently
liked it and saved it so I thought I would
share her final word with you this
month. Enjoy.
Would a summer day beckon the Lord
and a friend to jump on a Harley and
ride like the wind? Would He thrill at the
feel of the wind on His face? How far
would He ride and to what kind of
place? Would He ride to the mountains
to shout from the top? Or down to the
seashore before He would stop? Would
they choose where to go next by flippin’
a quarter? Would He kick off His san-
dals and walk on the water? I wish I
could ride with the wind on my face to
the mountains, or seashore or any old
place and I know that I’d pray that the
day wouldn’t end, Riding high on a Har-
ley with Jesus my friend.

State Rep Report
Legislative Days was held January 10th-12, 2019 at the Moose Lodge in Ft. Pierre and at the capitol in Pierre. We met Thursday
evening at the Moose Lodge for an IMPAC meeting and to listen to Diane’s report. We were a little late and missed out on her
report, but we were in time to have dinner, meet with legislators and discuss bills they are working on this year. In attendance
were 70 Abate members, 3 lobbyist, and 35 legislators. Not only was it a great opportunity to meet the legislators but fellow
Abate members from around the state.
Friday started at the Capitol with breakfast in the Rotunda and a group photo of all the ABATE members with Larry Rhoden, our
lieutenant governor. We divided into two groups and sat in both the House of Representatives and Senate for their opening ses-
sion, where we were introduced.
After the morning session, we traveled back to the Moose Lodge for lunch hosted by Sioux Falls Chapter and then listened to a
presentation from the South Dakota Attorney General, Jason Ravnsborg. Everyone had time to ask questions and we discussed
the Organizational plates and the lack of approved decals on the plates. He did take the information and is going to look into this
further. He then had the head of the DCI step up and introduced himself and gave a brief overview of his position with the state.
Brad Skyberg from Sioux River chapter presented his “Share the Road” presentation that he shows to kids in drivers’ education
around his area. He did make copies of his program to send back with each State Rep for their local chapters. Jiggs then present-
ed his Strategic Planning/After Action Report and we broke into smaller groups to come up with our own after action reports.
There were a lot of great ideas from each group.
Oahe Chapter hosted a delicious evening meal and then awards and presentations were given. Congratulations to Rhode and Gin
for being awarded the Coordinator Award from ABATE of South Dakota. You guys are great mentors and always go above and
beyond to help ABATE. Plus what would we do without all your photos, Rhode? After the awards there was a live auction
along with a Chinese Auction which got to be a little competitive trying to get the last dollars before the time expired!! There
were a lot of little digs to pass out at this time and lots of laughs from everyone!! There were a lot of laughs and exchanges of old
times from everyone as the night passed. This was my first year attending and can’t wait to go back next year. I met a lot of fun
people with a lot of great ideas and a passion for Abate. I would really encourage anyone who has never been there to join us
next year.
Saturday, the State Board of Directors meeting was called to order with all the state officers present and the reps or subs present
for each chapter except for East Central, Lewis and Clark and North Star who were absent.
Secretary’s Report was passed out with no changes from the last meeting and approved.
Treasurer’s Report was given and approved.
Membership Secretary Report was given and approved.
Newsletter Editor’s Report: nothing to report at this time.
Committee Reports:
Promotions Committee: Nothing at this time.
MRF Rep. Report: Kelly states it is quiet at this time with the shutdown. Profiling bill has passed the house at this time and
waiting for the senate. MRF dues are going up $5.00 for a membership. The sustaining membership dues will stay the same at
$100.00. The Zzen chapter has voted to be a sustaining member with the MRF and they are challenging each Chapter of ABATE
in South Dakota to do so as well. This will be the last year for Rolling Thunder in Washington DC, in May. Kelly states he will
be going out this year and visiting with each Abate chapters during one of their monthly meetings.
IMPAC Legislative Officers Report: Almost $450.00 was raised during live auction and Chinese auction at legislative days
and some discussion was held on an after action report from Legislative Days. Diana (our lobbyist) was present to discuss new
bills coming up in this legislative session. She will continue to monitor bills and update our ABATE website. She stated the
legislators were very impressed with our venue this year and had lots of good feedback.
State Product Manager Report: Carl gave his report and sold $681.00 in product during Legislative Days. He ordered patches
for each Abate member that lobbied at the capitol and those were handed out along with the packets on Thursday night.
Motorcycle Awareness, Training, and Education Grant: Jiggs will contact Lee to see if we can get grant money to help print
new maps.
OLD BUSINESS:
Organizational Plates: Info was given to the Attorney General and he will follow up on the approved emblems. Diana will
follow up with the state treasurer.
Website: The new website is up and running and looks great. They are going to add the bills in legislation at this time. She
still has some updating and if anyone has anything would like to add or change please contact Jiggs.

Mentoring Program: Nothing to report at this time.
Legislative Days and Venue: A motion was present and approved to move the venue for 2020 Legislative Days and the board of
directors meetings to the Moose Lodge in Ft Pierre
Nominations for Vice Coordinator: No nominations at this time. Jiggs states he would like a Vice Coordinator that lives on the
East side of the state, so they will be able to help with events that take place on that side if he is not able to attend.
NEW BUSINESS:
Law Tigers: Contacted ABATE and would like to purchase a one page add in our monthly newsletter. Discussion was held and
voted on to hold off on allowing them to purchase a full page add at this time.
September Meeting: The date has been changed to September 14th in Ft Pierre so those who wish can attend Meeting of the
Minds the following weekend in Minnesota.
Legislative Award: Was discussed and we will follow up with an award to a legislator that helped Abate.
Nominations in March and May: Coordinator, Secretary, and Legislative Officer
Bylaws: Jiggs would like to review the bylaws and make any necessary changes. He has asked Geri, Aaron, Phil, Mark, and Hila-
ry to help with this task.
